An open letter to the Australian public from the undersigned staff of theUniversity of

Sydney.

WewritethislettermotivatedbyasenseofgraveconcernovercircumstancesatNauru,

Manus Island and other Australian mandatory detention centres for refugees. As

membersofanacademicinstitutionthatissituatedattheforefrontofAustraliansocial

and cultural life,we feel it is ourduty toexpress this concern,hoping that—together

withsimilareffortsbyothers—itwillserveasacatalystforpositiveactionandchange.

Allegationsof tortureandmoregenerallymistreatmentof refugeesbyDepartmentof

ImmigrationandBorderProtectionemployeesandcontractorshavebeenandcontinue

tobemadepublicover the last severalyears. Initially,perhaps, suchallegationswere

dismissed by Australian citizens, in disbelief that such repugnant acts could be

committed by a society that perceives itself to be just and humane. The mounting

evidence, however, of torture and abuse—including testimonies given by refugees

themselves, aswell asevidence submittedby formeremployeesand contractorswho

workedindetentioncentres—isoverwhelming.

We find itabhorrent that theAustralianGovernmenthaspasseda law, theAustralian

Border Force Act 2015 that came into effect on July 1st, threatening its citizenswith

prosecutionanduptotwoyearsimprisonmentforpubliclydisclosingdetailsrelatingto

these conditions. The context that the Act dealswith—circumstances in immigration

detentioncentres—hasnothingwhatsoevertodowithnationalsecurity.Wearedeeply

distressedattheerosionofoursociety’sdemocraticethosandofitscorefreedomsthat

suchlegislationrepresents.TheGovernmentactsinournameandonourbehalf;itmust

remainaccountableforthetreatmentofbothitscitizensandofallotherswhocometo

ourshores.

Thecurrentsituation,ofwhichtheaboveaccountdescribesonlyasmallpart,standsin

contradictiontoanyreasonableconceptionof“Australianvalues”.Thisletterrepresents

anexpressionofdeepconcern,aswellasacalltoaction—toeachpersonasheorsheis

able and sees fit—to demand of members of the Australian Parliament decisive

interventiononthismatter.TheissueofAustralia’streatmentofrefugeesconstitutesa

crucialtestofthemoralmettleofoursocietyandoftheAustralianspiritingeneral.
