SpainThis year 2009 will be very important for NGV development inthe country. In addition to the celebration of GNV 2009 MadridInternational Conference &Exhibition, significant progress isbeing made with the introduction ofNGVs in many fleets and cities of thecountry. Currently, CNG taxis already plyacross Spain’s three main cities:Madrid, Barcelona and Valencia.

Furthermore, the second CNG refueling stations has been openedin the Municipality of Abrera, next toBarcelona, which is added to themore than 40 private stations currently in operation. Also, in theshort term, three new cities willhave also natural gas buses -Sabadell, Leganés and Toledo.The two major national operatorsbrought into operation three LNG(liquefied natural gas) tractors andone CNG straight truck, with very

European NGV News satisfactory results in terms of saving, emissions reductions anddriving range. The high number of pilot projectsunder way foresees a takeoff in thisvehicles’ segment, along with manufacturers’ technological development, mainly in LNG units.

ItalyThe commitment of manufacturersof NGVs is plain to see, and the network is even expanding along themotorways, but there are still issuesto be ironed out. One is the prerequisite of removing natural gasfrom its role as a niche fuel. One ofthe basic requirements in achievingthis goal, in particular, is to quicklymodify existing legislation regardingthe design of infrastructures, and toreduce the administrative burdenassociated with the investment innatural gas refueling stations.Meanwhile, mainly Fiat but also VWand Citroën continue to promoteNGV in the media.

The NetherlandsAround 220,000 people visited theAutoRAI 2009 Amsterdam. Thisbiannual event is the most importantfor the automotive sector (mainlypassenger cars) in The Netherlands.Dutch Association Aardgas Mobielwas present for the first time with astand from where the public wasinformed about the planning of CNGstations in the country: 50 this yearand 100 by the end of 2010 –currently there are 25 operativerefuelling stations.Three NGVs were ready for testdrive: VW Passat, Opel Zafira andMercedes B170

SwitzerlandRecord-setting vehicles, refueling anddispensing equipment were on display in a showcase of the latest inalternative fuels technology on May8 at Swagelok Company’s EuropeTechnology Center. Over 100 Swagelok associates, distributors, experts and customersincluding APEX, Endress+Hauser,GreenField, and other Europeanmanufacturers took part in theevent. On display were the latest VWPassat 1.4 TSI EcoFuel vehicle andthe biogas Audi A4-57 Quattrowhich recently set a biogas highspeed record of 364.6 km/h(226.55 miles/h).

Zusätzlich zur Veranstaltung derInternationalen Konferenz & AusstellungGNV2009 Madrid werden grosseFortschritte gemacht zur Einführung vonErdgasfahrzeugen in die Flotten undstädtischen Wagenparks des Landes.Zurzeit sind bereits CNG-Taxis in den dreigrössten Städten Spaniens in Betrieb: inMadrid, Barcelona und Valencia.Ausserdem wurde die zweite Tankstelle in

der Stadt Abrera in der Nähe vonBarcelona eröffnet, die zu den über 40privaten Tankstellen dazu kommt, diezurzeit in Betrieb sind. Ausserdem sollenbald drei weitere Städte überErdgasbusse verfügen: Sabadell, Leganésund Toledo. Die zwei wichtigstenTransportunternehmer des Landes habendrei LNG-Sattelschlepper (Flüssiggas) inBetrieb genommen und einen CNG-Lkw,mit äusserst befriedigenden Resultaten inBezug auf Kostenersparnis,Emissionsreduktion und Reichweite.

European NGV NewsEspañaEste año 2009 va a ser muy importante para el desarrollo del GNV.A la celebración del congreso GNV2009 en Madrid, se suman los importantes avances que se están llevando a cabo con la incorporaciónde vehículos a gas en muchas flotas yciudades del país.Actualmente, ya circulan taxis a gasnatural en las tres principales ciudadesdel país: Madrid, Barcelona y Valencia.Además, se ha inaugurado la segundaestación pública de repostaje de estecombustible en el municipio de Abrera,próximo a Barcelona, que se suma alas más de 40 privadas que operan enla actualidad. Asimismo, en un breveplazo de tiempo, tres nuevas ciudades-Sabadell, Leganés y Toledo incorpo-rarán buses a gas natural.Los dos principales operadoresnacionales han ya operado tres tractores a gas natural licuado y uncamión rígido a GNC, con resultadosmuy satisfactorios en todos los sentidos, tanto económicos como dereducción de emisiones y de mayorautonomía.

Кроме того,отмечается значительный прогресс вовнедрении во многих автопарках игородах страны автомобилей,работающих на природном газе.В настоящее время такси, работающиена компримированном природном газе(КПГ), уже курсируют по улицам трех

главных городов Испании: Мадрида,Барселоны и Валенсии. Более того, вмуниципалитете Абрера, неподалеку отБарселоны, была открыта втораязаправочная станция КПГ, котораяприсоединилась к более чем 40действующим частным заправочнымстанциям. EspagneCette année 2009 sera très impor-tante pour le développement du NGVdans la région. En plus de laConférence et de l’ExpositionInternationales Madrid GNV 2009, desprogrès significatifs sont enregistrésavec l’introduction de NGVs dans denombreuses flottes ainsi que de nombreuses villes du pays. Actuellement, des taxis au CNGassurent déjà un service dans troisvilles importantes de la contrée :Madrid, Barcelone et Valence. Enoutre, la seconde station de remplissage de CNG a été ouvertedans la Municipalité d’ Abrera, à côtéde Barcelone, qui est à ajouter à plusde 40 stations privées déjà en opération. Bientôt, également, troisnouvelles cités posséderont des bus augaz naturel : Sabadell, Leganés et Tolède.Les deux opérateurs importantsnationaux mettent en service troissemi-remorques et un camion utilisantdu LNG (gaz naturel liquide) offrant desrésultats très intéressants en termesd’économie d’énergie, de réductiond’émissions et d’augmentation du rayond’action. Le nombre très élevé de

projets pilotes en chantier prédit undémarrage de cette catégorie devéhicule en parallèle avec le développementtechnologique des constructeurssurtout dans le cadre du LNG.

