Section B Wednesday, August 29, 2018 The McLeod County Chronicle ports S By Tom Carothers Sports Editor In its most nail-biting con- test of the season to date, the Plato Blue Jays opened the 2018 state Class C baseball tournament by gritting out a 1-0 win over the Luxemburg Brewers on Sunday, Aug. 26, at Joe Schleper Stadium in Shakopee. Chris Odegaard started on the mound for Plato, went the distance, and also drove in the game-winning run on a tense evening in the southwest metro. “You really can’t say enough about Chris,” Plato manager Adam Dammann said. “He’s a gamer who never gives up; he showed that on the mound and at the plate.” Odegaard and Luxemburg starter Reed Pfannenstein du- eled for inning after scoreless inning as evening turned to night in front of a full house full of excited – and anxious – fans clad in Plato blue. “Having our fans out there up and down the stands – the ‘Blue Wave’ – is awesome,” Dammann said. “The support we got on a Sunday night in Shakopee was really some- thing. I want to thank them, because it makes a huge dif- ference.” Both teams saw scoring op- portunities come and go as Odegaard and Pfannenstein knuckled down to prevent anything other than zeroes being placed upon the score- board. The Brewers managed seven hits in the game, and Plato six, as both hurlers tossed complete game gems. Odegaard struck out eight bat- ters, with Pfannenstein punch- ing out nine. However, the key moment of the game came on what nearly everyone on hand thought was a strikeout – other than the home plate um- pire. The turning point of the game came with two outs in the bottom of the seventh and Mitchell Boesche standing on first base. Odegaard, who had one of two Plato doubles on the day to that point, watched what he appeared to believe was strike three pop into the catcher’s mitt. He began to walk back toward the Plato dugout as several of the Luxemburg players started to jog back to their base. By Tom Carothers Sports Editor With eyes on a fifth consec- utive Wright County Confer- ence West title, the Glencoe- Silver Lake volleyball team opened its season with a pair of pre-Labor Day competi- tions. Before the Panthers even got to their first match on Sat- urday, Aug. 25, the team al- ready had much to be thankful for after hosting a scrimmage last week. “2018 has started off on the right foot,” coach Lori Schwirtz said. “First and fore- most, our program is so happy to be able to participate in a gym with air conditioning. It makes a huge difference on our performance abilities and restrictions. We are so thank- ful.” After its well-ventilated home scrimmage, GSL opened its season on the road with a loss to North Branch in a Saturday afternoon matchup at Hopkins High School. The Panthers were swept in three close games, losing 20- 25, 19-25, 21-25. Schwirtz said that the team is happy to have the season off and run- ning. “I think all teams are in the same boat to start the season, getting back into shape and getting the team to gel,” she said. GSL returns a number of key members from last sea- son, including hitters and co- captains Rhyan Herrmann and Kasidy Cacka. Joining that duo area two other seniors in outside hitter Olivia Lemke, and right hitter Jaelynn Pinske, sophomore libero Maren Roepke, as well as Hannah Boesche – a junior stepping into the setting role. “This year’s team is very specialized between defensive specialists and hard core front row attackers,” Schwirtz said. Beyond claiming confer- ence title No. 5, Schwirtz noted that the Panthers are keeping the possibility of a state berth squarely in their sights. GSL traveled to play Norwood Young America on Tuesday, Aug. 28, after the Chronicle went to press. The Panthers upset the Raiders in the semifinals of last year’s subsection tourna- ment. “I feel we’ve developed a culture at GSL,” Schwirtz said. “We are very excited for the challenge of going for our fifth consecutive WCC West championship.” After the Labor Day holi- day, the Panthers remain on the road for a match at Sibley East on Tuesday, Sept. 4, be- fore opening their home schedule on Tuesday, Sept. 11, against Mayer Lutheran. GSL swept the top three individual positions and placed all five of its scoring runners in the top seven places to win with a minis- cule 18 points. Maple Lake/Lester Prairie/Holy Trinity was second with 45, while NYA was third with 74. Returning state meet veter- an Malayh Metcalf won the meet with a time of 20 min- utes, 39 seconds. Maddie Lemke was second in 21:01 and Kendall Guerrero third in 22:19. Megan Siewert placed fifth in 22:59 and Abigale Boetel seventh in 23:19 to round out the Pan- ther scoring. Head coach Josh Metcalf is optimistic for the upcom- ing season as his team re- turns all six members of last year’s sectional competitors. Including the top-five finish- ers at NYA, the Panthers also bring back Majkya Metcalf this season. “We have a great group of hard working, positive girls who have dedicated them- selves to maximizing their abilities,” coach Metcalf said. Lemke was all-Wright County Conference West last season, with Malayh Metcalf and Siewert earning all-con- ference honorable mention spots. “We are anxious to start competing and show how working hard in the summer leads to success during the season,” coach Metcalf said. The Panthers had the most girls, eight, ever reach the 200-mile plateau for summer running this year. Lemke, Siewert, Boetel, Guerrero, Majkya and Malayh Metcalf, Kendra Klobe and McKenna Hallaway all eclipsed 200 miles in total summer train- ing. In addition to Lemke, Madelynn Brown and Emily Graupmann – a newcomer to the squad – comprise the team’s senior contingent. Coach Metcalf says there are plenty of positives sur- rounding his team this au- tumn and that among his goals are staying healthy and improving fitness in order to make a charge at a top-five sectional finish. “I am looking forward to the chance to watch them im- prove throughout the sea- son,” he said. The Panthers are off until after the Labor Day holiday. GSL returns to competition with a trip to Montgomery for an invitational meet on Thursday, Sept. 6. The team hosts its annual Caty Del- wiche Invitational on Thurs- day, Sept. 20. Kickoff is set for 7 p.m. The Panthers opened up their 9-2 2017 campaign with a 42-17 win at Foley on Sept. 1 of last season. The Falcons finished 2017 with a 2-7 mark. GSL opens this season with two straight home games. After Foley, the Pan- thers are scheduled to host Watertown-Mayer at 7 p.m. on Friday, Sept. 7. Football season kicks off at home on Friday

