Sealed tender are invited for disposal of obsolete/unserviceable 1. Electrical, Electronic

Equipment/Instruments 2. Computers and Peripherals 3. Furniture, Fixtures and Miscellaneous Items and 4. Batteries etc. on “as is where is” basis.

The above items are located in the premises of NIELIT Imphal, Akampat, Imphal – 795 001

2. An Earnest Money Deposit (EMD) of Rs.5,000/- (Rupees Five Thousand only) for

each lot should be deposited with the tender document through digital payment mode

(POS) at NIELIT Imphal.

3. Eligibility/Qualification criteria

(a) All bidders must enclose the copy of any Identity Proof (like Voter

ID/Aadhaar/PAN/Any Govt.ID proof) along with the tender document.

(b) The firm may enclose sufficient documents regarding execution of work order specifically disposal of e- waste.

(c) Registration with Ministry of Environment and Forest/Central Pollution Control

Board/ Manipur State Pollution Control Board etc. regarding disposal of e-waste.

(d) The bid shall remain valid for 30 days after the date of bid opening.

(e) If any bidder withdraws the tender before the said period, the EMD shall be

forfeited, without prejudice to any other right or remedy.

4. General Terms and Conditions

(a) The list of items purchase value of the items is mentioned in Annexure-“B”,” C”,

“ D” and “E” respectively.

(b) Each page of tender document should be signed by the bidder(s) in token of acceptance of terms and conditions of tender.

(c) Incomplete and unsigned quotations are liable to be rejected.

(d) Tender Form is attached with this Tender Notice at Annexure “A”

(e) Details of the obsolete items are as per Annexure “B”, “C”, “D” & “E”

(f) Tender/Bid without EMD shall be summarily rejected. No Cheque/Money Order shall

be accepted. The EMD deposit shall not attract any interest.

(g) The bidders may inspect the items on predetermined dates and satisfy themselves about the items they are bidding for.

(h) The EMD of unsuccessful bidders shall be returned within one month of the auction

date, without any interest.

(i) No items, once disposed to the successful bidder, shall be taken back by NIELIT

Imphal.

(j) The successful bidder has to make full balance payment through digital payment mode

(POS) at NIELIT Imphal at NIELIT Imphal within two (2) days after confirmation,

failing which the offer may be cancelled and EMD shall stand forfeited.

(k) The successful bidder shall be required to lift all the items from the disposal site to

his/her premises within 3 (three) days after the payment of the quoted amount (EMD

amount will be adjusted with the quoted value). On failure to do so, NIELIT Imphal

shall have the right to forfeit the entire amount of the bidder.

(l) Final decision to accept/reject the bids shall be taken by the NIELIT Imphal on

the basis of eligibility criteria and highest financial quote.

5. Criteria to award:

The items shall be sold to the highest bidder. Separate bids are invited for the lot

given below which includes different list of items:

i) Electrical, Electronic Equipment/Instruments

ii) Computers and Peripherals iii) Furniture, Fixtures and Miscellaneous Items

iv) Batteries which are at Annexure “B”, “C” ,‘D” and “E” separately as a whole and no bid would be accepted for

any part of the same.

6. Bidding Procedure

(a) Bids in sealed envelope marked with “TENDER FOR DISPOSAL OF

1. ELECRICAL, ELECTRONIC EQUIPMENT/INSTRUMENTS 2. COMPUTERS AND PERIPHERALS 3. FURNITURE, FIXTURES AND MISCELLANOUS ITEMS 4. Batteries” should be delivered in the office of NIELIT Imphal.

(b) Sealed bids shall be received, not later than 15:00 Hours of 22/09/ 2017 at the above

mentioned address. No Bid will be accepted after this date and time under any

circumstances.

(c) The office will not be responsible for any postal/courier delay and also for reasons beyond the control of this office.

(d) Bids must be accompanied by a bid security (EMD) of the amount of Rs.5,000/-

(Rupees Five Thousand only) for each lot which should be deposited with the tender

document through digital payment mode (POS) at NIELIT Imphal.

7. Submission of Bids

(a) The bids should be submitted in the prescribed bid format given in “Bidding Procedure” of

this document. All columns of the bid form should be filled. Any additional information

should be enclosed separately and referred to in the relevant column of the bid form.

(b) No bid may be modified subsequent to the deadline for submission.

8. Opening of Bids

(a) The bids will be opened at the above mentioned place and time & date in the presence of bidders’ representatives, who choose to attend.

(b) The bidder’s representatives who will be present shall sign in the designated register

evidencing their attendance. In the event of the specific bid opening being declared a

holiday for NIELIT, the bid shall be opened at the same time and location on the next

working day.

(b) The bidder’s name and other details will be announced at the time of bid opening.
