    General IntroductIon

    rgi pgmms i h enPI es

    Hisy isSince the EUs enlargement in 2004 and 2007, anever deeper relationship is being built between theUnion and the countries on its Eastern borderswithin the European Neighbourhood Policy (ENP).It engages Armenia, Azerbaijan, Georgia, Moldovaand Ukraine. Te ENP also covers Belarus, whichcan become a ull partner provided it takes concretesteps towards democratisation, respect or humanrights and the rule o law.

    Te aim o the ENP is to bring these neighbourscloser to the EU and support their eorts or eco-nomic, social and political reorm. Moreover, sixo them, Armenia, Azerbaijan, Belarus, GeorgiaMoldova and Ukraine, participate in one o the EUsnewest external relations initiatives - the EasternPartnership (EaP). Each o them, except Belarus,has a Partnership and Cooperation Agreement(PCA) that serves as a political and legal rame-work or cooperation. With Russia, the EU has aseparate Strategic Partnership. All these countries

    are beneciary o the European Neighbourhoodand Partnership Instrument (ENPI), the nancialtool that turns decisions taken on a political levelinto actions on the ground.

    Dialogue between the EU and its Eastern neighboursis secured through joint institutions set up underthe PCAs, the highest one being the CooperationCouncil. With Russia, it is the Permanent Partner-ship Council.Te ENP has been developed with the objectiveo avoiding the emergence o new dividing linesbetween the enlarged EU and its neighbours andinstead strengthening the prosperity, stability andsecurity o partners and the EU.Te ENP is the rstsingle EU policy embracing its Eastern neighbours,alongside the Southern branch o this same policyor the Mediterranean.

    Within the ENP each partner country, except Belarus,has an Action Plan that lays out the strategic reormobjectives. With Ukraine, the EU is negotiating

    an Association Agreement that will replace thecurrent PCA. Under the EaP similar upgrading

    o agreements are suggested to all partners, whenthey have the capacity to take up the oer. All sixcountries have a Country Strategy Paper outliningcurrent bilateral priorities, and a jointly adoptedNational Indicative Programme (NIP).Russia has chosen not to be part o the ENP. Itsrelationship with the EU is dened as a StrategicPartnership, which is consistent with the ENP butevolves along dierent lines, namely the our com-mon spaces (Common Economic Space; CommonSpace on Freedom, Security and Justice; CommonSpace on External Security; Common Space onResearch, Education and Culture).rgi piChallenges aced by the countries o the region,such as developing trans-national corridors, themanagement o cross-border rivers and basins,and the ght against terrorism and transnationalorganised crime, have an inherent cross-bordercharacter and can be better tackled through a co-

    operative eort at regional level.

    he choice o regional projects relects thepriority areas o cooperation as deined in EUpolicy decisions. he main co-operation ieldswith the Eastern partners are: ransport; Energy;Sustainable management o natural resources;Border and migration management, the ght againsttransnational organized crime and customs; People-to-people activities; Landmines, explosive remnantso war, small arms and light weapons.

    Te projects are unded under the ENPI, whichis the main nancial and cooperation instrumentthrough which assistance is given to countries cov-ered by the ENP and Russia.

    Regional co-operation has a strategic impact as itdeals with issues that dierent Eastern Partners havein common. Te Regional Programmes unctionas a orum or dialogue, bringing people rom thePartner Countries to the same table, despite some-times obvious dierences, and helping them engage

    in discussion, exchange views and experiences.

    Shared concerns about the condition o water re-sources, or example, have brought together threeSouth Caucasus Partner Countries in an EU-undedproject, rans-Boundary River Management orthe Kura river basin. It aims at improving the waterquality o the Kura river, which unites Georgia,Armenia and Azerbaijan in a unique ecosystemthat spans a vast territory between the Black andCaspian Seas.

    Another EU-unded project, Regional Environ-mental Collaboration or the Black Sea, saw Geor-gia, Moldova, Russia and Ukraine joining orcesto combat the environmental degradation o theBlack Sea and its main contributing rivers. Amongother outcomes, the project has come up with asubstantial background study that will help createa marine protected area (MAP) in Karkinitsky Baynorth-west o the Crimea.

    Other programmes targetting Eastern partnerstates are: the European Initiative or Democracy

    and Human Rights (EIDHR), the education pro-grammes EMPUS IV or Higher Education andErasmus Mundus II, as well as the EUs researchprogramme FP7.Te EU seeks to support regional cooperationwith its Eastern neighbours and between them,and helps deal with common challenges througha number o major policy initiatives. Te latest,the Eastern Partnership (EaP) launched in spring2009 oresees stronger political engagement o thePartner Countries with the EU. Te EaP seeks tobolster political and socio-economic reorms in thePartner Countries, acilitating their approximationand convergence towards the EU.

    Te Northern Dimension policy is yet anotherimportant regional initiative that brings togetherthe EU, Norway, Iceland and Russia. It addressesenvironmental challenges and promotes economiccooperation and people-to-people contacts in theEuropean North.

    In order to address the challenges o the Black Searegion, where several unresolved conicts and thestate o the environment are o acute concern, theEU proposed a policy aimed at enhancing coopera-tion among the littoral states, namely the Black SeaSynergy (BSS). Tis initiative, launched in 2008,involves all the ENP Eastern partners, except Be-larus, as well as Russia and urkey.

    Mj Te EU is the regions major donor, with the Eu-ropean Commission providing the lions shareo its regional support through its EuropeAidCo-operation Ofce. For the period 2007-2013the EU Partnership with the Eastern neighboursis being nanced through the ENPI, or which atotal amount o 12 billion is oreseen, o whichapproximately 10 percent is allocated or regionalprojects.