With eyes on a fifth consec-utive Wright County Confer-ence West title, the Glencoe-Silver Lake volleyball teamopened its season with a pairof pre-Labor Day competi-tions.

Before the Panthers evengot to their first match on Sat-urday, Aug. 25, the team al-ready had much to be thankfulfor after hosting a scrimmagelast week.

The eighth inning passedwithout further incident, butLuxemburg put up a final fightin the top of the ninth.

Sam Iten of the Brewers ledoff the frame with a double tothe right field corner. However,Iten was gunned down at thirdbase attempting to stretch his hitinto a triple.

“That was a game-changerright there,” Dammann said.“An amazing defensive effortthat ended up really saving the

game for us.”That play – a relay throw

from Tyler Lang to Matt Ode-gaard to Dylan McCormick –proved crucial as a pair of Lux-emburg singles followed to puttwo on with one out.

However, with Watertowndraftee Pat Tschida warming upin the bullpen, Odegaardclaimed a strikeout for out No.2, before a pop-up ended thegame with Plato victorious bythe narrowest of margins.

Odegaard was 2-for-3 at theplate with one walk and thegame’s lone RBI. Nolan Lepelwent 2-for-4, with Lang going1-for-4 and McCormick going1-for-3. Lang had the Blue Jays’other double in the game.

It’s opening-round triumphnow safely stowed away, Platoadvances to take on Faribault at7:30 p.m. Saturday in NewPrague.

Faribault, the No. 2 seed out

of Region 3, has yet to give up arun in two state tourney games.The Lakers topped Stewartville-Racine 2-0 in its opener on Aug.19, and then blanked Region 1champion Mora 8-0 in their fol-low-up last weekend.

In the traditional seasonopener, GSL claimed four ofthe top six individual place-ments in the three-teammeet, which also includedMaple Lake/LesterPrairie/Holy Trinity, earningthe victory with 31 points to39 for the Raiders.

Connor Hallaway led theway for the Panthers, as hefinished second in a time of

17 minutes, 57 seconds.Teammate Oscar Pena placedthird in 18:18. Paul Sievertwas fifth in 18:52, with JoeKnudten sixth in 19:07.Tison Werner closed out thescoring for GSL with a 15th-place finish of 21:41.

Head coach Jeff Delwichesaid that his team “is lookingvery small, but the ones wehave are in good shape andwe are ready.”

