    The city hosted the two days Information and Communications Technology (ICT) Forum which capped on Friday with a regional plan to promote SOCCSKSARGENs key cities to be the Next Wave Cities for ICT.

    Next Wave Cities is a Philippine-specific term that identifies ICT hubs beyond Manila based on criteria such as worker supply, telecom infrastructure and other factors necessary to sustain a local BPO industry, as described by the Department of Science and Technology-ICT Office (DOST-ICTO).

    Arnel Sayco, ICT Regional Manager of the Department of Trade and Industry (DTI) 12 explained that the regional ICT industry plan aims to assess the current status of the cities and municipalities under the South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos (SOCCSKSARGEN) area with regard to their investments in the ICT.

    He cited that for the previous years, Gensan in particular is lagging behind other cities in the country as priority location for ICT investors.

    Dr. Ana Leah Lasaga of 3D Scribe Innovations Inc., shared the initiatives and challenges of putting up the first and only Medical Transcription Company in Kidapawan City which is currently handling outpatients

    Lasaga said the challenge is in hiring medical transcriptionists who are really very good in grammar which is very crucial in their work as they are transcribing doctors instructions including medications, x-ray and laboratory results among others.

    Putting up this company in Kidapawan is an advantage and disadvantage at the same time, as there is no piracy of employees, however, the local

    (LGUs) who shared their insights and the opportunities for the ICT industry to over a hundred participants from the academe and other stakeholders.Meanwhile, Dennis Patres of LGU Tupi, South Cotabato said the ICT Forum is a great venue to look for ideas and innovations which they could include in the priority areas of their Municipal Economic Enterprise and Development Office (MEEDO) to support the booming economy of the town. I am glad to know that there are several proposals already laid on the table on how to better improve the ICT industry in the region like what MinDA presented to improve the slow internet connection in Mindanao which for me is very crucial especially in dealing business today, he emphasized.The ICT Forum 2015 is a joint initiative of the DTI, LGU Gensan and the ICT Solutions Association of Region 12 (ISA-12).

    Better governance in GOCC sector

    MAKATI CITY -- The Governance Commission for GOCCs (GCG) has been awarded Proficient in the Performance Governance System (PGS) by the Institute for Solidarity in Asia (ISA) during its 4th anniversary celebration. Finance Secretary Cesar V. Purisima congratulated the GCG, citing the improvements in the sector in terms of setting performance standards and streamlining the number of government-owned and controlled corporations (GOCCs). I am sure that if you count the number of companies that we propose to close and actually closed, this is the most ever of an administration. And that requires

    During the anniversary celebration, ISA President Francisco Eizmendi noted that, Through its (GCG) guidance, GOCCs have also started to adopt a culture founded on good governance values and principles.     commitments with the objective of realizing breakthrough results.

    The Governance Commission was also re-certified compliant by TV Rheinland Philippines to the Quality Management System based on ISO 9001:2008 Standards during the event. TV Rheinland Managing Director Tristan Loveres awarded GCG, saying, All these benefits will accrue not only to your constituents but more importantly in the end to us in the public.

    Despite the notable improvements, Sec. Purisima

    emphasized that there are still many opportunities for reform, particularly in benchmarking GOCCs with the private sector for purposes of performance monitoring and dividend collection.

    Since 2012, President Aquino has approved the abolition of 22 GOCCs based on recommendations from the Governance Commission. Fourteen more GOCCs are being studied for abolition, privatization, or merger. Currently, there are 102 GOCCs being monitored by the Governance Commission. (GCG)

    QUEZON CITY -- The Social Security System (SSS) has launched its 1-800 Toll-Free International Call Services in key destinations worldwide to further strengthen its campaign in providing social protection within the reach of the Overseas Filipino Workers (OFWs). The toll-free numbers are 001-8000-CALL-SSS for Hong Kong and Singapore;

    00-8000-CALL-SSS for Malaysia and Taiwan, Italy and United Kingdom; 801-4275 for Brunei;

    00800-100-260 for Qatar; 800-0630-0038 for United Arab Emirates; 800-863-0022 for Saudi Arabia; and 8000-6094 for Bahrain.

    SSS Senior Vice President for International Operations Judy Frances A. See said the new toll-free services add to the existing SSS channels created for OFWs such as dedicated hotline numbers, e-mail support and special desk assistance, as provided by the OFW Contact Services Unit (CSU).

