B. Instructions to Students
1. Eligibility
The District Ministerial Studies Board (DMSB), a division of the Board of Ministry,
serves only students who are properly enrolled in the course of study. Enrollment is open
only to local ministers, local lay ministers and those described in Manual paragraph 503,
Sourcebook for Ministerial Development 438 and ministers of music who qualify according
to Manual paragraph 511.
2. Courses
The DMSB oversees the preparation of both elder and deacon candidates. Ministers
will not be ordained without having completed their respective courses. They should also
understand that ordination is by invitation of the District Board of Ministry.
3. Modes of Study
The recommended mode of preparation for full-time Christian service is by attending
a Nazarene liberal arts college or university and, if possible, Nazarene Theological
Seminary in Kansas City, Missouri. Other modes include Nazarene Bible College in
Colorado Springs, Colorado, its online program, or one of its satellite centers, and the
online program from Northwest Nazarene University.
The courses required of the college/university students are listed in Manual paragraph
424.3. The competency statements for ministerial education are listed in Manual
paragraph 424.3.
4. Regulations for Course of Study
1. There are 24 courses required for completion of the course of study.
2. Candidates are responsible for their education process and documentation and evidence
for course completion rests on the shoulders of the student. Proper documentation and
transcripts must be presented to DMSB in order for credit to be granted.
3. Candidates should be prepared to appear for an interview each year as called upon by
the Board of Ministry or either of its subcommittees (Ministerial Studies Board/Ministerial
Credentials Board) at the time and place specified.
4. The Manual requires that each student complete a minimum of two courses per year to
maintain district license.
5. College/University Students
College/university students are responsible to submit to the DMSB documentary
evidence (official college transcript) of academic standing in harmony with Manual and the
SMD (Sourcebook for Ministerial Development) 439.26-439.30.
College/university students are reminded to plan their curriculum in harmony with
Manual 424.1, 424.3. Yearly updates should be submitted to the DMSB by the student
showing completed course work. The final transcript at graduation will be evaluated by the
DMSB, and requirements stated in the current Manual will not be waived.

DISTRICT ASSEMBLY MINUTES Friday afternoon, June 24, 2016
The 103rd
New Mexico District Assembly began at 1:30 p.m. in Clovis, New Mexico at Crossroads
Church of the Nazarene. Steve Desmond opened in praise and worship.
Dr. Huff extended a welcome to our PLNU representative, Dr. John Calhoun, and The Nazarene
Foundation representative, Rev. Jon Twitchell. Dr. Huff opened in prayer and Dinah Huff presented
Maria Teresa Duarte with flowers. Then Dr. Huff introduced Dr. Eugenio Duarte for the first time to the
New Mexico district.
The Assembly was called to order by Dr. Duarte at 2:10 p.m. District Secretary, Rev. Ken Yocom
recommended Joel Burdell as Election Secretary, Linda Brooks as Recording Secretary and Steven Blea
and Jaycob Blea as Pages. The entire room was established as the voting area and times were established
for assembly meetings. Motion was made, seconded and approved.
Board of Tellers #1 and #2 names were read and asked to stand. A nominating ballot was distributed for
General Assembly lay and elder delegates.
Dr. Huff sent greetings to Rev. and Mrs. Benjamin Lopez, Dr. Bob Brower, Dr and Mrs. Leon Wyss, Dr.
Woodie and Cheryl Stevens, Dr. and Mrs. Harold B Graves, Jr, Dr. and Mrs. Robert Broadbooks, Mrs.

Rev. Ken Yocom received the General Assembly Nominating ballot. The Nominating Ballot Report was
read by Rev. Ken Yocom. Ballot had 41 names of laymen listed and 27 names of elders listed.

Zottneck in Partial Report No. 3 as he is already an elder. (It was mentioned that Eli Wyatt was not
listed, having not requested transfer from the Arizona District.)
Ordinand Steven Michael Blea was asked to stand.
Delegates were asked to read through the Advisory Board report, motion was made to remove #6 (To
disorganize the Las Cruces Sonrise Community Church) and #7 (to approve the merger of the Edgewood
Breakpoint and Moriarty churches), as they were not quite ready to accept. # 6 to be that the Broadview
Church be changed to Crossroads Cowboy Church of the Nazarene. Motion was made, seconded and
passed.
The DAB was asked to stand and be recognized. Dinah Huff was asked to stand.
Dr. J. Fred Huff presented his District Superintendent’s report. He expressed appreciation for the cards,
phone calls and prayers after losing his brother-in-law recently. Next year the District Assembly will be
held at Roswell First Church and the following year at Albuquerque Heights First Church.
Dr. Duarte presented the General Superintendent’s Growth Awards to Rev. Pete Myers of Albuquerque
Sandia, Rev. Ken Yocom of Hobbs First, and Rev. Wayne Vaughan of Truth or Consequences.
Dr. Huff recognized the 15 new start churches that are in various stages of development. They are:
Alameda, Albuquerque Valley, Angus Hispanic, Bernalillo Nueva Esperanza Compassionate Ministry,
Branch Community, El Paso Nuevo Amanecer, Hobbs First Hispanic, La Rama Community, Santa Fe

Grande Community.
Rev. Dave West (Farmington) and Rev. Pete Myers (Sandia) were recognized by Dr. J Fred Huff and he
presented them a District Superintendent’s Discipleship Award for discipling staff members in their
churches who have been called to ministry and are now lead pastors on the New Mexico district in five
different churches.
Dr. Huff concluded with the definitions of “grace.” Rev. Rick Hutchison was asked to pray. Dr. Duarte
moved to receive the report, it was seconded and accepted.

