At the Department of Information Technology and Telecommunications we work to deliver IT solutions for the people of the greatest city in theworld. Few of our initiatives hold the

transformative potential of open data – not only to make City government more transparent, but to empower New Yorkers to use open data – their data – to improve their lives.

We’ve seen this in action. From the 170 City data sets DoITT opened for the inaugural NYC BigApps competition in 2009 to the more than 1,350 available today, a thriving ecosystem has grown up around the City’s efforts – students, journalists, businesses and others use City data daily for projects of their own. With our City Council partners we passed the City’s Open Data Law, codifying these gains – and committing to build upon them – for future generations of New Yorkers. This law, and the spirit of collaboration that led to it, continues to inspire our efforts.

Open Data For All represents the next phase in this movement. True engagement, equitable engagement, isn’t only about releasing data, it’s about expanding opportunities for collaboration to all corners of the five boroughs, and provid-ing the public – the tech-savvy and the layperson alike – tools and know-how to fully participate in a data-informed City.

While I was a student at Brooklyn Tech, I majored in computer science. My love for the subject and my ability to succeed in the field were due to the unusual opportunities afforded

to me – opportunities not typically extended to folks in my community. My mother introduced me and my siblings to technology early. She was a HR manager at an IBM plant in Brooklyn and had access to the first ever IBM personal comput-ers. Additionally, when I started high school, my mother invested in internet access. Having dial-up service at home was a big deal in the late 1980s. With access to a personal computer and the internet, I was able to engage my curiosity and grow my capabilities in computer science.

These investments opened up a new world to me. As the Chief Analytics Officer and Director of the Mayor’s Office of Data Analytics, I want to help open up new worlds to all New Yorkers. With Open Data for All, we are introducing our vision for Open Data and how it can shape the City and the lives of New Yorkers.

THE VISION FOR NYC OPEN DATA

Every day, New Yorkers look for NYC Open Data.

Data is created every day by New York City government in the normal course of business. New Yorkers can use this data to make informed decisions, become more engaged in their communities, solve tough problems, or turn their dreams into a reality.

When an entrepreneur decides between opening her dream business on one corner or an-other, she’s looking for a list of business licenses newly issued by DCA and DOHMH, Alt- 1 job plan submissions and construction permits from DOB, range hood inspections from FDNY, and zoning shapefiles from DCP. When a journalist searches for information on a tight deadline, he’s looking for data sets like collisions from NYPD that quantify results of City initiatives like Vision Zero. When a community board member considers common neighborhood complaints to decide where to invest funds or recommend renewal of a license – she’s looking for a list of noise complaints from 311, parking tickets from DOT, and discretionary funding of previous years from City Council.

NYC Open Data is an invitation for anyone, anytime, anywhere to engage with New York City.

Some of these data sets may have never been released outside a City agency before – or may have previously been available only to those who could pay for particular services – but they are now open to everyone.

The promise of Open Data is transparent, free, accessible data. Data is more than just numbers – it’s information that can create new opportunities and level the playing field for New Yorkers. It’s the illumination that changes frameworks, the insight that turns im-penetrable issues into solvable problems. It’s the invitation for more voices to join critical conversations.

Open Data is the commitment that all of these benefits are not confined to only a select few who are in the know, or who can pay for information – they are for everyone.

New York City is dedicated to putting this power into the hands of all New Yorkers.

In conjunction with this year’s Open Data Plan release, Open Data for All establishes the City’s vision to deliver on the promise of the NYC Open Data initiative to the benefit of all New Yorkers. Open Data for All is our vision of what we can do and what we aim to achieve with Open Data.

Why Open Data?

Data is valuable.

New York City has long recognized this reality. The city’s vibrant industries – from fashion to financial services, clean technology to healthcare – leverage data to stay com-petitive. New York City academic institutions use data to conduct world-class research, develop cutting-edge technology, and train the next generation of innovators and entre-preneurs. Within City government, data sharing across different agencies supports critical operations, improves service delivery, and saves lives.

Open Data is the bold idea that data created by government – and the enormous value contained therein – should be freely accessible to everyone. New York City emerged early as a leader in Open Data and enshrined its commitment in law in 2012, when it passed Local Law 11. This legislation – commonly referred to as New York City’s Open Data Law – laid out a vision for Open Data in New York that continues to be unprecedented in itsreach.

