1. STAMEQ - Brief Introduction

Since 1962 established as “Standards & Metrology Institute (SMI)”

- Under State Committee for Science and Technology - Staff : 24

From 1984 : “Directorate for Standards and Quality” (STAMEQ)

- Under Ministry of Science and Technology - Staff : more than 1,000

• Governmental Agency under MOST.

• Having responsibility to advise the Government on issues in the fields of Standardization, Metrology and Quality management in the whole country

• Representing Vietnam in international and regional organizations in SMQ and related fields

• Membership of 18 international and regional specialist organizations including: ISO, IEC, ILAC,OIML, APO, CAC, GS 1 (EAN), PASC, APLAC, APMP, APQO, ASEAN/ACCSQ, APEC/SCSC, TA, APO, APLMF, CGPM, ASEM/TFAP/SCCA

• 2006 Budget: 10 Mls $ US including:

• 40 % from Government

• 60 % from Testing, certification, Quality assurance, Consultancy, Training, standards, information and other technical services

STAMEQ’ Main Functions • Development of Legal documents, strategy, Policy, planning on SMQ

• Guidance on SMQ and supervision for SMQ activities carry out by Ministries’ and Local Province’s and cities' Agencies

• Development of United National Standards System (TCVN) and organize its Dissemination and application, participation in development of International & Regional Standards

• State management on Metrology; Establishing, Maintaining, improving National measurement standards, verifying & calibrating measuring instruments

• State supervision and control of quality of imported-exported and domestic goods and products. market surveillance activities

• Regulate and Guide the activities of Suppliers self-declaration of conformity, Certification and Accreditation

• Inspection and handling the violation of legislative documents on SMQ

• Numbering and Bar-coding activities

• Research, Training, consultation services

• SMQ Information services

• International Cooperation: Standards, Metrology, Conformity Assessment, Productivity, Numbering and Bar-coding

Law on Standards and Technical Regulations No 68/ 2006/QH11 approved by Viet Nam Parliament in 2006. have been in force from 1/1/2007

• Recognizing the importance of standardization in economic development and integration process

• Reflecting the Government’s policy for development of standardization that serves socio-economic development objectives

• Renovating and improving of the existing standards system to meet the demands of society and development in new stage

• Making New approach in Standards and technical regulation development and application, meeting the obligations of WTO/TBT Agreement

Law on Standards and Technical Regulations

• To ensure the national benefits and international committments in the integration process to the world economy

• To ensure unity of National standards system, unity of National standards system, technical regulation system of Viet Namtechnical regulation system of Viet Nam

• To promote the wider participation of the organizations, personel in standards development and technical regulation’s development process

Law on Standards and Technical Regulations

This Law provides for:

1. the development, adoption and application of standards;

2. the development, approval and application of technical regulations;

3. the conformity assessment with standards and technical regulations.

What’s new in the Law on S & TR -

Article 5. Basic principles for activities in the fields of standards and technical regulations

1. Standards and technical regulations should ensure the improvement of quality and effectiveness of social-economic activities, improving the competitiveness of products, goods and services in domestic and international markets

2. Standards and technical regulations should meet the requirements on safety, national security, sanitary, health of people, legal right and benefits of stakeholders, protecting the animal, plants, environment and rational use of national resources

3. Activities in the field of Standards and technical regulations should ensure the transparency and publicity, non–discrimination and not to cause unnecessary obstacles to production, trade and commercial activities. Standards development should ensure the participation and consensus of the related parties.

What’s new in the Law on S & TR -

4. The development of standards and technical regulation should:

a) base on scientific and technological achievements, practical experiences, current needs and socio-economic development trends;

b) use of international, regional standards as a basic for development of standards and technical regulations, except where such standards are inappropriate to Vietnam’s climatic, geographical, technological and technical factors, or damage the national benefit;

c) wherever appropriate, be based on product requirements in terms of performance rather than design or descriptive characteristics;

d) ensure the unification of system of standards and system of technical regulations of Vietnam.

What’s new in the Law on S & TR -

Article 6. State's Policy on standardization's and technical regulation's development

1. The State shall attach importance to investment on, and building the technical infrastructure and personnel training necessary for State management in standardization and technical regulation's activities.

2. The State shall support and facilitate scientific research, application and technological development serving standardization activities .

3. The State shall encourage all organizations and individuals, either domestically or overseas, and overseas Vietnamese residing overseas to involve in the development and application of national standards, organization's standards and technical regulations; to invest in the development of standardization activities in Vietnam; and take part in training on standardization in different economic-technical fields.

What’s new in the Law on S & TR -

Article 7. International Cooperation

1. The State shall encourage extending the cooperation in the standardization and technical regulation's activities with other countries and territories, international organizations, regional organizations and foreign organizations and individuals; taking the advantage of assistance from other countries and territories, international and regional organizations on the basis of respect for the independence, sovereignty; equality and mutual benefits.

2. The State shall encourage and create favorable conditions in order for concluding bilateral and multilateral arrangements on mutual recognition of results of conformity assessment to facilitate trade between Vietnam and other countries, territories.
