2015 CONSERVATION PARTNERSHIP AWARDS
BACKGROUND
Recognizing districts and individuals for exemplary support of our conservation mission is an important OACD function. OACD is pleased to present the following awards: two Cooperators of the Year, Innovative Conservation, Outstanding District Website, Outstanding District Education Program, Public Service Recognition for Directors or Associate Directors, Director of the Year, Associate Director or Director Emeritus of the Year, and seven education awards (Poster, Speech, Essay, Envirothon, two Conservation Teachers of the Year, and Community Educator of the Year). The President’s Partnership Award will be given for significant contributions to the partnership.
In 2015, the OACD Awards Committee will choose all OACD award winners, except ODA sponsored awards and the posters. The winning posters will be forwarded to the National Association of Conservation Districts for consideration in national competitions next year.
Awards Sponsored by our Partners: Oregon Department of Agriculture will recognize:

OCEAN will acknowledge awards given at CONNECT 2015:
o SWCD Employee of the Year
o Employee Length of Service in multiples of five years
GENERAL INFORMATION AND INSTRUCTIONS
The submission deadline is Friday, October 9, 2015.(Posters may be submitted at the OACD Convention registration desk beginning November 2)
All award nominations (except poster and speech) must adhere to the following: be submitted electronically in MS Word format, page limitations as listed with each award, one award nomination per file submitted, and submit nomination by email to [email protected].
Award winners will be featured in various media publications and websites.

2015 COOPERATOR OF THE YEAR AWARDS
In 2015, OACD will offer two statewide awards for Cooperator of the Year. One to operations less than 50 acres in size and who may have different management goals (may or may not be income earning, may not be as traditional as larger commercial operations, etc.). The other award will be focused on larger commercial operations. In either case, the conservation practices and cooperation are the important factors to consider. Each district may submit a nomination for either or both categories.
The nomination application should not exceed four (4) pages, including a description of the operation and their conservation practices. Photo documentation is to be submitted in a separate file.
Nominations for the “2015 Cooperator of the Year” will be judged on the following criteria:1. Progress in applying conservation plans and practices based on soil and other resource
capabilities.2. Completeness and quality of conservation accomplishments.3. Conservation accomplishments in relation to locally defined resource issues such as those
described in district business plans, annual work plans, and agricultural water quality management area plans.
4. Maintenance of conservation practices established.5. Participation in local agricultural and conservation efforts (e.g., SWCD, local advisory
committee, watershed councils, agriculture organizations, etc.).
Photo documentation and a map showing location(s) may be submitted in a separate file, and additional photos and information may be requested later.
The state winners will be honored at the Tuesday, November 3, 2015 evening banquet, at which time visual presentations (5 to 8 minutes each) and award presentations will be made.
SUMMARY OF PROCESS
1. Each District is to email their Cooperator of the Year nominee(s) to [email protected] no later than October 9, 2015.
2. The Awards Committee will choose the 2015 Cooperators of the Year.

2015 INNOVATIVE CONSERVATION AWARD
2015 NOMINATION FORM
The Innovative Conservation Award recognizes those that exhibit distinct cutting edge efforts to integrate innovative conservation along with established conventional conservation practices. Oregon’s citizens have historically pioneered ideas with action. We look forward to considering examples of completed projects that are looking into the future of conservation while providing a ‘demonstrative blueprint’ for others to emulate.
This award may be presented to an individual(s), business, organization, agency, etc. Nominations may be made by SWCD boards, individual directors, associate or directors emeritus, SWCD staff, conservation partners, etc.
The narrative should not exceed two (2) pages, including a description of the project and related conservation practices. Photo documentation and maps are to be submitted in a separate file.
Nominations for the “2015 Innovative Conservation Award” will be judged by the Awards Committee on the following criteria:
1. Completeness and quality of project accomplishments.2. Must complement or support conventional conservation practices and/or goals.3. The projects relationship to locally defined resource issues or concerns (e.g., NRCS
watershed assessments, SWCD business and annual work plans, and agricultural water quality management area plans).
4. Project longevity.5. Participation in local agricultural and conservation efforts (e.g., SWCD, local advisory
committee, watershed councils, agriculture organizations, etc.).

Write a narrative nomination that addresses the 5 items under “Narrative Content” below. The narrative should not exceed 2 pages.
At the top of the narrative, give the district name.

