Project Mandate: Digital Transformation Programme

® College of Policing 2019

Background and Context:

A significant programme of work is required to support the Change Programme by transforming the College’s customer facing systems via a single online point of access to its products and information

Currently the College has a complex, aging, disparate, support heavy and overly expensive suite of external digital systems, offering inconsistent access and functionality proving unpopular with many in policing.

There is Police Settlement capital funding available in for this programme, managed and supported by dedicated specialist resources from the College establishment.

Strategic Alignment & Drivers for Change:

The proposed work supports the three core College objectives

by providing easy access to:

Modern collaboration services directly facilitating

knowledge sharing and best practice.

Quality assured professional standards online.

Cutting edge digital learning products to support the

professional development of everyone in policing.

- Specifically this work directly supports the plan as follows:

Vision:

Connect with everyone in policing by

improving our digital services to share best

practice, provide access to standards, and

advance learning across the profession.

Expected Benefits:

Easily accessible content and information through

a single interface to College online services for

everyone in, and linked to, policing

A digital platform reflecting the College operating

model and strategic vision

Consistent College branding and identity across

digital services and hosted content

Retirement of ineffective systems and the

development of improved services

Personalised service for the individual

Intelligent use of data analytics to improve services,

grow the College and drive efficiencies

Modernise College systems and reduce the

overheads of maintaining legacy systems.

Significant mid to long term efficiency savings

Reduction of complaints and queries

Improves College reputation across policing and

with the public

Deliverables:

We will need to procure new technologies and reform existing services whilst providing value for money

through the appropriate spending and use of resources. This will require careful alignment to the

development to the emerging College plan and target operating model.

Understanding role based access is key to success and we will need the business to deliver strategic

vision including customer segmentation and stakeholder plan - how we connect, with whom, and when.

It is therefore anticipated that there will be a number of deliverables with associated work streams

which, due to the complexity of the programme, will necessitate a phased approach.

Anticipated Deliverables

1

College Website – user friendly architecture and redesign to meet user/business requirements:

Services: Corporate information and marketing, Staff Intranet, Career Pathways, Recruitment, Leadership, Fast Track and Direct Entry etc.

Products: non-secure selected content - APP, WWC, PSQMS, Learning, NPC etc.

2 Learning Management – continue improvements of College Learn design, review the underlying system architecture, review Leadership VLE, review Curriculum, move from PSN-P to Internet only

3 Digital collaboration – De-commission POLKA; Consider integration of Police ICT Co K-Hub; Review other options including Membership site, Office 365, SharePoint, Yammer etc.

4 Continuing professional development (CPD) – requirements gathering to track skills, knowledge, experience online to support CPD

5 Enterprise Search - enable an extensive search across College platforms via a single query

6 Personalisation requirements – gather requirements for the provision of access to relevant online content. Review NEP Sail Point and other IAMs

Next Steps:

Initiate the Programme as a priority project

Ensure that any new requirements for

digital systems, tools or websites across

the College are not commissioned unless

they meet the purpose of this programme

Transform our digital capabilities

The College will use technology to create an effective

digital experience and deliver high quality information for

our staff and customers

Anticipated Work Streams Anticipated Outputs

1 Discovery, business analysis, planning 1) User requirements/Roadmap
