The International Film Festival

Manhattan (IFFM), a prestigious award-giving body in New York, USA recently conferred the Best Actor award to a Pagadianon, Alberto C. Paran who is now based in Cebu City.

Paran, 42, born and raised in Pagadian City was very happy that his talents and skills in acting and producing short films were recognized in a foreign land such as Manhattan.

He recently paid a surprise visit to the city and met with his classmates at Anastacia Restaurant here to share stories of his outstanding achievements and contribution to the American film industry.

Stunned, teary-eyed

Paran, an alumnus of Saint Columban College (High School Batch 1991) was surprised when his batchmates called for a press conference during his visit. He thought that it was only a simple

gathering of all his batchmates but when he entered the venue, the backdrop onstage surprised him which read: “Welcome Albert Paran! IFFM Best Actor, Pagadian’s pride!” He was then introduced to the local media for the presscon proper.

Paran was stunned, speechless, teary-eyed, and his voice cracked when he finally spoke and expressed his gratitude to his batchmates and the media

for the surprise event.

“It is a great feeling that you came from your own hometown where you were born and raised and you came back after 25 long years, then you’re given this kind of heartwarming welcome and inspiring press conference. It’s really uplifting. Thank you very much!” Paran exclaimed.

Quite emotional

“I’m quite emotional because this is the first time that my Alma Mater gave me this kind of presscon. I did not experience this in Cebu. There were no acknowledgements yet given by the city government to me,”

Paran said.

However, Paran said his success story was published already in Manila Bulletin, Philippine Star and other national dailies.

an American best actor during the Quezon City Film festival and he introduced to him the IFFM. “We submitted the short film entitled “Julie” and when the festival director reviewed it, he cried right there and then and our entry was approved,” Paran recounted.

Julie, a drama

Paran said “Julie” is a 30-minute short film. “It tells a story of a gay construction worker trying to hide his sexual orientation for him to become a construction worker to be able to support his single parent. The film is more on drama,” Paran elucidated. Paran said he earned his very first National Best Actor Award during the Nabunturan Indie Film exhibition in Nabunturan, Compostela Valley, Davao province last September and the Best Actor Award during the IFFM awarding ceremony in Times Square, New York on October, 2015.

Proud, happy

“I am extremely honored and grateful to receive the prestigious IFFM Award. Indeed,

this is my first International best actor award for the short film. I have fulfilled my long time dream to become an actor. I feel like I am in the Academy Awards or Oscars,” Paran said adding that the ceremony was attended by celebrities in USA.

Paran said he is the first Filipino film actor/producer who received the Best Actor Award in the IFFM.

Paran has also produced another short film entitled “Ina-tay”(Mother-Father), a gay comedy film and an entry to Cinemalaya 2014. Best Actor

Paran said he was shocked to hear the news that he was chosen as the Best Actor for the short film category in the International Film Festival Manhattan IFFM) in New York City, USA.

“At first, I couldn’t believe the news but when I received the official invitation letter from IFFM inviting me to come to New York City, I did not hesitate to fly to New York to receive the award,” Paran added .

nominee was the well-known American actor Eric Roberts, the director of actress Julia Roberts. “It’s Philippines versus USA,” Paran quipped.

Passion, creativity

Paran encouraged the would-be film producers and actors not to put money in their mind, instead let their passion drive their creativity to work.

“To those who aspire to

The task force headed by the Department of Energy (DOE) ensures that there is adequate,

stable, and reliable power supply before, during, and after the national and local elections.

Meanwhile, the Independent Power Producers Association, Philippine Rural Electric Cooperatives Association, Private Electric Power Operators Association, Inc., Retail Electricity Suppliers Association, Philippine Federation of Electric Cooperatives and other associations of distribution utilities serve as supporting members. Likewise, all power suppliers and service providers (i.e., distribution utilities, electric cooperatives, and generation companies) are directed to extend full cooperation and support to the attainment of the task force’s objectives.

Formed in 2010, the Power Task Force Core Group is composed of the DOE as head, National Electrification Administration, National Grid Corporation of the Philippines, National Power Corporation, National Transmission Corporation, Power Sector Assets & Liabilities Management Corporation, Philippine Electricity

Market Corporation and Manila Electric Company as members.

MANILA -- With the country’s major improvement seen in the economic participation and opportunity indicator, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz expressed elation over the 2015 Global Gender Gap Index Report showing that the Philippines has climbed two notches in gender equality.

The Philippines rests No. 7 among 145 countries globally and remains the highest-ranked in the Asia-Pacific region.

“This is surprise good news ushering in the New Year. The Philippines jumped to seventh place from last year’s ninth in this year’s Global Gender Gap Index. The Philippines and New Zealand are the only Asia-Pacific countries which made it to the top 10,” said Baldoz.