    For easier recall, several of these new toll-free numbers end in 2255-777, which represent CALL SSS. Our toll-free numbers will be open to calls from OFWs from 6 a.m. on Mondays all the way to 6 a.m. on Saturdays in Philippine time, starting November 16, 2015, See said.

    The SSS established the OFW-CSU last year to facilitate communications with its members, focusing particularly on the OFW sector who have needs and concerns distinct from

    those of SSS members based in the Philippines. With its new toll-free services, the SSS is extending operating hours of the OFW-CSU from 16/5 to 24/5.

    Our toll-free call services, CSU hotline numbers and designated e-mail address enable OFW members to conveniently relay their queries and requests to the SSS, and in return, we can respond faster to them, See said.

    Aside from the new toll-free numbers, overseas members can direct their SSS concerns to the OFW-CSU anytime through e-mail at [email protected] and via hotline numbers +632 364-7796 and +632 364-7798 and its special desk assistance services at the SSS Main Office in Quezon City from Mondays to Fridays. Common OFW transactions received by the CSU include reactivation of SSS membership, verification of contribution and loan records, queries on procedures on applying for SS

    Bangsamoro documentary tackles history of peace negotiations

    QUEZON CITY -- A film on the history of peace negotiations in Mindanao was recently launched in Trinoma mall, Quezon City. The documentary Bangsamoro: The Quest for Peace in Mindanao was directed by Boyette Rimban and produced by K.A.K. Tri-media Productions. It tackles peace processes conducted under

    different administrations, and how government policies gravely affected the Muslim community in Mindanao. Bangsamoro also traced the history of war in Mindanao from

    the Spanish colonial period, the subsequent loss of lands of the Moro community, and the bias against them by non-Muslims over the years. Not many have properly explained the history behind the Bangsamoro struggle for self-determination and explored the implications of the war to the people, according to the films producers. This timely documentary is an attempt to discuss the roots of the conflict and present a deep understanding of the Bangsamoros struggle to attain genuine peace and autonomy. In an earlier statement, Peace Panel Chairperson Miriam Coronel-Ferrer emphasized the need for Filipinos to know and understand the stories and dreams of Muslims in the Bangsamoro region, and the history that prompted its armed struggle. I cant stress enough the importance of keeping the Bangsamoro peace process in the consciousness of the public because the best opportunity to end the decades of alienation and hostility is now with us, Ferrer said.

    Rimban started his filmmaking by doing production research and management or international networks and filmmakers. He studied digital filmmaking at the New York Film Academy in New York, USA. He has since won best documentary awards for his work focusing on the environment. K.A.K.     BUTUAN CITY-- The rehabilitation and improvement of the Co-magascas-Del Pilar-Pirada Provincial Road in the city of Cabad-baran, Agusan del Norte has already a funding in the amount of P7,349,456.00.

    This was declared by the provincial government of Agusan del Norte through the Provincial Engineers Office that it is one of the priority projects under the Social Local Road Fund-Motor Vehicle Users Charge (SLRF-MVUC), calendar year 2015 budget of the DPWH. Pursuant to Republic Act 8794 or the Motor Vehicle Users Charge (MVUC) Law, it mandates to provide for and ensure the adequate maintenance of national and provincial roads through sufficient funding for the purpose. The law also mandates that all monies collected under this Act shall be earmarked solely and used exclusively a) for road maintenance and improvement of road drainage; b) for the installation of adequate and efficient traffic lights and road safety devices and c) for air pollution control. To fast track the release of the funds to the province, the Sangguniang Panlalawigan of Agusan del Norte recently authorized Provincial Governor Ma. Angelica Rosedell M. Amante-Matba to sign the Tripartite Memorandum of Agreement with the Department of Public Works and Highways (DPWH) and the

    Department of Interior and Local Government (DILG) for the implementation of the said project. The DPWH and DILG are signatories to the MOA considering that the DPWH is tasked to handle the Special Road Support Fund, Special Local Roads Fund and Special Road Safety Fund, which shall be apportioned to provincial and city governments in accordance with the vehicle population and size of the road network under their respective jurisdictions and shall be used exclusively for maintenance of local roads, traffic management and road safety devices. And the DILG is an agency mandated to exercise general supervision over the local government units (LGUs) and is tasked to strengthen the capability of the LGUs in the delivery of services including the maintenance and construction of local roads. Sanggunian Resolution No. 318-2015 authorizing Gov. Amante-Matba to sign the said MOA was pushed for approval by the SP through the Committee on Public Works and Provincial Properties chaired by Provincial Board Member Danny M. Moran.

