Nantes Métropole implements regular actions to raise awareness.

Event actions.

Nantes Métropole sponsors events throughout its territory in order to raise awareness :

- Waste Reduction Week : distribution of eco-action information, communication in the Journal of Nantes Métropole, distributed to all households in the

- Energy Week : visits to the Beaulieu photovoltaic power plant and to private eco-effi cient buildings, school events, etc

- Sustainable Development Week : debates, roundtables, fi lm screenings, communication in the Journal de Municipality of Nantes.

Permanent actions.

A permanent exhibition to raise the awareness of school children.

For several years, Nantes Métropole has prepared various types of interactive events to raise the awareness of children to sustainable development and to create a shared culture of the facilities in the territory.

In its exhibition centre, Nantes Métropole maintains a permanent exhibition on sustainable development in the urban community. This exhibition is changed every three years.

Installed in January 2010, the new version is entitled “My Life, My City, My Planet”. Statistics of school events, beginning with the fi rst exhibition : 5,000 students from April 2007 to December 2009 : - April 2007 to June 2008 : 73 activities in schools and recreation centres = 1,898 students. - October 2008 to June 2009 : 91 school visits = 2,366 students; - October 2009 to February 2010 : 41 scheduled visits = 1,066 students.

Internet sites devoted to the fi ght against climate change : cmaintenant.eu and itsnow.eu

Citizens use the Internet more and more often to fi nd information. Nantes Métropole decided to offer infor-mation on good practices to adopt in order to live sustainably every day. This is why Municipality of Nantes has set up the Internet site cmaintenant.eu, and its English version itsnow.eu.

- Under the heading, “You act”, there are tactics, eco-actions and resources so that you can act, at home, at work, on transport and in all aspects of your daily life.

- Follow the three event weeks organised by Nantes Métropole, “The European Week of Mobility”, “Energy Week”, and “Sustainable Development Week”

- With “Nantes Métropole Acts”, discover the actions promoted by the urban community to construct a sustainable, cooperative territory.

- Finally, “On the Way to Copenhagen” enabled people to follow the preparations for and news from the Copenhagen World Summit, in which Municipality of Nantes was very involved.

Nantes plays a role above and beyond its competencies and its territory. Its elected representatives have decided to make Nantes a leader city in recognition of the role of cities in climate diplomacy.

At the end of 2007, Nantes Métropole was chosen as chair of a strategic working group of Eurocities on the Climate (and co-chair with the City of Copenhagen in 2009 and 2010). Municipality of Nantes also presides over the Environment Commission of the Council for European Municipalities and Regions and, since November 2009, leads the local-authority international negotiation group on climate change (UCLG United Cities and Local Governments).

These various responsibilities place Nantes Métropole at the centre of international debates as a leader of local authorities on the climate topic and have led to the following results :

- Within the context of Eurocities, work conducted in 2008 with some 20 European cities (Stockholm, Lon-don, Vienna, Copenhagen, Barcelona, Genoa, Dublin, Lyon, The Hague, Rotterdam, Goteborg, Warsaw, etc), which led to the drafting and adoption of the Declaration of European Cities on Climate Change.

- Nantes organised and hosted the 2nd World Symposium on the Climate, on 23 and 24 February 2009. The objective of this event was to define the strategy of the networks of local authorities during 2009 with a view to preparing for the Copenhagen negotiations.

- Lobbying made the role of local authorities in the fight against climate change officially known at the European level.

- In 2009, Nantes Métropole followed the negotiation sessions in preparation for the Copenhagen Conference and the final conference, in order to have the role of local authorities recognized in the negotiation text.

Nantes Métropole is part of the Eurocities network.

As Green Capital 2011, Hamburg is organising an "Ideas Train". Hamburg has asked Nantes to be a stop-over city and demonstrate the willingness of cities to commit to helping the environment and their vital role in taking concrete action to promote sustainable development.The train will travel all over Europe between March and November 2011, stopping off in 15 major cities. Staying in each city for 3 to 4 days, it will present an exhibition about Hamburg 'Sustainable city - from dream to reality' and projects and actual developments proposed by other Euro-pean cities. For this exhibition, Nantes will present some of the actions in which it is engaged, in two areas, to implement the climate action plan in its territory :- Encouragement of territorial players and citizen participation : sustai-

nable workshops, - The 'compact' city or how to limit urban sprawl and preserve diversity.

