MISSION & RESPONSIBILITY
To ensure access and quality instruction, appropriate administration and fair and equitable practices for every Veteran (and eligible person) who enters a Virginia SAA-approved education or training program
We do this by:
• Validating and approving education and training programs to be pursued by Veterans and eligible persons
• Overseeing Virginia’s educational institutions and training facilities to ensure compliance with federal and state guidelines
• Ensuring the interests and prerogatives of the state are preserved in both processes
Role of the State Approving Agency

Veterans Affairs definition (CFR 21.4261): An industry-sponsored curriculum that offers hands on and theory training
in a trade or skill leading to a occupation
Examples: electrician, plumber, barber, cosmetologist and steamfitter
• Minimum 6 months, usually longer than two years
• Requires 144 hours of supplemental instruction per year
• May be registered or non-registered
• Registered Apprenticeships come with assistance: US Department of Labor

APPRENTICESHIP (APP)

Veterans Affairs definition (CFR 21.4262): OJT is any training on the job that does not qualify as an apprenticeship
course Examples: Police Departments, Fire Departments and Sheriff’s Offices
• Minimum length six months; maximum length two years • Supplemental related instruction is not required • Trainee to learn an occupation under the supervision of a
skilled worker (shorter period of time than an apprenticeship) • Positions that require a short training period in order to be
fully qualified and receive the prevailing wage will not be approved (example: grocery store stocker)
On-The-Job Training (OJT)

Wage Requirements • Starting pay must be no less than
50% of a journeyman’s wage
(DVA requirement, not DOLI)
• One month prior to completion of the training the veteran must be paid at least 85% of a journeyman’s wage
• Employers are required to provide wage increments
(public facilities are exempt from this clause)
Job Requirements • Trainee must be supervised at
least 50% of time
• Job training must lead to an entry-level full-time job
• CANNOT be paid by commission
• CANNOT be managerial positions
• CANNOT be jobs that don’t require very much training
• Credit for previous training or experience must be documented
OJT/APP Requirements

• SAA is the approving agency for approval, management and compliance
• US DOL or VA DOLI approves Registered Apprenticeships
• Many approved APP and OJT programs – check O*Net, DOT for help

A. Residential Wiring of residences, duplexes and small apartment buildings and necessary shop work and preparation
1,000 Hours
B. Commercial Wiring of public commercial, school and hospital buildings; the installation and repair of all equipment therein
3,000 Hours
C. Industrial Wiring of all industrial buildings and equipment ; the maintenance, repair and alteration of the same
3,000 Hours
D. Specialized Systems Wiring of systems which include sound, data transmission, telephone, fire alarm, fiber optics, energy management, closed circuit TV, programmable controllers and nurse call systems
1,000 Hours

Approval Process
Submit Application The application will be assigned to a manager for review
Approval Decision You will receive a letter confirming approval or disapproval
Inspection Visit If approved, the manager will come out to your facility within 30 days from
the date of approval; In some cases the inspection visit will be completed before your application is approved