Since 2006, the Philippines has been consistent in making the top 10 global ranking in the Global Gender Gap Index of the World Economic Forum (WEF), a report that studies the gap between women and men based on four main indicators: health and survival; educational attainment; economic participation; and political empowerment.

The 2015 Global Gender Gap Index ranks 145 economies

according to how well they are leveraging their female talent pool, revealing a pattern of change around the world relative to the 109 continuously covered countries’ own past performance and in relation to each other.

Under the economic participation and opportunity pillar, the Philippines ranked first among countries with more professional and technical workers, with 63 females to 37 males ratio. It also placed 10th in wage equality for same work indicator, scoring 0.80 percent. “The Philippines is now the third highest rank Asian nation, behind Singapore and Lao PDR under the said pillar,” the report said.

The Philippines, however, lags behind the labor force participation indicator with a rank of 107th and scoring 0.65, or a ratio of 53 females to 81 males

in the country’s labor force.

The WEF report pointed out that the share of women in wage employment in the country’s non-agricultural sector is only 41 percent, while that in the informal economy is only 45 percent.

The report also stated that the Philippines had shown significant improvement in the political empowerment area due to a higher number of women officials in government. It also pointed out that while the country’s health and survival gender gap was closed, educational attainment

gender gap has expanded slightly. The WEF report said the Philippines has closed 79 of its gender gaps, by far the highest in any Asian country.

Iceland remained the most gender-equal country in this year’s list, followed by Norway, Finland, Sweden and

Ireland. Rwanda ranked sixth, followed by the Philippines at seventh. Switzerland, Slovenia, and New Zealand completed the top 10 worldwide.

In Asia and the Pacific, the countries which made it to the top 10 aside from the Philippines and New Zealand were Australia, Lao PDR, Singapore, Mongolia, Thailand, Bangladesh, Vietnam and Sri Lanka. These other Asia Pacific countries, however, ranked 30th place and below in the global index. (DOLE)

DAR to launch Php2.2-B ConVERGE project in 3 Mindanao regions

ZAMBOANGA CITY-- The Department of Agrarian Reform (DAR) will launch its six-year Convergence on Value Chain Enhancement for Rural Growth and Empowerment (ConVERGE) project worth Php2.2 billion in three regions here in Mindanao. Engr. Felix Aguhob, DAR regional director, told the Philippines News Agency that

the ConVERGE project will be implemented in Regions 9, 10 and Caraga.

The project funded by the International Fund for Agricultural Development (IFAD) will be launched on January 21- 22 in Cagayan de Oro City.

Aguhob explained that the ConVERGE project aims to reduce poverty through the promotion of sustainable livelihood activities based on key commodities such as rice, rubber, coffee, cassava and coco sugar that are deemed competitive in the three regions.

Aguhob said that Php1.02 billion of the Php2.2 billion ConVERGE project will be

implemented in Region 9.He said 17 towns located in the provinces of Zamboanga del Sur, Zamboanga del Norte and Zamboanga Sibugay are among the beneficiaries of the ConVERGE project.

He said that Php136.6 million of the Php1.02 billion worth of projects for Region 9 will be implemented in the towns of Aurora, Dumingag, Josefina, Mahayag, Molave, Ramon Magsaysay and Tambulig in Zamboanga del Sur. The projects for Zamboanga del Sur that would benefit

1,053 agrarian reform beneficiaries (ARBs), include the construction of post-harvest facilities; improvement of rural infrastructures; production and marketing of palay; capability building; and, procurement of farm equipment.

The province of Zamboanga del Norte will get a share of Php642.6 million worth of rubber production projects. The projects will be implemented in the municipalities of Godod, Tampilisan, Leon Postigo, and Salug that would benefit 4,200 ARBs.

The municipalities of Kabasalan, Naga, Ipil, R.T. Lim, Tungawan and Titay in Zamboanga Sibugay will receive Php247.2 million worth of rubber

agribusiness projects that will benefit 8,222 ARBs and 1,513 women beneficiaries.

Aguhob said four government agencies namely the Department of Agriculture (DA), Department of Trade and Industry (DTI), Department of Science and Technology (DOST)and Technical Education and Skills Development Authority (TESDA)will assist them in the implementation of the ConVERGE project.

He said that the ConVERGE project is the third the IFAD has funded. The other two others were the Western Mindanao Community Initiative Project and the Northern Mindanao Resource Community Management Project. (PNA)

TUBOD, LANAO DEL NORTE – More than 1,500 indigent kids and volunteer health workers from different towns of this peaceful province eagerly received their Christmas gifts from the provincial government through its Provincial Community Affairs Office (PCAO).