Dr. Eugenio Duarte opened the service at 7:05 p.m.
“Holiness Unto the Lord” was led by Dr. Bill Nielson. Rev. Ken Yocom presented Ordinand Steven
Michael Blea (and wife, Valerie) to the congregation and Dr. Duarte received the Ordinand. Rev. Alan
Granat and Rev. Jon Stout read I Timothy 4:6-10, 11-16. Dr. Nielson led congregational singing of “The
Church’s One Foundation.” Rev. Dale Wesley and Rev. Darrin Milgrim read Manual paragraphs 502.1-
502.6. Dr. Fred Huff led the congregation in The Apostles’ Creed and led in prayer.
Rev. David A. Brooks (wife, Linda) was recognized as a Retiring Minister and Dr. Duarte presented him
with a plaque for his years of service.
Dr. Huff recognized the ministers that received new District licenses: Dawn Davis, Ron Davis, Denver
DeWees, Kymburly Ann Odell, Jess Parker and Cedrick Rael.
The Minister’s Choir sang “And Can It Be.” Rev. Steve Desmond sang “I Will Not Forget Thee.”
Dr. Eugenio Duarte addressed congregation with instructions to trust Him and make yourselves available.
Ordination certificate was presented to Rev. Steven Michael Blea and Dr. John Calhoun presented him

Saturday morning, June 25, 2016
Opening prayer followed congregation singing at 8:45 a.m. Dr. Duarte presented a devotional from John
21 and concluded with a video from Dr. Robert Broadbooks, US and Canada representative.
Dr. Huff opened the business portion of the assembly. The General Assembly Layperson ballot was read
and 3 alternates were chosen.
Dr. John Calhoun from PLNU thanked the NM district for their faithfulness in giving.
The Nazarene Bible College Alumnus of the Year plaque was presented to Rev. Ernestine Tennefos.

Delegates and friends of the New Mexico district, welcome to our 103rd district assembly. This is my 10th report to you and I am especially pleased to welcome our dear friends and distinguished guests Dr Eugenio Duarte, our presiding general superintendent, and his wife Maria Teresa. We have known them for over 30 years. We also extend a warm welcome to our PLNU representative Dr John Calhoun, and Nazarene Foundation representative Reverend Jon Twitchell. To all our New Mexico district pastors, staff and spouses, lay delegates, and friends of New Mexico and El Paso, Texas, we say greetings and welcome.
O For Grace To Trust Him More
As I have thought about and prayed for our short time together as we gather here in Clovis for this district assembly, a theme has run through my mind again and again. It is in the form of an old hymn written by Louisa Stead in 1882 after her husband was tragically drowned while trying to rescue a boy off Long Island Sound. I have heard it sung by Roy Clark, Alan Jackson, Glen Campbell, Amy Grant, and Casting Crowns, but I'd like to hear this song sung by this assembly delegation and led by Reverend Steve Desmond. I ask that you especially note the refrain that cries out "O for grace to trust Him more."

We Have Much For Which To Thank Our Holy God
1. God has blessed us with His Holy Spirit in wonderful times of prayer, praise, and worship.
2. God has given us new members who have joined our sweet fellowship. Let me report these to you. New members received by profession of faith were 360, 12 were received from other denominations, and 86 were transfers for a total gain of 458. There were 157 baptisms and 771 conversions. We had a weekly corporate worship attendance of 3,384. We report 5,666 full members. The recipients of the General Superintendents’ Growth Award are:

3. God has been with us in special events through the year. Last assembly we bid farewell and sent off one of our pastoral families – Reverends Jaron and Elizabeth Graham and son Quentin – as specialized missionary pastors to Hamilton, New Zealand. In SDMI, we received 12 Honor, 3 Exceptional, and 3 Superior awards. We had an average weekly SDMI attendance of 3,712. The total SDMI Responsibility List is 10,375. We had 1,587 enrolled in VBS.
Other highlights:
KIDS Kamp attendance was 210 (170 campers and 40 support staff)
Teen Camp attendance was 202
NYC (Nazarene Youth Congress): 30 teens and sponsors from across our district went to Louisville, KY, July 8-12, and several made a new commitment to God
At Family Camp, we dedicated our new 36,000-square-feet Events Center
Women’s Retreat attendance was 222 with 29 first time attendees and 36 ladies who committed their lives to Christ
MAN Camp attendance was 133
There were revivals, prayer summits, and 105 prayer meetings across the district
Our pastors conducted 496 Communion services
Bonita Park recorded 105 new believers, 213 rededicated lives, and 41 called into ministry
4. God has helped us reach financial goals this year. We have church property valued at $53,750,960 and our indebtedness is $5,116,307. Total church income was $4,898,096. 14 churches gave 10% or more to missions.

5. God has helped us plant new-start churches. We now have 15 in various stages of development moving toward becoming organized churches. They are: Alameda, Albuquerque Valley, Angus Hispanic, Bernalillo Nueva Esperanza Compassionate Ministry, Branch Community, El Paso Nuevo Amanecer, Hobbs First Hispanic, La Rama Community, Santa Fe Mosaic, Pajarito Mesa, Rio Rancho Vision, Sandia Heritage, Roswell Neighborhood, Socorro, and Vista Grande Community. Reverend Rick Roberson, pastor of the Branch Community Church in Chapparal, has been in the hospital for nearly a month with an infection in his hip. He continued to teach a Bible study and preach from the hospital via Skype. Let’s continue to remember him in prayer. Three of our churches have 2 or more new starts underway: El Paso Open Gate, Albuquerque Heights First and Albuquerque Sandia.
6. God has helped us to make disciples and to raise up pastors from within our ranks. Two of our churches have done something that I have never seen before in about 200 district assemblies that I have attended. Pastor Dave West and Cross Roads Community Church of the Nazarene in Farmington have raised up disciples who have been called to ministry. All of them were staff members at Cross Roads and are now pastoring 5 churches on our district. I’d like to ask Pastor Dave and Dreama West and the pastors of these 5 churches to come forward.

We have great ministerial leaders that serve in many areas: the District Advisory Board, Ministry Board, SDMI Council, NMI Council, Bonita Park Executive Director and staff, Retreat Directors for MAN Camp and Ladies Retreat, district directors of Teen and KIDS Kamp, District Webpage Editor. I also want to recognize District Secretary Reverend Ken Yocom, District Treasurer Mr. Joel Burdell, and my Administrative Assistant, Executive Secretary, and companion in ministry, my wonderful wife Dinah.

