Francis Hoey, Catho licchaplain of the Eastern Penitentia ry , in an address before St. Margaret's Holy Name Socie ty , onTuesday evening, declared, as a result of his exper ience and carefulreview of hundreds of prisoncases, th at i f the average criminalis neurotic it i s only becau se he hasnot had the t ra ining to make himotherwise, and the speaker expressed as his further opinion thatthe remedy for lawlessness must bea moral ity f irmly suppo rted by v irile religious convictions.Father Hoey submitted statisticscovering the last half of 1926, whenabout 250 men of various ages descr ib ing themselves as Catho licswere admitted to the institution .
