What is the Challenge?As per FHWA…Agencies have until January 2012 to establish and implement a sign assessment or management method to maintain mini-mum levels of sign retroreflectivity. The compliance date for meeting the minimum retroreflectivity requirements on regula-tory, warning, and ground-mounted guide signs is January 2015.

Why is this Program Important?(FHWA) says “...the selection of a reasonable method for maintaining sign retroreflectivity (Assessment Method or Man-agement Method) might serve to defend highway agencies in tort liability claims and litigation. Public agencies that imple-ment and follow a reasonable method in conformance with the national MUTCD would be in a better position to successfully defend tort litigation involving claims of improper sign retrore-flectivity than jurisdictions that lack any method.”
