August 30, 1954) is an

Indian Lawyer and

Politician, Deputy Leader

of Opposition in the Rajya

Sabha, belonging to the

Bharatiya Janata Party

(BJP) and a distinguished

Senior Advocate at the

Supreme Court of India.

He represents Bihar in the

Rajya Sabha, the upper

house of the Parliament of

India. He held the position

of Minister of State in the

Ministry of Coal and

Mines, the Ministry of Law

and Justice, and the

Ministry of Information

and Broadcasting during

the National Democratic

Alliance government under

the leadership of Prime

Minister Atal Bihari

Vajpayee. He has been

elected to the Rajya Sabha

for the 3rd term from his

native home state Bihar.

Prasad was born into a

prominent family of Patna,

Bihar. His father Thakur

Prasad was a Senior

Advocate at the Patna High

Court and one of the

founders of the Jan Sangh,

LLB degrees from Patna

Maya Shankar on February

Political careerPrasad has held several

national-level assignments

in the youth wing and the

main party organisation of

the BJP. He became a

Member of Parliament in

2000 and became the

Minister of State (Coal and

Mines) in 2001 under

Prime Minister A.B.

Vajpayee. Soon after taking

over, Prasad accelerated

the reforms process in the

mining and coal sectors.

Prasad was given the

additional charge of

Minister of State in the

Ministry of Law and

Justice in July 2002.

Within a fortnight he had

prepared a bill amending

the Representation of

People Act. He sped up the

process of fast-track courts.

As Minister of

Information and

Broadcasting he initiated

reforms in the radio, televi-

sion and animation sectors.

He helped establish Goaas

the location of the

International Film Festival

of India. In April 2002, he

led the Indian delegation to

the Non-Aligned

Movement's ministerial

meet in Durban, South

Africa. Later he met Yasser

Arafat in Ramallah as a

member of a Non-Aligned

delegation to express soli-

darity with him. He led the

Indian delegation to the

Commonwealth Law

Minister Summit in Saint

Vincent and the

Grenadines. He has led the

Indian delegation to film

festivals in Cannes,Venice

and London.

Since 1995 Prasad has

been a member of BJP

National Executive, the

party's top policymaking

body. Recently, he oversaw

the party's efforts in the

Uttarakhand Assembly

Elections.

Prasad became a nation-

al spokesperson of the BJP

in 2006 and was elected to

the Rajya Sabha from

Bihar in the same year. He

was appointed as the Chief

National Spokesperson of

the BJP in 2007.

N o t w i t h s t a n d i n gBangladeshi security forces'crackdown on separatist out-fits from India's northeast,their camps still exist inBangladesh, Tripura ChiefMinister Manik Sarkar saidhere Friday.

"At present, there areabout 20-22 camps belongingto Tripura militants in variousparts of Bangladesh," Sarkarsaid while addressing theBorder Security Force (BSF)personnel at the Silacharicamp, 125 km from the statecapital Agartala.

He said the militants ofvarious separatist outfits ofthe northeast region go to theneighbouring country fortraining and come back tocarry out violent activities inthe region. "Taking advantageof the hilly terrain, thickforests and unfenced border,northeast militants trained inthe Bangladesh camps crossover into Indian territory.Some people from India arehelping the extremists tounleash violence," the chiefminister said.

Sarkar, accompanied bysenior BSF, Tripura StateRifles (TSR) and administra-tion officials, visited remote

bordering areas of the stateand held talks with the securi-ty personnel and local vil-lagers.

Demanding deployment ofmore BSF troopers along theIndia-Bangladesh border,Sarkar, who holds the homeportfolio, urged the people,BSF and TSR personnel towork in coordination to curbthe terrorism in the northeast-ern state.

He said that someNational Liberation Front ofTripura (NLFT) extremists,led by Suren Debbarma, were

trying to enter into the statefrom Bangladesh to createtroubles before the assemblyelections, scheduled to beheld in February next year.

