notes from the SUPERVISOR’S OFFICE

As summer starts to fade and the school year begins,

I want to start this column with a reminder to all

of our drivers to be especially cautious on our roads,

and to remind the parents of school-age children to

make sure that their children are well aware of the

need for caution when walking or bicycling. Please

also keep in mind that state law requires motorists to

come to a full stop for school buses that are stopped

and have their red fl ashers on. Safety is certainly

important all year long, but the changes associated

with the start of the new school year are a time for

some extra caution on everyone’s part. Residents

who travel through Guilderland Center will also want

to be mindful of the new 35-mile-per-hour speed

limit on Route 146 in the hamlet, a change that was

made to increase safety in the hamlet of Guilderland

Center.

The second Household Hazardous Waste Day for

2011will be held from 8:00 A.M. until 2:00 P.M.

on Saturday, September 24 at the Town Highway

Department Garage on French’s Mill Road. Those

who would like to participate will need to present an

event pass that residents can obtain by presenting a

current vehicle registration at either the Town Clerk’s

Offi ce or the Transfer Station during normal business

hours. Pack your materials safely for transport and

drive over to the Highway Garage, where your

vehicle will be unloaded for you and the materials

disposed of in an environmentally appropriate

manner. Information about the materials that can

be processed through this event can be found on

the Town website, www.townofguilderland.org.

Please call the Transfer Station at 861-6776 if you

have any questions. As always, we appreciate the

fi nancial assistance of the NY State Department

of Environmental Conservation, which has again

provided a grant that is used to assist in funding

Guilderland’s hazardous waste recycling program.

Our popular summer recreation programs have

wound down after another successful season,

and the Town Pool is closed for the year, but

Guilderland’s parks

still off er plenty

of recreational

opportunities for

Town residents at

this time of year.

Tawasentha Park

off ers nearly 5 miles

of walking trails, as

well as basketball

and tennis courts,

a children’s

playground, and

several picnic areas. Western Turnpike Golf Course

becomes a bit quieter as the season winds down

for golf leagues, and off ers residents a chance for

an enjoyable golfi ng experience at a discounted

price. The Town’s other parks are also open for the

appreciation and enjoyment of our residents as we

move into fall.

A few seasonal notes for our residents: 1) School

taxes may be paid without penalty until September

30. You should receive your bills early in the month.

Visit the Town website or call our Tax Offi ce at Town

Hall (356-1980, ext.1023) for more information or if

you have questions; 2) Primary elections are held

on September 13 from noon until 9:00 P.M. at all

Guilderland voting locations; 3) Watch for the Fall

edition of the Guilderland TowNews, which will arrive

in your mail in the latter part of September. This Town

newsletter will contain the 2011 schedule for leaf

pick-up around town for the fall season.

SATURDAY, SEPTEMBER 24, 2011WHO CAN PARTICIPATE?

Only Town of Guilderland Residents can participate and only home-generated

hazardous wastes are acceptable.  A pass will be required which can be picked

up at the Guilderland Transfer Station or the Town Clerk’s offi ce. A vehicle

registration is required.

HOW TO PARTICIPATE?

The Town of Guilderland Household Hazardous Waste Collection Day will be

on: SATURDAY, September 24th, 2011 FROM 8:00AM - 2:00PM.   Hazardous

wastes must be brought to the Town Highway Garage, 6338 French’s Mill Road,

Guilderland Center.

SAFETY PROCEDURES:

• All hazardous wastes must be in their original, labeled containers.  Tighten

caps and lids.  NEVER MIX CHEMICALS.

• Sort and pack materials securely in a sturdy cardboard box; use newspaper or

cardboard to keep items from tipping or hitting each other.

• Wrap leaking containers in newspapers and plastic bags or a large container.

• Place chemicals that may react with each other in separate parts of the car.

• DO NOT leave product in a hot, unventilated vehicle for an extended period of time.

• DO NOT smoke near chemicals.

