CHAPTER – 1

1.0 EXECUTIVE SUMMARY

The Narangpur stone quarry over an area of 3.07 acres or 1.242 hectares Sri

Chinmay Khuntia is located at village Narangpur, Tahasil- Ghasipura in Keonjhar

district of Odisha. Sri Chinmay Khuntia resident of At/Po-Keshadurapal, Ps-

Ghasipura, Dist - Keonjhar, Odisha have been declared as the successful bidder as

against the long term stone quarry lease of village Narangpur vide letter no

1723/Touzi/Dated 30-04-2015, bearing Case no -31 of 2015/16 and the lease has

been granted for 5 (five) years i.e. from 2015-16 to 20119-20.

The entire lease area comes on plot no 618, 577, 224, 222, 272 & 349, Khata

no 89, Kissam Pathar Bani and comprises of Govt. land of Pathar Bani Kissam. The

area under reference featured in the survey of India Topo sheet No-F45O4 & F45N16.

The area consists of six different plots within two separate blocks. Block A

constituting the plots 618 & 577 is bounded between the Latitude 210 11’ 11.0”N to

210 11’ 17.2”N & Longitude 860 00’ 22.0”E to 860 00’ 25.8”E. Block B constituting the

plots 224, 222, 272 & 349 is bounded between the Latitude 210 11’ 01.01”N to 210 11’

05.02”N & Longitude 850 59’ 57.9”E to 860 00’ 03.08”E.

There is no existence of Public road and railway line within the Lease area.

However, the area is approachable from Ghasipura which is located at a distance of

17km. The nearby market is at Ghasipura located at a distance of 17.0km from the

lease area. Telecommunication facilities have vastly improved with the advent of

mobile phones. At Ghasipura the telecom facilities are available. The lease area is

located nearby the National highway-215. Therefore, transport facilities are very

good for this lease area.

There is neither seasonal nor perennial nala within the lease area. Drainage

system in this region is dendritic. Surface run-off water in the region will be

discharged to the natural drainage course.

As per Environmental Impact Assessment Notification dated 14th September,

2006 and subsequent amendments thereof, this project falls under category “B” of

the list of the project or activities requiring Environmental Clearances prior to

operation of quarry / mines from the State Environmental Impact Assessment

An application seeking prior environmental clearance has been made in

prescribed form – I as per Appendix under EIA notification, 2006, prefeasibility report

of the project & mining plan approved by the authorized agency of the concerned

State Government to SEIAA.

The Mining plan is prepared in form –ZB under Rule 27-A (3) of the Odisha

Minor Mineral Concession (Amendment) Rules, 2014 dated 16.09.2014 by the RQP

Rajendra Kumar Sahoo, (Regd No.-RQP/BBS/139/2015/A), At – Baharipur, Dist –

Keonjhar, Odisha with detailed planning for the lease period from year 2015-16 to

2019-20. As per the approved mining plan, the lessee has proposed to excavate a

total of 2566 CuM of stone from the Narangpur stone quarry by means of open cast

manual mining method.

Considering the cost of the project, cost towards production, sale value etc.

the project is viable and bring some positive benefit directly or indirectly to the

nearby locality.

CHAPTER – 2

2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

i. Identification of project and project proponent. In case of mining project, a

copy of mining lease / letter of intent should be given:

The Narangpur Stone Quarry lease has applied for 5 (five) years, over an area

of 3.07 acres or 1.242 hectares in village Narangpur, Tahasil- Ghasipura in Keonjhar

district of Odisha. The lease is granted for 5 (five) years i.e. from 2015-16 to 2019-20

in the name of Sri Chinmay Khuntia, resident of At/Po-Keshadurapal, Ps- Ghasipura,

Dist - Keonjhar, Odisha vide letter no 1723/Touzi/Dated 30-04-2015, bearing Case no

-31 of 2015/16. (Copy of letter of Tahasildar order is attached as annexure in

approved mining plan).

