RESOLUTION No. 2009-709

WHEREAS, Seclion 14 paragraphs (a), sub-paragraphs (5) and (8), of RepublicAct 6975 as amended by Section 5 of Republic Act 8551 empowers the Commission to"approve or modify plans and program on education and training, logisticalrequirements, crmmunications, records, information system, crime laboratory, crimepreventaon and crime reporting as well as prescribe minimum standards for arms,equipment and uniforms and, after crnsultation with the Philippine HeraldryCommission, for insignia of ranks, awards and medals of hono/;

WHEREAS, in pursuance of the aforecited legal prescription, the PNP' throughits Uniform and Equipment Standardization Board (UESB) Resolution No.2009-141dated October 22, 2OO9, has favorably submifted and indorsed the standardspecifications for PNP Data Warehouse, for consideration of the Commission;

WHEREAS, there is need for a PNP Data Warehouse specification which shallbe the basis to acquire a central repository of an organization's electronically storeddata designed as an Executive lnformation System for decision-making through a

facility of reporting and analyses of data from difierent sources. ln essen@, the conceptis intended to provide an architectural model for the flow of data from operationalsystems to decision support environments;

WHEREAS, the PNP Data Warehouse is a proiecl that integrates operationaland administrative datiabases for a centralized database to provide statistical reports foreffective decision-making, strategic anal]rsis and planning at the executive level ofpresenting a single version of information coming from dfierent PNP databasescomposed of two groups of databases for convergences as a single Data Warehouse,with the following groupings:

WHEREAS, the PNP with dissimilar or disparate database from TransactionProcessing Systems (TPSs) for its operational and administrative police functions is

formal2ing projects and activities to integrate these datra bases to develop a centralizedintegrated database or a Data Warehouse that shall present statistical related data forexecutive users, and provide access to host of records and information to operationalunits, with its conceptual framevvork for the PNP Data Warehouse Datjabase

WHEREAS, shown in Figure 2 is the PNP Management lnformation System(MlS) Conceptual Framework as the general architecture for the integration oflnformation System of the PNP that will consist of the integration and interconnection offront-line lntormation Systems' operational database while providing access toadministrative database for management of PNP's logistical and personnel resources;

WHEREAS, the PNP Data Warehouse shall be a part of the PNP Managementlnformation System to access various lnformation Systems of the organization via thePNP Campus Network (Local Area Network) or through the lntemet (Wide AreaNetwork) via the PNP'S \i,eb portal or the ePNP (electonic-PNP);

WHEREAS, after thorough evaluation, the standard specifications for PNP Datra

Warehouse, conforms with the requirements of Republic Act No. 6975, as amended byRepublic Act No. 8551, the lmplementing Rules and Regulations (lRR), logistics policies

and issuances of the Commission, to meet the requirements of the PNP;

NOW THEREFORE, the Commission in the exercise of tts statutory polver toadminister and control the PNP, RESOLVES TO ADOPT AND PRESCRIBE thestandard specifications for PNP Data Warehouse, to read as follows:
