While many individual circumstances detract people from saving or saving enough, the lack of access to a retirement savings plan through an employer is probably the most critical. OregonSaves is a first-of-its-kind retirement savings plan designed to provide a savings option for those without access to an employer plan. In Oregon, there are currently about 1 million workers without access to an employer sponsored retirement savings plan that could potentially be eligible for this program. 1 Eligible workers, through payroll deduction, could contribute into an individual retirement account. Based on the results of a DHM survey commissioned by AARP, most Oregonians, ages 18 to 64, support OregonSaves. This summary looks specifically at women’s responses to the survey. Not unlike many Americans, workers in Oregon are not saving enough money to live comfortably in theirretirement years. While many individual circumstances detract people from saving or saving enough, thelack of access to a retirement savings plan through an employer is probably the most critical.

OregonSaves is a first-of-its-kind retirement savings plan designed to provide a savings option for thosewithout access to an employer plan. In Oregon, there are currently about 1 million workers without accessto an employer sponsored retirement savings plan that could potentially be eligible for this program.1

Eligible workers, through payroll deduction, could contribute into an individual retirement account.

Based on the results of a DHM survey commissioned by AARP, most Oregonians, ages 18 to 64, supportOregonSaves. This summary looks specifically at women’s responses to the survey.

While most of women working for an employer saytheir employer provides a traditional/ defined pensionplan (21%) or a 401k defined contribution savings plan(49%), nearly one in four (23%) says their employerdoes not offer a retirement savings plan. There are many obstacles to saving – rent or mortgage payments, student loans for self or children, or creditcard balances. Saving for retirement can also be difficult on a low income. Data from this survey show thatone in five (20%) Oregonian women ages 18 to 64 report annual incomes of less than $30,000 and almost onein three (31%) report annual incomes less than $50,000. Still, many women (62%) are contributing to apersonal savings account that is not a formal retirement savings plan like an IRA or employer plan.

MOST WORKING OREGON WOMEN AGES 18-64 ARE JUST NOT SAVING ENOUGH FOR RETIREMENT

Unfortunately, data from this survey indicate that many working women ages 18-64 in Oregon may not besaving enough for their retirement years – just two in four (41%) report they currently have less than $50,000in total savings (investments, certificates of deposits, stocks, bonds, mutual funds, employer sponsoredsavings plans except pensions and not including home ownership). Perhaps more notable is that nearly one infour says they have less than $5,000 in total savings. So it is not surprising to see that, like most Americans,the majority of Oregonian women ages 18 to 64 wish they had more money saved for their retirement years.

OREGON WOMEN THINK SAVING FOR RETIREMENT WHILE WORKING IS EXTREMELY IMPORTANT, AND THEYFULLY SUPPORT OREGONSAVES AS A WAY TO HELP WORKERS SAVE

Women ages 18 to 64 in Oregon think it is extremely important (64%) for people to be able to save money fortheir retirement years while they are working. And almost one-third (31%) say it is very important. And afterhearing a brief description of the OregonSaves program, they show strong support for it – half say they wouldstrongly support the program, and another one in four say they would somewhat support it. And if given theopportunity to participate in OregonSaves, most are likely to do so with over two in five (42%) saying they areextremely or very likely to participate in it, and one in four (25%) saying they are somewhat likely.

STATE PLAN

As you may know or have heard, the OregonSaves retirement program was recently approved by the state legislature and is inplace for implementation in the state. The program is for private sector employees who do not have access to a retirementplan at work. The legislation would provide an opportunity for these individuals to voluntarily enroll in a retirement savingsaccount and make contributions to their account through automatic payroll deductions. The program would be similar to howa 401k plan works. It would be managed by a private sector financial institution. Oregon would oversee the program with nocost to taxpayers. The account will be portable so that participants can take their account with them if they switch employers.

Research Methodology and Statement of Limitations: DHM Research conducted a telephone survey of 1,003 Oregonresidents aged 18 to 64. The survey fielded from July 27 to August 3, 2017, and took approximately 15 minutes tocomplete. Respondents were contacted by a live interviewer from a list of registered voters, which included cell phones.In gathering responses, a variety of quality control measures were employed, including questionnaire pre-testing andvalidation. Quotas were set by age, gender, and area of the state to ensure a representative sample. The margin of errorfor this survey is ±3.1%.