    TANDAG CITY, Surigao del Sur The Provincial Health Office (PHO) here has raised concern over the alarming number of cases of animal bites especially dogs. Dr. Eric Montesclaros, PHO chief, reported last week before capitol employees that dog bites had been posted at 732 province-wide with Tandag City topping the list at 163, also being tailed by Bislig at 147. However, he said that 93.44 percent of the victims or 684 had been given full course of tissue culture vaccine (TCV). No case of rabies was mentioned despite the high incidence of such animal bites. On the other hand, Dr.

    Montesclaros indicated that concerned authorities had to step up campaign efforts to teach pet lovers on how to be responsible pet owners. Meanwhile, Dr. Gervacio Yparraguirre, provincial veterinary officer, said campaign on responsible pet ownership in cooperation with their counterparts at the municipal and city levels had always been all year round. On the part of Tandag City, Dr. Zeny Gambe, city vet officer, confirmed the high incidence of dog bites, explaining that one factor could have also been the accessibility of this area to the animal bite center.     DFA Assistant Secretary Charles Jose said the activity is a nationwide information campaign which seeks to raise the level of awareness of the Filipino people on vital issues. Jose said Zamboanga is the 12th city in the country where the multi-sectoral fora and campus tours were conducted. We are doing this campaign because we would like everyone to know about this matter of national interest which affects our sovereignty, territorial integrity, as well as our present and future generation, Jose said. He presented a video documentary on the South China Sea and West Philippine Sea dubbed the Philippine Narrative before some 250 college students from Zamboanga State College of Marine Sciences and Technology, Zamboanga City Polytechnic College, and Western Mindanao State University.     New Dipolog police chief vows a better Dipolog, appeals for community support

    DIPOLOG CITY - Newly-installed Dipolog City Police Chief PSupt. Lito L. Andaya bared his plans to make the local police force effective during the recent Kapihan sa Dipolog held at Hotel Camila I here.

    He said under his leadership, the local police is expected to work better, be more proficient and enhance their intelligence capability, to make the public feel that Dipolog is a much safer and peaceful place to live in. To achieve his goal, Andaya

    has outlined his priorities during his first six months in office to transform the image of the local police force. He said that in the first 3 months, he intends to conduct a shooting practice/training among the city police. The shooting practice

    informed citizenry will be able to make an informed decision. Meanwhile, WMSU officer-in-charge Dr. Joselito Madronal commended the initiative of PIA9 for conducting the forum for the students to be socially aware and be apprised on the real score of the controversy our county is challenged with. This forum is just one of the few approaches that can

    spread awareness especially to us stakeholders. We need to be enlightened on the effects and repercussions involved in this alarming concern, Madronal explained. Hopefully we can gain more insights that can make us truly understand our countrys position on the issue, Madronal concluded.

According to Andaya, the military, in some areas where there is not much problem on insurgency, is mandated to support the police in law enforcement operation like serving warrant of arrest. Crime Prevention is not the sole responsibility of the police but it is a partnership of the police and the community to make Dipolog City a better and safer place, Andaya concluded.

    DTI starts monitoring prices of noche buena productsThe Department of Trade and Industry (DTI) Camiguin Provincial Office intensifies its market monitoring activities particularly for Noche Buena products during the months of October, November and December to ensure stable prices and supplies this Christmas season and protect consumers from unscrupulous traders taking advantage of the spike in shopping activities.

    Those retailers found selling above the suggested retail prices (SRPs) shall be asked to explain the price hike and show cost of acquisition. If it turns out that the manufacturer or distributor was the one selling goods higher than the SRP, then DTI

    shall issue summons to these manufacturers or distributors to explain the increase in price. An administrative fine of up to P1M shall be imposed for violation of the Price Act subject to the circumstances provided after due notice and hearing. Criminal liability for illegal price manipulation may result to imprisonment of not more than 15 years and a maximum fine of

    A cancer survivor herself, Al-bert intends to share 100 per cent of her Timeless concerts pro-ceeds for the benefit of the Kids of Hope and the Davao Childrens Cancer Fund, Inc. (DCCFI).     DavNor pushes natl law on CCTV installa-tionDAVAO DEL NORTEThe provincial government of Davao del Norte is pushing for a law to require business establishments to install closed circuit television (CCTV) cameras.

