OSPAR Convention
Guiding Principles • Ecosystem Approach
• Precautionary Principle
• Polluter Pays principle
• Best Available Techniques (BAT) and Best Environmental Practices (BEP)
Main Objectives (…) to prevent and eliminate pollution and (…) to protect the maritime area against the adverse effects of human activities so as to safeguard human health and to conserve marine ecosystems and, when practicable, restore marine areas which have been adversely affected

Offshore Drilling activities
Recommendation 2010/18 on the Prevention of significant acute pollution from offshore drilling activities
www.ospar.org
Did it work?
Number of installations with discharges exceeding the performance standard, 2000-2010, and quantity of oil discharged by these installations (tonnes)
• Ageing structures: environmental issues. • the number of installations with lifetimes longer than 20 years • contributions to the emissions to air and into the sea
• Arctic: suitability of existing measures to manage oil and gas activities, links with the Arctic Council; OSPAR measure?
• Review Derogation categories for Decision 98/3 on dumping ban
Other OIC activities

Gulf of Mexico follow-up: ICG-Drillex
• OSPAR Recommendation 2010/18: on the prevention of significant acute oil pollution from offshore drilling activities
• ICG-DRILLEX:
• Assess other reviews; additional action by OSPAR if needed:
• review existing frameworks, including the permitting of drilling activities in extreme conditions;
• apply all relevant learning from the Deepwater Horizon accident.
• If needed; take action within the scope of the OSPAR Convention.

Gulf of Mexico follow-up 2010-2013
• Contracting Parties: ‘national regulations robust and fit for purpose, but room for improvement’
• areas identified for improvement
• Workshop: failed barriers and gaps in regulations; needs to be filled by OSPAR?
• Revisit conclusions following adoption of the new EU Directive
• EUOAG: consider both safety issues and environmental impacts: e.g. Dispersants.
• Cooperation with the Bonn Agreement
Bonn Agreement Agreement for cooperation in dealing with pollution of the
North Sea by oil and other harmful substances
• Surveillance for threats of marine pollu6on • Development of common opera6onal methods
• Support in response opera6ons • Sharing research and development • Carrying out joint exercises • Risk assessment

Risk in Greater North Sea?
• Increasing traffic and vessel size
• Increased transports of oil and HNS
• New mari6me uses and ac6vity – Energy genera6on – Ocean aquaculture – Marine protected areas
• Increased storminess
Traffic analysis 2011 and 2020 based on AIS and Cargo Data

Quan6ta6ve Risk Assessment for Mineral Oil
www.ospar.org
Two Stage project Part 1: Assess oil spill risks
• Shipping routes; marine structures;
• Risks at oil/gas platforms.
Part 2: Scenarios:
• fate and weathering, of potential spills
• socioeconomic and environmental vulnerability of seas and coastline;
• Impacts of scenarios based on this;
• Contracting Parties to develop risk management plans for each sub region; efficient and cost effective.