Adult soil and water conservation education programs
Local, state, or federal agencies in conservation education programs

2. Describe the district’s most successful education activities during the past year.
3. Describe what assistance the district provided to schools, colleges, and universities: materials, technical help, workshops, tours, training sessions, classroom teaching, etc.
4. Provide information on how your newsletter, business plan, annual report, and other publications were used for education purposes.
5. Describe other education activities or programs not covered by items 1-4 above.

SWCD directors across Oregon bring a variety of expertise to their local district and volunteer a generous amount of time to ensure their district programs succeed. Please take time to recognize deserving individuals dedicated to conservation in Oregon.
This recognition program allows OACD to honor individuals providing leadership and outstanding contributions to or in their district. There are three categories:
1. SWCD “Director of the Year”2. SWCD “Associate Director or Director Emeritus of the Year”3. SWCD “Director Emeritus of the Year”

In 2002 OACD recognized individuals who had served as directors (including years as directors emeritus) for 20 years or longer. Starting in 2004, since terms are for four years or portions thereof, the increments for recognition will be every four years starting with 20. Please provide the information for individuals who fit one of the two following criteria.
Directors elected or appointed in the following years will be recognized for the number of years served [in multiples of 4].

OACD EDUCTION AWARDS
Teacher of the YearStatewide awards are available for Elementary / Middle Schools and High Schools. Teachers must be teaching full-time in the classroom and be personally responsible for developing a Conservation Education Program in the school. Nominations for the “Teacher of the Year” Award are due by October 9, 2015. Use the form on page 13. Email Teacher of the Year nomination to [email protected]
Community Educator of the YearA statewide award is available for Community Educator of the Year. Community educators do not have to be teaching full-time in a classroom and do not have to be a credentialed teacher. This award requires a nomination by writing a narrative describing how the individual contributed to the community’s greater understanding of conservation, not exceeding 2 pages in length. Give name and other identifying information; include the District name on the nomination. A photograph of your nominee and a brief, 60 words or less, description of what makes the nominee Community Educator of the Year will be requested for the presentation of the award. Criteria similar to the “Teacher of the Year” may be followed. Use the form on page 14.

Speeches will be judged prior to the OACD Annual Meeting. The statewide awards will be presented at the luncheon on November 4, 2015.
Essay Contest Submit the District 1st place winner with name and grade level to the OACD Awards Committee at 1130 Liberty Street SE, Ste. 3, Salem, OR 97302 by October 9, 2015. Essays are limited to 500 words.

Poster Contest Bring first-place posters to the registration desk at the OACD Convention on November 3, 2015. Submit the Poster Contest form from page 19 (the NACD entry form) of the awards booklet with your winning poster(s). Be sure to also include the NACD entry form with each poster that is complete, legible and has been signed by the parent for each winning poster. NACD entry forms are available at www.nacdnet.org (contests). Posters will be displayed and judged during the conference. Poster size may range from 8.5” x 11” to 22” x 28”. Photo Contest
NACD entry forms are available at www.nacdnet.org (contests). Complete and Submit Entry and Photo Release Form for each photo entered. Before taking your photos or submitting them for the contest, please review the detailed explanation of the photo categories at www.nacdnet.org. Judges reserve the right to determine if a photograph is appropriately categorized and change a photograph's category accordingly. If you intend to enter more than one photo (maximum of five photos per participant), you must complete an entry form and photo release form for each photo. Any photo without its own entry form and release form will not be considered for the contest.

Soil and Water Conservation District Recognition Award
The Oregon Department of Agriculture SWCD Program and the Soil and Water Conservation Commission will sponsor the Soil and Water Conservation District Recognition Award. This special recognition may focus on a single outstanding SWCD, exemplary director, manager, or staff member, or feature a commendable project or activity. ODA will solicit input from the Soil and Water Conservation Commission, ODA Water Quality Specialists, and others to determine the recipient(s), and to present the award(s) at the 2015 OACD Annual Meeting and Convention.
The deadline to submit final selection(s) to ODA is September 14, 2015.

Nominations for NRCS awards should be sent to the NRCS state office.
Nominations for awards will be distributed to the award sponsors, such as the SWCD Employee of the Year and employee length of service recognition to OCEAN and the ODA/SWCC District Recognition award to ODA for review and selection.
October 9 Submit local winners of speech (CD/DVD) and essay contests to the OACD Salem office.
October 9 Suggested deadline for judging local poster contests.
October 14 OACD Awards Committee meets to select award recipients.
November 2 District winners for the poster contests will be brought to the convention for judging. Please deliver entries to the registration desk as soon as you arrive.

December 1 - OACD to advance the state poster and photo contest winners to the National January 15 Contest. National winners are recognized each year at the NACD Annual Meeting.
