ENTRY REQUIREMENTS Participants must provide 100 points of identification and be 18 years of age or over. Maths is a major part of the theory component and a sound understanding is essential to be able to complete this training. You must have the ability to use and understand Basic English. Trousers, shirt and safety boots are required to be worn at each session.

PURPOSE Our training course is for people who need the underpinning knowledge and skills to perform slewing mobile crane operations. It's an intensive, hands-on training course, with the majority of the time spent operating the equipment. A strong theoretical and calculations component is also included that focuses on safe operating procedures.

TRAINING The Training will be delivered by an experienced and qualified trainer, face to face. The training follows a specifically prepared course session plan and utilises materials such as participant guides, review questions, a workbook and practical tasks.

TLILIC0022 - Licence to operate a slewing mobile crane (up to 20 tonnes) Elements and Performance Criteria

ELEMENTS PERFORMANCE CRITERIA

Elements describe the essential outcomes.

Performance criteria describe the performance needed to demonstrate achievement of the element.

1 Plan

work/task 1.1 Task requirements are identified from work orders or equivalent and a lift plan is

confirmed with associated personnel and a site inspection is conducted in accordance with workplace procedures

1.2 Work area operating surface is confirmed to determine ground suitability for operational use of mobile crane in accordance with workplace procedures

1.3 Mobile crane rated capacity (RC) and the lifting gear Working Load Limit (WLL) are established for the load/s and work/task requirements in accordance with manufacturer requirements and workplace procedures

1.4 Appropriate paths for operating the mobile crane and moving and placing load/s in work area are assessed and determined in accordance with workplace procedures

1.5 Relevant hazard identification and risk elimination/control measures are applied and advised to associated personnel in accordance with workplace procedures

1.6 Traffic management plan implementation is confirmed in accordance with workplace procedures

1.7 Appropriate communication procedures are identified with associated personnel in accordance with workplace procedures

1.8 All crane and lifting operations are confirmed to ensure relevant work area requirements are correct in accordance with a lift plan and workplace procedures

2 Prepare for work/task

2.1 Consultation with workplace personnel is established and maintained to ensure lift plan is clear and consistent with site requirements in accordance with a lift plan and workplace procedures

2.2 Risk control measures for hazards identified are checked for implementation in accordance with the lift plan and safe work procedures

2.3 Mobile crane is accessed safely in accordance with manufacturer requirements and safe work procedures

2.4 Pre-start mobile crane checks are carried out and any damage and defects are reported, recorded and appropriate action is taken in accordance with manufacturer requirements and safe work procedures

2.5 Mobile crane is set up correctly with any lifting gear as and stabilised as per the lift plan in accordance with relevant manufacturer requirements including load chart/s and safe work procedures

2.6 Fly jib is set up as required in accordance with specific manufacturer requirements and safe work procedures

2.7 Operational checks are carried out and any damage and defects are reported, recorded and appropriate action is taken in accordance with manufacturer requirements and safe work procedures

2.8 Crane logbook is checked to confirm current compliance, is correct for the crane type, is completed and signed and required rectifications have been signed off in accordance

with manufacturer requirements and safe work procedures 2.9 Weather and work environment conditions are assessed to determine any impact on

mobile crane operations in accordance with manufacturer requirements and safe work procedures

3 Perform work/task

3.1 Lifts are determined within the RC of the mobile crane in accordance with the load chart/s and lift plan

3.2 Boom/jib and hook block is safely positioned over the load following directions from associated personnel in accordance with the lift plan and safe work procedures

3.3 Main hook including any lifting gear, where required are connected to the load and used safely in accordance with the lift plan, safe work procedures and manufacturer requirements

3.4 Test lift is carried out in accordance with dogging and safe work procedures 3.5 Loads are transferred using relevant crane movements and tag lines as required, in

accordance with lift plan and safe work procedures 3.6 Load and crane movement is monitored constantly and crane is operated safely in

accordance with lift plan and safe work procedures 3.7 All required communication signals are correctly interpreted and followed whilst crane

is operated in accordance with the lift plan and safe work procedures 3.8 Load is lowered and landed safely in accordance with lift plan and safe work procedures

3.9 Lifting gear is positioned for safe disconnection from the load and crane is positioned for next task in accordance with lift plan and safe work procedures