The annual gift-giving activity dubbed as ‘Pamaskong Handog’ is an initiative of Governor Khalid Dimaporo. Pamaskong Handog is part of the month-long Christmas celebration of the Lanao del Norte government known as “Paskohan sa Lanao del Norte.” The yuletide festivity includes

Christmas Lantern and Christmas Tree contests, Christmas Carolling contest, and Christmas Belen contest. The invited children each received gift packs containing toys, candies and chocolates while members of the Provincial Volunteer Health Workers (PVHW) each received Noche Buena (Christmas

Gingoog govt pours in P25M for multipurpose facilities

GINGOOG CITY – Gingoog city government has poured in P24,975,000,000 for 25 covered courts in four urban zones and 21 rural barangays in the city.

The administration of Mayor Marie de Lara Guingona bared it has sourced out these funds for the needed multipurpose facilities both from the city’s internal revenue allotment (IRA) and the national funds. Aside from deriving funds through the local IRA, the city mayor has been proposing some of these public facilities to the senate and cabinet secretaries supportive of her executive agenda for the general welfare. “I have run for the people. I am for public service. I have to keep in touch with my allies, comrades and friends for the betterment of my fellow Gingoognons. I need your support to

continue turning barangays’ dreams into realities,” said mayor Marie. Underscoring her commitment, the City Planning and Development Office (CPDO), coordinated by Ancio Felisan, has been consolidating villagers’ needs for multi-purpose courts as venues for relaxation, leisure, socialization and other community gatherings. “Covered basketball courts in the poblacion are now sprouting in Mambitoon in Barangay 18, GCCNHS (City High School) in Brgy.23, Magallanes in Brgy.24, and Malangka in Brgy. 25,” said Felisan.

MAMBAJAO, CAMIGUIN – A big push in the provision of machinery, equipment, tools, systems, skills and knowledge under a shared system was noted by the Department of Trade and Industry provincial office in Camiguin.

DTI has released these to coop-eratives, associations, groups of mi-cro, small, and medium enterprises (MSMEs), local government units, or individuals needing assistance to im-prove the quality of their products. Since 2013, a total of P15, 341 million has been subsidized for various shared service facility (SSF) equip-ment for food processing, coco coir,

bamboo crafts, and sewing machines. As for last year, P3.4 million was allocated for the SSF project; some were already turned over, while the Abaca, corn brew, and other food processing equipment are set to be distributed this month.

King crabs in Tagum released

Mayor Allan Rellon pinched in pain after he scooped some piec-es of little king crabs he wanted to release by hand to the man-grove areas in Barangay Bincun-gan where the City Agriculture Office of Tagum City had set the home of such cultured species of big crabs. Rellon expected to soon meet the real king-size one af-ter three to four months during which the Agriculture Office will harvest the released little crabs. Rellon was joined by Davao del Norte Provincial Governor Rodolfo P. Del Rosario and Atty Wendel Avisado, executive di-rector of the Davao Integrated

Development Program (DIDP) during the ceremonial release of those little king crabs. City Agriculturist Harold S. Dawa said the little ones were seen to grow to about 1.5 kilos to 2 kilos after 7 months, that would sell to about P400 to P600 a kilo. “This is the start of the king crab production of the city gov-ernment,” he said. Dawa revealed plans of the city government to transfer the crab culturing technology to fish-erfolks after this pilot growing of king crabs carried out by the City Agriculture Office. DavNor Gov sends FIRE msg to govt employees

DAVAO DEL NORTE- Putting FIRE in public service was the message that Provincial Gover-nor Rodolfo P. del Rosario put across provincial government employees during the Monday Convocation this morning. He meant FIRE as faith, in-tegrity, respect and enthusiasm which he wanted government employees to carry through their government service this 2016 while encouraging them to “refuel” at the yearend, upon entering 2017. “Remember, there is no higher calling than to serve oth-ers,” he told the provincial gov-ernment employees during the first Monday Convocation of the Provincial Government of Davao del NOrte held at the Bulwagan ng Lalawigan. He also urged them to do “more than what you did last year” and to do the “best” in per-forming their tasks, duties and responsibilities. “Eventually, you are at your best,” he said while say-ing that the total performance of

