THE UAE continues to be animportant supplier of crude,LNG and LPG to Indian

market. UAE is the fifth-largestimport source and accounts forabout 6 per cent of India’s totalcrude imports. UAE is also thethird-largest source of LPG andpetroleum, oil and lubricants, saidthe Union Minister for Petroleum& Natural Gas, DharmendraPradhan in New Delhi.India is already the third-

largest consumer of energy in theworld. It is the third-largest im-porter of oil and fourth-largest im-porter of gas. Propelled by aneconomy that will grow to morethan five-times its current size by2040, Indian energy demand isforecast by the International En-ergy Agency to grow by morethan any other country in the pe-riod to 2040 and account for one-third of total incremental growth.This also provides for an idealsetting for India and the UAE tostrengthen its hydrocarbon en-gagement, said Mr Pradhan. Two highlights of the Prime

Minister, Narandra Modi’s recentvisit to the UAE were the signingof the Concession Agreement be-tween an Indian consortium andAbu Dhabi National Oil Company(ADNOC) for award of 10 percent stake in Lower Zakum Off-shore oilfield, and an agreementbetween Indian Strategic Petro-leum Reserves (ISPRL) and AD-NOC to operationalise the fillingup of a strategic petroleum re-serve cavern in Mangalore. The agreement awards 10

per cent participating interestin Abu Dhabi’s offshore LowerZakum oilfield to a consortiumof Indian PSU companieswhich comprises ONGCVidesh, IOCL and BPRL. The agreement, effective

from March 9, 2018, wassigned at the Royal Palace inAbu Dhabi on February 10,2018 in presence of Mr Modiand Sheikh Mohammed binZayed bin Sultan Al-Nahyan,Crown Prince of Abu Dhabi.The offshore concession in

favour of the Indian consortiumhas taken India’s bilateral en-gagement in the oil and gas sec-tor to a golden phase, which is insync with the comprehensive

strategic partnership between thetwo countries. India and the UAEhave progressed from a buyer-seller relationship to an era of mu-tual investments in the oil and gassector. This will be the first Indian

upstream investment in a produc-ing asset in the Gulf region andin the Middle East. The agreement reflects the

vision of Prime Minister to-wards strengthening hydrocar-bon linkages with the UAE on

a win-win basis. From a current production

of 4,00,000 barrels per day(bpd), the production will peakat 4,50,000 bpd by 2025. In-dian share of oil will be 10 per

cent, i.e. about 2.24-millionmetric tonne per annum(MMTPA) at peak production.Average share for India will be1.75 MMTPA for next 40 years.Total cumulative share of theIndian consortium will be 70

MMT over the next 40 years.The agreement will directly

boost India’s energy security. In-dian share of 9,00,000 barrels ofDAS Crude for March 2018 and1.2-million barrels for April 2018

has already been offered by AD-NOC. Participation will provide avaluable platform to Indian up-stream companies to work along-side the international majors and,thus expose them to the lateststate-of-the-art technology and

management practices.The second significant agree-

ment was between the ISPRLand ADNOC to invest in thestrategic crude oil storage facilityin Mangalore. ADNOC will investabout $400 million by way of stor-ing crude in one ISPRL under-ground rock cavern in Mangaloreof capacity 5.86-million barrels(0.81 MMT). Period of storage willbe 3 years with automatic exten-sion of 2+2 years. UAE is the first country which

will participate in India’s StrategicPetroleum Reserve (SPR) pro-gramme. It is befitting that astrategic partner like the UAE isalso India’s valued partner in thearea of SPR. The oil storage facility will help

boost India’s energy security, aswell as enable ADNOC to effi-ciently and competitively meetmarket demand in India and

across the fast-developing South-east Asian economies. The initial Oil Storage and

Management Agreement wassigned in January 2017, duringthe state visit by Sheikh Zayed toIndia as Chief Guest at India’sRepublic Day celebrations.With the Lower Zakhum ac-

quisition, Indian oil and gas PSUshave investments in 27 countries.Indian PSUs made a major ac-quisition in Russia in 2016. IndianPSUs – ONGC Videsh, IOCL,BPRL and Oil India jointly ac-quired 49.9 per cent stake inVankor oilfield and 29.9 per centin Taas-Yuryakh at an investmentof $5.5 billion. This gave India eq-uity oil of 15 MMtoe (milliontonnes of oil equivalents), whichis about 40 per cent of India’s an-nual domestic production. It is a commitment of the

government to increase and di-versify India’s overseas up-stream footprint and to boost In-dia’s energy security.

THEMinistry of Human Re-source Development(HRD) will reduce the syl-

labus of National Council of Edu-cational Research and Training(NCERT) textbooks in the comingtwo to three years. This was dis-closed by the Union Minister forHRD, Prakash Javadekar at a me-dia briefing in New Delhi.Giving details, Mr Javadekar

said the idea to have quality edu-cation in the country emerged pre-dominantly from the six work-shops held by the ministry as wellas high-level meetings with stateeducation officials. A large numberof NGOs, education experts, stategovernment officers, headmastersand many teachers took part inthese meeting.Mr Javadekar said, “it is in-

creasingly being felt that plenty ofinformation is not education andstudents are not just a data bank.The main aim of education is to

bring out a good human being. Itis the need of the hour to inculcatevalue education, life skills, experi-ential learning and physical fitnessin our daily life.”He added that the idea to re-

duce the burden is to make stu-dents learn the basic principles ofvarious subjects, teach them howto interpret and analyse for overallpersonality development.To achieve this end, the min-

istry has asked the NCERT toevaluate the present curriculumand decide what can be doneaway with and what can be re-tained. The ministry will put out onits website the request for sug-gestions from teachers, parents,educational experts, students andall concerned stakeholders in thefield of education on reducing thesyllabus of NCERT, said MrJavadekar. The minister also assured that

after two months he will reviewthe suggestions and take definitemeasures to reduce the syllabus.

Itwill include political leaders,heads of UN agencies andworld-class health experts, serv-ing in their individual, independ-ent capacities.“The ongoing Ebola out-

break in the Democratic Repub-lic of the Congo is a stark re-minder that outbreaks canhappen anywhere, at any time,”said Mr Tedros.“Part of being prepared is

Global Health Crisis Task Force,created in 2016 in response tothe West Africa Ebola outbreak,recommended in its mid-2017 fi-

nal report to the UN General As-sembly the need for robust on-going monitoring of global healthemergency preparedness. In re-sponse, WHO and the WorldBank worked together to estab-lish the new monitoring board.The Board’s Secretariat will behoused at WHO headquartersin Geneva, Switzerland.