4 Pack up 4.1 Crane boom/jib, lifting gear and associated equipment is stowed and secured as required in accordance with manufacturer requirements and safe work procedures

4.2 Crane fly jib is removed to storage position and secured as required in accordance with manufacturer requirements and safe work procedures

4.3 Relevant motion locks and brakes are applied as required in accordance with manufacturer requirements and safe work procedures

4.4 Outriggers, plates and/or packing are stowed and secured in accordance with manufacturer requirements and safe work procedures

4.5 Crane is shut down and secured to prevent unauthorised access/use in accordance with safe work procedures

4.6 Shut down crane checks are carried out in accordance with safe work procedures and manufacturer requirements

RECOGNITION OF PRIOR LEARNING Experienced Persons If you have at least 100 hours recent experience as a crane operator or have 50 hours

recent experience plus other relevant industry such as a dogman ticket and do not have a high risk work licence, (Evidence must be provided in the form of a log book or Statutory Declaration) or

Have undertaken training but did not get your high risk work licence

We will recognise your previous expereince and conduct the course over a shorter period. TRAINING ON YOUR SITE? What are the options for performing high risk work? There are only two options. All persons performing high risk work must either;

1. hold (or applied for) a licence in accordance with the regulations of the jurisdiction where they work, or 2. be engaged in formal training with a Registered Training Organisation (RTO).

A licence is required for any person performing work with high risk equipment or plant. The licence is valid in every Australian state and territory, enabling the holder to operate or work with high risk equipment under consistent standards anywhere in Australia. A training manual is provided to assist applicants throughout the training/assessment. This is used, together with instructions from the trainer to ensure that each applicant has a thorough understanding of the material demonstrated. Specific resources required for performance assessment at your site

• A Slewing mobile crane (up to the relevant Tonnes of the licence you require) , in safe operating condition which complies with state regulatory requirements.

• A working zone for the slewing mobile crane, with site and task specific hazard control measures.

• Manufacturers operational manual, operational/service logbooks and crane load charts. • A person licenced to perform dogging work to assist in slinging the load and directing the

crane operator in moving the load • Slings and associated equipment for the purposes of the performance assessment. • Suitable materials to pigsty the crane • Three different lift loads

o 15% of the maximum working radius with a weight at least 10% of the maximum capacity of the crane.

o 30% of the maximum working radius with a weight at least 30% of the maximum capacity of the crane.

TERMS AND CONDITIONS Payment of Fees/Refunds: What if you Cancel/Transfer, What if we Cancel/Transfer? Payment of Fees

Fees are required to be paid prior to the commencement of courses. A deposit of 50% of the course fee is payable

on enrolment and the balance prior to commencement of the course.

Commencement of the course is at the time that Learning and Assessment Material is issued to you.

Our Cancellation/Transfer Whilst we always endeavor to run scheduled courses we reserve the right to cancel or defer a course. In the event

of this occurring, all fees will be refunded or you may elect to transfer to a course at a later date.

Your Cancellation/Transfer

If you are unable to attend a course, you may elect to re-schedule for that course, but only within 14 days of the

original course date. We will not permit more than two (2) such transfers before a fee equivalent to 50% of the

course fee will be charged.

If you cancel more than seven days prior to the course you may have any monies paid refunded in full or you may

elect to be transferred to an alternative course with a fee adjustment.

If you cancel less than seven days prior to the course you will be charged a 50% (course fee) cancellation fee.

Should you not attend training/assessment a 100% cancellation fee, or loss of deposit, will apply.

What happens if I am Not Yet Competent?

It is very important to make the most of your training opportunity, and it is your responsibility to make sure that you do. To optimize your own learning and successful completion of your training, we highly recommend that upon enrolling to any training course, that you undertake to do the following:

• Complete all self-paced learning requirements prior to your training workshop/s • Complete any pre-reading/learning prior to your training workshop/s • Complete all required reading and learning activities prior to your training workshop/s; and • Prepare well in advance of each workshop.

It is also your responsibility to ensure that you:

• Have a clear understanding of the assessment requirements • Take responsibility for the quality of evidence that you submit to the Assessor • Keep track of your progress • Complete and submit all assessment tasks using clear and concise language • Be willing to contact your trainer if you do not understand the training activity or assessment task

If OnRoad OffRoad training is satisfied that you have met all the requirements above, where possible you may be offered one free review day for selected training courses. This is entirely at the discretion of OnRoad OffRoad Training and will be assessed on a case by case basis.

