City of Janesville Alcohol License Advisory Committee Meeting Minutes February 4 2014 No 608 The regular meeting of the Alcohol License Advisory Committee ALAC held in the Municipal Building was called to order at 8 00 a m by Committee Chair Kealy Present Committee Members Bordwell Kealy Schreier Kimball and Kulinski Administration Deputy Chief Dan Davis Approval of Minutes The January 7 2014 minutes were unanimously approved Request and Comments from the Public regarding items on the agenda not requiring a Public Hearing Robert Richards owner of Cork Bottle Balwant Singh owner of Grape Grain and Russ Allen 404 N Parker Dr opposed the proposed ordinance that eliminates the separation of alcohol sales from other activities and requested that this not be changed In addition Mr Richards and Mr Allen are opposed to the ordinance which would increase the number of Class A licenses Sarah Eagle Kjome legal counsel for Woodman s Markets and Steve Smith manager of Janesville Woodman s Markets requested that the proposed ordinance 2014 550 be amended to allow self service check out They stated that there are controls in place that would prevent sales to minors Application for an Operator license for Charles Gillmore Mr Gillmore submitted a letter requesting his license because he was unable to attend the meeting Committee Chair Kealy postponed action on said license until the March meeting Original Application and Public Hearing for a Class B Intoxicating and Fermented Malt Beverage License for Tammy Schindler d b a QT s Bar and Banquet 18 24 S River St Tammy Schindler and James Quaerna appeared on behalf of said license Ms Schindler stated that they would operate a bar restaurant and banquet facilities She would like to attract the over 30 crowd Committee Chair Kealy moved to forward a positive recommendation for said license seconded by Committee Member Kimball and passed unanimously Original Application and Public Hearing for Class B Beer and Class C Wine License for Asian Bistro LLC d b a Asian Bistro 307 W Milwaukee St Chhally Duong and Vanna Prasentsaack appeared on behalf of said licenses The residency requirement for the alcohol agent was found to be an issue Mr Duong as agent does not meet the 90 day residency requirement The Committee recommended Mr Duong establish residency and reapply Committee Chair Kealy moved to forward a negative recommendation for said license seconded by Committee Member Schreier and passed unanimously Temporary Class B license request for Kandu Industries at Lucy s Loon Lake 1711 Lodge Dr Deputy Chief Davis spoke with Lucy Newell Anderson because she was unable to attend the meeting He believes her to be in compliance with all ordinances pertaining to this Temporary Class B license Committee Chair Kealy moved approve said license seconded by Committee Member Schreier and passed unanimously Committee Chair Kealy requested that Ms Newell Anderson attend next month s meeting to clarify her future plans at this location

Temporary Class B license request for Kandu Industries at Lucys Loon Lake 1711 LodgeDr Deputy Chief Davis spoke with Lucy NewellAnderson because she was unable to attend themeeting He believes her to be in compliance with all ordinances pertaining to this TemporaryClass B license Committee Chair Kealy moved approve said license seconded by CommitteeMember Schreier and passed unanimously Committee Chair Kealy requested that Ms NewellAnderson attend next months meeting to clarify her future plans at this location

Review and recommendation on proposed ordinance modifying the separation provisionsof the Class A Alcohol Licensed premises in the City of Janesville 2014550 Ryan GarciaEconomic Development Coordinator spoke on behalf of the City of Janesville Committee ChairKealy moved to forward a positive recommendation for said ordinance with the followingamendments remove 506120 D2 which requires a 24 hour surveillance camera system andremove from 506120 D3 self checkout of packaged alcoholic beverages is expressly

prohibited The motion was seconded by Committee Member Kimball and passed by thefollowing vote Aye Kealy Kimball and Schreier Nay Kulinski and Bordwell

Review and recommendation on proposed ordinance eliminating the limitation quota onthe number of Class A Alcohol License in the City of Janesville 2014551 Ryan GarciaEconomic Development Coordinator spoke on behalf of the City of Janesville Committee

Member Kulinski suggested that staff review the City of Racine quota ordinance Committee

Chair Kealy moved to postpone action and to have staff look at ways to increase the quota withouteliminating it in its entireity seconded by Committee Member Kimball and passed unanimously

Request and Comments from the Public on Matters which can be affected by CommitteeAction Robert Richards and Russ Allen restated their concern for eliminating the separationprovisions for the Class A alcohol licenses

Matters not on the Agenda The committee reviewed the Incident Report License Quota andTemporary Licenses Issued reports Deputy Chief Davis noted that January was a quiet monthThere was a cigar smoking violation at the Speakeasy

Adjournment Committee Member Schreier moved to adjourn at 929 am seconded byCommittee Member Kimball and passed unanimously The next meeting will be at 800 am onTuesday March 4 2014 in the City Municipal Building 4ch Floor