• At the collection site, please stay in your vehicle.  Workers will unload the material.

Guilderland Residents need transfer station/park stickers in order to use the

transfer station.  2011 stickers can be picked up at the Town Clerk’s offi ce in Town

Hall, the Parks & Recreation Department (across from Tawasentha Park) or the

Transfer Station.  A current vehicle registration is required in order to receive a

sticker.

The Town of Guilderland Transfer Station Gates will be open from:

Health Programs for Young, Old, and In Between The Guilderland Public Library presents two important Consumer

Health Programs for people who care for juniors (children) and

seniors (parents). The programs are free and open to all.

Preventing Sports Injuries & Keeping Kids Fit!Taking precautionary steps to prevent sports injuries is particularly

important now that the school year – and school sports – are

starting. Albany Medical Center experts present “Preventing

Sports Injuries and Keeping Kids Fit” at the Guilderland Public

Library on Tuesday, September 13, at 6:30 pm.

Among the experts is pediatrician Dr. Hamish Kerr, MD, a board-

certifi ed sports medicine specialist; he and his colleagues

explain why sports injuries are on the rise among U.S. children

and teenagers, and they discuss ways to prevent and treat sports

injuries.

Join Albany Medical Center’s experts as they explain such issues

as determining when a child should resume activities and

whether an injury may have lasting eff ects on a growing child.

This program also reveals how to keep children, who may not

participate in sports, healthy, fi ght obesity, and learn life-long

healthy habits.

When a Senior Relies on YouIt’s called the “Sandwich Generation,” people who fi nd themselves

seeing not only to the needs of their own children, but also to the

health and well-being of their own parents. Too often, caregivers

forget to take care of themselves. This program, “Resources for

Caregivers: When a Senior Relies on You,” which will be held at

the Library on Wednesday, September 14, at 10 am, focuses on

the caregiver, providing information about the services available

in our community to make care-giving easier.

Old Songs will present singer/songwriter/guitarist  Sarah

McQuaid on Saturday, September 10 at 8:00 pm. The concert will

citizenship,  Sarah McQuaid  was taught piano and guitar by her

folksinging mother, and remembers being inspired by meeting her

distant cousin, well-known singer/songwriter/storyteller Gamble

Rogers, at her grandmother’s house in Indiana. From the age of

twelve she was embarking on tours of the US and Canada with

the Chicago Children’s Choir, and at eighteen she went to France

for a year to study philosophy at the University of Strasbourg.

Sarah moved to Ireland in 1994, and three years later released her

debut solo album, When Two Lovers Meet. Despite critical acclaim,

a long break from the music scene followed, during which Sarah

married and started a family. The recording was re-released in 2007,

a year that also saw Sarah touring as a solo artist for the fi rst time

and moving with her family to Cornwall, in the southwest corner

of England. The following autumn she released her second album, I

Won’t Go Home ’Til Morning, which, like its predecessor, was recorded

in Trevor Hutchinson’s Dublin studio and produced by Gerry O’Beirne.

Now spending approximately six months of each year on the

road in Ireland, the UK, Europe and the USA, Sarah was an offi cial

showcase artist at the International Folk Alliance conference in

February 2011. She returned to the studio in June 2011 to record

her third solo album, provisionally titled The Plum Tree and the Rose.

afternoon workshop for guitarists called  An Introduction to

DADGAD  (DADGAD being a popular alternate tuning for guitar).

The workshop will take place at 3:00 pm at the Old Songs

building on Saturday, September 10. Registration fee is $25.

by The Irish Times as “a godsend to aspiring traditional guitarists”.

SELF MANIPULATION (cracking ones spine) IS HARMFULBy Dr. Jennifer L. Noonan, Spinal Wellness Center

The science and art of spinal correction, or as we now call it- Chiropractic has

been practiced for thousands of years. It is a highly studied and practiced fi eld

that is performed 94% of the time by Chiropractic Physicians who are the most

skilled at it, having had years of specialized education and practice behind

them.

