Disaster Risk Management (DRM)
United Nations Conference on Trade And Development
(UNCTAD) n. 6, 2012
In the last years, the focus shifted from disaster recovery and response to risk management and prevention, and ways to reduce the vulnerability of communities by strengthening their capacity to develop coping strategies

Volunteered Geographic Information (VGI) Recent disasters have shown the great potential and usefulness of VGI 2010 Haiti earthquake […] 2014 Nepal earthquake
The literature tends to highlight the role of VGI in the post-disaster phases, typically in the immediate aftermath of the event for: damage estimation + response planning + spatial data gathering

But there is a VGI’s underestimate potential also in pre-disaster phases:
- local knowledge (the map as a locally owned resource)
- awareness enhancement
- volunteers as ‘sensors’
A first example of this has been the work of HOT in Indonesia:
InaSAFE Indonesia Scenario Assessment for Emergencies = an hazard and risk modelling application
Crowdsourced data can be used for gathering data beforehand in order to succeed in a more sustainable development.

Open Community Data & Official Public Data in flood risk management: a comparison based on InaSAFE
We compared the results obtained by InaSAFE when using as input the exposure data obtained from OpenStreetMap and
from official public data in 2 different spatial scopes, to answer:
Can OSM be used to collect exposure&vulnerability data for DRM?

OSM can be used to collect exposure&vulnerability data for DRM!
- easier to be retrieved and processed
- latest
- higher spatial consistency
- great potential (still to explore) in:
data granularity and richness