Ilove the story of the two wolves. I’ve been told it comes from the Cherokee. There seems to be several versions, but the one I like bestgoes something like this:

One evening an elder told his grandchild about the battle that goes on inside people. He said, “Grandson, there is a battle between twowolves inside us. One is evil. It is anger, envy, jealousy, sorrow, regret, greed, arrogance, self-pity, guilt, resentment, inferiority, lies, falsepride, superiority, and ego.”

“The other is good. It is joy, peace, love, hope, serenity, humility, kindness, benevolence, empathy, generosity, truth, compassion andfaith.”

The grandson though about it and then asked his grandfather, “Which one wins?” The grandfather simply replied, ‘the one you feed.” “Butif you feed the good wolf, she will feed the other. That way both will be satisfied and the evil one will leave you alone!”

ORDINANCE 92: AN ORDI-NANCE ADDING SEDIMENT

AND EROSION CONTROL REG-ULATIONS TO THE SILVERLAKE MUNICIPAL ZONING

CODE

The City Council of the City of Sil-ver Lake, Minnesota does hereby or-dain:

Section 1: Chapter 2.8 of the Sil-ver Lake Municipal Zoning Codeshall be added to read as follows:

Section 2.8: SEDIMENT ANDEROSION CONTROL REGULA-TIONS

Purpose: This ordinance is adopt-ed for the purpose of 1) regulating themovement of sediment and the instal-lation/maintenance of approved BestManagement Practices (BMP’s) aswell as 2) regulating uncontained de-bris, at building and construction proj-ects involving earth-disturbing activi-ties within the jurisdiction of the Cityof Silver Lake. The objective of theCity in adopting this ordinance is toprovide for a uniform method of regu-lating the runoff of soil, dirt or otherorganic or inorganic material into Wa-ters of the State as well as regulatingwind borne or otherwise uncontrolledconstruction debris.

Scope: These standards are de-rived from and in agreement with Na-tional Pollutant Discharge EliminationSystem (NPDES) standards and otherlocal Water Resource ManagementRules. The provisions of this ordi-nance shall be in effect from the firstland disturbance to the establishmentof permanent yard or ground cover.

Applicability: The requirement ofthis ordinance will apply to an owneror authorized agent who intends tobuild new construction or an additionto existing improvements, or excavateover five cubic yards of soil or disturbestablished vegetation over 500 sq.feet.

2.81 DEFINITIONS

ACCESS AVENUE – A strictlyconstruction related access to a con-struction site or property not consid-ered a driveway due to it not being infront of a house or garage.

APPROVED METHOD – A prac-tice or widely used process that is rec-ognized and accepted throughout theindustry or, an acceptable alternativeable to achieve or exceed the stan-dards of the prescribed method.

BEST MANAGEMENT PRAC-TICE (BMP) – Erosion and sedimentcontrol and water quality managementpractices that are the most effectiveand practicable means of controlling,preventing, and minimizing degrada-tion of surface water.

If upon sub-sequent warnings and prescribed anddocumented communication, the vio-lation remains substantially unre-solved, the violator shall be guilty of amisdemeanor and subject to the provi-sions of State Statute regulating theadministration thereof.

B. The sequence of violations andpenalties:

1. When a violation is noted, theresponsible party shall be given noticeof the violation in writing on site, andwill be notified by phone, fax, or e-mail. A reasonable amount of time,not to exceed 24 hours, will be givento abate the violation. A re-inspectionfee will apply.

2. If the violation noted is not abat-ed or addressed upon re-inspection, aSTOP WORK ORDER will be posted,and a $50 fine will be levied for eachday of the violation including the dayof first notification through the day ofsatisfactory follow-up inspection. Theresponsible party shall remedy the vi-olation, and call for a follow-up in-spection. Upon satisfactory re-inspec-tion, the responsible party will be re-quired to pay the fine prior to the re-moval of the Stop Work Order.

3. If the violation continues, theStop Work Order shall remain on thepremises and the fine will continue toaccrue for each calendar day the vio-lation is present. After seven (7) daysof non-compliance, the City will havethe option of correcting the violationand assessing all costs to the responsi-ble party. All fines and costs must bepaid prior to the removal of the StopWork Order. At this time all of theprior civil judgments will be due andthe City will have the option of filingCriminal charges. Criminal Chargesbeing defined as a misdemeanor andsubject to State Statute regulating theenforcement of such penalties.