The chief minister direct-ed the BSF to strengthen theirvigil along the 856-km India-Bangladesh border in Tripurato foil the attempt of theextremists to sneak into theIndian territory.

Sarkar said the outlawedmilitants were giving sloganof "Swadhin Tripura" (inde-pendent Tripura). "Swadhinfor whom and whichSwadhinta (independence),"he asked, adding that due toterrorism developmentalwork has been badly affectedin the remote and tribal-dom-inated areas.

"Since 1988 assemblypolls, ahead of every election,the militants have been con-ducted violence killing manyinnocent people. However,this time the security forcesare all set to deal with anyeventuality," the chief minis-ter added.

Karnataka was on Fridaydirected by the CauveryMonitoring Committee torelease to Tamil Nadu 12TMC (thousand millioncubic) feet of Cauvery riverwater during December.Expressing disappointment atthe CMC's order, KarnatakaChief Minister JagadishShettar said in New Delhi thatthe state will appeal against itto the Supreme Court, onwhose directive the commit-tee met in the national capitalon Friday.

Shettar, who had met cen-tral Water Resources MinisterHarish Rawat and told himthat Karnataka was in noposition to release water tothe neighbouring state, alsosaid that his government willappeal to the Cauvery River

Authority (CRA) to nullifythe CMC order.

The CRA is headed by thePrime Minister and comprisesChief Ministers of Karnataka,Tamil Nadu, Kerala andPuducherry. The three statesand the union territory have toshare waters of the Cauveryriver, which raises in

Karnataka and flows into Bayof Bengal after traversing800kms though the threestates and Puducherry.

Karnataka WaterResources Minister BasavarajBommai, who is also in NewDelhi, told reporters that theCMC has not taken theground reality into considera-

tion while deciding the waterneeds of the two states.

The CMC is made up ofcentral water resources secre-tary and chief secretaries ofthe three states andPuducherry.

Karnataka has been argu-ing that the water storage atKrishnaraja Sagar (KRS)reservoir in the state is only21 TMC feet which isrequired to meet the state'sirrigation and drinking needs,including that of Bangalore,which heavily depends onCauvery water for drinkingpurpose. Karnataka hasdeclared 156 taluks or rev-enue subdivisions out of 176taluks as drought followingfailure of monsoon this year.Of these 45 taluks are in thestate's Cauvery belt.

GUWAHATI: US ambas-sador to India Nancy J Powellis impressed by the Assamgovernment's bid to usedevelopment to bring peace tothe state. She said chief min-ister Tarun Gogoi's approachin this area is an encouragingsign.

Powell was here to inau-gurate the American BusinessCentre and also to facilitateUS companies to invest inAssam. "I feel using develop-ment and education as a toolto resolve crisis in the north-east is a good approach," shesaid, while interacting with agroup of journalists onFriday.

She, however, identifiedsecurity as an area that needto be addressed. "I have come

to Assam after many years,and I have seen a lot ofchanges and improvement.But American business dele-gates have to assess theground situation for invest-ment here. We are only facili-tating US companies. But Ifeel the education scenarioand human capital is now out-standing in the northeast."Powell said India and the USshould work together to fightglobal terror. "The US andIndia are victims of terrorism.Be it Mumbai, New York orthe northeast, we have experi-enced the problem," she said,adding the US does notbelieve in the use of violencefor resolving any problem.On the controversial ArmedForces (Special Powers) Act

Saying incidences ofhuman rights abuses do notcome to the fore in manycountries, she added, "InIndia, reports on human rightsviolations are published by

the country's free media,because, like the US, Indiaalso believes in democracyand the system allows thepeople to air their griev-ances."

She said the US is againstany kind of human rights vio-lation. Powell added that bio-diversity is an asset for thenortheast and the region hasimmense tourism potential."Besides biodiversity, artisansand weavers can also attractattention of Americantourists. As tourism is a verycompetitive area, the north-east has to market it well andshow its hospitality," she said.With regard to travel advi-sories to US citizens visitingthe region, US consul generalDean R Thompson, who