Grace has been defined in different ways including: “The free and unmerited favor of God, as manifested in the salvation of sinners and the bestowal of blessings.” “The unmerited divine assistance given humans for their regeneration and sanctification.” “The love and mercy given to us by God, because God desires us to have it, not because of anything we have done to earn it.” One Christian writer said, “God’s grace gives us the desire and the power to do His will.” The Father seems to be saying to me – and I believe to all of us attending this assembly – that “I want to give you grace to trust me more. Trust me for your marriages. Trust me for your children’s salvation. Trust me for your healing. Trust me for your finances. Trust me for your church to grow both spiritually and in membership. Trust me for new churches to be planted. Trust me for even greater miracles than you have seen or can imagine.” “I will give you more grace to trust me more in every area of your life and church and ministry if you simply ask and believe.” I want to close this report crying out to our heavenly Father for great grace to trust Him even more! I bring you greetings from your SDMI Council. The Mission Statement of Sunday School &
Discipleship Ministries International (SDMI) is to carry out the Great Commission to children, youth,
and adults in preparation for a lifetime of being and making Christlike disciples in the nations. We have
had a good church year. In this report I will touch on some of the great things happening on our district.
Women’s Retreat: Our Women’s Ministries Director is DeAnn Rushing and she led our Women’s
Retreat. Our retreat speaker was Kirsten Hart. DeAnn reports that we had 222 ladies in attendance
which was a 28% increase over last year. Thirty-six ladies reported making a commitment to the Lord
during retreat and 11 of those were first time commitments. Many thanks to all the ladies who helped
with this event. It takes a significant amount of help to coordinate an event of this magnitude. We are
looking forward to our 2017 retreat scheduled for March 31-April 2nd
with Shawna Songer Gaines. The
topic will be Peace the World Cannot Give. Thank you to DeAnn and her team for doing such a great
job.
Man Camp: Darrin Milgrim serves as our Men’s Ministries Director. Darrin led our 2016 Man Camp
and this year’s speaker was Duane Gryder. One hundred thirty three men attended camp this year. Many
thanks to all who attended and we trust their spiritual lives were richly blessed. We are looking forward
to our 2017 Man Camp on March 28 to 30. Thank you to Darrin and his team for doing such a great job.
Children’s Ministries: Jessica Zottneck serves as our Children’s Ministries Director. Jessica also
served as our 2015 Kidz Camp director and will again direct our 2016 Kidz camp. In 2015 we had 210
people attend camp, 180 kids and 30 counselors. Thank you to Jessica and her team for the great camps
our children enjoy. Our Children’s Quizzing is led by Arthur Pacheco with the help of Tamara Pope who
serves as our Southern NM Quizzing Representative. This year, our program continued to grow with 16
churches and an estimated 100 quizzers participating. As well, this year our district will have 17 quizzers
from 9 different churches representing our state at the Regional Bible Quiz meet. Thank you to Arthur
and his team for all their great contributions. Our district Children’s Ministry makes lifelong impacts on
the lives of our children. Thank you to the many people who work to make our Children’s Ministries a
great success.
Statistics Reporting: Each Nazarene district and each of the churches on our district is asked to report
three numbers each month 1) SDMI Attendance 2) Morning Worship Attendance and 3) Responsibility
List. We made a special effort this year to help our district understand the definitions of what is to be
reported. We worked to train pastors and church statisticians what the definitions of the terms are and
how to report this information. To simplify the process of gathering statistics from each church on our
district, this year we implemented a web form based online data collection system. The benefits of this
new web tool are significant. By using this tool we not only improved the accuracy of our results, but we
also increased the number of churches who report each month.
In closing, I would like to thank the many dedicated people who have worked so hard this year to serve
our Lord.