I am seeing more and more people enter my offi ce seeking care from the

repercussions of months or years of self-manipulation (twisting, pulling and

“cracking” themselves). This harmful habit can have long-term, uncorrectable

consequences and here’s why- it creates permanent instability in the joints

by overstretching the joint capsule and ligaments (soft tissue structures that

connect and hold one bone to another). People who do this fi nd they progress

from occasional twists and pulls to more and more frequent manipulating until

they are doing it constantly and getting no relief. They have created permanent instability in their spine. Many

even begin to suff er headaches and other symptoms as a result. People begin to self manipulate in the fi rst

place because they sense joint restrictions and immobility in the joint and try to get relief. What these people

need is chiropractic care.

Chiropractors examine the whole spine, fi gure out which joints are dysfunctional and apply safe adjustments in

the proper direction, with the proper force, to the proper joints, correcting the underlying problem. Anything

else is arbitrary and dangerous.

Still shook up over the earthquake? We have

books and movies that allow you to vicariously

participate in life during and after a quake.

In Richter’s Scale: measure of an earthquake,

measure of a man, the only full-length biography

of Charles Richter (1900-1985), a name eponymous

with the scale that measures the magnitude of

earthquakes, Susan Hough chronicles his life, work,

and poetry. Based on his papers, Hough discusses

the relationship and health issues that may have contributed to his

quirks and makes a plausible case that he had Asperger’s syndrome.

Simon Winchester’s A Crack at the Edge of the World;

America and the great California earthquake of

1906 is a vibrant picture of life in San Francisco just

before and following the earthquake. It contains

both geological history and personal anecdotes,

explains the longstanding dangers of the San

Andreas Fault and the long-term consequences of

the earthquake it caused.

A more recent earthquake is described by Dr. Paul Farmer in Haiti

after the Earthquake. Farmer’s account is not a gloomy catalog of

impenetrable problems. As devastating as Haiti’s circumstances

are, its population manages to keep going. Farmer

shows how, even in the barest camps, Haitians

organize themselves, creating small businesses

such as beauty parlors. His narrative is interwoven

with stories from Haitians themselves, from doctors

and others working on the ground. Ultimately

this is a story of human endurance and humility in

diffi cult circumstances.

expression itself. Chitra Banerjee Divakaruni’s

fi ctional account of a California earthquake is described by Booklist

as a suspenseful, astute, and unforgettable survivors’ tale.

As of the writing of this article, the S&P 500

Index has declined in value by approximately

14% from its intra-year high in April 2011. As

recently as last year, we saw the S&P 500 drop

by approximately 16% from April 23, 2010

to July 2, 2010. We certainly remember the

turmoil from late 2007 to early 2009, where the

S&P 500 lost nearly 60% of its value.

With stocks, we urge investors to remember

that during the past 82 years, there have been four occasions when stocks have dropped in value by 40% or

more, as measured by the S&P 500. In other words, the recent volatility is not unusual. Any allocation to stocks

should be of a long-term nature, and we suggest that investors should not place any assets into stocks which

are expected to be withdrawn within at least 10 years. For example, if an investor has $200,000 and would like

to make portfolio withdrawals of $10,000 per year, then we would recommend that at least $100,000 be held in

less-volatile assets such as bonds or money market vehicles.

If the recent stock market volatility has you concerned, you should ask yourself a few important questions:

1. Do I need to withdraw any of my stock investments within the next 10 years? If yes, you may wish to

consider reducing your allocation to stocks, even if it means selling when prices are down.

2. Even if I don’t need any of my stock investment within the next 10 years, am I losing sleep at night over the

market volatility? If yes, you may also wish to consider reducing your stock exposure to a more comfortable

level.