2.83 ENFORCEMENT

A. The S.E.C. Inspector (SECI),Building Official, Code EnforcementOfficial or their representatives orother authority designated by the cityis authorized to administer and en-force the provisions of this ordinance.

B. The authority for enforcement ofthis ordinance rests exclusively withthe City of Silver Lake.

C. Prior to the commencement ofany construction activity, the contrac-tor/homeowner shall schedule a siteinspection to verify the proper place-ment, installation, and efficacy of in-stalled BMP’s.

2.84 SEDIMENT CONTROLMEASURES.

A. Silt Fences: Silt fences shall beinspected and maintained to thesestandards:

1. Silt Fences shall be establishedat down slope perimeters prior to dis-

turbing upslope areas, shall be main-tained to the standards of this ordi-nance and shall not be removed untilthe site has been permanently re-es-tablished with lawn or 70% perma-nent vegetative growth or other ap-proved permanent ground cover.

2. Be entrenched a minimum of six(6) inches unless such trenching willsubstantially damage tree roots orother natural resources. Alternativessuch as berming the silt fence shall beused to prevent such damage.

3. Be of construction substantialenough to hold all sheet flow run-offgenerated at an individual site until itcan either infiltrate or seep throughsilt fence pores.

4. Receive maintenance within 24hours when silt has filled 1/3 of siltfence height.

5. Shall be re-stretched or re-estab-lished within 24 hours when allowedto sag more than 1/3 its intendedheight.

6. Silt fencing damaged or re-moved due to construction practicesshall be repaired or re-installed within24 hours of the conclusion of thepractice.

B. Other Sediment Control Meth-ods:

1. Methods other than silt fencesmay be installed, provided that themethod selected is effective in pre-venting sediment from leaving theproperty and approved by (SECI).They must be installed pursuant toBMPs and any applicable manufactur-er’s installation instructions. If a se-lected other-method is determined tobe inappropriate or ineffective, the In-spector may order that a silt fence beinstalled to provide the protection re-quired.

C. Alternative Sediment ControlMethods:

2. Alternative Sediment ControlMethods such as shredded woodmulch or compost shall be temporari-ly allowed when conditions make itinfeasible or impractical to erect siltfences. Silt Fences or an approvedSediment Control method shall be in-stalled prior to disturbing upslopeareas, and maintained according tothis ordinance.

2.85 EROSION CONTROLMEASURES

A. Ground Cover:

1. Time frames for temporary andpermanent vegetation for all exposedpervious areas shall be as follows: 21days for slopes 10:1 and flatter, 14days for slopes between 10:1 and 3:1,and 7 days for slopes 3:1 and steeper.If sod or permanent seed and mulchcannot be applied within the giventimeframe, temporary ground cover oftype one mulch (straw/hay) shall beapplied within the given timeframeuntil permanent cover/vegetation isestablished.

2.86 TEMPORARY CON-STRUCTION DRIVEWAYS

Temporary driveways or site accessavenues shall be established andmaintained throughout the construc-tion process or until a permanentdriveway is established. Drivewaysand access avenues shall meet and bemaintained according to the followingstandards:

A. Design:

1. The temporary driveway and/orsite access avenue(s) shall be con-structed to eliminate the passage ortracking of mud or other materialfrom the site to a public road, street,sidewalk or right of way.

2. The drive shall be a constructedof aggregate 1” to 3” in diameter andshall be a minimum of 6” thick. Theaggregate shall extend the full widthof the entrance/exit. The S.E.C. in-spector or other code official shallhave the authority to increase the re-quired width as necessary on a caseby case basis.

3. The utilization of an alternativemethod shall meet or exceed the re-quirements and intent of the 1” to 3”aggregate method described in 6.1.2and shall meet the definition of “Ap-proved Methods” as described in thedefinitions section of this ordinance.

B. Maintenance:1. The temporary driveway shall

be maintained in such a way that vehicles will not rut the area and

that mud, dirt, clay or other materialwill not be conveyed to the street,road, sidewalk or right of way. Thismay include regular maintenance andtopdressing of the material as it accu-mulates sediment from traffic.

2. Streets, sidewalks, and curbsshall be swept or scraped wheneversediment tracking occurs and at thecompletion of each work day.