3. NMI President
NMI Convention Address
When I was informed that I had been elected to fill the vacancy that Dr. Nielson left as
your district NMI President, I spent several weeks thinking about what it meant to be a
district NMI President. Since I have never served as an NMI President or, even, served on
a district council, I really did not have a template to follow. God took me back to some
fundamental principles in scripture that underlie the mission call for all of us.
I think one of the simplest statements of the life into which we are called as Christians is
found in Ephesians 5:8b: “Live as Children of Light.” The full verse says, “For you were
once darkness, but now you are light in the Lord. Live as children of light.”
Simply stated, a Christian is supposed to renounce the darkness in which the world lives
and live, instead in the light of Christ. All of Ephesians 5-6 were written to define what
the light-life looks like, however Paul gave us a nice summary in the first two verses of
Chapter 5
NIV: 1 Follow God’s example, therefore, as dearly loved children
2 and walk in the way of
love, just as Christ loved us and gave himself up for us as a fragrant offering and sacrifice
to God.
NRSV: 1 Therefore be imitators of God, as beloved children,
2 and live in love, as Christ
loved us and gave himself up for us, a fragrant offering and sacrifice to God.
CEV: Do as God does. After all, you are his dear children. 2 Let love be your guide. Christ
loved us and offered his life for us as a sacrifice that pleases God.
MSG: 1-2
Watch what God does, and then you do it, like children who learn proper
behavior from their parents. Mostly what God does is love you. Keep company with him
and learn a life of love. Observe how Christ loved us. His love was not cautious but
extravagant. He didn’t love in order to get something from us but to give everything of
himself to us. Love like that.
What does it mean to be children of light? There are three words that I want to lift out of
these scriptures that clarify our call.
1. Imitate. Do as God Does. Follow God’s Example. Watch what God does, then do
it.
Christianity (and Judaism) is the only world religion that bases our standard of life and
behavior on the character of our God. God says in Leviticus 19:2, “Be Holy for I am
Holy.” That formula, however, could be applied to other aspects of the character of God
that we can observe in Scripture. The Bible could have easily written, “Be kind, for I am
kind,” or “Be forgiving, for I am forgiving,” or “Be gracious and merciful, for I am
gracious and merciful,” and so on. We are to imitate God—to watch what God does and
then do it.
If you need further clarification, you can look to the sermon that Jesus preached in
Matthew 5-7. The Sermon on the Mount is a description of the life that reflects the
character of God. We are called to be Kingdom people in the here and now, not just in the
sweet by and by. We are to live our lives for the sake of the Kingdom of God as evidence
of the presence of God in our world. God is incarnated again in the lives of those who
wear the name of Christ—Christ-ians.
2. Love,
Genuine love is the key characteristic of the presence of Christ in our lives. Peterson’s The
Message offers a wonderful summary of this life into which we are called:
Mostly what God does is love you. Keep company with him and learn a life of love.
Observe how Christ loved us. His love was not cautious but extravagant. He didn’t love in
order to get something from us but to give everything of himself to us. Love like that.
Love is wasteful as demonstrated in the story that we call the prodigal (wasteful) son. In
reality, it is the father who is wasteful as he waits for the return of his lost son and then
celebrates his return with lavish gifts. Love gushes. As any man who buys a bouquet of
roses for his wife understand, love calls us to demonstrate its presence in ways that could
be regarded as wastefully extravagant. Similarly,
Love is careless. The story of the lost sheep demonstrates that the Shepherd was so
concerned about the sheep that was lost the He left the found ones unattended in the field
while he went to look for the one that was lost. Most shepherds would figure that the lost
sheep had been taken by wolves, so he’d better stay close to the ninety-nine so that the
wolves would not get any more. But love for the lost causes us to risk being considered
by others as wasteful so that we can seek to save that which is lost. Those who give
money for Faith Promise, or Jesus Film, or other special offerings, those who pay money
and spend vacation time to go on work and witness trips, those who spend their days off
working in a food pantry or thrift store might be considered wasteful by the standards of
the world. But, in the words of the missionary Jim Elliot, “he is no fool who gives what
he cannot keep to gain that which he cannot lose.”
Love is extravagant. Paul gave the greatest definition of agape in 1 Cor. 13.
4 Love is very patient and kind, never jealous or envious, never boastful or proud,
5 never
haughty or selfish or rude. Love does not demand its own way. It is not irritable or touchy.
It does not hold grudges and will hardly even notice when others do it wrong. 6 It is never
glad about injustice, but rejoices whenever truth wins out. 7 If you love someone, you will
be loyal to him no matter what the cost. You will always believe in him, always expect the best of him, and always stand your ground in defending him. (1 Cor. 13:4-7. TLB).
Love does not measure itself out in order not to lose a drop. Love pours out and splashes
everywhere. Love makes a mess of everything. Love is lavish. Love like that calls us to
serve others.
3. Serve — Christ loved us and gave himself up for us (vs2). To live as light in the
world is to be on mission.
The mission of Jesus, the thing that he gave up heaven for, the thing that he bore a cross
for, was so that we could be saved. So, if we are to have Jesus in our lives, we must be on
mission as well. Our God is a missionary God. If we are His children, we must be on
mission as well.
To live as children of light in the world is to live so that other people discover the
salvation that is available to them in Jesus. To live as children of light is to make the
priority of your life introducing people to Jesus, no matter the risk or cost. To live as
children of light is to never fear the darkness, but to shine with the light of your love for
Christ at all times in all places. At the age of 29, Jim Elliot was martyred by the Huaorani
Indians in Ecuador. His sacrifice for the sake of the gospel was the fulfillment of his
mission. He brought light into a dark place and his life continues to shine with the light of
Christ long after his life here on earth ended.
You have been given a flashlight today to remind you of the simple mission call that we
live under: Be the Light. The call to mission is not the call to someone else. It is not the
call to support missionaries so that they can be on mission. It is not the call to be faithful
in supporting your church and your pastor so that he or she can be on mission. The call to
mission is a call to each and every one of us to “live as children of light” in a dark and
needy world. Jesus said, “You are the light of the world.” (Matthew 5: 15). Jesus invites
you into a co-mission relationship with Him. You are called to Be the Light.
How do we do that through NMI?
Throughout this Convention, you will hear reports from various people who are missional
leaders for the New Mexico District. Some of those people are leading as a part of the
District Council. I have learned that these council members are passionate about mission.
They are smart, hard-working, deeply committed to mission, and self-sacrificing in the
work. You have seen them around today. They served you at our luncheon and have
continued to serve you in various ways throughout today. I want to take this opportunity
to express my appreciation and yours (I’m sure) for the work they do to lead our district to
mission.
You will also meet a few of our missional leaders in our local churches today via some
“best practices” highlights. These individuals will highlight the fact that the missional
center of the district, indeed, of the denomination is the local church. You who serve as
NMI Presidents are essential to the ability of the local church to be the light in your
community. I want to take a moment to express our appreciation to local NMI Presidents
and councils who keep the mission before us every day.
From my point of view, I want to share my excitement about a four other aspects of
mission that are changing the face of mission for our district and our denomination.
Work and Witness.
We are renewing our commitment to both district and global work and witness projects.
We have a team leaving for Peru in less than two months and are already planning our
2017 trip. We are making a renewed commitment to sponsor work and witness projects
annually through the district council. Additionally, we have committed to work and
witness within the district under the leadership of Randy Elftman. We have taken time
this year to create a specific policy and funding structure in support of these projects. You
can be a part in several different ways. You can participate, you can pray, and you can
contribute to LEVEL club. LEVEL club is a means by which the district can provide
project funds for work and witness trips so that the people going on the trip do not have to
raise project funds in addition to the cost of the trip. My dream would be that every New
Mexico Nazarene was contributing a minimum of $10 on each fifth Sunday for the
LEVEL club. Doing so would guarantee that there were always funds for Work and
Witness. LEVEL club is one easy way for you to Be the Light.
No longer a silo, but a web
There was a time when NMI was one of three separate auxiliary organizations in the local
church. SDMI, NYI and NMI formed three different silos on the local church farm. They
each did their own thing and there was very little communication or cross-pollination
between them.
In the new world of mission we are thinking in terms of Webs and Networks instead of
silos. In this new world, we recognize that everyone is on mission. Therefore, the
importance of NMI to the local church is critical. We are no longer just the people who
tell stories about missionaries and organize deputation and Faith Promise. We could and
should see ourselves as the people in the local church who help children, youth, and adults
to engage in mission, locally and globally. The heart of the local church is mission, so the
heartbeat of the local church should be NMI. I want to challenge you to think bigger
about mission and to think smaller as well. Go and be the light, in your church, in your
community, and to the world.
Creative deputation.
I want to challenge and to encourage you to expose your church to missionaries. Whether
it be via district missionary tours or local deputation, let’s find ways to put missionaries in
front of our people. Think creatively. I understand that most churches can no longer have
a Tuesday night missionary service and pack the building. In fact, many of our churches
only have one service in a week and find it difficult to host a missionary. But, what if you
thought about having a barbeque or a dinner party with several families to introduce them
to the missionary? Or how about bringing the missionary to your small group or meeting
for breakfast at Golden Corral or something? Think creatively. Find ways to get your
youth and children exposed to missionaries so that they we learn to think missionally.
You are essential to the health of the Church of the Nazarene
I suppose you are all aware that the Church of the Nazarene defines itself with three core
values: Christian, Holiness, and Missional. These three values are three points on a
triangle for the church. We are all of these things simultaneously. In fact there can be no
holiness without mission, because mission is the heart of God. Mission is essential to the
DNA of a Nazarene. We all understand that. Since this is true, let me challenge you to
raise the profile of mission in your local church through every means possible. Find new
and creative ways to educate, to pray, to give, and to engage in mission in your local
church. You are the people who are appointed to this work. You have been appointed to
this work because you are passionate about it. Passion is contagious. Let’s infect
everyone with the mission bug.
So, how have we done in 2015-2016?
Earlier today, we acknowledged churches who have led the way in mission for our
district. However, you were not all there so I want to talk a moment to highlight those who
have done outstanding work for the cause of the Kingdom. Once again, New Mexico, you
have given over 100% of your World Evangelism Fund apportionment.