For those who can answer “no” to the above two questions, you will likely benefi t from sticking to your plan,

and rebalancing your accounts as needed. Whether or not you think changes are required, it is prudent for

you to meet with your fi nancial planner to review your investment plan and make certain that it is on track to

accomplish your goals and objectives.

NYSERDA Announces New $3 Million Residential Appliance Rebate Program

to Begin Sept. 2, 2011

High-effi ciency refrigerators and clothes washers will qualify

The New York State Energy Research and Development

Authority (NYSERDA) today announced a new $3 million rebate

program specifi cally for the purchase of high-effi ciency ENERGY

STAR® refrigerators and clothes washers. The program begins

Sept. 2, 2011.

Rebates of $350 will be available for high-effi ciency refrigerators

and $250 for high-effi ciency clothes washers that meet

Consortium for Energy Effi ciency (CEE) super-effi ciency levels.

Super-effi cient appliances use signifi cantly less electricity than

the federal standard and are at the upper end of ENERGY STAR

effi ciency levels. Super-effi cient clothes washers also use less

Green, Save Green NYS High-

Effi ciency Appliance Rebate

Program.” Unlike the “New York

State Great Appliance Swap-

Out,” which ran from February

2010 until those funds ran

out in March 2011, the new

program does not provide

rebates for freezers or dishwashers and does not provide rebates

for recycling.

“We’re focusing on appliances where we can make the biggest

energy effi ciency gains,” said Francis J. Murray Jr., President

and CEO of NYSERDA. “Our last appliance rebate program

helped consumers save money on energy costs and provided a

needed boost to retailers across New York, while reducing the

environmental impact of older appliances. We are very pleased

that New York residents took full advantage of this program,

which supported Governor Cuomo’s goals for improving New

York State’s environment and decreasing energy usage. We

expect the new program to be just as successful.”

During “New York State’s Great Appliance Swap-Out,” which

provided more than $16 million in rebates, 165,148 households

participated across the state, and 169,866 appliances were

replaced with 57,365 ENERGY STAR qualifi ed appliances. ENERGY

STAR appliances are up to 30 percent more effi cient than

standard models on the market.

More than 1,000 retailers across New York State participated,

promoting the sale of ENERGY STAR products.

BACK TO SCHOOLAt this time of the year I always get the same response when I

ask parents how they are. It is a smile of excitement and relief,

after which they exclaim how happy they are because it is

almost time for school to start. The underlying reason is that

most of us parents have to continue working throughout the

summer, but the children need something to replace school

for direction. This is a lot of work for parents and sometimes

requires sacrifi ce on their part. We look forward to summer so

much, and we don’t always want to let go, but in the end we

all know that we need the schedule and direction that comes

in the fall.

So what are the kids saying? They say they are unhappy about

it, but I think they also know that they need the guidance and discipline that school provides. Deep down they

realize that it is time for a change and they do look forward to the social aspects of school as well.

With all of this looking forward to the start of school comes apprehension and uncertainty. We are all uncertain

about how it will work out; friends, homework, teachers, transportation, sports, and other activities wait on the

horizon. We need a lot of patience to let school begin and see how it works out. The fi rst weeks will be hectic

and can even be troublesome so we must really try to remain calm and thoughtful. Try to maintain a positive

attitude about everything, but especially throughout September. If we do then the whole school year will fall

into place.

A good dose of patience and positive attitude being prescribed, I do want to remind all of the parents out

there that they should also be proactive. As soon as you are worried about anything or need more information

regarding school, do not hesitate to contact your child’s teachers. I know my colleagues in the district and

I know that they welcome your contact. Make that contact and be involved in your child’s education. Just

remember to always keep an open mind, be positive and realize that we, as the teachers of your children, really

do have the best interests of our students at heart. I wish you all great success and fortune this fall!

The Friends of the Schoolcraft Cultural Center are

once again seeking the community to assist in

preserving this important building by purchasing a

commemorative brick in the building’s walkway.