3. Curbs, gutters and sidewalksshall be protected from damage due toconstruction related activities.

2.87 GENERAL SITE MAIN-TENANCE

A. Debris Containment: It shall bethe responsibility of the contractor tomaintain the construction site in asuch manner that it does not detractfrom or interfere with the adjoiningneighborhood.

1. All construction sites shall havean adequate and approved method forthe containment of construction de-bris.

2. Dumpsters and/or trailers shallbe sized appropriately for the projectand shall be emptied at intervals thatdo not allow for the accumulation ofdebris above the recommended limitof the container.

3. Fenced areas used as debris con-tainment shall be permitted so long asthey are properly maintained andemptied as needed. The Inspectorshall have the authority, after suffi-cient warning, to require the removalof the fenced area and require adumpster or other means of commer-cial debris removal should the fencedarea not be maintained adequately andregularly.

4. Dumpsters, trailers, or other ap-proved containers shall be maintainedin such a way as to prevent the con-tents from becoming wind borne. Anydebris blown out of the container orotherwise blown from the construc-

tion site shall be immediately re-trieved and secured properly.

B. Storage of Construction De-bris or Byproducts:

1. Construction debris orbyproducts shall not be allowed to ac-cumulate on construction sites or ad-jacent lots. Items such as pallets, usedlumber, discarded excess concrete orother material shall be properly dis-posed of in a timely manner accordingto state and local laws.

C. Weeds or Underbrush1. Weeds or underbrush shall not

be allowed to propagate on a con-struction site. Measures shall betaken to mitigate tall weeds or under-brush that may harbor rats, mice orother animals.

2.88 APPEALS

A. When it is claimed that the pro-visions of this ordinance have beenwrongly applied or interpreted by theS.E.C. Inspector, Building Official orCode Enforcement Officer, the ag-grieved person may appeal the deci-sion of the code official as provided inthis section.

B. The aggrieved person must firstrequest the code official to reconsiderhis decision. The request to reconsid-er must be made within ten (10) daysfrom the date of the code official’sinitial decision and must submit inwriting the reasons for the request forreconsideration.

C. A person aggrieved by the finaldecision of the code official may ap-peal the decision to the City Councilor their designated Board of Appeals.The appeal must be in writing andmade within ten (10) days of the dateof the final decision of the code offi-cial.

D. All requests and appeals speci-fied in this section shall be made inwriting. An aggrieved party who doesnot appeal within the time limits spec-ified shall be deemed to have waivedhis right to appeal and shall be boundby the latest decision in the appealprocess.

Section 2. EFFECTIVE DATE

This Ordinance shall be in fullforce and effect from and after thedate of its passage and publication ac-cording to law.

Discussion of this demolition andits cost to tear down resulted in a mo-tion to deny the bids by CouncilorZiemer and second by CouncilorSchrupp. All members voted in favor.

Members are going to look at op-tions and costs to refurbish building.A structural engineer will need to lookat the building to see if rehabbing thebuilding is feasible.

City Administrator Mark Larsonpresented the quote from Twin Cityand Western Railroad to upgrade theElliott Avenue crossing from wood toconcrete. Total project cost as quotedis $47,060.49. The City’s cost wouldbe $22,127.33 for the materials.

MNDOT has no funds available toprovide flashers at this crossing andthere is not enough traffic to warrantflashers.

Councilor Schrupp motioned totable this proposed upgrade and bringto the 2019 budget process. CouncilorAlexander seconded the motion withall members voting in favor.

No action was taken on this pro-posal for a peer review of the WasteWater Treatment Facility Project.Councilor Neid stated that this wasdiscussed extensively at the recentcouncil workshop and all questionswere answered satisfactorily.

Public Works Director Schreifelsand Scott Qualle with MN Spect re-viewed the proposal

for a survey which identifies allproperties, within the corporate limitsof the City, that will need a backflowdevice.

The City Council passed the ordi-nance which helps protect the citywater supply with backflow devices.The ordinance is now in place and theWTP needs to move forward withPhase II- which is the survey. Thiswork needs to be done by a MasterPlumber, intimately familiar with therequirements of the MN State Plumb-ing Code and the hazards that havebeen identified in that code requiringprotection.

Costs to perform the inspections,create the database framework, cata-log and identify all existing and re-quired BPD’s, document inspectionresults, etc. are proposed at$95.00/hour not to exceed $25,000.