ii. Brief description of the nature of project:

The project for production of stone (road metal) from Narangpur Stone Quarry

has been proposed for a total production of 2566 CuM of stone by open cast manual

excavation method.

iii. Need for the project & its importance to the country and or region:

This stone is used in almost any type of construction activity. It is also the

most important input in domestic activity. Further, they are also required by

Railway projects for track laying and other construction activities. Thus in current

times, where the focus of the governments is on improvements of basic

infrastructure like roads, Railway, dams and other social infrastructure- both in rural

and urban areas, there is a constant need for ensuring regular supply of these minor

minerals

iv. Demand – supply gap:

Due to ban on illegal mining and with increasing growth of infrastructure

industry the demand of construction material has increased by almost 50%. India is

one of the fastest growing economies of the world, and its focus since last few years

has been on infrastructure development. Minor minerals are one of the basic inputs

in any kind of construction work.

Further since these are low value items and is voluminous – the users of this

basic input- looks for local supply sources instead of transporting the material from

far away areas. With hectic construction activity in the area, there is always a

constant need of ensuring a regular supply of this basic input. Thus any efforts for

increasing minor mineral production in the district must be encouraged to ensure

smooth supply of aggregates to match the pace of developmental activities in the

area. Further, there are not many large scale stone deposits in the districts and thus

the focus is to systematically develop known small and medium size deposits.

v. Imports vs. Indigenous production:

Minor mineral demand of the country is entirely met domestically, i.e there

are no imports of such low value mineral. In fact since these minerals are low value –

high volume items- efforts are made to source the material from the nearest point of

supply. This is to avoid high cost of transportation and keeping the cost within

reasonable limits.

vi. Export possibility:

Since the produced quarry will be sufficiently absorbed in the local market it

will not be exported.

vii. Domestic/export markets:

The proposed mining activity is for production of stone for sale to nearby

cities and towns located in the state of Odisha.

viii. Employment generation (direct and indirect) due to the project:

The mining operation will be carried out by open cast manual method.

Keeping in view of the manual process, loading, sorting & sizing, OMS has been

assumed to be 0.306 CuM only. A total of 8 nos. of workers are to be employed in

quarry for production of 515 CuM/annum of stone. Indirect employment through

creation of shops, hotels, hired vehicles, etc also can be generated to full fill the day

to day requirements of the mining personals.

CHAPTER – 3

PROJECT DESCRIPTION:

i. Type of project including interlinked and interdependent projects, if any:

The project has been proposed for extraction of stone (road metal) from the

Narangpur Stone Quarry. It is estimated that the amount of total production of stone

is 2566 CuM which is to be extracted by open cast manual method. This is not linked

or dependant on any other project so far, as the production of stone is concerned.

ii. Location (map showing general location, specific location, and project boundary & project site layout) with coordinates:

The lease area featured in the survey of India Topo sheet No-F45O4 & F45N16.

The area consists of six different plots within two separate blocks. Block A

constituting the plots 618 & 577 is bounded between the Latitude 210 11’ 11.0”N to

210 11’ 17.2”N & Longitude 860 00’ 22.0”E to 860 00’ 25.8”E. Block B constituting the

plots 224, 222, 272 & 349 is bounded between the Latitude 210 11’ 01.01”N to 210 11’

05.02”N & Longitude 850 59’ 57.9”E to 860 00’ 03.08”E.

iii. Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted:

Narangpur Stone Quarry lease area is not a virgin land. Small excavations are

present within the lease area and also having stone deposit and the lease area is non

forest govt. waste land. As mining area us site specific, no such alternative sites

have been considered.

iv. Size or magnitude of operation

Total lease area is 3.07 acres of non-forest Govt. land. And the lessee is going

to work within the 1.68 acres area for 5 years from (2015-16) to (2019-20) for a total

production of 2566 CuM of stone.

