West Coast Road Rehabilitation Project Phase 3.2 – Engineering Design

Request For Proposal (RFP)

The Government of Saint Lucia (GOSL) endeavors to undertake the rehabilitation of 18 km of the West

Coast Road (under project name West Coast Road Rehabilitation Project Phase 3.2) with a view to significantly improving the quality of this road. This initiative involves the strategic maintenance of 18 km of the West Coast Road between Anse La Raye and Colombette through:

  • pavement strengthening

• application of an asphaltic overlay

  •  construction  of  drainage infrastructure

  •  implementation  of  slope stabilization mechanisms

  • improvement to and upgrading of vertical and horizontal signage

The project is being implemented by the Ministry of Infrastructure, Port Services and Transport (MIPS&T) through the office of the Chief Engineer. The GOSL seeks to engage suitably qualified consultants to carry out engineering designs in the instance of the project road. Bidding is open to bidders from all countries.

Background

The Government of Saint Lucia has undertaken the rehabilitation of the section of West Coast Road between Roseau to Anse La Raye and Soufriere to Colombette under West Coast Road Rehabilitation Project Phase 3. This project was completed in November 2011.

Scope of Consulting Services

The purpose of the work is to prepare engineering details, drawings, specifications, quantity and cost estimates acceptable to the Ministry of Infrastructure, Port Services and Transport for subsequent competitive bidding.

The scope of services is detailed as follows:

a) The consultant shall carry out the complete detailed engineering design and cost estimates for the proposed improvement of the project road.

b) The consultant shall carry out all detailed surveys needed in order to locate the road precisely and subsequently prepare all the necessary drawings, specifications and cost estimates required, detailing the scope of works to be carried out and the quality control required.

c) The documents are to be prepared to allow the execution of the works.

d) It is anticipated that the road improvements will generally utilize the existing alignment except where cost savings or other benefits can be shown for an alternative alignment.

e) The design of the road improvement shall result in minimum construction and maintenance costs.

Detailed Designs

The consultant shall prepare detailed designs for each component of the works which will include drawings and specifications. This must be in sufficient detail to enable an accurate cost estimate to be prepared, allow contractors to tender for the works and to be used for the construction phase of the works.

It will include typical cross sections and clearly indicate which sections of the alignment are to the constructed to a particular standard where standards vary.

The detailed design shall include the following:

(a) A description of the residual strength of the existing pavement along the roads based on surveys conducted by the consultant

(b) A strength assessment of all bridges and culverts along the project road

(c) Analysis and recommendations on the possible use to which excavated materials can be put

(d) An assessment of the type and hardness of materials which will be encountered in the earthworks

(e) Identification of dumping areas suitable for excess excavated materials

(f) With a view to minimizing long haulage of materials and the associated cost implications, the consultant should carry out the material surveys necessary to confirm the location, quality and quantity of sub-base, base and surfacing materials.

(g) Preparation of drainage designs together with drawings to enable cost estimates, tenders and construction to be undertaken

(h) Details of environmental and social mitigation measures to be adopted.

(i) Such other surveys and detailed investigations as are necessary to prepare the design, cost estimate, specifications and drawings.

CONDITIONS FOR THE 2012 SEA TURTLE FISHERY

The Ministry of Agriculture, Food Production; Fisheries and Rural Development, wishes to inform that the sea turtle fishery will only be in effect for a three month period: from Monday, October 1st 2012 to December 31st, 2012, both days inclusive.

For harvesting of this resource, all fishers and the public are required to adhere to the following conditions: WHO

Only traditional sea turtle fishers (i.e., persons who have fished for sea turtles over the years prior to 2012) are authorised to take part in the sea turtle fishery.

WHEN

The sea turtle fishery shall extend from October 1st, 2012 to December 31st, 2012. No person

shall fish for, remove from the fishery waters, or at any time have in his possession, expose for sale, sell or purchase any sea turtle from January 1st 2013.

WHAT

Leatherback ("Toti anklen; Agalou") sea turtles are NOT TO BE CAPTURED. All leatherback sea turtles that are caught shall be RELEASED.

Only Green ("Toti"),Hawksbill ("Kawet"), and Loggerhead (Kawen) sea turtles are permitted in the catch.

Only sea turtles that meet the legal sizes as per the Fisheries Regulations No. 9 of 1994, shall be targeted. That is for Green Turtles and Loggerhead Turtles: they must weigh 34.02 kilograms (75 pounds) or more; for the Hawksbill Turtles: they must weigh 27.22 kilograms (60 pounds) or more.

No person shall interfere with any sea turtle nest or sea turtle that is nesting.

