The exercise of the franchise in a democratic community is as much a public duty as a private right of citizenship. Whilst the generalisation that a people get* the Government it deserves may be too sweeping, it contains at least a modicum of truth. When the electorate has ceased to care whom it appoints to speak for it, it can scarcely complain if the policy of its delegate does not conform to established principles of representation. So, with its fate in the balance, "Horn Soit" again emerges from the darkness into which its editorial committee retired when lack of advertising support made it impossible to carry on what they still consider to be an import- ant function within the University of Sydney. It publishes with but one purpose, namely to impress upon the Student Body of the University, if it is not duly impressed already, the vital necessity of attending the general meets* called for to-morrow, and of expressing at that meeting their considered opinion of the new constitution, a resume of which is published in this issue, and which has been arrived at after mature consideration by the of the four main associations of which it is proposed to form the Students' Representative Council. We would point out that it is in draft form only, and subject^ to whatever modification the majority deems desirable. All Horn Soit attempts, by this issue, is to induce the waverers to attend, and to vote. Most students, we fed sure, need no pressing. It has been fairly generally agreed that some re-organisation of the student body is necessary . It is not only needed to prevent a recurrence of the last Festival fcasco. It vitally affects the welfare of every student even the future of the Alma Mater. Under existing conditions, we must fail to realise our possibilities. Let us establish a constitutional framework which net only ensures adequate safeguards, but also enables us to make steady advance along the road of real progress. Evolution, rather than revolution, assisted at the birth of the constitution now submitted. It does not seek to break up the present order, but rather attempts to knit existing institutions together, and to remove a number of iniotH anomalies which form a rather formidable barrier to unity. That unity is strength is perhaps a trite expression, but that does not prevent it from attaining the status of truth. If unity can be reached through the proposed constitution —and it behoves us to give it a fair trial—then it will have been of nnmense value. The objects of the Students Representative Council are not new. Every society which now exists within the University has more or less the same aims. But. by combining the efforts of all organisations, it should be in a much better position to realise those aims. Representation has been arrived at on a fair and equitable basis, and. we think, adequately safeguards the interests of the smaller bodies. Following generally the lines of organisation in many of the larger Universities of the United States, its principles are ultimately democratic. It protects the interests of every student, gratfciate. undergraduate and diploma. While not perfect, it provides a foundation on which may be built, in years to come, a solid and enduring form of government. i K* hw,utlon In recommending the constitution to the electors. And, let us beg of all, do not let sectional interests and jealousies (if Ihey exist) destroy all the good work which ha. been done in the last few months. (3) The following bodies retain their identity:— (a) Sy<key University Undergraduates' Association; (b) Sydney University Women Undergraduates' Association; (c) Sydney University Evening Students' Association; (d) Sydney University Women Evening Students' Association. (4) Representation of the afiliated associations is on a proportional basis, with a minimum of two; (5) The President shall be elected by the Council at its first meeting after its appointment; (6) A disciplinary power is vested in the Council; (7) The Council has power to authorise the publication of an official journal, which will ?et out its views and policy. Points from the Constitution ( I ) It establishes the Students Representative Council; (2) The general body of students is represented; S.U.U.A. Annual Election. The annual election of a president and three members of the committee of the Association, under the new con- stitution, will be held in the Union Hall and the Law School on Wednes- day. November 13, between the hours of 8 a.m. and 6.30 p.m. Special voting facilities will be available for men at the Dental, Syd- ney. Royal i'rince Alfred, and St. Vin- cent's Hospitals. All day male students should note that as the new constitution automati- cally makes them members of the Aa- sociation. they will be entitled to vote at the forthcominK elections, financial members of the as before constituted, or not. Nominations close on Monday, No- vember 11, at 7 p.m., with the hon- orary secretary. S.U.U.A. Candidates must be nominated by at least two day male students, ud nomination papers must hoar the signed statement of the candidate, ex- pressing willingness to accept eMee if elected. Under the new scheme the Students' Representative Council takes over all the routine work and responsibilities of the Association as previously con- stituted. Day students should now make an endeavour to elect a truly representative president. The S.U.U.A. is now in a position to assure candidates for office, that, with salaried officers controlling the rou- tine work of the S.R.I"., the outsMe ac- tivities of any student will in mi way interfere with his academic life, or jeopardise his chances in the annual examinations. Wearing: the Gown The black gown has for been the symbol of equality ssd frater- nity among students in all ports el the world. On some occasions the gown is often the one outward indication that a person belongs to the University. Statute No. 12 provides that "at all lectures, examinations and public ceremonials of the University undergraduates must appear in acade- mic dress. Provided that the Profes- sional Board shall have power to exempt students attending certain classes from wearing academic dress at these classes where such a course is deemed espedient." The Guild Council sets the example by insisting on the wearing of gowns at its meetings. Students are asked to wear their gowns and wear them proudly, and not skulk into lectures academically naked.