v. Project description with process details

a) Method of Mining

The Narangpur Stone Quarry is an open cast stone quarry project from where

the stone will be excavated. The lessee has planned to work in open cast manual

method. The height and width of benches had been proposed 1m each. No drilling &

blasting will be performed for production requirement.

b) Extent of Mechanization

No machines are proposed to be deployed to carry out mining operation

in Narangpur Stone Quarry.

c) Excavation

The stone will be excavated by open cast manual method. Keeping in view

the market demand and resource availability in respect of reserve, proposed Stone

Quarry is scheduled to produce stone @ 515 CuM / annum during the plan period as

per the following table:

d) Transportation

The Lessee has a proposal to transport the s t o n e to local domestic

market for sale. Loading will be done manually. Stone will be exclusively used for

different construction, building work etc. Further, the material can also be used for

non-industrial purposes.

e) Mineral Reserve

The quarry lease area belongs to the dolerite dyke of the Singhbum Granite.

Based on the topographical survey of the entire lease area, geological mapping was

carried out and Geological plan has been prepared.

Cross sectional area method has been adopted for the estimation of geological

and mineable resources. The cross sectional area multiplied with length of influence

of respective section, ore incidence factor to form the volume of geological

resources. The summary of Geological Resource as per approved mining plan is as

follows

For scientific and systematic mining, only plot no 618 is found to be suitable.

The mineable reserve has been estimated by leaving 7.5m safety zone all around the

boundary of plot no 618. Based on this, the ultimate pit boundary has been defined.

The mineable reserve thus estimated is 2566 CuM:

vi. Raw material required along with estimated quantity, likely source, marketing area of final product/s, mode of transport of raw Material and Finished Product.

As this is a mining project, no raw material is required. Here the stone

excavation from the stone quarry is the raw material for infrastructural industries.

vii. Resource optimization / recycling and reuse envisaged in the project

Not applicable in the present case a constant size of minerals will be

extracted and transported to local area for domestic purpose.

viii. Availability of water its source, Energy / power requirement and source

a) Water Requirement

This is a mining project to excavate stone as a raw material for building &

constructions purpose. As such no raw material is required for the purpose.

b) Power Requirement

No electrical power shall be required for operations as the mining will be

worked out during day time only. Minimal power required for office shall be taken

from the general electric supply of the area.

ix. Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal.

There will be no waste/overburden generation during mining of stone from the

lease area.

a) Waste dump management

Not required.

b) Proposal for Stacking of Sub-grade Ore:

There will be no generation of the sub grade material in the area and the

entire stone will be dispatched for domestic use.

x. Schematic representations of the feasibility drawing which give information of EIA purpose

As the project is categorized in category-B of Schedule under item 1(a) in the

EIA notification, 2006 and its subsequent amendments; it will be considered at the

State Expert Appraisal Committee (SEAC) for the purpose of obtaining Environment

Clearance and also for determining whether the project or activity requires further

environmental studies for preparation of an Environmental Impact Assessment (EIA)

for its appraisal prior to the grant of Environmental Clearance depending up on the

nature and location specificity of the project or not.

CHAPTER – 4

SITE ANALYSIS

The Narangpur stone quarry over an area of 3.07 acres or 1.242 hectares Sri

Chinmay Khuntia is located at village Narangpur, Tahasil- Ghasipura in Keonjhar

district of Odisha. The lease is granted for 5 (five) years i.e. from 2015-16 to 2019-20

in the name of Sri Chinmay Khuntia, resident of At/Po-Keshadurapal, Ps- Ghasipura,

Dist - Keonjhar, Odisha

The entire lease area comes on plot no 618, 577, 224, 222, 272 & 349, Khata

i. Connectivity The Narangpur stone quarry is approachable from Ghasipura which is located at a distance of 17km. The nearby market is at Ghasipura located at a distance of 17.0km from the lease area. Telecommunication facilities have vastly improved with the advent of mobile phones. At Ghasipura the telecom facilities are available. The lease area is located nearby the National highway-215. Therefore, transport facilities are very good for this lease area.

ii. Land Form, Land use and Land ownership.