    Te ENPI allows every country to articulate itsown ambitions in dialogue with the EU. Some

    want to work towards ree trade. Others have di-erent ambitions, or example to work together oninrastructure, environmental or energy relatedissues, create closer cultural relations or chose tostimulate the exchange o students, journalists orother proessionals.

    he European Union is committed to takingthis cooperation urther through its RegionalProgrammes and by providing the platorm orcontinuous dialogue.

    Tis publication oers an overview o projectsunded, illustrating the depth o this Partnershipand how regional cooperation engages the Neigh-bourhood countries in a constructive dialogue andcontributes towards building an area o peace, se-curity and prosperity.

    It is implemented by UNDPin cooperation with theLithuanian, Polish, Latvian,Estonian, Czech, border agen-cies, ICMPD, and the Frenchgovernment.

    Wh s i ?Te project encourages closercooperation between both theagencies within a country, suchas the Border Guards and theCustoms Authorities, as well asthe agencies in neighbouringcountries, based on the premiseo the European Integrated Bor-der Management.     o borders while maintainingsecurity. An ofce is set up ineach country, while there is acentral coordinator in bilisi.In order to acilitate work de-spite political tensions betweenArmenia and Azerbaijan, theproject adopted a three levelstructure: common training ac-tivities or all three countries,

    bilateral activities betweenGeorgia and Armenia, andGeorgia and Azerbaijan, anddedicated national modules oreach country.

    It also launched pilot bordercrossing points that implementactivities on the borders, inareas such as mobile checks(train or erry) and imple-mentation o risk inormationexchange systems.

    Cooperation between the EU and its Eastern Neighbours in the energy sector aims to sup-

    port eorts to improve the use o the regions signicant energy resources on the one hand

    and to address the EUs growing energy requirements on the other.

    One o the most important programmes unded in the ramework o the EUs regional coop-

    eration is INOGAE, which is dedicated to supporting the Baku Initiative. Tis overarching

    international energy cooperation programme brings together the European Union, the lit-

    toral states o the Black & Caspian Seas and their neighbouring countries, which have agreed

    to work together towards achieving the ollowing our major objectives:

    Convergingenergymarkets;

    Enhancingenergysecurity;

    Supportingsustainableenergydevelopment;

    Attractinginvestment;

    INOGAE is a platorm or cooperation o technical experts and policy makers. It also en-

    compasses a number o projects including a technical secretariat, and others dealing with the

    harmonisation o gas, oil and electricity standards, saety o gas inrastructure and support

    to energy market integration and sustainable energy. Some o the projects also relate to and

    include participation o Central Asian countries.

Itworks towards a bolsteringo IS communication activi-ties and maintains a detailedwork programme, compilingall INOGAE project actionsor 2009-2010, to be reviewedevery six months.

    he echnical Secretariatalso acilitates cooperationbetween INOGAE projects.

    It has extended the represen-tation in INOGAE WorkingGroups to include energy regu-lators alongside ministry andother relevant state representa-tives. It continues to developthe INOGAE web portal(www.inogate.org).

    Bolstering transport links is a key priority in the EUs regional co-operation

    with its Eastern Neighbours, as it is considered a means o achieving economic

    development in the region. Cooperation ocuses on the Neighbours gradual

    approximation with EU legal rameworks and standards, as well as improvingrail interoperability, air trafc management and road and aviation saety.

    Te EU also seeks to support their eorts to tackle challenges such as linking

    with the rans-European Network axes and the development o the Pan-

    European transport corridors.

    Progressive integration o the transport markets, promotion o sustainable

    transport modes and eective implementation o international agreements, as

    well as bringing maritime and aviation security up to international standards and

    Regional cooperation covers a large number o areas including

    air and water quality, waste management, nature conservation,

    energy efciency and land use. Te EU supported in the early

    2000 the setting up o Regional Environmental Centres in the

    Neighbourhood countries and in Russia in order to enhance a

    regional process o public participation and to strengthen civil

    societys role in environmental protection. At the same time,

    technical assistance is provided to Eastern Neighbours in order

    Increasing people-to-people contacts between partner countries and the

    EU and between partner countries themselves is an essential objective o

    the European Neighbourhood Policy. It is considered that while political

    level contacts and relationships may be difcult to build between some

    countries,duetoprevailingpoliticalconditions,itisoenpossibleto

    build relationships between state institutions represented at expert level,

    civil society organisations and individuals. Tis in turn promotes a long-term, bottom-up improvement in regional cooperation.

    Regional cooperation between the EU and its Eastern Neighbours in the

    human and social elds ocuses on ostering a culture o human rights,

    as well as the prevention o drug abuse and contributing to the ght

    against drug trafcking.

    Te Eastern partners also participate in the international education

    programmes, such as EMPUS IV that supports the modernisation o

    higher education, promotes cooperation and enhances understanding,and Erasmus Mundus acilitating cooperation between higher education

    institutions.

    A programme aimed at raising awareness on relations and cooperation

    between the EU and its Eastern Neighbours is also in place. Tis

    Regional Inormation and Communication Programme unds projects

    that range rom the training o journalists to print media and audiovisual

    production as well as the setting up o the ENPI Ino Centre.

    CIUDAD builds on the worko previous initiatives suchas the CAS and IBPP pro-grammes unded under theACIS instrument (East);MEDAC and MED-PACprogrammes unded under theMEDA instrument (South),and others.