ItalieL’engagement des constructeurs dansle domaine du NGV est évident et leréseau est aussi en expansion le longdes autoroutes, mais il y a toujoursdes progrès à réaliser. Une desactions indispensables à entreprendreest de sortir le gaz naturel de sa condition actuelle de ‘’niche market ‘’.Une des mesures fondamentales pouratteindre ce but est, en particulier, demodifier rapidement la législation existante relative à la construction desinfrastructures et de réduire la fiscalitéassociée aux investissements des stations de fourniture de gaz carburant. SpanjeHet jaar 2009 zal belangrijk wordenvoor NGV ontwikkeling in het land.Terug gekeken op het feest van GNV2009 Madrid InternationaleConferentie en Tentoonstelling, is ergrote vooruitgang geboekt met deintroductie van NGV’s in veel vloten ensteden in het land.Er rijden momenteel CNG-taxi’s in dedrie belangrijke steden: Madrid,Barcelona en Valencia.Verder is er een tweede CNG tankstationgeopend in de gemeente Abrera, vlakbij Barcelona die toegevoegd wordenaan de meer dan 40 private stationsdie nu operabel zijn. Ook zullen er opkorte termijn drie nieuwe steden zijndie bussen op aardgas zullen laten rijden: Sabadell, Leganés en Toledo.De twee belangrijke nationale operators zetten drie LNG(vloeibaaraardgas) tractoren en eenCNG ”straight” truck in met zeerbevredigende resultaten in termen vanbesparing, uitstoot reducties en actieradius. Since the Fiat Chrysler ownershipdeal was announced at the end ofApril there has been much speculation as to what impact thismight have on natural gas vehicleavailability, particularly in NorthAmerica.

IANGV and NGVAmerica President,Rich Kolodziej said in a message tomembers the move could provefavourable for natural gas vehiclesin North America. With Fiat havingpreviously shown an interest inintroducing natural gas vehicle(NGV) models to the US, Kolodziejsays the Chrysler partnership couldprovide the means to do that.Other independent media sourceshave also raised the subject in theirassessments. Looking at the bigpicture, the arguments certainlystack up.

Firstly, in consenting to the deal,US President Barack Obama said itwas imperative that Fiat's expertisein greener, more fuel efficientcars be put to use in helpingto reshape Chrysler in theUS. On the green front,Fiat has a clear biastowards natural gas vehi-cles. In fact, just daysbefore the Chrysler dealwas announced Fiatreleased video materialin Italy emphasisingtheir commitment tomethane as "currentlythe most ecologicalfuel." (see Autochannelvideo athttp://blip.tv/play/Af3zLI+mMA). Fiat also holds the dominant OEM NGV market position worldwide.

In Europe alone the Fiat group (including Iveco) captured 70% of the170,000 light duty OEM NGV vehiclemarket in Europe and 50% of the10,000 heavy duty NGVs sold inItaly, Spain, Greece and France.

Other pressures are also likely tobear, in particular the rising tide ofinterest in NGVs from US consumers. Initiatives like ThePickens Plan (www.pickensplan.com)and CNG Now (www.cngnow.com)have raised unprecedented awareness in the US.

This is starting to spill into mainstream media and even trademedia is taking the issue seriously.Autochannel.com, 'The largest independent automotive resource',has begun batting for NGVs in a serious way. Marc J. Rauch, Exec.

Vice President, wrote a passionateeditorial, describing CNG as "TheClean Little Secret That Detroit andthe U.S. Media Want To Ignore."Marc clearly takes his automobilesseriously and is committed to NGVsto the degree that he drives onehimself, ironically one from theChrysler family - a converted DodgeRam 2500 van.

On the regulatory front, the USEnvironmental Protection Agency(EPA) recently issued findings confirming that greenhouse gases 'endanger publichealth', setting the stage for the likely regulation of greenhouse gasemissions under the Clean Air Act. The greenhouse advantages of natural gas vehicles provide OEMswith an avenue to meet future CO2targets that might be implementedunder such rules.

Here Fiat's experience will giveChrysler an advantage it wouldn'thave had just 2 months ago.While the arguments in favour ofFiat/Chrysler NGVs are strong, don'texpect to see a CNG Chrysler Puntoor Dodge Panda in the showroomsin the near term. Chrysler and Fiat personnel are tightlipped about what their plans are atthis stage, probably because theyhonestly don't know themselves.

Chrysler is in intensive care at themoment and the regulatory hurdlesinvolved with the partnership arehuge. Once the bleeding has stoppedthough, we'll be watching closely tosee how long it will be before theFiat way of thinking begins to havean impact on the showroom floor.

They haveplenty of NGV experience already,being committed suppliers to themarket, including the first EuropeanOEM to release a turbo chargedNGV with the Passat, launched earlier this year. The CNG Sciroccoprojects can be read as a sign thatVW continues to take NGVs seriously and is committed to delivering premium product, particularlyto the discerning European market.

Ever since the introduction of theKyoto protocol in 1992 politicians innumerous countries have urged thecar industry to introduce new technologies with more energy efficient vehicles and more CO2benign fuels. In parallel there hasbeen a continued concern regardingthe air quality in densely populatedurban areas.

NGVs with about the same fuel efficiency as petrol powered cars,but with about 25 % lower CO2emissions, offered clear advantages.The use of a non petroleum basedfuel also meant a diversification ofthe fuel sourcing, and lower fuelcosts. As an additional bonus theuse of natural gas also meantreduced emissions of various toxicand carcinogenic substances, andreactive volatile organic compoundcontributing to the formation ofground level ozone.

A shift from compression ignitiondiesel engines (in principle the onlyexisting choice for heavy duty vehicles, and also increasingly usedin light duty vehicles) gave slightly different effects. The somewhatlower efficiency of positive ignitionengines, particularly at low load conditions, meant only marginalreductions of the CO2 emissions. On the other hand the particulateemissions from diesel powered vehicles were completely avoided,and NOx emissions were drasticallyreduced. Both of these changesreduced the risk for cardiopulmonaryailments, and the reduced NOx emissions helped to limit the formation of ground level ozone.