Refunds

An application for refund must be made in writing (see ‘Refund Request Form’, under ‘Forms’ on our website) and

will be determined by the Training Manager, or his delegate. Such supporting evidence (e.g. Doctor’s Certificate /

hardship) as is deemed appropriate should be provided with the written request.

General Conditions Entry to OnRoad OffRoad facilities, and undertaking training / assessment, is conditional upon the following –

• All persons must undertake random breathalyser analysis if requested. Any persons with a positive reading will be refused entry, training and assessment.

• All persons must have a reasonable level of personal hygiene, and attend courses wearing clean work wear • All persons must wear suitable clothing for the course they are undertaking, closed toe foot wear, HI VIS and

the appropriate PPE. Please note that due to COVID-19, HI VIS and PPE is not available for loan and you must bring your own.

• If OnRoad OffRoad Staff or Trainers believe a trainee is putting themselves, our personnel, other persons or our equipment at risk, the course will be terminated.

• I understand that in order to promote the safety of employees and company visitors, as well as the security of its facilities, OnRoad OffRoad Training may conduct video and audio surveillance of any portion of its premises at any time, the only exception being private areas of restrooms, and that video cameras will be positioned in appropriate places within and around OnRoad OffRoad Training buildings and any footage can be used for any purpose at our sole discretion.

• I understand that OnRoad OffRoad Training may require me to undergo random drug and alcohol testing.

Persons failing to meet these conditions will be refused entry, training, and assessment They may be offered another date at our discretion. The course fee will not be refunded.

We will hold enrolments for 30 days, if we do not hear from you within this period your enrolment will be cancelled. Your invoice will be deleted. If they wish to proceed with the training you will need to rebook. Review day terms and conditions for selected courses Students attending review days. One review day will be free for selected classes, for subsequent review a charge of $200 applies. If you book in for a review day and do not attend, this will be deemed as your review day.

Fees and Refund Policy

Purpose and Procedure The purpose of this document is to outline the fees payable for the provision of education and training services and to outline the process for refunding of fees.

This document applies to all nationally accredited training delivered by the Organisation. Either prior to or at enrolment it is mandatory for the participant and their parent/carer (where applicable) to be advised of the Organisations fee schedule, and payment arrangements. Enrolment occurs when the participant and their parent/carer (where applicable) signs the Enrolment Form.

The organisation collects fees in advance as all course fees are under the prescribed limit.

Accepted payment methods are cash, cheque, direct debit or EFTPOS.

Where fees cannot be paid upon commencement, arrangements for payment must be approved by our Accountant.

Refund Procedure:

Re-issuing of a Certificate/Statement of Attainment will be charged at $20.00.

If Paid by Third Party

If it has been indicated that a third party will pay, and no payment is received, the student will be responsible for payment.

If Paying by Credit Card

A fee of 1.5% will be added to the total cost of the invoice.

PRE ENROLMENT INFORMATION

For pre enrolment information please request a copy of the Onroad Offroad Training Student Handbook for information concerning training and assessment processes, access and equity matters, recognition of prior learning, LLN issues, responsibility of students, certificates and qualifications, government funding subsidies, appeal processes and confidentiality of student information.

About the Unique Student Identifier (USI) A unique Student identifier (USI) is a reference number made up of numbers and letters that gives students access to their USI account. A USI will allow an individual’s USI account to be linked to the National Vocational Education and Training (VET) Data Collection allowing an individual to see all of their training results from all provider including all completed training units and qualifications. The USI will make it easier for students to find and collate their VET achievements into a single authenticated transcript. It will also ensure that students VET records are not lost. The USI will be available online and at no cost to the student. This USI will stay with the student for life and be recorded with any nationally recognised VET course that is completed from when the USI comes into effect on 1 January 2015. A student needs a USI when enrolling or re-enrolling in nationally recognised training from 1 January 2015. This includes if the student is enrolling for the first time, for example, if they are studying at TAFE or with a private training organisation, completing an apprenticeship or skill set, certificate or diploma course. It also applies to student’s continuing or completing (re-enrolling) training, including nationally recognised training undertaken in secondary school.