By law, each City entity must identify and ultimately publish all of its digital public data for citywide aggregation and publication by 2018. The legislation also defines an addition-al commitment – transparency in process. Every year on July 15th, the NYC Open Data Plan provides an update of the City’s progress by listing pertinent City-managed “public data sets” yet to be published along with their anticipated publication dates.

Since its inception, the Mayor’s Office of Data Analytics (MODA) has partnered with the Department of Information Technology and Telecommunications (DoITT) to make the Open Data law a reality. Drawing on DoITT’s experience in building citywide IT infra-structure, and MODA’s leadership in civic analytics, they initiated the identification and release of public data sets, engaged and grew the user base, and kept NYC at the forefront of the international Open Data movement.

Today, the NYC Open Data Portal holds more than 1,350 data sets available for public use. At least 90 new data sets are scheduled to be added to the portal by the end of 2015. There are over 250 remaining data sets on the Open Data Plan. Since the last Open Data Plan update, nearly 170 new data sets were added to the Open Data Portal and more than 400 were updated.

These numbers represent a great start – but we can do more. The same belief in the power of data that drove NYC to become an international pacesetter in Open Data is pushing us to set our sights even higher. This year marks three years of the Open Data initiative. As we look to the future, we’re setting our sights beyond only compliance with the law, and driving toward reaching all New Yorkers.

This is your city – Open Data belongs to you. The ultimate success of the Open Data initiative will not be measured in the number of data sets that are published on the Open Data Portal – it will be in the number of New Yorkers who use Open Data in their daily lives. And that’s not just the tech-savvy New Yorkers – it’s all New Yorkers, in all five boroughs.

Open Data can benefit from every New Yorker.

Whether you are a civic technologist who uses programming and data profes-sionally, or an advocate with detailed knowledge of your community, Open Data is stronger with your involvement. We’re looking for New Yorkers to bring their experience, curiosity, and skills to turn data into insight for New York City’s most pressing issues.

To deliver on the promise of NYC Open Data, we are doing things differently this year. These strategies represent our vision for making Open Data more expansive and more ac-cessible as we move forward to 2018.

Beginning today, this is what you can expect from us in making Open Data for All.

Going forward, we will:

Talk and meet with New Yorkers regularly and often. The most important thing for get-ting us to where we want to be is knowing where you – New Yorkers – want to be.

Fully engaging with New Yorkers means giving them the forum and opportunity to ask questions and provide feedback. A more sustained, consistent method of communication with potential and current Open Data users increases transparency while also inviting stakeholders to engage smartly by suggesting specific opportunities for improvement. En-gagement sets the stage for fostering a community of learning and best practices, as well as tapping into the experience and interest of the experts in the Open Data community.

Most immediately, we are committing to making the Open Data Plan a true living docu-ment. Previously, the plan was released once yearly, as required by law. Going forward, we will be releasing monthly updates so you know what’s going on and clearly see what’s new, what’s different, and what’s coming up.

DoITT and MODA will be conducting a Citywide Engagement Tour to better understand common needs, priorities, gaps, issues, and opportunities across user types and domain areas. We’ll engage New Yorkers who want to use Open Data but aren’t sure how, while also talking with current users about how to make Open Data better, and what matters most to them.

The Citywide Engagement Tour will culminate in an Open Data Summit in the late fall, where we’ll bring together everything that we learned, and set the stage for future strate-gic initiatives.

Continue to release new data sets, and identify opportunities to provide data for all types of users.

The Open Data Law mandates full coverage of all City public data by 2018. The value is clear – every time a new data set is published on the NYC Open Data Portal, there are new opportunities for users to find insight. In addition to quantity, NYC is committed to find-ing the most flexible form of data to support the greatest number of options for users.There is an incredible amount of data to use. New York City government gathers and reports data collected through a wide variety of government operations. This is reflected in the diversity of the data available – there is data from 311 and other agency service requests, as well as enforcement actions such as inspections, tickets, and violations. There is data on the health of the environment around us – the water, air, and urban landscape.

From agencies focused on service delivery, there is information on outcomes, affiliated service providers, and usage. Agencies may report the locations of services, investments, and facilities. Agencies that provide services or specialized education may provide class listings and resource catalogs. There may be aggregated statistics on populations served, and their respective outcomes upon service delivery.