Italy, with a long history concerningthe use of natural gas as a vehiclefuel, became a source of inspirationfor many countries, and the NGVindustry is now firmly based allaround the world with a total vehiclefleet of over 10 million units (whereof 1 million in Europe).

Until the late 90’s the NGV marketexpansion was mainly based on conversions of existing vehicles, but Fiat with the introduction of thefactory produced Fiat Multipla, withCNG cylinders stashed away under

the floor of the car, in 1998 starteda new trend. Initially it was rathercomplicated to arrange EuropeanWhole Vehicle Type Approvals, butnew regulations, introduced at theend of 2000, finally removed thesecomplications and simplified theintroduction of new OEM producedNGV models. Today the vast majority of new NGVregistrations in Europe is based uponthe supply of brand new NGVs supplied via OEMs, and the share ofnew OEM produced vehicles is alsoquickly growing in other parts of theworld.

Although the NGV growth rate isvery quick (from 4 to 10 million vehicles in five years) there are stillsome restraints:

® Refuelling facilities not yet available everywhere (highway refuelling infrastructure a weak pointin many countries)

® Difficult for the OEMs to be ableto afford developing NGV versions ofall of their models in a time wherethe industry has been under pressure to meet new environmentaldemands and increase the energyefficiency of all vehicles

® A tendency for politicians to settheir sights on tempting future offersrather than the best choices alreadyon the market

Fuel cell vehiclesAlready fifteen years various innovators saw the long term potential to produce hydrogen fromrenewable energy resources and theuse this hydrogen in fuel cell stacksto propel vehicles. Ambitious plans were presentedshowing very high efficiencies andfully commercial offers already withina ten year period. Unfortunately these commercialoffers still seem to be far away. The main problem seems to be theability to produce fuel cell stacks atan acceptable cost level. The promise of the fuel cell vehicleshas meantime had the effect oferoding the political support foralready available good options likethe NGVs.

Hybrid vehiclesThe introduction of hybrid systemsbraking cars electrically, using therecovered energy to charge batteries, turning off the engine assoon as the vehicle is stationary,starting the vehicle using electricpower, and using the stored electricenergy at points where the conventional combustion engine hasa low efficiency, is a proven technology now already in wide commercial use. It is particularlyhelpful when driving a vehicle underthe stop and go conditions found inurban traffic.

The aspect of ‘getting something forfree’ is probably the reason why thistechnology quickly received suchstrong public support. This type ofhybrid technology is here to stay andcan be combined with all fueloptions. It will actually be even moreadvantageous for NGVs than forother vehicles as it will boost theoperating range of the NGVs withoutthe need for more onboard gas storage.

Plug-in hybridsIn line with much reduced futureexpectations concerning fuel cellvehicles we have over the last 2-3years seen a shift of expectations toanother now widely promoted alternative – replacing all or some ofthe energy used in the vehicles byelectric power stored in onboard batteries.

The case made for the plug-inhybrids is that most passenger carsare only driven short distances,maybe 50-100 km, daily, and that itwould be feasible to charge vehiclebatteries overnight from the electricgrid, thus achieving large reductionsof the use of conventional vehiclefuels. In theory it is, of course, possible to achieve these effects.But there are numerous yet to besolved issues. How to arrange thevehicle charging in a practical manner (not every car owner has hisown garage)? How to secure thatthe additional electric power suppliesin real life offers CO2 and other environmental advantages? How toproduce low weight, high capacity,long life batteries at a reasonablecost? How to cope with the effects

of extreme climatic conditions likewinter cold? Can supplies ofrequired raw materials for very largescale battery production be arrangedin a sustainable manner?

It would probably be a mistake to discount envisaged energy savingsuntil the concepts have been proven.

Pure electric vehiclesElectrically powered vehicles is nothing new, we have very goodexperiences with electric trains,trams and, to some extent, trolleybuses. But these vehicles all rely ondirect cable supply of electric power,not electric energy stored in batteries. It is not likely that it will be possibleto replace an ICE vehicle with a battery powered vehicle, providingthe same performance, the sameloading capacity, and the same operating range with a battery powered vehicle. BEVs (battery powered electric vehicles) could thusnot take over the role of conventionalvehicles. For some applications wherereduced operating range, reducedloading capacity and reduced vehicleperformance could be accepted,

there might be a role for BEVs. Itwould, however, be a major mistaketo believe that they could replace amajor share of the cars, trucks andbuses now used.

ConclusionsThe politicians that create the lawswhich control the fuel and vehiclemarket conditions are not fuelexperts or automotive engineers.They rely on good advice from various experts, but often put toomuch faith in exaggerated claimsfrom various innovators. The presenteuphoria concerning electric vehiclesis very similar to the fuel cell euphoria in the 90’s. The NGVindustry offers a proven technologywhich will help to alleviate many ofthe political challenges connected tofuel use, and it is up to the NGVindustry advocates to make theirvoices heard.

This autumn politicians from all countries will meet in Copenhagen totry and agree on the follow up of theKyoto agreement. Let us hope thatprojections concerning energy useand greenhouse gas emissions fromthe automotive sector will not bebased on utopian dreams.

Éxito en la implantación del GNV en EspañaEste año 2009 va a ser muy importantepara el desarrollo del gas natural vehicular (GNV) en España. A la celebración del congreso GNV 2009 enMadrid, este mes de junio, acontecimientode primer orden en el mundo de lamovilidad sostenible, se suman losimportantes avances que se están llevando a cabo con la incorporación devehículos a gas en muchas flotas y ciudades de nuestro país.

Actualmente, ya circulan taxis a gasnatural en las tres principales ciudades del país: Madrid, Barcelona yValencia. Por otro lado, recientementese ha inaugurado la segunda estaciónpública de repostaje de este combustible en el municipio deAbrera, próximo a Barcelona, que sesuma a las más de 40 privadas queoperan en la actualidad. Asimismo,en un breve plazo de tiempo, tresnuevas ciudades -Sabadell, Leganés yToledo- incorporarán autobuses a gas natural, con lo que ya serán diez losmunicipios que cuentan con vehículosa gas natural en su sistema de transporte público.

