President’s LetterHappy New Year and welcome to 2013. We have survived another presidential election, the end of the Mayan Calendar and the fiscal cliff. All of these were headline stories in the news for months, most of it negative. I wish the New Year to be a positive and productive year for all of OCAPL’s membership. With just over 1700 members to serve,I am honored to be President of OCAPL for 2013.

I would like to personally thank all of the members that serve as officers and on committee’s for OCAPL. It is their dedication and hard work that runs all of the events and services OCAPL provides for its membership. It is a thankless job at times and yet they still serve, thank you again. We strive to provide the best service and act in the best interest of our organization at all times.

If anyone would be interested in being a mentor, please contact Larry Patrick at Devon Energy or Steve Long, OU/EM advisor.

We had our first CPL luncheon on Monday, January 7, 2013, with Monty Barnhill, who gave an excellent ethics presentation to a full house at the Petroleum Club. Later that night we had our first Monday Night meeting with our usual January social meeting that was also well attended at the History Center. I look forward to serving OCAPL and our membership this year and hope to see everyone at our February meeting.

Director’s ReportAAPL’s Quarterly Board Meeting was held Sunday, December 2, 2012 at the Broadmoor in Colorado Springs, Colorado. Thirty-three Directors and twenty Committee Chairs filed reports updating their business since the last quarterly meeting.

The Executive Committee, including all officers and the immediate past president as well as the Executive Vice-President, gave reports directly to the attendees. The following are a number of salient issues brought forth and discussed.

• Legislative:Ohio remains a hot issue in that their governor desires to register landmen through the Real Estate Commission, a part of the Department of Commerce. AAPL is addressing similar legislation on other fronts. We will submit a recommendation to the Ohio Department of Commerce prior to legislative action in an effort to fend off licensing without considerable input from our professional organizations beginning with the AAPL.

• Public Relations/Governmental Task Force:To date AAPL’s efforts to combat negative legislation and media have been reactive rather than proactive and has fallen on the shoulders of a volunteer committee chairman. One consideration is whether or not AAPL should create a full time staff position to help pool resources with other trade associations. This would be a major step and not undertaken without considerable deliberation of all pros and cons.

• Media Relations:Since September AAPL has favorable press published in The Holdenville Tribune profiling AAPL Lifetime Achievement award winner Charles Stanford. Fort Worth Star-Telegram highlighted AAPL’s recent membership growth and achievement. A letter was written to the editor of

The Times Reporter from former AAPL director Joseph Haas speaking out against licensing in Ohio. Recognition for Jim Dewbre, Randy Browne and Matt Smith for the Business Journal’s 2012 “Who’s Who in Energy”, an annual list of the industry’s leaders. Also,

AAPL was chosen as 2012 Association of the year by The Energy Advocates All were highlights of the positive media exposure the industry is bringing forth..

• Financials:Treasurer’s report for period ending September 30, 2012 cited the Balance Sheet compared to September 30, 2011 increased 30.3% to $25,049,320. A change of $5,826,930.

• Winter NAPE Expo:The 20th Anniversary, is coming up February 5-8. TheFeatured speaker is Gordon Brown former Prime Minister of the United Kingdom. Brown is widely credited with preventing a second great depression through his negotiation of the global deal at the London Summit. Our first regional Expo NAPE East is scheduled to be held in Pittsburg April 10-12.

• Standards of Practice:Presented to you by e-mail in November, AAPL wrote an open letter to landmen that were members of AAPL addressing the practice of buying and selling ownership and title reports developed while under the employ of a client and/or company. This practice violates AAPL’s and OCAPL’s Code of Ethics and we stand firmly against any practice that would interfere with the integrity of the land profession. This was followed by distribution to OCAPL members whether AAPL members or not.

• Membership:AAPL total is now17,700

• 2013 Annual Meeting:June Washington, D.C. June 3-5

Respectfully submitted,Kent Loeffler, CPLRegion VI Director
