Situation of migrant worker
The country’s private sector has rapidly developed
A large number of people from rural areas has shifted in the private sector to work
These migrant workers face many problems in work
Many of them are unorganized
Cause of the problem
Low awareness of the migrant workers Bad implementation of the Trade Unions
Law of PRC in some private sector The ACFTU didn’t attach importance to
the issue of migrant workers before 2003 New plan of the ACFTU to increase its membership
didn’t clearly concern on migrant workers

Long-term Objectives
Ensuring equal human and workers’ rights between local workers and migrant workers
Immediate Objectives
Organizing about 9 million migrant workers in the private sector in the future three years
Founding stable mechanism to protect the migrant workers’ rights and attract them to join the trade unions
Activities
Propagate on freedom of association Participation in the lawmaking concerned
on migrant workers’ right Founding the stable mechanism to help
migrant workers Utilizing the ILO supervisory mechanism to
solve the serious cases of violation