El desarrollo del GNV en España haestado tradicionalmente centrado enlas flotas públicas de vehículos pesados-autobuses y camiones de recogidade residuos-, dentro del ámbitomunicipal. Los volúmenes de flotaactuales son cercanos a las 2.000unidades. En Madrid, la ciudad anfitriona del congreso GNV 2009, latotalidad de su flota de recogida debasuras opera con gas desde haceaños, con más de 500 vehículos. Yen los próximos años, su flota deautobuses a gas, que alcanzará las700 unidades, será la más importantede Europa. Para ello, la EmpresaMunicipal de Transportes de Madridestá construyendo una nueva cocheraen la zona norte de la ciudad, únicamente para vehículos a gas natural y con unas modernas instalaciones que se convertirán enun referente europeo.

Con el objetivo de mejorar la calidaddel aire de la capital española, que escandidata para convertirse en sedede los Juegos Olímpicos del 2016, elAyuntamiento ha apostado fuertemente por los combustiblesalternativos. Entre otras medidas, laalcaldía promovió el Foro Pro-Clima,una iniciativa de colaboración entreempresas de distintos sectoreseconómicos y el propio consistorio,para impulsar acciones destinadas a

mejorar la calidad del aire de la capitaly contribuir a la lucha contra al cambioclimático. Gas Natural participa en elgrupo de trabajo que impulsará la renovación de las flotas de reparto,para que incorporen combustiblesmenos contaminantes, entre ellos elgas natural. Tanto el Ayuntamientocomo las empresas adheridas hanestablecido unos compromisos muyambiciosos de renovación de vehículos,lo que con toda seguridad permitirá laextensión paulatina de este combustible ennuevos segmentos, fundamentalmente devehículos ligeros y medios.

En la otra gran zona metropolitana deEspaña, Barcelona, este año se ampliarán las flotas de vehículos a gasen el servicio de recogida de basuras.Entre los cuatro operadores concesionarios del servicio, sumaránmás de 300 unidades. Para hacerposible el suministro de combustible,Gas Natural va a iniciar en breve laslabores de construcción de dos nuevasestaciones de recarga y la ampliaciónde una tercera ya existente, todas dentro de las cocheras de las flotas.Actualmente, está vigente el primerPlan de Mejora de la Calidad del Airede la zona metropolitana de Barcelona,aprobado hace un año. Entre lasnumerosas medidas multisectorialesincluidas, destacan aquéllas referentes a la intensificación del usodel GNV como el mejor combustiblealternativo para lograr reducir las emisiones de los principales contaminantes que impactan en la calidad del aire de la ciudad. El objetivoque se fija este plan es alcanzar másde 2.000 vehículos pesados propulsados por gas natural en el áreametropolitana de Barcelona.

A nivel estatal, en 2007 se aprobó laLey de Calidad del Aire, de un impactomuy positivo para el sector del gas natural como combustible para vehículos, puesto que dio un fuerteimpulso a su utilización como combustiblealternativo, ya que permite reducir tantolas emisiones de CO2 como las emisiones de contaminantes locales.

Gracias a esta nueva normativa, el tipoimpositivo aplicable a la adquisición devehículos ligeros ha mejorado sustancialmente para los vehículos agas (casi todos por debajo de los 160g/km), quedando exento incluso paraalgunos modelos, ya que certifican emisiones por debajo de 120 g/km(Fiat Panda, VW Passat 1.4 TSI).Adicionalmente, la normativa establece

la obligatoriedad de promulgar planeslocales de mejora de la calidad delaire en todas las zonas metropolitanas de nuestro país.

Otro ámbito en el que actualmente seestá desarrollando la aplicación delgas natural como combustible enEspaña es el de los camiones detransporte de mercancías de largadistancia. El año pasado, los dos principales operadores nacionalespusieron en funcionamiento tres tractores a gas natural licuado (GNL)y un camión rígido a gas natural comprimido (GNC), con resultadosmuy satisfactorios en todos los sentidos, tanto económicos, como dereducción de emisiones y de mayorautonomía.

La gran cantidad de proyectos pilotoen curso hace prever que en lospróximos años se va a producir undespegue en este segmento devehículos, acompañado del desarrollotecnológico de los fabricantes, fundamentalmente en los vehículos aGNL, puesto que es un sector muysensible a los costes del combustibley el gas natural puede proporcionarahorros muy sustanciosos.

La compañía Gas Natural, líder eneste sector, continúa centrandoesfuerzos en la promoción del gasnatural vehicular en España, ofreciendo la gestión completa delproyecto de construcción de laestación de carga (inversión económica y posterior mantenimientoy gestión) y el suministro del gas natural ya comprimido. La intenciónde la compañía gasista es dar servicio desde las estaciones privadas que promueve a flotas profesionales en los ámbitos metropolitanos con las que seestablezcan acuerdos de colaboración. De esta forma, se conseguiría aprovechar la capacidadde compresión ociosa durante granparte del día y extender el uso delgas natural a otros segmentos devehículos con gran incidencia en lacontaminación urbana.

Adicionalmente, entre otros proyectos en el corto plazo, GasNatural continúa con la incorporaciónpaulatina de vehículos a gas naturalen la flota propia, con suministro enalgunos casos a partir de nuevasestaciones ubicadas en sus propiasinstalaciones.

This year 2009 will be very importantfor NGV development in Spain. In addition to the celebration of GNV2009 Madrid International Conference& Exhibition, this June, an event of thefirst order in the sustainable mobilityuniverse, significant progress is beingmade with the introduction of NGVs inmany fleets and cities of the country. Currently, CNG taxis already ply acrossSpain’s three main cities: Madrid,Barcelona and Valencia. On the otherhand, the second CNG refueling stations has been recently opened inthe Municipality of Abrera, next toBarcelona, which is added to the morethan 40 private stations presently inoperation. Also, in the short term,three new cities -Sabadell, Leganésand Toledo- will incorporate natural gasbuses, and with it there will be tenmunicipalities already with CNG vehicles in its public transport system.

