THE ASSOCIATION OF PROFESSIONAL ENGINEERS AND GEOSCIENTISTS OF ALBERTA (APEGA)

Recently celebrating 100 years, the Association of Professional Engineers and Geoscientists of Alberta (APEGA), was created on April 10, 1920. APEGA regulates the practices of engineering and geoscience in Alberta on behalf of the Government of Alberta through the Engineering and Geoscience Professions Act.

We are the largest association of self-regulated professionals in Western Canada. Our members work in diverse industries, contributing significantly to Alberta’s economic success and enhancing the quality-of-life Albertans enjoy.

Our main regulatory function is licensing individuals and companies that want to practise engineering and geoscience in Alberta. Applicants and companies that meet APEGA’s standards for ethical, professional, and technical competency earn the right to practise and use reserved titles and designations.

APEGA professionals and permit holders—companies and other organizations that practise engineering, geoscience, or both—have a shared commitment to public safety and well-being through the self-regulation of the professions. Serving the public interest is our privilege and our responsibility.

APEGA also takes part in the national conversation on engineering and geoscience issues through our involvement with Engineers Canada and Geoscientists Canada.

APEGA Responsibilities

• License Professional Engineers and Geoscientists. • Set practice standards. • Develop codes of conduct and ethics that govern Members and Permit Holders. • Investigate and discipline Members and Permit Holders. • Investigate and take action against individuals and organizations that practice our professions without

licences or permits. • Investigate and take action against individuals and organizations that use our protected titles without

licences or permits. • Provide services to Members and Permit Holders to support them in their professional practices.

Mission Statement

APEGA safeguards the public welfare of Albertans by proactively regulating the practices of engineering and geoscience.

Structure

• APEGA has more than 72,000 members. • APEGA Council consists of elected professionals and public appointees who determine the strategic direction

of the organization. This direction is implemented by the Registrar & CEO, who is responsible for the operation of the organization.

• APEGA staff is organized into three divisions: Regulatory, Professional Sustainability, and Corporate Services. The Registrar & CEO and the leaders of each division meet regularly to coordinate the operation of APEGA.

• APEGA also has boards and committees that assist Council and staff in performing regulatory functions and member engagement activities.

THE OPPORTUNITY

Reporting to the Registrar and CEO (RCEO), the Chief Financial and Corporate Officer (CFCO), provides strategic leadership for a range of corporate services in APEGA. The position is the organizations most senior financial officer. Leading a team of six direct reports the CFCO is also the executive responsible for business planning, human resources, information technology, project management, business performance, and administrative services and coordinates the overall operational business planning and budget cycle for the organization on behalf of the executive team.

The CFCO is a key member of APEGA’s Executive Team. The position also acts as the Chief Risk Officer for the organization and oversees the Chief Privacy Officer function.

OPPORTUNITIES AND CHALLENGES

• Oversee completion and launch of APEGA’s Membership Experience project.

• Support APEGA and IT through leadership in planning the next large transformational IT project that is instrumental in achieving legislated registration timeline targets.

• Overseeing the implementation of an APEGA wide analytics program, data governance, and records management initiatives.

• Providing support for a Council strategic retreat and Council planning task force.

• Overseeing facility requirements and lease recommendations.

• Oversee the activation of an organization-wide corporate training framework including management training.

• Oversee completion of HRIS system implementation and upgrade to financial software.

KEY ROLES & RESPONSIBILITIES

Executive Team responsibility

• Oversight of strategic and business planning processes and coordination with the entire executive team.

• Provide advice and support on governance matters to the RCEO.

• Foster a positive working environment within the organization and corporate services that support communication, collaboration and high performance as well as staff engagement, satisfaction and professional development.

• Participate on the APEGA’s Executive Committee to support the RCEO’s strategic and operational objectives and activities.

• Contribute to the development and implementation of cross-department and/or divisional committees and initiatives related to corporate services and other areas as required to support the objectives of the APEGA.

• Provide leadership for development and delivery of Audit Committee agendas, content, and reporting.

• Contribute to Council Agenda packages, primarily in relation to Audit Committee reporting, Risk Management, Strategic Planning, and RCEO reporting.

Oversight of the Finance Department

• Develop and oversee financial performance management framework and ensure appropriate strategic financial planning.

• Develop and monitor budgets and fiscal plans in line with the APEGA’s fiscal framework.

• Report regularly on the finances to the RCEO and Audit Committee of Council.

• Manage financial risks including contract management and procurement practices and ensure that financial transactions are processed in compliance with legislation and policy.

• Oversight and development of financial policies and processes.

• Oversight of annual financial and pension audits.

• Oversight of pension plans.

• Oversight of banking, credit facilities, reserve funds, and investment portfolio.

• Oversight of corporate insurance programs.

• Ensure compliance meets required corporate attestations (pension reporting, internal control systems, legal issues, IT security, and compliance with various acts).

• Oversee Enterprise Risk Framework and processes and designated Chief Risk Officer; report regularly to the RCEO and Audit Committee of Council.

Oversight of the Human Resources Department

• Oversee the development of APEGA’s human resource strategies and plan execution.

• Oversee effective recruitment and selection, and retention, performance management, professional development, employee relations, and compensation practices including benefits programs.

• Oversee implementation and continual renewal of effective HR policies and practices.

• Oversee HR projects and priorities.

Oversight of the Information Technology Department

• Oversee the development of APEGA’s IT strategies and plan execution including infrastructure (networks, IT support, hardware), applications (systems), and IT security practices.

• Oversee data management and data governance.

• Oversee IT projects and priorities.

Oversight of the Business Performance department

• Oversee the execution of the Business Performance function including project management, the quality management system, legal repository, and record management function.

• Oversee facility management, security, and occupational health and safety.

• Oversee the privacy function.

Oversight of the Sr. Advisory, Business Planning Department

• Oversight of business analytics and intelligence (financial, HR and integration of business information to make key strategic or business decisions).

• Oversee the operational planning coordination in support of the annual planning and budgeting cycle.

• Develop, collaborate, coordinate and support APEGA’s planning activities including business performance metrics.

• Lead support for APEGA Council strategic planning.

THE PERSON

QUALIFICATIONS & EDUCATION REQUIREMENTS

The ideal candidate will be committed to innovation and leading through change. In addition, the ideal candidate will have proven accomplishments in the following areas:

• They will have broad and diverse experience in senior leadership of complex organizations within the public and/or private sectors. Solid exposure to a regulated profession and/or not-for-profit society is considered a strong asset.

• A strong background in financial stewardship, information technology, human resources, business and operational planning and risk management is required.

• They will have solid relevant academic preparation including a relevant Chartered Professional Accounting designation (CPA).

• They will execute on plans and drive key business processes to optimize business performance.

• They will demonstrate sound judgment, business, and financial acumen in all levels of decision-making and can coach and inspires others throughout the organization to do the same.

• They will innovate and lead change. They will question the status quo and make changes to improve processes and systems across the organization. They will support a culture of research and inquiry, showing openness and building excitement around new possibilities and opportunities.

• They will be a connector and collaborator building strong relationships both internally and externally to the organization.

• They will have sound knowledge of applicable legislation and regulatory compliance topics including pension, tax, occupational health and safety, and various HR-related legislation.

• They will have sound knowledge of governance process and requirements to support APEGA Council from a financial, risk, and governance perspective.