The 19th-Century Schoolcraft House, once owned

by Congressman John Schoolcraft, is the only

Gothic residence in Guilderland. The community is

fortunate that neither suburban sprawl nor fi re has

destroyed this historic structure, and now people

throughout the community have an opportunity to

be a part of Guilderland’s heritage. By purchasing an

engraved commemorative brick, residents have the

opportunity to establish a personal link to the process

of renovating the house and insuring its future.

Q. What year did your business start?A. We established an llc in 2008 and have run a variety of successful

childcare programs throughout the Capital Region ever since. Our

Not for profi t corporation has only recently formed for the purpose

of providing educational services in our Early Childhood Center to

area families. We felt it was a logical move and a great extension of

the programs we established under the llc.

Q. Where are you located and were you always in the same location?A. Our programs run in Niskayuna, Troy, Brunswick, Hoosick Falls

and most recently in Guilderland where we launched our Early

Childhood Education services on Schoolhouse Road.

Q. How and why did you get into the business?A. My partners and I attended the College of Saint Rose together

17 years ago and each of us amassed

multiple years as classroom teachers. While

my partners Shameka Brown-Johnson and

Lynette Smith are still teaching in Albany,

I stepped out of the classroom to continue

the mission of the TSL programs full time,

due in large part to the

quick success and growth

of the programs.

Q. How many generations have been running the business?A. This is a fi rst generation

program. We’re not a

franchise, and as such

did not buy into some

corporate get rich quick notion of childcare.

We started our program from scratch with

our own vision and philosophies in mind, in

large part because we realized, after several

years of teaching, that children are not the focus of the education

world. Our programs do not revolve around money and politics,

just children. Children are the center of the TSL universe. It is our

blood, sweat, and tears that have paved the way to our success.

The heart and soul of our program is us. That is real. Not something

borrowed or something recycled.

Q. Do you have many regular customers? Is there anything specifi c that they are always coming in for?A. Most of our families are return customers because they have

realized the quality of the programs we off er. The programs are

born from our hard work and personal investment in the them.

Q. Are you known for anything special?A. Our wonderful work and commitment to children and the

unique way we present to children. New parents to our programs

rarely know what they are in for when they walk through our doors.

They always leave a bit surprised and pleased.

Q. What hours are you open?A. The hours of our Early

Childhood Center in

Guilderland are 7:00-5:30.

Hours vary for all of our other

programs.

Q. Do you sponsor any local teams, if so which ones?A. We don’t sponsor teams. Actually, we don’t endorse competitive

sports. Our programs are cooperative based, and we always speak

to children about the essence of competition and the dangers of

a super competitive society (like ours). We need to work together

more. Without unity we have no community. Our central focus in all

of our programs is community building. If you don’t spend time on

community building you have nothing but a house of cards.

Q. What do you love most about the business?A. I personally enjoy being able to work with children and

families on my own terms. Nothing is dictated to me by hapless

administrators working for their pensions. There are no senseless

requirements to follow. My workday isn’t 9-5. I don’t count the

hours until my next day off . This isn’t work to me at all. I’m making

a living while being free doing what I love to do. Everything makes

sense to me now, whereas in teaching nothing made sense. When

you have the opportunity to be on your own and seeing and feeling

success, your whole perspective on work changes. I could never go

back into the workforce, whether it be teaching or any fi eld. That

life doesn’t make sense to me anymore.

Q. What do you think is your biggest challenge with the business?A. Of course the biggest

challenge for any business is

to keep the clients coming,

but in providing excellent

and quality childcare word

spreads quickly, we have

found. Still, there is a lot to

do to get your name and face

out there. With childcare, in

particular, parents want to

know and trust the people they entrust their children to.

Q. What do you want the community to know about you?A. We want the community to know that we are off ering one of the

best services in the Capital Region in Early Childhood Education

and school-age childcare. We want them to know they can fi nd us

all over for their childcare needs. Our programs our highly unique

and we’re not stopping the ball from rolling until everyone knows

our name.