So, keep it up. Set you sights higher. The Kingdom needs you. Be the Light!
4. NYI President
Dr. and Mrs. Duarte, Dr. and Mrs. Huff, Pastors, Youth Leaders, and New Mexico Students,
It is my privilege to report to you on behalf of the New Mexico District NYI for the second time.
As I reflect on the past year, it seems to me that we have held a lot of events and enjoyed a lot of time
together with the young people on our district. However, it is not the events that are my main concern,
but rather the relationships that are being initiated, transformed, and built up. We seek first and foremost
that our teenagers would have a relationship with our Lord and Savior, Jesus Christ. Nothing delights me
more than to assure you that this is happening across our district. We see teenagers come to Christ and
grow in Him on the local level and during our district gatherings. Ask any of our leaders and they will tell
you that this is why we participate in youth ministry. We also desire that our teenagers will grow in
relationship with their brothers and sisters in Christ during the times that we can be together. This is also
evident throughout our events as we have the opportunity to laugh, cry, talk, worship, and have fun.
Please find below a brief summary of the events that we have participated in this past year.
Teen Camp Our District NYI Vice President, Wade Elftman, did an outstanding job of leading teen camp last year.
Teens came to Christ for the first time, rededicated their lives to Him, and worshipped together
throughout the week. There were also 34 people called into ministry! Wade and I contacted these people
individually to pray for them and offer any help they needed. We now talk to them via a Facebook group
we created to encourage them and keep them apprised of educational and other opportunities to pursue
their call. Joel Johnson was our speaker and he focused on dealing with the relationship that we have in
our lives in a biblical manner. This afforded our teens the time to address some hard issues in their lives
and put them in God’s hands where they realized was the best place for them to be. We are looking to
forward to another great camp this year.
Family Camp During family camp we offered morning Bibles studies for the teens that encouraged them to think
generationally about their current roles in the church. We spoke about not just being active members of
youth group, but what it means to be a part of the church as a whole. We had the added bonus of
involving the teenage kids of the missionary family with our group to share stories and testimonies of
their many adventures. During the afternoons we utilized the new event center and other Bonita Park
activities to spend time in fellowship together.
Winter Retreat Ryan and Serina Nelson from North Beacon Church of the Nazarene in Amarillo, TX spoke at our
district Winter Retreat about not belonging to this world and allowing Christ to break the chains of sin.
They told wonderful stories, gave personal testimonies, and created such powerful analogies that we
watched as the lives of teenagers were transformed. God truly met with us during that time and poured
out His Spirit in a beautiful way. We were also able to participate in a variety of activities at Bonita Park
and go snow tubing in Ruidoso.
NM Xtreme It was a blessing to have Phil Jones, organize, lead worship, and preach at NM Xtreme last March. His
high energy worship and messages keep our teenagers engaged and on fire for the Word of God. Our
teens competed in a variety of events including Bible quizzing, talent, basketball, volleyball, flag
football, and more. We also held our NYI Convention during this event and are excited to welcome our
new members to the council.
Elev8 Over 130 students and sponsors from our district attended Elev8 at Point Loma Nazarene University in
May. The theme of the event was “Rooted” and speaker Jared Callahan did an outstanding job of
communicating God’s love for us and how being rooted in Him changes our lives. We gathered as a
district every night to follow up on these messages and have small group time. Several of our teenagers
gave testimony to what God was doing in their lives that weekend and we thank Him for moving in that
way.
Quizzing Our quiz director, Penny Pogue, is committed to seeing our teenagers know and love the Word of God.
Her leadership in this area speaks highly of the impact that the quiz program had on her life and now she
is giving back to our teenagers. This year in particular, there was a focus on memorization and many of
the teens exceeded the challenges that were set in this area. Teenagers are hiding Scripture in their hearts
and I cannot think of a better way for them to spend their time.
It has been among our new goals this year to create connections for the young adults on our
district, offer missional opportunities for our teenagers, equip our youth leaders to serve effectively in the
local church, and support teenagers who have a call to ministry. I am happy to report that we will be
offering our first annual young adult retreat this August at Bonita Park, there have been an increasing
number of mission projects available to our teenagers, and we have encouraged and connected those with
ministry callings. We are currently working with the Center for Pastoral Leadership at PLNU and the
Southwest NYI Field to create opportunities to support and equip our youth leaders on the local level.
I consider myself blessed to work with the youth leaders on this district as they give their all to
Christ through youth ministry. It is clear to me that they love the Lord in word and in deed and that they
love the teenagers that they work with. Their faithfulness in ministry inspires me and their friendship
encourages me. In my opinion, we have some of the best youth leaders around. So with that said, pray for
them, encourage them, support them, and make sure they know that they are loved. And while we’re at it,
let’s do the same for our youth.
I want to thank Dr. and Mrs. Huff for their continued support of our teens and leaders. Your
Christlikeness shines in all that you do leaving a lasting impact on our young people. Thanks to Joel
Burdell for all of your hard work and wise counsel. Thank you, Dr. & Mrs. Nielson, for your
encouragement and support as I continue to follow my calling to work with young people. Thank you to
all of the ministry directors, council members and youth leaders for making this the greatest of all
districts to serve on. And most of all, thanks be to our God for giving us the opportunity to serve in this
capacity. We do not claim to be in any kind of boring ministry here and I would not trade it for the world!