NGV development in Spain has beentraditionally focused on public HDVsfleets –buses and refuse collectiontrucks- at municipal level. The currentfleet figures are close to 2,000 units.In Madrid, host city of GNV 2009Conference & Exhibition, the wholerefuse collection fleet has operated onnatural gas for years, with over 500vehicles. And in the next years, its fleetof natural gas buses, which will reachthe amount of 700 units, will be themost important one of Europe. Withthis aim, the Municipal TransportCompany of Madrid is building a newdeposit in the north area of the city,only for CNG vehicles and with modernfacilities that will become a Europeanbenchmark.

With the purpose of improving air quality of the Spanish capital, which iscandidate for hosting 2016 OlympicGames, the City council has heavily beton alternative fuels. Among othermeasures, they promoted the Pro-Clima Forum, a collaborative initiativebetween companies from different economic sectors and the City Council,to push forward actions intended toenhance the capital’s air quality andhelp with the struggle against climatechange. Gas Natural participates in theworking group that will boost therenewal of the delivery fleets, toinclude cleaner fuels, natural gasamong them. Both the City Council andthe involved companies have set veryambitious targets of vehicles renewal,what will certainly allow the gradualexpansion of this fuel to new segments,mainly light and medium vehicles.

In the other major metropolitan area ofSpain, Barcelona, the fleet of CNGunits used for refuse collection servicewill expand this year. Among the fouroperators of the service, the numberof units will amount to over 300. Inorder to enable the provision of fuel,Gas Natural will soon start the construction of two new refueling stations and the extension of a thirdexisting station, all within the fleetdeposit area.

To this day, the first Plan to ImproveAir Quality in the metropolitan area ofBarcelona is in force, which wasapproved one year ago. Among themany multisectorial initiatives included,the most significant ones are thoserelated to the intensification of CNGuse as the best alternative fuel toreduce emissions of the principal pollutants that impact on the city’s airquality. The target of the plan is reaching more than 2,000 heavy-dutyvehicles powered by natural gas in themetropolitan area of Barcelona.

At state level, in 2007 it was approvedthe Air Quality Law, which had a verypositive effect on the segment of natural gas for vehicles, since it gavestrong impulse to its use as alternativefuel, because it reduces both CO2emissions and local pollutants.

Thanks to this new norm, the tax applicable to the acquisition of light-duty vehicles has improved substantially for GNC vehicles (almostall of them below 160 g/km), withsome models even exempt from paying, because the emission levelscomply with standards of below 120g/km (Fiat Panda, Volkswagen Passat1.4 TSI). Additionally, the law mandates the enactment of local plansfor improving air quality in all

metropolitan areas of our country. Another area that currently is developing the application of naturalgas as fuel in Spain is that of long-haulcargo transport. Last year, the twomajor national operators brought intooperation three LNG (liquefied naturalgas) tractors and one CNG (compressed natural gas) straighttruck, with very satisfactory results interms of saving, emissions reductionsand driving range.

The high number of pilot projectsunderway foresees that in the next fewyears there will be a takeoff in thisvehicles’ segment, along with manufacturers’ technological development, mainly in LNG units,since this sector very sensitive to fuelcosts and natural gas can provide substantial savings.

The company Gas Natural, leader inthis segment, continues to focus itsefforts on the promotion of natural gasvehicles in Spain, offering the completemanagement of the construction ofrefueling station (economic investmentand subsequent maintenance and operation) and the supply of naturalgas already compressed. The intentionof the company is to provide servicefrom the private stations that promoteprofessional fleets in metropolitanareas and with which partnershipagreements are established. In thisway, the idle capacity of compressionwould be used during great part of theday and the use of natural gas wouldextend to other segments of vehicleswith very little impact on urban pollution. In addition, among othershort-term projects Gas Natural continues with the gradual incorporation of CNG vehicles in itsfleet, with supply, in some cases, fromnew stations located in its own facilities.

Ci può illustrare lo stato dell’artedel metano per auto oggi in Italia?Si parla molto del numero insufficiente di stazioni di servizio;qual è la situazione nel Paese? Stiamo vivendo un momento che dal’ampiezza del riconoscimento delmetano come combustibile alternativo rispetto ai combustibilitradizionali in quanto particolarmente virtuoso in termini di riduzione delle emissioni inquinanti,del CO2 e del rumore. Il riconoscimento arrivadall’Amministrazione italiana, che hariconosciuto sostegni all’acquisto diveicoli a gas naturale decretando successi mai visti in termini di vendite di prodotti OEM oltre chedelle trasformazioni.

Il metano per auto rimane ancorauna nicchia, ma una nicchia interessante con un potenzialeenorme sia nel breve termine inquanto tale sia come ponte versosoluzioni ancora piu’ pulite.

E penso al biometano o alle miscelemetano idrogeno.Il numero dellestazioni di stazioni di servizio aumenta, e fortunatamente aumentasu tutto il territorio nazionale; anchese c’è ancora molto da fare soprattutto lungo i grandi assiautostradali. Ma siamo siamo sullastrada giusta. A livello europeo occorre lavorareper rendere credibile il ‘mercatointerno’ della mobilità a metano.

Cosa si può fare per esprimere ilpotenziale del metano e usciredalla nicchia? Oggi l’impegno è evidente da partedei costruttori di veicoli a gas naturale e la rete cresce anche sulleautostrade, ma ci sono ancora nodida sciogliere. Uno è la conditio sinequa non per far uscire il gas naturale dal ruolo di combustibile dinicchia.In particolare, per raggiungere questo scopo è fondamentale definire rapidamenteun’evoluzione della normativa vigentein tema di progettazione delle infrastrutture, nonché una riduzionedell’onere amministrativo legato all’investimento in stazioni di rifornimento

metano. Per quanto riguarda il primoaspetto, certamente le modifiche aldecreto ministeriale del 24 maggio e28 giugno 2002 (“Norme di prevenzione incendi per la progettazione, costruzione ed esercizio degli impianti di distribuzione stradale di gas naturaleper autotrazione”), che consentono,seppure con dei limiti applicativi, lemodalità self service e multi dispenser, sono state un segnaleimportante a cui l’industria italianasta cercando di dare seguito consoluzioni tecnologiche. Siamo certiche presto se ne vedranno i risultati. Per quanto riguarda le ‘lungaggini’ amministrative, si tengaconto che i tempi di allacciamentoalla rete si aggirano intorno ai 18mesi.

A questo occorre aggiungere i tempiper l’analisi di fattibilità e gestionalenonché i tempi per l’ottenimento dialtri permessi amministrativi. Ilritorno di investimento quindi avvienein tempi non rapidi e spesso rappresenta un deterrente allo stimolo imprenditoriale. Stiamo ovviamente lavorando percreare le condizioni per il cambia-mento.

Ci parlava del metano come ponteper soluzioni ‘ancora più pulite’: sitratta di previsione o di realtà?E’ una realtà. E questo ponte diventaogni giorno più corto. A breve verràinaugurata una stazione multienergyin provincia di Bolzano, che rappresenta proprio l’essenza diquello a cui sta lavorando l’industria italiana: stazioni moderne, all’avanguardia, con costi operativipiù bassi, in cui sono presenti tutti icombustibili, sia tradizionali che alternativi (il metano e anche le‘nuove frontiere’ come il biometano e l’idrometano).Spesso sento parlare di difficoltà tecniche per l’utilizzo del biogascome combustibile. Ci sono studiautorevoli, nonché applicazioni sulcampo, che dimostrano il contrario.Come Consorzio comunichiamo quanto più possibile la non fondatezza delle critiche con documenti alla mano che provano ilcontrario. L’utilizzo poi di

combustibili/carburanti da rinnovabili é nell’agenda della UEcome elemento prioritario. Questa éuna opportunità, meritata, per unsettore che nel biometano crede einveste.

Quale contributo possono dare leaziende e le associazioni che fannoparte del Consorzio NGV SystemItalia all’evoluzione del sistema deitrasporti in un quadro di maggiore compatibilità ambientale?Le aziende del Consorzio che rappresento sono l’eccellenza dell’industria mondiale del settore. Lagrande sfida é riuscire a coniugare ilnostro impegno per modernizzare lanormativa (nel rispetto delle più strette norme di sicurezza) con lacapacità dell’industria di investire insoluzioni innovative. Lo scopo è infatticreare le basi per un business sostenibile a favore di una mobilitàsostenibile. Ancora, il Consorzio, anome delle sue aziende associate, continuerà le attività di comunicazione istituzionale per farconoscere ai decisori politici i realivantaggi che il gas naturale può dareoggi dal punto di vista della qualitàdell’aria nelle nostre città e persostenere investimenti nel gas naturale, nella diffusione del parcocircolante, nella realizzare di unarete ancora più moderna ed efficace.Tutto questo significa investire nelfuturo prossimo e nel lungo periodo.Elementi innovativi fondamentali peraffrontare le future sfide ener-getiche.

L’industria italiana del gas naturale nei trasporti è storicamente leader mondiale delsettore. Quale ruolo può svolgereNGV System Italia per manteneree mettere a frutto tale leadership?Il ruolo attuale di preminenza dell’industria italiana del gas naturale per autotrazione derivastoricamente dallo sviluppo che data dagli anni ’40, perfezionatosifino a oggi per qualità e innovazione,primati che premiano in Italia e nelmondo.

Si pensi, per esempio, all’introduzione dell’iniezione elettronica sui motori, o allo sviluppodi certe modalità di rifornimentomolto rapido dei veicoli, o allacostruzione modulare dei compressori delle stazioni di rifornimento, o ancora all’innovazionedei sistemi di stoccaggio. Il Consorzio e le sue aziende hannocontribuito, con i loro specialisti,all’elaborazione di parte significativadella normativa, dal Regolamento110 per gli impianti gas naturale veicolo, alle norme ISO sui componenti, ai decreti italiani e allanormativa europea sulle stazioni dirifornimento.

Per quanto riguarda il futuro, è fintroppo semplice rilevare che l’industria e gli investitori hannobisogno di certezze. Il Consorziointende operare perché si creinocondizioni stabili, in ambito italiano ed europeo, sugli incentivi fiscali enormativi per il carburante gas naturale e, come accennato prima,perché venga unificata la normativa.

Più in dettaglio, in sede italiana riteniamo importante che venga elaborato e condiviso uno scenario disviluppo, nell’ambito delle indicazionistrategiche europee per la mobilitàsostenibile, che porti il gas naturalea essere un fenomeno economico a‘due cifre’ e che dia una base sicura di ragionamento perchi, all’interno e all’esterno delleaziende, intenda investire nel set-tore.

Michele ZiosiDirector NGV System Italia (ItalianAssociation of natural gas industry for transport). Since 2001 workingfor the Fiat Group where is now dealing with European Affairs, especially focused on environmental,transport and energy policies.

Can you describe for us thecurrent state-of-the-art of natural gas for vehicles inItaly? Much has been saidabout the insufficient numberof service stations; what is thesituation like in Italy? People are beginning to recognisethe importance of natural gas as analternative fuel compared to traditional fuels, and in particularthe benefits it provides in terms ofreducing CO2 emissions and noise.It has been acknowledged by theItalian government, which has provided subsidies for purchasingnatural gas vehicles, which in turnhas resulted in never before seensuccess in terms of sales of OEMproducts and conversion kits.Natural gas for vehicles continues tobe a niche market, but an interestingone at that, with enormous potentialboth in the short term as an alternativefuel and as a bridge to even cleanersolutions. Here I have in mind bio-methane or any of the naturalgas-hydrogen mixes. The number ofservice stations is on the increase,and fortunately across the country,although there is still much to be done,especially along the major highways.But at least we are on the righttrack. At a European level we need towork on making the 'internal market'of natural gas mobility more credible.

What can be done to conveythe potential of natural gas andget out of the niche? Today, the commitment of manufacturers of natural gas vehiclesis plain to see, and the network iseven expanding along the motorways,but there are still issues to beironed out. One is the prerequisiteof removing natural gas from itsrole as a niche fuel. One of thebasic requirements in achieving thisgoal, in particular, is to quickly modifyexisting legislation regarding thedesign of infrastructures, and toreduce the administrative burdenassociated with the investment innatural gas refuelling stations. Withregard to the first aspect, the

The aim, in fact, is to create a basisfor sustainable business based on sustainable mobility. The Consortiumwill also continue, on behalf of itsmember companies, its activities ofinstitutional communication aimed atinforming decision-makers about thereal advantages that natural gas cannow offer in terms of improving theair quality of our cities and gettingthem to support investments in natural gas, in the expansion of thefleet and in the creation of an evenmore modern and efficient network.All of this means investing over both theshort and the long term in innovativeelements that are essential foraddressing future energy challenges.

The Italian NGV industry is thetraditional world leader of thesector. What role can NGVSystem Italia play to maintainand build on this leadership?The current leadership positionenjoyed by the Italian NGV industrystems from developments datingback to the 1940s and which havecontinued until today, producingquality and innovation, which arenow renowned in Italy and throughoutthe world. Examples include theintroduction of electronic injection inengines, or the development of rapidrefuelling techniques for vehicles, orthe modular construction of compressors for refuelling stations,or the innovations in storage systems.The Consortium and its membercompanies have contributed, withtheir own experts, in drawing up animportant part of the regulations,from rule 110 covering NGV plantsto the ISO standards on components,to the Italian decrees and European regulations on refuelling stations.As far as the future is concerned, ithardly needs to be said that theindustry and investors are in greatneed of certainty. The Consortium iscommitted to creating stable conditions,in both Italy and Europe, with regardto tax incentives and regulations fornatural gas fuel and, as alreadymentioned, to provide a uniform setof regulations. Here in Italy webelieve that it is important to drawup a joint development plan basedon the guidelines of the Europeanstrategy for sustainable mobility thatwill make natural gas an economicsuccess, in addition to creating asound basis for encouraging potentialinvestors in the sector.

changes to the ministerial decree of 24May and 28 June 2002 (Regulationson fire prevention in the design, construction and operation of road-sidefacilities for the distribution of naturalgas for vehicles), which, albeit in a limited form, facilitate self-service andmulti-dispensers units, were certainlyan important sign that the Italian industryis trying to follow up with technologicalsolutions. We are sure that we willsoon see the results. As for the 'redtape', we have to remember that it takesaround 18 months to get connected tothe network. To this we need to add thetime for the feasibility study and thetime for obtaining other administrativepermits. This means there is no quickreturn on investment, which is oftenseen as a deterrent to entrepreneurship. We are obviously working to create theconditions for change.

We spoke of natural gas as abridge to ‘even cleaner’ solutions:is this a forecast or a reality?It’s a reality. And the bridge is gettingshorter every day. A multi-energy station will be opened soon in theProvince of Bolzano. This really represents the essence of what theItalian industry is aiming for: modern,state-of-the-art stations with reducedoperating costs that offer all types offuel, both traditional and alternative(natural gas and even the 'new frontiers'such as bio-methane and hydrogen). I often hear people talk about the technical difficulties of using biogas asfuel. But there are authoritative studies,and even applications in the field,which demonstrate the opposite. As aconsortium we try to communicate asmuch as possible that such criticism isnon-founded by producing documentsproving the opposite. The use ofrenewable fuels is a priority on the EUagenda. This is a well-deserved opportunity for a sector that believesand invests in bio-methane.

How can member companies andassociations of the NGV SystemItalia Consortium contribute to thedevelopment of a more environmen-tally-friendly transport system?The companies in the Consortium thatI represent are the cream of the globalindustry. The great challenge is to succeed in combining our efforts tomodernize the legislation (whilerespecting the most stringent safetyregulations) with the capacity of theindustry to invest in innovative solutions.

La capacidad de compresión dedicha estación fue incrementada conla incorporación de 5 equipos SAFE,cada uno de 315 kW de potenciainstalada y que proporcionan un caudal próximo a los 2.300 m3(n)/ha 13 bar de presión de aspiración.Dicha capacidad de compresión sesumó al resto de equipos existentes.

Gracias a la experiencia adquirida en14 años de operación con buses agas natural, a la fiabilidad yadaptación de las condiciones deoperación, al buen funcionamiento

Empresa Municipal deTransportes de Madridha sido la empresa pionera en la utilizaciónde autobuses propulsados a gas natural en España.

Desde su inicio, con un solo bus ametano en el año 1995 hasta laactualidad, las instalaciones de EMTen Fuencarral han sido sometidas aun importante número de modificaciones y adapataciones a las condiciones de operación de losautobuses.

La última ampliación a que fuesometida dicha estación consistió enadaptar la antigua, que suministrabagas a 200 buses en parking, para laincorporación de 200 unidades adicionales, sumando un total de400 vehículos.

Analizadas las nuevas condiciones deexplotación se concluyó en la conveniencia de mantener laoperación de llenado en parking original, dotando a las instalacionesde la capacidad de repostar vehículos de gas en idénticas condiciones operativas que losvehículos diesel.

Para ello se debía atender la demanda de gas coincidiendo con elhorario de entrada de los autobusesa la cochera sin que ello generaraningún tipo de distorsión en la operativa.

En la actualidad la estación de EMTatiende una flota de 400 autobusesde 12 m.

Así, EPM Gas Technology proyectóuna solución a medida de dichasnecesidades que posteriormente fueconstruida, manteniéndose operativadesde el año 2006.

La ampliación de la estación consistió en dotar de 6 calles dellenado con capacidad para efectuarcada una la recarga de un autobúsen periodos medios de 3 minutos,manteniendo en todo momento operativa la estación existente.

The Municipal Transport Company of Madrid (EMT)has been a pioneer in the use of NGV buses in Spain.

Since its creation, with only one CNG-driven bus backin 1995 up to this day, EMT’s facilities in Fuencarralhave been subject to a significant number of modifications and adaptations to the operation conditions of the buses.

The last extension of this fuel supplying center consisted in adjusting the old infrastructure, whichprovided 200 buses in parking with CNG, incorporating installations for 200 additional units,amounting to 400 vehicles. Once the new operationcircumstances are analyzed, a conclusion wasreached that it was better to keep the refueling procedure in the original parking, giving the facilitiesthe capacity of refilling CNG vehicles under the sameoperating conditions as diesel vehicles. This wasattained by meeting the demand for CNG exactly atthe same time as buses came to the deposit thusavoiding operational setbacks. Currently EMT stationserves a fleet of 400 12-meter buses.

Consequently, EPM Gas Technology projected a customized solution which was built later, in operationsince 2006.

The expansion of the station involved providing 6 fillinglanes, in which each of them may refill one bus in anaverage of 3 minutes, keeping the existing station fullyoperative the whole time.

The station’s compression capacity was increased withthe incorporation of 5 SAFE units, each with 315 kWinstalled power and a flow rate around 2,300m3(n)/h at 13 bar suction pressure. This capacity ofcompression was added to the rest of the existingequipment.

Thanks to the experience gained during 14 years ofworking with natural gas buses, the reliability andadaptation of the operating conditions, the vehicles’good performance and, of course, EMT’s commitmentto a clean environment in Madrid, currently a newOperations Center is been built in Sanchinarro district,the first to be exclusively designed for CNG buses,with capacity for 440 vehicles, what will bring the EMTfleet of natural gas buses to a total of 800, thelargest fleet of Europe, concluded Carlos Marcos fromEPM Gas Technology.

Easier refuelling - the new WEH TK26 CNG

News,News, Products,Products, TechnologyTechnologyHaving only half the weight of the previous TK25 version, the TK26 CNG has the same outstanding features as all or our fuelling nozzles, says WehPublic Relations Birgit Burkhart.

Based on the technology of the TK16 CNGfor refuelling cars, the TK26 CNGhas an integrated swivel joint,vented gas recirculation, anoperating pressure of 300 bar,extremely high flow rates andCE-registration. WEH developedthe TK26 CNG specially for refuelling buses and trucksat self-serve fuelling stations. The considerably improvedergonomics contribute to the ease of operation. The swivel joint, located centrally by the operating han-dle, can be turned easily to the most comfortable operat-ing position even with semi-rigid fuel hoses. The fuellingprocedure is easily started by rotating the operatinglever through 180°. Due to the light weight the nozzlecan be easily handled and less effort is needed for refu-elling. The TK26 CNG will be available beginning of April.Together with the WEH TN5 receptacle extremely highflow rates and rapid filling times can be obtained. TheTK26 CNG completes the range of WEH fuelling nozzleswith another ergonomically designed nozzle for refuellingbuses and trucks.

Premier of BC cuts ribbon at IMW’s new factory

Chilliwack, BC, Canada, April 30,2009 - The Honourable GordonCampbell, Premier of BritishColumbia, cut the ribbon for the official grand opening of IMWIndustries’ new factory and headquarters in Chilliwack, BC. The manufacturing facility, completedin 2008, provides much neededspace for increased production tomeet the growing global demand forIMW’s compressed natural gas

(CNG) fuelling systems and otheralternative fuelling products.

“When you have a company that,because of the work you have done,actually reduced the amount ofgreenhouse gases by a milliontonnes, you are making a difference;and it is a significant difference,”Premier Campbell stated in hisaddress to the 140 IMW employees.Campbell shared the ribbon-cutting

honour with IMW president BradMiller and a factory employee, whileBC’s Environment Minister, BarryPenner, and MLA John Les assisted.

“We all breathe the same air,” commented Miller in his remarks tothe crowd. “We have the technologyand the opportunity to make a positive impact today.” He spokebriefly about his philosophy that byhelping customers be successful,IMW ensures its long-term success.This belief has proven true for 25years, making IMW a leader in theglobal CNG equipment market.

IMW’s new facility includes machining,fabrication, assembly, integration andtesting capabilities for high-pressuregas compression systems and othertypes of environmental equipmentmanufacturing. Notes The column 'theoretical monthly consumption' is calculating total monthly consumption if cars consume 180, buses3000, trucks 800, and other vehicles 50 Nm3 per month. There is, of course, a huge difference between different truck types.A 44 ton truck may consume up to 8000 (not 800) Nm3 per month. The final column compares this number with the reportedconsumption (if available), otherwise shown as 0 %. Figures far below 100 % might indicate that the true fleet of vehicles islower than reported, alternatively that vehicles reported as trucks or buses are light/medium duty vehicles. Bulgaria plans tobuild 18 more CNGs tations, of which 15 of those will be private stations. As in November 2008, 146,235 NGVs consist ofjeeps, cars and minuses plus 12,000 taxis, 25,773 auto-rickshaws, and heavy-duty buses have been registered in Bangladesh.About 30-50,000 more (including converted trucks) are still to be registered. From 146,235 vehicels, about 41,000 NGVswere imported as either OEM or retrofitted NGVs. In the other vehicles section, Czech Rep.ublic has 19 forklifts and 2 iceresurfacers, New Zealand has 6 tractors, 3 motorbikes, 12 motorcaravans, and 16 forklifts. China has 20,000 NG trucks and"other" types of vehicles. Italy has 3,5000 HD NGVs, of which around 2/3 are buses and 1/3 consist of trucks. In 2009, moremethane daughter refueling stations will be constructed in 21 new cities. Currently, already 58 cities have NG refuelling facilitiesof which 16 cities have connection to the natural gas pipelines. Switzerland has 100 NG forklifts. Twenty-one public refuellingstations are planned to be built. Singapore has 2,444 private bi-fuel cars plus 978 taxis by Febraury 2009. As of December2008, the Netherlands plans to build 31 CNG stations in various provinces and 30 more will be built by private sector in 2009.Additionally, 1 public LNG station is planned to be constructed in 2009. Russia has 3 forklifts, 15 tractors, and 2 locomotivespowered by NG. Already including in Russian's total NG stations are 2 public and 1 private LNG stations.Of the total 33 stations, United Kingdom has 1 LCNG public refuelling station, 10 public and 8 private stations. The rest are CNG stations (oneopen for public). According to the early 2009 plan, 3 CNG stations would be closed soon.
