But there is a VGI’s underestimate potential also in pre-disaster phases:

- local knowledge (the map as a locally owned resource)

- awareness enhancement

- volunteers as ‘sensors’

A first example of this has been the work of HOT in Indonesia:

InaSAFE Indonesia Scenario Assessment for Emergencies = an hazard and risk modelling application

Crowdsourced data can be used for gathering data beforehand in order to succeed in a more sustainable development.