5. Bonita Park
BONITA PARK NAZARENE CAMP AND CONFERENCE CENTER
Bonita Park Annual Report 2016
The year 2015-2016 for Bonita Park has been a remarkable year of seeing the unmistakable proof of
God’s perfect timing and perfect, even miraculous provisions. In May, the new Events Center was
completed just in time for a busy, blessed summer season of seeing hundreds experience a life changing
encounter with Jesus. The Events Center is a great tool of ministry that God is using to attract people of
all agers and allow for effective ministry. At Family Camp we had the privilege of dedicating the Events
Center. With God’s help and blessing, using staff and volunteers along with donations of cash and in-kind
gifts the Events Center was completed $600,000 under budget leaving a balance of $1,000,000 in
construction debt. By November we were able to pay $856,000 of the remaining debt and in April we
were able to further pay down the debt to the current $136,000. With God’s continued blessing and favor,
using His wonderful generous people, we believe that the remaining debt will be paid in full by Family
Camp of this year.
The completion of the Events Center and becoming debt free one year after the dedication of the Events
Center was not the only miracle God performed this year. In November Bonita Park also became the
recipient of our largest single donation in the history of the camp with the donation of six cabins and a
large house complete with furnishing, a donation appraised at $679,000. Those six cabins have been
relocated to Bonita Park and are nearing completion with the hope of using them this summer. At the
same time God provided other very timely, valuable cash and in-kind donations so that Bonita Park
exceeded $1,000,000 in donations in a single year for the first time in Bonita Park’s 77 year history. God
has been so good!
But the greatest miracle continues to be the supernatural work that God is doing in the lives of those who
come to Bonita Park. This past year has been a year of hundreds of people of all ages finding peace with
God through a new or renewed encounter with God while at Bonita Park. Others found purpose for their
lives as God called them to a clear and compelling life of ministry for His glory and still others
experienced an infusion of passion for Jesus and His Word and a God-given compassion for others that
compelled them to reach out to others with the love of Christ as never before.
It has been a great year of blessing in every area and God deserves the glory for it all. God is on the move
at and through Bonita Park. We are so grateful that He has invited all of us to be a part of His great on-
going work on those ‘sacred grounds’. Thank you for your love, support, prayers, work and gifts.
Together, with God’s continued leadership and blessing, we are making a difference for eternity. Praise
the Lord!

