I write in response to your Freedom of Information Act 2000 (FoIA) request dated 23/06/2020, in which you
requested:
“I wish to obtain the following documents:
1. ICT/IM&T/IS Strategy- The IT department strategy or plans, highlights their current and future objectives.
2. ICT Org Chart- A visual document that presents the structure of the IT department, please include name and job titles. If this cannot be sent, please work towards a structure with job titles.
3. ICT Annual or Business Plan- Like the ICT strategy but is more annually focused.
4. ICT Capital Programme/budget- A document that shows financials budget on current and future projects.”
Decision
When a request for information is made under the FoIA 2000, a public authority has a general duty under
section 1(1) of the Act to inform an applicant whether the requested information is held. There is then a
general obligation to communicate that information to the applicant.
Under section 1(1), I can confirm the College holds some recorded information within the scope of your
request. We have dealt with each parts of your request below:

Information is held for this section of the request, and will be disclosed to you under the title of ‘Disclosure
document 1’. This PDF document contains an explanation of the College Digital Transformation Programme.

The creation of a Policy which would allow staff to use their own personal devices to attend conferences, deliver some training or
receive demonstrations from suppliers. IT may need to expand to cover the recruitment Assessors who may be working from home
on their personal devices as part of the Launchpad introduction. Only information which is OFFICIAL – public domain is to be
permitted on personal devices.

Project Mandate: Digital Transformation Programme

Background and Context:
A significant programme of work is required to support the Change Programme by transforming the College’s customer facing systems via a single online point of access to its products and information
Currently the College has a complex, aging, disparate, support heavy and overly expensive suite of external digital systems, offering inconsistent access and functionality proving unpopular with many in policing.
There is Police Settlement capital funding available in for this programme, managed and supported by dedicated specialist resources from the College establishment.

Deliverables:
We will need to procure new technologies and reform existing services whilst providing value for money
through the appropriate spending and use of resources. This will require careful alignment to the
development to the emerging College plan and target operating model.
Understanding role based access is key to success and we will need the business to deliver strategic
vision including customer segmentation and stakeholder plan - how we connect, with whom, and when.
It is therefore anticipated that there will be a number of deliverables with associated work streams
which, due to the complexity of the programme, will necessitate a phased approach.

Services: Corporate information and marketing, Staff Intranet, Career Pathways, Recruitment, Leadership, Fast Track and Direct Entry etc.
Products: non-secure selected content - APP, WWC, PSQMS, Learning, NPC etc.
2 Learning Management – continue improvements of College Learn design, review the underlying system architecture, review Leadership VLE, review Curriculum, move from PSN-P to Internet only
3 Digital collaboration – De-commission POLKA; Consider integration of Police ICT Co K-Hub; Review other options including Membership site, Office 365, SharePoint, Yammer etc.
4 Continuing professional development (CPD) – requirements gathering to track skills, knowledge, experience online to support CPD
5 Enterprise Search - enable an extensive search across College platforms via a single query
6 Personalisation requirements – gather requirements for the provision of access to relevant online content. Review NEP Sail Point and other IAMs
