Employers, training providers and testing agencies and other officials from Government of India and AP. The list of participants is at Annexure-1

The Programme Schedule with information on business sessions and Themes is placed at Annexure II.

The Conference was inaugurated by Shri. Prof. K.C. Reddy, Chairman to Rajiv Education, Employment Mission of AP (REEMAP), and Government of AP State.

The Managing Director to OMCAP & Mission Director of REMAP Dr. Chandravandan I.A.S., in his address, welcomed all the Delegates to the conference and spoke about the fact that Andhra Pradesh is of the leading States from where large numbers of the people go abroad seeking jobs. He explained the opportunities in GCC countries which are increasing due to the events like Dubai exp 2020, FIFA World Cup 2022 in Qatar, etc.

Dr. Chandravandan has informed about the initiative of the Andhra Pradesh State Government to provide Training linked Placement through REEMAP known as RYK which was established on mission mode specifically to fulfill the goal of providing Employment Opportunities to the Youth. Till date Rajeev Yuva Kiranalu (RYK) has provided 4,75,000 placements, the details are available on the RYK portal with 500 Training centers and 120 training provide across Andhra Pradesh which is more than in Gujarat and Tamil Nadu. RYK has a data bank of 27,00,000 job seekers from the length and breadth of the State. Dr.Chandravandan informed the Foreign Employers about the advantages of training the candidates in the various Trainings Institutes under REEMAP and recruiting of these trained Candidates through OMCAP in overseas market. Working with Government means all the proper procedures shall be followed Assessment and certificates shall be as per Industry approved norms and during training proper infrastructure is ensured with Biometric attendance the trainings will be meeting the standards. After Training OMCAP will take care of the interviews, proper Permissions and Procedures like Medical test, Pravasi Bharatiya Bima Yojana and Pre-departure Orientation Training to the placed candidates before leaving to the destination country.

Dr. Chandravandan also stated that REEMAP has sanctioned amount to OMCAP to the train and place 1000 Candidates abroad under FLY 1000 Project, with the Available data Bank with REEMAP & OMCAP and existing training partners. REEMAP & OMCAP are providing training in 25 Sectors like construction, Hospitality, Tourism, Medical, Sales, Marketing, Finance, Logistics, the foreign employers can select the training institutes to train the candidates as per their requirements and place them abroad. The Managing Director of OMCAP has also Assured Customized trainings to suit the requirements of the foreign employers.

The Chief Guest of the Conference Shri. J.C. Sharma I.A.S, Principal Secretary, LET&F Department of AP Government and Vice- Chairman, OMCAP in the Opening remarks welcomed Chairman of REEMAP Shri. K.C. Reddy, CEO of REEMAP, POE-Hyderabad, Foreign Employers, Central and State Government officials training providers etc. He said that he was extremely happy to be present in this event as the State Government emphasized on generation employment opportunities to youth. Earlier only the department of LET&F was looking after employment matter, but for the few years separate mission made project was Started with a CEO, who has the rank of a Minister to look after training linked placement.

Sri. J.C. Sharma I.A.S. has expressed his view that the training provided in the educational institutions is not enough to secure a job. Proper skills up gradation help to get proper jobs. For local placements the team of REEMAP visited various districts and secured requirements from the employers. They were given training as per the requirements of the employers and then placed. The same policy can be followed with Overseers Employers as well. They can give their Vacancy Numbers, Skill sets required and the training partners will train the candidates as per their requirements. OMCAP then can facilitate in the abroad placement. Since its inception in the 2006, OMCAP has been sending 300 Candidates per year aboard. It may be less when compared to around 90,000 Migrants through private means every year, but people who were recruited through OMCAP have to bear less cost or no cost at all and they were sent with proper documents following the procedure set up by MOIA. The OMCAP has set up certain bench marks in overseas recruitment of personnel through safe, proper, and regular migration. The Vice-Chairman of OMCAP has thanked all the Foreign Employers for attending the Conference and hoped that it would be a win-win situation for OMCAP and the Employers, if they utilize the opportunity of training the candidates with the local training provider and placing them in jobs at abroad.

Prof: K.C.Reddy, Chairman REEMAP in his key note address welcomed all the dignitaries to the conference and expressed the hope that India would be able to unitize the current youth demographic advantage. The Government of Andhra Pradesh has specifically designed REEMAP to leverage this demographic advantage; the Government of India through its NSDC (National Skills Development Council) has also taken up skill development on mission mode. Till date the Government of Andhra Pradesh was able to provide 5,00,000 Jobs through Training linked Placements.

The Chairman of REEMAP, has extended his support to any of the Training activity which would result in Employment. He said that REEMAP is flexible, open to new courses having demand in overseas which can be tailor-made to suit the requirements of the foreign employers. As Andhra Pradesh is one of the leading Migrant sending State, it is important that people going aboard be given proper training and improve their skills thereby gaining better employment opportunities. He expressed the hope that this would be the beginning of a long journey to build a relationship, it is an open ended offer with a rider that it should result in sustainable employment.

In her brief presentation she has highlighted the need for grading of overseas employers as this would help encourage the employers to follow the Rules & Procedures in the destination Country. More emphasis has to be placed to bring in a more transparent way of recruiting the candidates. Also the Pre-Departure Orientation Training at entry level must be provided for all the candidates. She has emphasized the need for more transparency in the existing system and better support services for emigrants in destination countries.

Mr. Vijayan Balachandran, Director of Human Resource, The Oberoi, UAE, in his presentation has informed the growth of Hospitality industry in GCC countries and opportunities arising for Indian workers. He has mentioned that with Expo 2020 in UAE, around 14,000 Rooms are being constructed in Dubai. The Expo 2020 has created lot of potential for the employees in the construction sector. He has requested the Governments for speedy clearance of ECR candidates.The POE, Hyderabad has clarified that it would take 24 hours with proper documents to give Migration Clearance.

Mr. M. D. Warrier - General Manager, Bin Eid Executive search & selection, UAE, in his presentation has highlighted that the Indian Employers are admired and respected in the GCC countries. All GCC Countries have lot of opportunities with Expo 2020, Qatar FIFA World Cup in 2022. These events are creating lot of potential for employment in the Construction, Hospitality, Retail & Aviation sectors. At Junior Level, free food & accommodation are provided and the working environment transforms an individual. He has advocated for providing skills in hygiene, safety and communication skills for prospective emigrants

Mr. Kishore Babu - Managing Director, Jazeera Power Corporation, UAE, has explained that Jazeera is leading in the power Sector & works in extra high voltage side. The company is looking for people with basic skills and Knowledge. The opportunities in Power Sector will Increase as all the GCC Countries are scheduled to double their Capacitate. Mr NT Reddy has informed that trained electricians from AP will be taken in to JEP, Dubai from OMCAP now and in future. He wanted the candidates to have spoken skills either in Hindi or English for better adjustment at work places.

Mr. Prakash Singh, Human Resource Consultant recruitment MENA, Al Futtaim, UAE, has appreciated the fact that Government is generating Employment. He has requested to create more awareness among the candidates to approach OMCAP for abroad placement, as this intervention would reduce some of the risks and costs involved in overseas migration.

Mr. Darryn Maxwell -Head of Support Services, Inaya Facilities Management, UAE, has stressed that candidates have different perspective about the emigration, in most of the cases a rosy picture which may not true always. The expectations on the skills are dissimilar for different countries. Hence, the need for customized training is picking up and Government (OMCAP and REEMAP) can formulate the training interventions accordingly.

Sri. Teegala Ravindranath, Managing Director, Al Majal Petroleum, OMAN, has highlighted the need to increase the number of people who are recruited thorough OMCAP. He has emphasized that the number of skilled migrants is very high especially from Kerala. More emphasis should be on skill training, infra of equipment, tools used in GCC countries & language issues (Arabic & English). He also felt that among the emigrants from Andhra Pradesh, few are skilled technicians but the majority of them are semi-skilled and unskilled which may be addressed by OMCAP.

Mr. Koh Patrick, QXY Resources PTE Ltd, Singapore, has explained that Singapore is small country with many opportunities in construction industry. Only aspirants with BCA (Building Construction Authority) Certified are allowed to work in Singapore. QXY has established ASV Training Center at Isnapur, Medak District, for Skill testing to Singapore.

Mr. Tze Kin Tang, MPR International, Singapore, has accentuated that Government of Singapore enforces the labour rules and regulations firmly. The Safety standards are pretty high and Candidates should pass safety test within a week of their arrival in Singapore. BCA approval necessary to get the Visa

Ms. Christine Lum, L.P Construction & Engineering, has drawn attention to the fact that Singapore provides better Standards of Work and Pay. Only Skilled & Trained Candidates will ever stand a chance of getting visa, as the benchmarks are of high standard.

Mr. Somasundaram, Deputy Managing Director (Operations), TTJ Design & Engineering Pvt Ltd, Singapore, in his presentation has expressed that the economy of Singapore is looking good. There is lot of demand for the potential skilled technicians in construction sector. He has also opinioned that soft skills (English) are very essential for communication in a multi-linguistic country like Singapore. He has explained on the sector specific trades in Singapore having demand.

The Training Providers requested the foreign employers about the skill sets required for UAE, the Employers Informed that the following qualifications are needed.

Dr. K. V. Swamy, General Manager, OMCAP in his presentation spoke about the overseas skill challenges. The standards prevalent at the migrating country/ region are very different from the standards that are learned and practiced in India. The set up cost of Trade Testing Centers is huge and hence we are having dearth in the number of certifying agencies. Another problem is with Acceptability, Attestations & Verification of various documents which are required for the purpose of migration. Dr. Swamy also spoke about FLY 1000 Programme and the advantages of recruiting through OMCAP. Training cost will be met by REEMAP for Skill Up gradation or skill development aspects. The REEMAP and OMCAP has already established network with training providers in Andhra Pradesh who can provide training according to the requirements of the employers. OMCAP can also play a pivotal role in mobilization of aspirants through the network of employment exchanges, ITI and polytechnics. The soft skills training will be imparted to the migrants by REEMAP with the help of private training partners.

Sri. Sheikh Mohammed Iqbal I.P.S. Minority Welfare Commissioner, AP, spoke about the Knowledge and Commitment of the minority students and said that they lack in soft skills, with proper training they can be employed in overseas as well resulting in inclusive growth.

In his presentation highlighted the role of Indian Origination for Migration. IOM is an inter-governmental agency and developed Country specific manual to cater the countries in a best possible way. He has highlighted the need of Skills Development to potential migrants in North East India and various Pre-Departure orientation aspects. He has requested the Govt for conducting migration survey in Andhra Pradesh, like it was done in Kerala.

Dr. M.K. Pandey, Under Secretary MOIA, informed that all the deliberations and recommendations during the Conference will be presented to MOIA (Ministry of Overseas Indian Affairs), Government of India.

The two testing agencies were set up in AP in association with OMCAP to meet the Singapore standards namely TTJ Singapore Testing Centre and ASV&QSY Testing Centre, have presented the facilities available with them to test the skills of candidates aspiring to go to Singapore. They have conveyed their willingness to work with training providers in AP to improve the quality of skills in trainees.

A Presentation on RYK programme was given wherein, the placements of more than 4,00,000 achieved, 120 Training Providers in AP state, creation of advanced MIS reports such as District specific reports & Sector specific reports, biometric attendance system were presented.

Promotion of Overseas Employment for migrant workers, Enhanced role of OMCAP, REEMAP, Training Providers and Testing Agencies in Andhra Pradesh.

The Employers and the training providers discussed various aspects related to training & placements. The salient among them were:-

A) Training for demand trades in overseas market (HVAC, High rise cleaners, Building Technicians, Lift mechanics, Electro Mechanics etc..,)

B) Soft skills & Basic hygiene course to Housekeeping attendants and maids

C) Country specific skills (China, Philippines models).

D) Tools and machinery used in destination countries –Trainings in AP

E) Vacancy information to the training providers

F) Training facilities to meet the overseas standards and give ToT training

G) Sector specific requirements in GCC and Singapore-Role of OMCAP.

A: For Government of AP & India

India's demographic advantage to be fully utilized by imparting Skill training /Up gradation for improving Employable skills, both by Government of India & State Government. Develop a symbiotic relationship between Overseas Employer and Government in which unemployed youth from Andhra Pradesh will get secure livelihood opportunities in Overseas Countries and the Overseas Employers will get trained and skilled manpower as per their customized requirements.

Market driven approach to be followed to get demand and train candidates as per the demand requirement of Overseas Employers. Steps to be taken by OMCAP & REEMAP to improve the training facilities and bring in transformation from unskilled/semi-skilled Manpower Provider to Skilled Manpower Provider State.

Pre – departure Orientation training giving country specific knowledge should be made mandatory for all Migrants.

Migration study of Andhra Pradesh should be undertaken in order to get the correct information on Migration patterns, trends, areas, age groups etc.

More Emphasis on Multi-Skills, & Soft Skills for better pay and opportunities abroad is required.

AP Government through REEMAP & OMCAP to work on mobilization of the unemployed youth, Counselling & Screening them on the basis of their skill levels and orientation and select for training cum placement or direct placement into the Overseas companies. Provide Assessment and Certification services as per the destination country specific guidelines.

Develop overseas employability skills(Language Skills- Spoken English & Country specific language, Basic Computer Skills, Work Ethics, Inter-personal Skills, Team Work, Safety drill etc.,) in trainees during training

Provide soft skills (English, Arabic etc.) along with regular technical skills.

Training facilities to be upgraded to meet the overseas standards.

Materials, tools used in overseas companies to be utilized by the training providers in India.

Training facilities to be developed for demand trades, in GCC countries like HVAC, 6G Welding, and Scaffolding etc.

Work with OMCAP and other reputed overseas recruiting agencies to understand the expectations of Overseas Employers and visit overseas countries and meet the employers to build partnerships in training, testing and certification.

To give the vacancy details to Government and training providers well in advance to work out tailor made training programmes and schedules.

Follow the rules and procedures set out by MOIA in giving the demand thereby making the emigration clearance procedure easier.

To develop partnership both with the State Government and Training providers.

To share the trade and sector specific requirements for the development of sector and trade specific training modules.

The Overseas Employers and Training providers in AP have thanked Gov't of Andhra Pradesh in general and OMCAP and REEMAP in particular for providing a common platform to them as they could share their requirements and customize the trainings as per their needs. Both have requested Gov't of AP to conduct more such conferences or sector specific meets in which employers and training providers from a particular sector can sit together along with the Gov't of AP and prepare the strategies for achieving better employment prospects for AP overseas job aspirants and providing right skills having demand in overseas.