Applied mining lease area over 3.07 acre is plain, non‐forest government

waste land of Pathar Bani Kissam.

iii. Existing land use pattern (agriculture, non-agriculture, forest, water bodies

(including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given.

There is neither seasonal nor perennial nala within the lease area. Drainage

system in this region is dendritic. Surface run-off water in the region will be

discharged to the natural drainage course through garland drain, settling pit. Check

dams will be constructed to avoid the water pollution during rainy season. Therefore

there is no possibility of ground water puncture during the plan period.

There is no national park, wild life sanctuary, eco sensitive areas and

industrial area situated within 10Kms radius of the lease area.

iv. Existing Infrastructure.

There is no existing infrastructure, however during mining temporary rest

shelters for workers will be provided.

v. Soil Classification.

As no toxic substance will be generated or involved, the impact on soil

quality is not likely to be more intensive than the existing level. However,

the dust generated during operation of mining activity, loading and

unloading and vehicular movements normally constitute heavier particles

that would readily settle on very small areas within the lease area.

vi. Social Infrastructure available.

It is a fact that Narangpur Stone Quarry is located in backward areas where

general living condition of the people is below poverty line. Agriculture has

not been developed in the region to the extent it should have been. People,

therefore, depend mostly on this type of mines or other local work for their

livelihood. This has got a positive impact on the living condition of the local

inhabitants. At least, these people have been assured of their daily bread.

Besides the direct employment in the mines, indirect engagement may be

two to three times. Mining activity in the area has brought some

positive effect like better employment potentiality, better health care,

better living, better sanitation conditions, better education facilities etc.

CHAPTER – 5

PLANNING BRIEF

i. Planning Concept (type of industries, facilities, transportation etc.) Town and

Country Planning/Development authority Classification.

Open cast manual mining method will be adopted for mining of stone. Project

will excavate 515 CuM/annum of stone (Minor Mineral) which will be used for

meeting the huge demand of construction material required in building

construction and infrastructure works, road material for construction of

roads/highway in the state of Odisha.

ii. Population projection.

The mining operation will be carried out by open cast manual method.

Keeping in view of the manual process, loading, sorting & sizing, OMS has been

assumed to be 0.306 CuM only. A total of 8 nos. of workers are to be employed in

quarry for production of 515 CuM/annum of stone. Indirect employment through

creation of shops, hotels, hired vehicles, etc also can be generated to full fill the day

to day requirements of the mining personals.

iii. Land use planning (breakup along with green belt etc.)

The project area is an open cast mining lease.

It has been planned to make plantation in the safety zone of plot no 618 and

some portion of the block-B of this lease. A total no of 250 nos saplings is proposed

to be planted during the plan period. Local species like Peepal, Banyan, Mango,

Bahada, Neem, Acacia, Subabul, Chakunda etc. is proposed to be planted at 2.5m

spacing.

iv. Assessment of Infrastructure Demand (Physical & Social)

Necessary approach & mine roads will be constructed.

v. Amenities/ Facilities

All the site services and other facilities including regular & periodic health

check up, Eye camp, Adult & Female education & training programmes shall be

provided outside nearer to the lease.

CHAPTER – 6

PROPOSED INFRASTRUCTURE

i. Mining Area (Processing Area):

Temporary arrangements like site office, rest shelters & approach roads etc

shall be provided. No permanent infrastructure is proposed

ii. Residential Area (Non Processing Area):

As the local person shall be employed, no residential building is proposed.

iii. Green Belt:

It has been planned to make plantation in the safety zone of plot no 618 and

some portion of the block-B of this lease. A total no of 250 nos saplings is proposed

to be planted during the plan period. Local species like Peepal, Banyan, Mango,

Bahada, Neem, Acacia, Subabul, Chakunda etc. is proposed to be planted at 2.5m

spacing.