C. ASSEMBLY COMMITTEES
1. Finance Committee
We, your District Assembly Finance Committee, believe responsible Christian
stewardship involves each local church investing a portion of its income to the support and
expansion of the mission and message of the worldwide Church of the Nazarene. A concern
for others beyond our own influence declares a love and loyalty to the mission and message
of God’s kingdom here on earth. Every local church should carefully plan to meet this
scriptural responsibility to God and His church reaching the lost by the full payment of
apportionments. The love of Christ compels each local church to allow no unwarranted
failure in this vital area of stewardship.
Items Related to Local Churches
We recommend that each local church board give prayerful consideration to its
financial leadership responsibilities by:
1. Establishing annually an operating budget, approved by the church board and
available to the congregation, for the ministries of the local church. A copy should be sent
to the district office if requested.
2. Giving positive leadership to the support of the Great Commission by faithful and
regular payment of the World Evangelism Fund, Education Fund, Pensions and Benefits
Fund and District Ministries Funds.
3. Supporting annually Nazarene Bible College (October) and Nazarene Theological
Seminary (January) through receiving an offering and/or budgeting an appropriate amount
in the annual operating budget. Each offering is to be sent directly to Nazarene Bible
College, 1111 Academy Park Loop, Colorado Springs, CO 80910-3717 or Nazarene
Theological Seminary, 1700 East Meyer Blvd., Kansas City, MO 64131. The goal is 100
percent participation by every New Mexico District church in supporting our institutions of
ministerial training and development.
4. Caring for the needs of the pastor and full-time ministerial staff, releasing them
for their task of leadership in prayer and ministry of the Word, by:
a. Paying the pastor and staff adequate salaries and reviewing them at least
annually as part of establishing the coming year’s operational budget. An
increase of at least the cost of living should be considered as a minimum,
taking into consideration any changes in law impacting Health Care
coverage for your pastor and staff. The church board secretary should send a
report of any salary action taken to the district office.
b. Designating an amount in the proposed operating budget for the coming
year to pay the expenses of the pastor and spouse attending the General
Assembly, General Conference on Evangelism, PALCON/WILCON, District
Assembly, Camp Meeting, District Leadership Retreat, and continuing
education seminars, and other events where attendance is expected. To
assist in budgeting this expense, the church should set aside $500 or more
annually. We encourage local churches to send full-time staff to appropriate
conferences and seminars in consultation with the senior pastor.
c. Establishing an accountable reimbursement plan for the pastors’ ministry-
related expenses. This would include professional journals and books,
entertainment, travel and lodging and other related items as allowed by tax
law. All ministry expenses are to be fully reimbursed when properly
authorized and receipted according to IRS guidelines.
d. Designating a certain amount of the pastors’ total compensation package(s)
as parsonage furnishing and housing allowance.
e. Reimbursing the pastors an amount equal to the required SECA (Social
Security) tax. This tax is assessed at 15.3 percent of the pastor’s salary and
housing allowance/ fair market rental value of the parsonage and should be
paid at least quarterly. This amount must be added to their IRS form W-2 as
income. This pro rata share should be paid to any pastor changing
assignments during the calendar year.
f. Each church should consider paying the annual premium on term life and
accident insurance available through the Church of the Nazarene. Each
church should also consider providing disability insurance for their pastors
and insurance on contents of the parsonage as well.
g. Participating in the Church of the Nazarene’s Tax-Deferred Annuity
Program for its ministers is highly recommended. Every church should
enroll their pastor in the tax-deferred annuity program and at least match
the general church contribution annually.
h. Granting pastors and all full-time ministerial staff members a minimum of
two weeks paid vacation annually. Those who have accumulated from five to
ten years of salaried ministry in the Church of the Nazarene should be
granted three weeks paid vacation; those who have served 11 to 19 years,
four weeks of paid vacation; and those who have served the denomination 20
years or more, five weeks of paid vacation. This vacation time should be
exclusive of time spent at district and general church meetings. Pastors are
advised to use discretion and wisdom in the planning of their vacation in
order to best work with the church calendar.
i. Insisting that pastors observe at least one full work day as a weekly day off
from all ministerial responsibilities and quarterly, a three day break from
ministerial duties.
j. Observing Manual paragraph 129.10, which states, “In order to encourage a
healthy pastoral ministry and the lifelong learning of the pastor, the church
board, in consultation with the district superintendent, should provide a
sabbatical leave for the pastor following each seven consecutive year of
service in one congregation.” We recommend a minimum of sixty days paid
sabbatical leave.
k. Encouraging the morale of the pastor/staff and augmenting the salary of
each by facilitating acts of kindness from the congregation, such as food
donations and observing pastor’s appreciation day on the second Sunday of
October.
l. The local church give at least one week’s salary to the pastor
and full-time associates at Christmas each year.
5. An auditing committee be appointed in each local church in accordance with
Manual paragraph 129.23.
6. All fund allocations be paid in full annually and payments be made weekly or
monthly throughout the church year; payments to begin on May 1, 2014, with the final
payment to be made no later than May 15, 2015.
7. The district journal shall be provided to each church in PDF (electronic) form.
Local churches may distribute PDF files and/or print as many copies as needed.
8. Our people be encouraged in the stewardship of possessions as related to planned
giving, wills, annuities, and life loans on behalf of the local church, district camps, home
missions, world missions, and colleges. Each pastor should give careful attention to conduct
an active bequest program through the local church; for information write to Dr. Steve
Seelig in care of Point Loma Nazarene University.
9. We recommend that the local church give careful consideration to paying
evangelists, as a minimum, twice the weekly salary and benefits of the pastor, plus travel
expenses one way and to remember those who served them during the year with a
Christmas check of appreciation.
Guidelines for Local Church Treasurers
The responsibilities of the local church treasurer include:
1. Preparing, in cooperation with the pastor and church board, an annual operating
budget for the local church.
2. Following the provisions of the 2013-2017 Manual paragraphs 129.21-129.23 in
accounting for all money received and disbursed by the local church.
3. Providing all financial records and books to the pastor immediately upon request.
4. Preparing a weekly report of all money received and a monthly report of all
financial transactions to the pastor and church board.
5. Promptly distributing all payments according to the time and purpose designated
by the order of the church board. All fund allocations are to be paid in full annually and
payments be made weekly or monthly throughout the church year.
6. Serving willingly as the local church treasurer according to Manual paragraph
136.
7. Ensuring designated funds are protected for that purpose.
8. Making sure the church board arrange for an annual auditing of all treasurers’
books, according to Manual paragraph 129.23. An annual cash flow audit is expected, as is
a full outside audit at least every five years by personnel outside the local church.
9. Certifying that all money received by the church or auxiliaries is properly
recorded and reported. It is neither proper nor ethical to carry side accounts independent of
the church treasurer’s records.
10. Following the policy of never handling the physical offerings or money of the
church but work from the deposit receipt prepared by competent personnel who have
counted the offerings and deposited the money in the bank.
11. Submitting monthly reports to the district office whenever such requests are
made.
Items Related to District Interests
The District Finance Committee recommends that all district ministries and its
extensions should be considered a vital part of the local church outreach and fulfillment of
the Great Commission in the following manner:
1. That those who travel for the district will be reimbursed at a rate of 50 cents per
mile. This includes the District Advisory Board, District Board of Church Properties,
Bonita Park Camp Board, District Board of Ministry, NMI, NYI, and Sunday School
ministries councils, and all other committees called by the district superintendent.
2. That the district treasurer pay the hospitalization insurance premium for the
district superintendent and family.
3. That the district treasurer pay the annual premium on the maximum term life,
accidental death and dismemberment, and long-term disability insurance provided through
the Church of the Nazarene for the district superintendent.
4. That the district furnish the district superintendent a car allowance and any
operation and maintenance expense as determined by the District Advisory Board.
5. That the district superintendent annually be granted a five-week vacation with
pay.
6. That all district financial records, including those of Bonita Park and the
Extension Fund, be audited annually by an auditing firm or certified public accountant.
7. That all designated funds be kept in an interest bearing account or District
Advisory Board approved investments.
8. That the District Superintendent be granted two weeks annually to hold meetings
off the District. This will be in addition to his vacation time.
Items Related to Fund Apportionments
1. That the pastor’s end-of-the year report, submitted to the district and then filed
annually with the general secretary’s office, shall be the guide for computing all budgets.
Funding the Mission allocations goals are 5.5% for the World Evangelism Fund, 2.0% for
Pensions and Benefits USA, 2.5% for Education, 6.0% for District Budget, of the local
church’s Total Income (line 30) less amounts given for WEF (line 31) and Mission Specials
(line 32). Churches will be considered in full support if these goals are met in full.
All fund allocations are to be sent to the District Treasurer, 1520 Avondale, Clovis,
NM 8810.
2. That a unified District Budget will be distributed according to the following

2. Education Committee
Your Committee on Education makes the following commendations and
recommendations:
1. In recognition of the vital role that formal Christian higher education plays in our
society, we encourage our churches to give prayer and financial support to Point Loma
Nazarene University (PLNU), Nazarene Bible College (NBC) and Nazarene Theological
Seminary (NTS) through full payment of educational budgets, support of annual offerings,
encouraging students within the local church to attend these institutions, and through
recommending that they be included when planning wills, gifts and bequests. (Estate
planning is available through the office of PLNU’s Institutional Advancement.)
2. We call on all of our educational institutions, local, regional and general to reflect the
theological heritage, moral and social commitments, and core values of the Church of the
Nazarene in teaching, doctrine, and values, and in responding to our changing cultural
climate. We expect that faculty and staff will be supportive of and in alignment with the
doctrines and values of the International Church of the Nazarene.
3. We encourage participation in campus events at PLNU for high school age students,
including Preview, Southwest Elev8, and other special events.
4. We encourage members of the local church to use the PLNU Vacation by the Sea
opportunity during the summer.
5. We encourage local churches to participate in the ministry of PLNU periodically by
inviting the university personnel, including special speakers, musical groups, and students,
to participate in our local church services and we understand the expenses related to this
participation need to be the responsibility of the local church.
6. We encourage participation in alumni and auxiliary activities of PLNU, NBC, and NTS.