Council members wanted more in-formation on this proposal and the or-dinance language that they passed.What are other cities doing to providethis service and at what cost? Mem-ber Schrupp motioned to table thisproposal for the survey. CouncilorRobeck seconded. All members votedin favor.

The Community of Glencoe hasbeen selected to participate in theBlandin Leadership Program. BeckyAdams with the Blandin Foundationreviewed the leadership program. Thisprogram provides intensive leadershiptraining to leaders in rural Minnesotacommunities to deepen their under-standing of community dynamics andstrengthen their skill for initiating andmanaging change.

24 people are being recruited bythe Foundation for the training. Theyare seeking a cross section of thecommunity in terms of age, gender,ethnicity, occupation, and involve-ment, representing a wide variety ofnetworks including; businesses, non-profits, government, healthcare andeducation, among others.

The recruitment is taking placefrom now until December 3rd. Thetraining retreat will take place theweek of February 11th, 2019 at SugarLake Lodge in Grand Rapids, MN.

Lisa Odens of Houston Engineer-ing, consultant for the Buffalo CreekWatershed District, presented Phase IIof the Glencoe East and Central BasicWater Management Project. This proj-ect is a result of the City petition tothe BCWD to develop a comprehen-sive stormwater management plan forthe purpose of reducing flood dam-ages along Central/East ditches andimprove predictable function andmaintenance as a primary conveyancethrough the City. Phase II is the devel-opment of a Regional ComprehensiveStormwater and Flood ManagementPlan. Problem prioritization includesflooding at North and Central Ponds,Flooding of School wetland whichwas resolved with the school outlet,maintenance of Central Ditch andOutlet for Morningside Drive.

Recommendations include con-struction of 14th Street Pond/Morn-ingside Outlet, GRHS-County Build-ing Outlet, Central Ditch Maintenanceand Central Ditch Buffers.

Next steps if the City decides tocontinue with the project – Phase III –establish priorities and an initial proj-ect timeline, address project fundingsources, develop more detailed projectcosts and coordinate with the CSAH15/Morningside Avenue Project.

Council members will take underconsideration next steps to move for-ward at a future council workshop.

Police Chief Raiter made the re-quest of the City Council to adopt theDepartment of Public Safety’s resolu-tion to have Office Fiebelkorn be thefinancial coordinator for traffic safetyprojects. The financial coordinatoralong with the Finance Department ofthe City of Glencoe will be in chargeof billing agencies within McLeodCounty for monies received from theState of Minnesota for safety projects,(i.e. seatbelt, speed, DUI projects.

Councilor Schrupp entered the fol-lowing resolution and called for itsadoption:

EXECUTION OF AGREEMENTBe it resolved that the Glencoe Po-

lice Department enter into a grantagreement with the Minnesota De-

partment of Public Safety, for trafficsafety projects during the period fromOctober 1, 2018 through September30, 2019.

Officer Fiebelkorn is hereby au-thorized to execute such agreementsand amendments as are necessary toimplement the project on behalf of theGlencoe Police Department and to bethe fiscal agent and administer thegrant.

Councilor Neid seconded the mo-tion. Upon a roll call vote all mem-bers voted in favor. Whereupon saidresolution was adopted and approved.

Public Works Director Schreifelsreviewed the timetable for the WasteWater Treatment Facility Project.

Councilor Neid entered the motionto move ahead with the timetable aspresented for this project. CouncilorZiemer seconded. All members votedin favor.

Member Schrupp entered the mo-tion to appoint Councilor Neid andthen restated motion to appoint Neidwith Councilor Alexander as the alter-nate. Member Alexander seconded.All members voted in favor.

Chief Raiter appeared before thecouncil to recommend that TaylorSchultz be appointed to the full-timeofficer position vacancy created byOfficer Rohloff’s retirement.

Councilor Schrupp entered the mo-tion to approve the appointment ofTaylor Schultz to the full-time officerposition. Councilor Alexander sec-onded. All members voted in favor.

City Administrator Mark Larsonand Councilor Alexander attended theconference recently held in Mankato.City Administrator Mark Larson re-ceived a Service Award.

Several workshops were held andtours given. Legislative updates, laborrelations update and GubernatorialDebate was held. Alexander statedthe daycare shortage concern was atopic of discussion at the conference.

Motion to approve payment of thecity bills entered by Member Ziemerwith second by Member Robeck. Allmembers voted in favor.