Nantes Métropole participates in the PALME network. Alain Fousseret, chairman of PALME and Vice-President of the Regional Council of Franche Comté, des-cribes this association as follows : “the national association PALME is resolutely located in the landscape of players committed to the development of activity territories, with the intention of ensuring environmental quality and sustainable development as founding principles therein”.PALME is a national association of local authorities, land developers and service providers accompanying the local-authority members. The members of the association, by means of exchange, training, compari-son, passing on of their knowledge and know-how, defi ne and refi ne their policy on territorial management, particularly in the area of activities. This commitment translates very concretely on the terrain, by the application of a methodological tool, the “PALME process”, based on concerted action, associating all of the strengths present. While the associa-tion has the objective of promoting the quality of activity territories on the one hand, and activity territories as such on the other hand, it also supports its members which, according to a Quality Charter, intend to set up an environmental management system by proposing a range of services that comply with the require-ments of the ISO 14001 standard”.

Created in 2003, the European Energy Award recognizes local authorities for ambitious, global policies in energy management. Since 1 January 2008, it has been managed by ADEME (the French Environmental and Energy Management Agency) under the French Cit’ergie label. This is both an operational tool for continuous improvement and a seal of approval recognizing four years of the local authority's energy policy management process.

The District of Nantes decided to commit itself to Cit'ergie labelling in order to : - evaluate the energy aspect of its sustainable energy action plan- reinforce transversality and shared culture- defi ne a plan of actions that supports all public policies, and meets challenges (Grenelle Environmental

Forum and Copenhagen)- compare its experiences with those of other local authorities, in order to be able to share good practices,

both French and European.The evaluation is made in six areas, on the basis of the local authority’s own competences : territorial development, communal heritage, energy supply, water and water treatment, mobility, internal organisation, communication and cooperation.

The estimated cost over four years is 73 000 € TTC.

12 D Recognition by the Ministry of the Environment (MEEDDM) of the Nantes-Saint-Nazaire eco-metropolis. To build the city around the river.

In November 2009, the French Ministry of Sustainable Development (MEEDDM) launched two competitions : one to label sustainable metropolitan area projects, “Ecocités”, the other to label the best eco-neighbourhoods in France. Nantes Métropole won fi rst place in these competitions. - Eco-cities : Nantes Métropole is now part of the circle of 13 winning

cities. “To build the city around the river”, the subtitle of the urban community’s candidacy, indicates the strategic axis of water.

- Eco-neighbourhoods : three eco-neighbourhoods of the urban community out of 28 in France (and 160 candidates) were chosen.

The “Prairie au Duc” neighbourhood was recognized for its preservation of biodiversity, with numerous species in its parks and public spaces.

Bottière-Chênaie was recognized for its compactness (up to 120 residences per hectare). The buildings feature green roofs/terraces, underground parking to ensure vehicle-free islands, integration of biodiversity (fl ora and fauna), family gardens and pesticide-free management of green spaces. Bottière-Chénaie is an eco-neighbourhood, for which 1,500 residences are planned, of which 25 % social housing.

The neighbourhood of Perrières was awarded for integrating nature in the city.

12 E A development programme for managing energy involves all of the building chain. Concerto ACT2 (2006-2011).

Concerto is a development programme for energy management and renewable energy in local authorities across Europe. Nantes Métropole is associated with the city of Hanover (Germany) for the development of a common brief, known as ACT2. The purpose of their action is particularly to develop energy performance in urban renewal :

- Pilot projects on the “Île de Nantes” (approximately 80,000 m2 of buildings, support for heating network connection, Beaulieu plant);

- Applied studies for enhancing the local energy policy;

- Dissemination of good practices (training, communication tools).

This project has a total budget of €14 million (of which 2.4 million for Nantes Métropole), and benefi ts from European support amounting to €5.7 million (of which €1 million for Nantes Métropole).

For example, in the fi eld of renewable energy and energy effi ciency of buildings, Nantes Métropole is the prize-winner in the Concerto Project (project of the European Commission’s 6th RDFP). This project is intended to improve, at the level of a neighbourhood, energy performances on the order of -25 % to -50 % with respect to the performance levels defi ned by national regulations.