7. We encourage new pastors who have transferred from other educational regions to visit
the PLNU campus as soon as possible after arriving on the region by taking advantage of
President Brower’s invitation for the complimentary use of college facilities.
8. We encourage each local church to participate in the PLNU matching grant program. If
a local church will send any amount up to $250 per year to PLNU on behalf of students
from that church, PLNU will match that gift up to an additional
$250 per year (or $125 per semester). Additionally, the college will award a $2700 grant to
students from the New Mexico District. However, these dollars are only awarded for
students whose churches send in a matching grant contribution.

focus in the NM District. It is our dream that every church be members of the Level
Club. We need to be challenged to make mission bigger in our churches,

parties with a missionary to get our people to begin to think missionally. Mission is
essential to being Nazarene. How have we done in 2015-2016. We have given 100.6%
to World Mission Fund; 26 Priority 1 Churches; 31 Churches have over paid their
WMF. Recognition of churches who have over paid by at least 10%. Keep up the
good work, continuing your good work but let’s set our goals a bit higher this year.

Mission Challenge: Rev. George Millers Missionary – Seek first the kingdom of God – Through delays
of Manila traffic, Survival in traffic, Tribal Fighting.
He helped a pastor to get his sick wife to a hospital; the hospital was shut due to fighting. He found a
missionary Dr. to come and take care of her. She got better and was able to go home. He had to take her
home due to her being a bush woman and did not know the way.
When her husband was able to come to America with other pastors, they were surprised when the people
in America treated them as family. The Pastor went back and encouraged the congregations to get more
involved in missions.
People in Papua New Guinea, the people are giving offerings to missionaries who come to visit. They
are excited to be involved. Rev. George received 6 clear very important phone calls from an area that was
hit by a tsunami. He tried to call the school and the pastor in the area right after receiving some of those
calls but all communication was cut off. It was a miracle that those calls came in. Missionaries are
leaving their homes and families in the states to go to the mission fields, but they are make new families,
friends, and new homes on the field. They come home from the fields full, not empty. Your WEF
offering helps to keep them on the fields.

Jesus film has been proclaimed to be the greatest evangelistic tool of all time.

Prayer and Fasting (Dewana Herren)
We must live intentionally and obediently. Prayer and fasting will only come
through intentional obedience to God.
Alabaster (Sharla Parker)
If only Elizabeth Vennum could see how far the alabaster ministry which was
started in 1948 has reached into our world today. Last year Alabaster raised
$2,548,661. But that was last year. This is a new year and a new opportunity
to give. Our goal for the NM District is to have 100% participation.
Evangelism Broadcast (Dennis Rushing)
The electronic missionary goes out all over the world through technology.
World Mission Broadcast is even on U- tube.
LEVEL Club (Joel Burdell)
We all need to get behind this ministry. $40 a year to keep our workers in the
field.
Work and Witness (Randy Elftman)
Local work and witness is for everyone. You do not have to be a professional
to help on the projects. Work and Witness International is going to Peru this
summer.

o In the last few years we have seen spiritual
advancement of the men in our NM District.
We had 131 at Man Camp this year. Rob
Corbel will be the speaker for 2017 Man
Camp
Women’s Retreat – DeAnn Rushing
o We had a very successful Women’s Retreat
with 212 women in attendance which was a
20% increase over last year. A special
thanks go out to Susan Torres for filling the
position of registrar and to Dorothy Rogers
for organizing our spas, crafts, and special
drawings. We had 36 women respond and
come to Christ; 11 of these were 1st time
salvations. Theme for 2017 retreat will be
“Peace the World Cannot Provide” with
Shawna Gaines, March 31-April 2.
Children's Ministry—Jessica Zottneck o Greetings to the Assembly. Special thanks to
Arthur Pacheco who has done a great job
with Children’s Quizzing. We had 170
children at Kids Camp. With the adult
leaders that brought our total to 218 for Kids
Camp. This year Ron Davis will be the
director so that I can focus on the children’s
segment of Family Camp. I challenge the
churches this year to promote at least one
Caravan activity/badge this year in your
children’s ministry. I challenge each one of
you to teach Nazarene holiness in your
homes.

churches participating. We had 17 go to
Regional competition.

Youth – Jordin West
o Family Camp is for teens as well as adults. In the
morning we have bible study and in the
afternoon we hang out and play Frisbee golf or
one of the activities that are offered at Bonita.
Brian and Serina Nelson were the speakers at
Winter Retreat that taught on breaking the
chains of sin. 135 NM District youth attended
Elevate at Point Loma. Aug. 8-10 we will have our
first Young Adult Retreat at Bonita Park.
Remember Youth begins with You. They need
your support and prayers. You have an impact on
their lives.
Teen Camp – Wade Elftman
o This year’s teen camp is “#Death to Selfies”. Last
year we had 36 teens answer the call to ministry.
Worship through Song – Steve Desmond SDMI Director's Report – Mark Asplund
o SDMI mission statement is making disciples of
children, youth and adults. We are to be engaged
in making Christ like disciples. We are to
encourage others to be in attendance to various
ministries. Thanks go out to all those who work
behind the ministries to help make them a
success. Statistics Reporting each month is very
important. It tracks Regular Sunday School
Session as well as Discipleship groups (small / cell
groups). Each session must last at least 30 min.;
responsibility list; and AM church attendance. In
January of this year we went to a web reporting
form for all churches in the NM District. By using
the web form total count jumped by 2000. Our
challenge for today: To intentionally develop
relationships with unreached people so that they
become Christ like disciples making Christ like
disciples.
