The Department asked for our views concerning a request !eon) the Bureau cd the Budget to list statites and provisions in statutes wiiich, by their terms, will terminate within the next several years unless extended by legislation. The Department also asked for recommendations ai to whether the expiring legislation should be extended.
Except for appropriation bills, only one statute in which •te Bureau has a direct interest appears to be pertinent. Public Law
E9-31B, passed November 2, 1965, authorized the Atk -ney General to determine which items of evidence pertaining to the assassination of Presideet Kennedy should be acquired and preserved by the United Bates. ''nder this statute, when the Attorney General made such a determinafion
rikhts, tile, and interest in and to that item was to be vested in the 1;raited Sates upon publication of that fact in the Federal Register.
The statute, by its terms, declared that the authority ..ranted was to expire one year from the date of enactment. Therefore, the pre-Ls-ions of this law will remain in effect until November 2, 1966, unless extended.
Renewal of this authority is not recommended as the statute appears to have served its intended purpose. In addition, certain items ac.quired by the United States in connection with the investigation of the assasAnation have been held in the custody of this Bureau and extension t ,uld possible create more custodial burdens of a similar nature.