iv. Social Infrastructure:

In-line with the social responsibility activities at other operational sites,

relevant developmental assistance shall be rendered depending on the local

needs identified during operation.

v. Connectivity (Traffic and Transportation Road /Rail /Water ways etc.):

The Narangpur stone quarry is approachable from Ghasipura which is located at

a distance of 17km. The nearby market is at Ghasipura located at a distance of

17.0km from the lease area. Telecommunication facilities have vastly improved with

the advent of mobile phones. At Ghasipura the telecom facilities are available. The

lease area is located nearby the National highway-215. Therefore, transport facilities

are very good for this lease area.

vi. Water Quality Management:

water source for the area is from tube wells.

vii. Air Quality Management:

Since the proposed project will be operated as open cast manual, there will

be no emission of noxious gas to the air during the mining operation. There will be,

however, generation of a negligible amount of dust during excavation o f stone.

Suitable measures for dust suppression will be carried out by spraying water at

dust generating points. Emission of noxious gas from vehicles can be controlled by

regular maintenance.

viii. Waste Management:

The over burden generation is nil. However, generated mineral reject will be

used for development of approach road. Hence no dumping area is earmarked.

ix. Top-Soil Management:

The lease area is of Pathar Bani Kissam. So the top soil generation is

negligible. However, generated mineral reject will be used for plantation purpose.

x. Disposal of Mining Machinery:

No machineries are required as the proposed project will be operated as open

cast manual.

xi. Safety and Security :

No safety measures are to be taken as there will no blasting operations.

However, personal protective equipments like safety shoe, helmet, safety belt etc.

will be used during the mining operation.

xii. Disaster Management and Risk Assessment:

High risk factors such as landslide, subsidence flood, fire, tailing dam failure

etc are neither encountered nor anticipated. As such, emergency plan for quick

evacuation measures are not proposed. Also no local habitant exists in the area.

xiii. Care and maintenance during temporary discontinuance:

A caretaker skeleton staff, mostly guard to take care of the lease area and

mine machinery shall be kept under the roll of the management in case of any

temporary discontinuation.

xiv. Power Requirement & Supply / source:

No electrical power shall be required for operations as the mining will be

worked out during day time only.

CHAPTER – 7

REHABILITATION AND RESETTLEMENT (R & R) PLAN

i. Policy to be adopted (Central/State) in respect of the project affected persons

including home oustees, land oustees and landless labourers (a brief outline to

be given).

There is no human settlement in the applied lease area which is entirely

located in Government non-forest wasteland of 3.07 acre. Therefore, rehabilitation

and resettlement proposal is not required. Plantation work is carried out in the area

from time to time and shall continue in future also on yearly basis, as a part of

rehabilitation to maintain and improve the ecology of the area.

CHAPTER – 8

PROJECT SCHEDULE & COST ESTIMATES.

i. Likely date of start of construction and likely date of completion (Time

schedule for the project to be given).

The project is awaited for the environmental clearance from the concerned

Authority to start the mining operation over the lease hold. This is a m i n i n g

project for production of stone.

ii. Estimated project cost along with analysis in term of economic viability of the

project.

Considering cost of production in all aspects and market rate of stone, the

i. Financial and social benefits with special emphasis on the benefit to the local

people including tribal population, if any, in the area.

The proposed project is expected to provide employment to local people in

different activities such as Mining, sorting, sizing, transportation and plantation

activities. The project activity will not have any major impact on the environment.

With progress in s t o n e mining/raising activities, the per capita income

of local people will increase which will reduce the public expenditure of the Govt.

on social consumption need. Ultimately, it will add to the Govt. exchequers in the

form of various taxes & returns. On the whole, overall development of the area will

be there. This mining of stone project is financial viable and can comply with the

environmental norms.

In view of the above mentioned benefits we request to grant us

Environmental Clearance (EC).