Along with data set releases, the form and modeling of the data itself can have large impacts on what is achievable using Open Data. Application developers are often con-

cerned with having the most current, up-to-date data, while academic researchers may be more interested in seeing the same indicator or information over a long period of time to understand trends. Advocates for a particular community or geography may be focused on publicizing existing services or providing suggestions for targeted classes or benefits, while policy-makers may be interested in the ultimate outcomes and public impact.

Focus on delivering value through use.

When a community member takes Open Data and uses it to make his or her case to an elected official about neighborhood priorities, when a researcher uses it to write a research paper, or when an agency official makes a decision about resource allocation, they are placing their trust in data. No data set is perfect, but in order to make informed decisions about how to interpret results from an analysis or a summary snapshot, users must have information about the data to make an informed choice about how the data can be respon-sibly used. More credible and robust data translates in bolder, bigger, more significant uses, with results to match.

In the spirit that the strongest proof of quality data is using it, the Mayor’s Office of Data Analytics – as the City’s civic analytics incubator – is committed to using Open Data them-selves whenever possible for City-focused operations. We will continue to identify use cases, and incubate new ideas for applying data to New York City’s tough questions. We’ll be engaging with potential users to understand what questions they want to answer, and what uses are most important to them.

Open Data for All redefines the value of Open Data from total number of data sets to user-focused, actionable insight and impact.

Continue to improve and enhance the technical infrastructure that provides the founda-tion of the entire initiative, and increase responsiveness and flexibility for user needs.

Each type of data user has distinct needs and requirements when using City data and the NYC Open Data platform’s tools effectively. Users engage with the NYC Open Data Portal in many different ways, whether it is a dynamically updated map embedded on an external website, or through downloading longitudinal data sets to run statistical analysis for academic research. Some users have computing power available to run complex cal-culations on their own computers, while others may want to use the portal’s visualization capabilities directly.

Among the primary goals of the Open Data initiative is to meet users where they are. We’ll be gathering feedback from the Citywide Engagement Tour to best meet the needs of all New Yorkers. Open Data use should be bounded only by one’s imagination, not by technology.

Focus on one number: 8.4 million. That’s the total number of New Yorkers, each with their own interests, needs, plans, and passions.

We hope you’ll join us as we turn Open Data into Open Data for All.

You’re walking down the street when it starts to rain, so you duck into a bus shelter.

Near the bus shelter is a coffee shop. The owner of the coffee shop decided on its location after using free market research information on neighborhood demographics and localized business conditions. When the owner’s bank wanted foot traffic numbers to support her loan appli-cation, her niece, a master’s student at a local university, made block-level estimates of pedestrian volume.

Inside the coffee shop, a group of high school students is hard at work on a paper for their environmental science class. They’re analyzing the effects of climate change on different tree species. The data they’re us-ing isn’t comparing far-off conditions – it’s from trees planted in their neighborhood. If their paper is the best in the class, they’ll meet with City agencies to put their recommendations into action.

Construction is going on in the park across the street. Community members used data on the neighborhood to decide where they wanted to spend a discretionary grant. The construction company saw the bid through an app that uses machine learning and City data to suggest business opportunities specifically matched to the size and expertise of the company. The company is small, and had never considered working with the City – now it’s planning on bidding on two more contracts next year.

Two City inspectors enter a building further down the street. They have just spent the morning inspecting buildings to make sure that they are safely up to code. In order to increase the effectiveness of their inspec-tion process, they use a predictive model developed by their agency’s analytics team.

It continues to rain. Operational centers for different agencies use 311 service requests for street and building flooding to deploy immediate resources. They’ll also overlay this rainstorm’s data against past storm information to find hot spots to target infrastructure repairs and ad-ditional investment for long-term resiliency.

The original NYC Open Data Plan included lists of public data sets submitted to DoITT by agencies covered by the Open Data Law. This report reflects updated information from those agencies. A summary description and anticipated date of publication for each public data set is included in the tables that are part of this update.

The NYC Open Data Plan and this update were created in compliance with the Open Data Law and with the Technical Standards Manual issued pursuant to the Open Data Law, and are available via the City’s official website, NYC.gov. It is being submitted this year as part of Open Data For All, a strategy aimed at engaging New Yorkers across the five boroughs in dialogues about how the City’s open data efforts might be enhanced to best meet the dynamics of our vibrant city.