No person shall at any time, disturb, remove from the fishery waters, expose for sale, sell, purchase at any time or have in his possession any sea turtle eggs.

HOW

The only gear allowed for capturing sea turtles is a turtle net. Nets must not be set and left overnight. Net can only be set for up to 4 hours and are to be operated in such a way that sub-legal turtles (i.e., turtles less than the legal size) can be released alive.

No spearing or harpooning of sea turtles is permitted.

There shall be no fishing of seaturtles within 100 metres (300 feet) of the shore.

There shall be no fishing for sea turtles on or above coral reef areas.

Sea turtles must be landed whole shall be taken to a designated landing site, where sea data shall be collected by the data collector or fisheries officer.

No sea turtles shall be slaughtered or sold on beaches or in other open places. Only designated landing sites and fish markets shall be used.

No products (meat, shells, jewellery, souvenirs, etc) are to be made from turtle shell or their products for local sale or export.

No sea turtle meat is to be sold to any restaurant or tourism establishment that caters primarily to tourists/non-nationals.

Each contravention of the above Conditions shall result in a maximum fine of five thousand dollars (EC$5OOO.OO) as stipulated under the Fisheries Act and Fisheries Regulations Cap. 7.15.

The Department of Fisheries will be conducting monitoring activities islandwide to obtain an estimation of the landings during this harvest period and will be working along with the Royal Saint Lucia Police Force, the Customs Department and other enforcement agencies to ensure that all persons abide by the harvest conditions stipulated above.

All harvesting activities must cease after the last day of the open period. No persons are allowed to have in their possession or expose for sale any sea turtle or sea turtle products after the closure of the harvest period. Fishers and the general public are hereby urged to observe and comply with the aforementioned conditions.

Update of National Profile/Schools Inventories

Consultant: Chemical Inventories Consultant

Objective: To develop an updated National Chemicals Profile for Saint Lucia.

Background:

The Government of Saint Lucia, through the Sustainable Development and Environment Division of the Ministry of Sustainable Development, Energy, Science and Technology, is currently [in the early phase of] implementing the project Effective Chemicals Management in aid of fulfilling its obligations under various multilateral environmental agreements on chemicals, the St. George's Declaration of Principles on Environmental Sustainability and the National Environmental Strategy. The National Environmental Strategy provides the broad framework for environmental management, including chemicals management, in Saint Lucia. One of the key activities of the project is to conduct a cross sectoral assessment of chemicals in use and their releases in order to improve the understanding and knowledge of the use and management of chemicals on the island.

Information regarding the categories and volume of chemicals being imported as well as how these chemicals are handled, used and eventually disposed of is crucial to establishing an effective chemicals management system. Proper handling of chemicals and their waste, including transportation, storage and disposal and the established mechanisms to reduce or eliminate risk to people and the environment are at the heart of chemicals management. Therefore, an assessment of the quality and quantities of chemicals being used and the regulatory framework (legal

or non- legal) within which the movement and handling of chemicals occur must be conducted in order to generate a comprehensive national chemicals profile.

The last national chemicals profile assessment was completed in 2006. Since then, there have been many developments in chemicals management locally and internationally, including the decision to include nine new POPs at the Conference of Parties to the Stockholm Convention in 2009. As a consequence, it has become necessary to update the national chemical profile to reflect these developments.

The Ministry of Sustainable Development, Energy, Science and Technology is seeking to contract consultancy services to undertake an assessment of chemicals in use across various sectors including agriculture, healthcare, industry and education, in order to (i) inform priority areas for intervention and (ii) establish the basis for better informed planning and management decisions geared towards achieving national objectives and priorities for sound chemicals management, and those of the Stockholm Convention on Persistent Organic Pollutants (POPs).

Scope of work

Working closely with the Ministry of Sustainable Development, Energy, Science and Technology, the Consultant will:

Safe chemical handling and storage are both necessary elements of effective chemicals management. As the first point of entry, the chemical storage facilities of The Saint Lucia Air and Sea Ports Authority (SLASPA) needs to be constantly monitored and evaluated to ensure that safe handling and storage procedures are being maintained. Facilities must have the capacity to safely accommodate various chemicals which have different handling and storage requirements. This is to ensure that especially hazardous

material are handled and stored in conditions that limit the possibility of adverse impacts and exposure to humans and the natural environment. Storage facilities also need to have proper response mechanisms in cases where stored chemicals are released or damaged either through improper handling or as a result of a disaster. This calls for an assessment of the human and physical capacities of the facilities to determine their level of compliance to established standards for the effective handling and storage of theses chemicals.