all Davao del Norte government employees to eventually sum up as “DavNor: the Best”. Meanwhile, the first Mon-day Convocation here tackled the theme, “New Year, New Life” which was discussed by Human Resource consultant Manolita “Malette” Padlan-Junasa who an-chored her discussion on Person-al Leadership Effectiveness (PLE) which, she said, has now become the foundation of “high perform-ing organizations”. The RJSCC is a combined body in the region, responsible of coordinated and systematic utilization of all resources dedicated in the successful conduct of election, implementation of the ban on the bearing, carrying or transporting of firearms and the employment and deployment of security personnel in the region. PNP Caraga regional director PCSupt. Vert Chavez said that this is part of the unified efforts among members of the security forces and government to ensure a safe and secured election. Chavez said that the PNP is deputized to assist the Comelec in implementing more effectively election laws and/or rules and

regulations, particularly the laws governing prohibition against military, policemen and provincial guards acting as bodyguards or security guards for the candidates, and the prohibition on bearing, carrying or transporting firearms and other deadly weapons in public places. He also added that the PNP Caraga together with all members of the RJSCC assures the public that they will continue to intensify the implementation of all security plans in the region so that the common goal for a safe and secured election will be attained.

Dinagat Islands declared as rabies-free zone By Millar P. Tawakal

SAN JOSE, Dinagat Islands - The province of Dinagat Islands was officially declared as rabies-free zone by the Department of Health (DoH) and the Department of Agriculture (DA) during the award-ing ceremony held recently at the Pesticide and Fertilizer Authority Conference Hall, Bureau of Animal Industry Compound, Diliman, Quezon City.

All seven municipalities of the province namely; Basilisa, Cagdianao, Dinagat, Libjo, Loreto, San Jose and Tubajon were also hailed as rabies – free municipalities. Said award and recognition was conferred to the province and the seven municipalities after a thorough and series of evaluation conducted by DA and DOH-National Anti-Rabies Committee for the compliance on the guidelines on the declaration of rabies-free zones. The provincial government since its corporate existence has put public health among its top

priorities. Animal health services and programs implemented by the Provincial Veterinary Office made significant results towards eradication of rabies among animals with its massive free anti-rabies annual vaccination for dogs and cats covering the seven municipalities of the province. On he human aspect, the Provincial Health Office along with the Rural Health Units and the three District Hospitals has installed protocol and implemented measures ensuring post-exposure treatment is readily accessible to all animal bite victims for free.

Officials from the provincial government headed by vice governor Benglen B. Ecleo together with Sangguniang Panlalawigan board member Joslyn I. Ecleo and provincial veterinarian Dr. Aimee A. Jimeno were present to receive the award. Municipal mayors Allan II B. Ecleo of San Jose, mayor Craig Ecleo of Dinagat and mayor Nena Ladaga Quijano of Loreto personally received their respective plaques of appreciation. In an interview,, vice governor Ecleo stressed that “our battle towards elimination of rabies and safeguarding the health and well-being of our constituents does not end with having our province declared as a rabies-free zone, more stringent

and full swing effort towards maintaining our status as rabies-free province starts, this means all Dinagatnons should advocate responsible pet ownership and our local government units to be more aggressive in implementing their localized comprehensive rabies prevention programs.” The province is the first and the only province in Caraga region to be declared as rabies-free zone while the seven municipalities in the province are amongst the eight rabies free municipalities in Caraga. The national government envisions eliminating rabies in the entire country and be declared as a rabies-free country by 2020, which means Dinagat Islands is five years ahead of the national target.

Eight public secondary schools to participate in street dance competition

The contingents are: Danlugan National High School, Manga National High School, Napolan National High School, Pagadian City Comprehensive National High School, San Pedro National High School, Sta. Lucia National High School, Zamboanga del Sur National High School (Main Campus), and Zamboanga del Sur School of Arts and Trade. The street dance competition is one of the highlights of the

week-long “Pasalamat Festival” in celebration of the Feast of Sto. Niño, which commenced on January 8 and culminates on Sunday. City Councilor Bienvenido C. Culve, the OIC-mayor in a press conference on Thursday said this year’s street dance competition is no longer an invitational event, after the steering committee sent formal invitation letters to the different contingents in Lanao

With this, the committee decided to make this year’s competition exclusive for public secondary schools in the city. The city government has allotted P1.5-M for the prizes. “We allocated a total budget of P1.5 M for the prizes: P350,000 for the grand prize winner, and P75,000 for each contingent

as consolation prize,” Culve announced. Culve said the consolation prizes were released in advance to the contingents to defray expenses for their costume and props saying that finding perfect outfit for the dancers will take time and effort. The lively and exciting street parade with rhythmic dances performed by costume dancers, accompanied by musical bands will be held on Jan. 17 (Sunday) at 12:00 noon. He said the contingents will perform in 3 judging areas: In front of City Hall, Gaisano Capital Mall, and City Commercial Center, respectively. “The City Commercial Center will be the last performance venue where all contingents will perform their ritual dances,” Culve concluded.