    During the meeting yester-day , the Provincial Disaster Risk Reduction Management Council (PDRRMC) passed a resolution asking Congress, through the Department of Interior and Local Government (DILG), to a pass a national law on establishment of CCTVs. The resolution was an off-shoot of the discussion to in-stitutionalize the Oplan Lambat Sibat in the province that came after the presentation of Davao del Norte Police Provincial Office (DNPPO) director, PS Supt. Sam-uel Gadingan. In his presentation, Gad-ingan explained that Lambat meaning net tackles crime pre-vention strategies through fu-sion of anti-criminality campaign activities such as checkpoints, boat patrol and mobile patrol while the Sibat meaning spear is intelligence-driven operation re-quiring dedicate tracker teams to arrest most wanted persons and criminal groups. The Oplan Lambat Sibat is

    expected to result in deliber-ate, systematic and sustainable crime solution that is rights and ethical-based. The analysis of crime situ-ation would no longer be anec-dotal, he said in an interview with PIA 11 citing instances of somewhat guesswork analysis of police officers. We will no lon-ger want that to happen so we will have a scientific study on the patterns of crime so the analy-sis would also be scientific, he added. Citing the importance of in-formation gathering in solving crime, Gadingan emphasized the need to install CCTVs in business establishments with capitaliza-tion of P300,000.00 and above.     The schools 15-member eth-nic dance troupe performed the Sunggod Te Kamanga (Feeding the Whetstone), a Manobo-Kula-manen tribal dance which depict-ed the rich culture and tradition of the Indigenous Peoples (IP) in President Roxas and in other In-digenous People communities.

    Emmanuel Lumayon, director of Datu Inda Elementary School Dance Troupe said that during the provincial and regional level, the Manobo-Kulamanen children gave their best rendition of the ethnic dance in portraying the life of the indigenous people.

    The performance was blended with the sound of traditional mu-sical instruments such as gongs, tagungguan, lantoy, badil, sal-uray, duwagey and others.

    The children gracefully show-cased their native dance and conveyed the message of life, love and unity of the IPs despite of their different traditions and beliefs, Lumayon noted.

    Meanwhile, Lito Fernandez, DepEd Cotabato Schools Divi-sion Program Coordinator in-formed that together with Datu Inda Elementary School, other winners include; Bolton Elemen-tary School Cultural Dance En-semble, Pantungan Elementary School Dance, Arts and Literary

    More indigent residents benefit from CLEAN GensanGENERAL SANTOS CITY, Nov. 26 More indigent residents in Gen-san have benefited from CLEAN Gensan, one of the banner social programs of the city government.

    CLEAN Gensan Family Card is a program run by the Integrat-ed Barangay Affairs (IBA) of City Hall that gives its beneficiaries all-in-one access to different so-cial and health insurance such as PhilHealth, Social Security Sys-tem, and Philippine Red Cross.

    City government-sponsored in-surance and benefits have been included in the card.

    As of press time, more than 2,000 residents from 16 baran-gays have been enrolled by the IBA in the program.

    Noemi Tapel, a resident of Ba-rangay Ligaya, disclosed how the CLEAN Gensan Family Card helped her in the hospitalization of her child.

    Carmen Macana, a resident from the same area, also narrat-ed how the program has helped in easing her bills in the city hos-pital.

    Nagkasakit ako pero wala ka-ming pera pampa hospital kasi gipit kami. Di naman kasi stable ang trabaho ng mister ko. Naisip ko na lang mag pa admit nung naalala ko na may CLEAN Gen-san Family Card ako (I got sick but we dont have money for hospitalization because of finan-cial constraints. My husbands in-come is not stable but I decided to get admitted when I remem-bered that I have a CLEAN Gen-san Family Card), Macana said.

    Nung una, nagaaala pa talaga ako kasi baka hindi tanggapin ng city hospital ang CLEAN Gensan Family Card. Pero masaya talaga ako kasi tinanggap. Halos wala na akong binayaran nung luma-bas na ako (At first, I was really worried because I was thinking that the city hospital wont ac-cept the CLEAN Gensan Family Card. I was really happy because they accepted it. I paid almost nothing when I got discharged), Macana added.

    Sahara Cabreros, IBA action officer, said the program was es-tablished by Mayor Ronnel Rivera to give as much services to the marginalized sector of the city.

    Mayor Rivera mandated to us that our direction should be bringing government services to the people. Thats why he had this program to be operated in our office to ensure that our poor and needy residents can have access to this kind of benefits, Cabreros explained.
