In Iraq, the IDP (out of camps) and returnee response is led by the UNDP Emergency Livelihood Cluster (ELC). The ELC oversees the provision of livelihood services to the conflict and crisis-affected population in Iraq through various projects, including cash for work, asset replacement, job replacements, vocational training and business incubation.
The ELC is an open forum to encourage better coordination and collaboration for livelihood services across the country. NGOs, UN agencies, academics and other partners are brought together as part of the shared vision to ensure well-coordinated, timely and effective at scale livelihood services for local communities.

Currently, around 48 organizations use the dashboard and regularly update their information relating to livelihood project implementation on a governate, district and sub-district level.
These efforts are backed up by providing partners with several other services. These include: communicating all the latest information available with data from the 4W matrix (Who, What, Where & When), through sharper needs analysis, by maintaining the ELC dashboard, through fundraising through the International Humanitarian Funding (IHF), and by harmonizing the efforts of our partners through standard operating procedures and guidance, thereby helping the most affected people with the limited resources available.

The National ELC meetings are held every month. These meetings provide our partners with key national updates and developments in the governates where the ELC sub-cluster members operate.
On average, participants are present at the

The Cluster meetings also serve as a platform for exchanging know-how, best practices, success stories, research, concepts and much more.
Presentations were delivered by ELC partners during the regular monthly meetings.

The presentations are followed by Q&A sessions, where partners explore the subject further and, no less importantly, built new connections.
This was made possible thanks to the combined efforts of committed volunteers from ELC partner organizations. For each SoP document, a working group was formed with a designated leader.
Once the working groups finalized their work, the ELC recruited a consultant to proofread the text and design the final layout of the SoPs.
Together with its partners, the ELC has reviewed and refined five Standard Operating Procedures (SoP), including Asset Replacement, Vocational Training, Job Placement, Business Incubation, and Cash for Work.
Water Scarcity
Task Force
In recent years and particularly in 2021, some parts of Iraq have experienced temperatures in excess of 55°C.
A 50% decrease in precipitation and higher evaporation levels has led to more intense and frequent periods of drought.
The ELC supports the Water Scarcity Task Forceto help understand the drivers of this issue and help prepare those impacted by this matter.
The ELC provides capacity building training to partners for the Financial Tracking Service (FTS).
The FTS aims to present a more comprehensive picture of international humanitarian funding flows.
ELC services are available for partners through 9 sub-clusters at the governate level: Dohuk, Ninewa, Salahaddin, Sulaymaniyah, Diyala, Baghdad, Anbar and more recently Erbil.
Newly appointed sub-cluster coordinators are initiated by providing an overall awareness of the Iraqi context, livelihood programming, specifying their roles and responsibilities, and clarifying expectations.
Sub-clusters hold regular monthly or bi-monthly meetings in a similar fashion to that of the national ELC. To date, there are 49 partner organizations registered with the ELC.
