In regards to the connection across Tamaki Road, Healthy Waters’ preference would be to redirect the existing DN225line and catchpit lead that cross Tamaki Drive so as to minimise the number of road crossings, if this is feasible. If this isdone, we request that the abandoned pipe is filled with grout and shown as abandoned on the Council GIS.

My comments as follows:

Item 1We do not seek HW’s approval as such however we do seek acknowledgement that our stormwater disposal andmanagement proposal is on the right track.

Item 2Flooding and coastal inundation has been dealt with separately by Tonkin and Taylor although I am not sure who theyhave been dealing with at Council. Perhaps Scott can assist in this regard.

Item 3We have proposed the new DN450 stormwater connection across Tamaki Drive for the following reasons:

1. It will provide the deepest point of connection and therefore provide the best level of service to the proposedbuilding.

2. It is anticipated that it will be able to be construction using trenchless methods thereby minimising thedisruption that excavating across Tamaki Drive would otherwise cause.

3. It will reduce the load on the existing upstream systems to the maximum extent.4. There is also potential to redirect the existing DN225 line and catchpit lead that cross Tamaki Drive so as to

minimise the number of road crossings.

I would be more than happy to meet to discuss this matter further.

Attached is WaterCares review of the proposed development. Note, they have conditioned that the pipe be upgraded atthe cost of the developer.

Unfortunately this appears to be WaterCare’s final decision. Council cannot be of much help with altering their decisionand it might be best to arrange a meeting with them in person to discuss this further.

Sophie will get back to us soon regarding the stormwater situation and what you are proposing.

Since I could not see any overflow recorded near that section for the past a few years, I doubt upgrading of the sectioncan be in the high priority list.

We have checked flow capacity again for that 150mm sewer section between MH (ID: 514580) and MH (ID: 514581)along Atkin Avenue.

Based on applicant’s calculation, the existing 111 dwellings contribute PWWF 7.63 L/s into Line 1. The additional flows,from existing 40+ dwellings downstream Line 1 can contribute approximately PWWF 2.5 L/s. This will make the existingcombined flow of PWWF >10 L/s.

The proposed new addition of 96 units will add another PWWF 6.88 L/s. So, post development will require over 16 L/s ofcapacity to this section.

However, based on the available grade of this 150mm section, the maximum PWWF capacity is around between 9-10L/s.

Therefore, it is well over this line’s capacity.

Thanks for the feedback but it seems a bit unfair that WSL expect us to do region wide assessments of its owninfrastructure which it should already know as a utility network operator.

It also seems obvious that the additional 4 l/s that the proposed development will generate will be insignificantcompared to the existing flows generated by the much larger catchment of the line in question. This also means that ifthe line is already under capacity, which I suspect it is, then who will be responsible for upgrading it.

Otherwise, could you please check to see if WSL has any information on the line, particularly its gradient. If not then wewill need to undertake a field survey which will be very costly because of the temporary traffic control requirementedand present an otherwise avoidable H&S risk.

Your assistance with this matter is much appreciated.

Just heard back from WaterCare, nothing from HW yet.

“I have done an initial check on this application.

What we are concerned is further downstream along Atkin Avenue, the sewer section is highlighted as per the attachedsheet.

With the flows coming from upstream of MH (GIS ID: 514580) from north direction, plus the total projected flow coming throughLine 1 (as stated in Appendix B, Preliminary Water & Wastewater Report), the short 150mm section between MH (GIS ID: 514580)and MH (GIS ID: 514581) can be a capacity constraint.

For this, we need applicant to do a catchment suttee to include flows coming from the upstream of MH (GIS ID: 514580) from northdirection.

As discussed at our meeting in October please find attached preliminary Stormwater and Water & Wastewater Reportssupplied with a view to obtaining pre-approval, in principle, from you, Healthy Waters, and Watercare Services for theseaspects of the proposed development.

The preliminary findings of the reports are that the local infrastructure has sufficient capacity to service the proposeddevelopment however we also wanting to establish if there are any wider capacity, or other, issues that could undulyaffect it.

I would be more than happy to attend meetings and or provide any further information to facilitate this matter.
