Past, Present & FutureThe Airport was first built in the 1940’s by the military. Okeechobee County Airport was thencalled Conner’s Field. In 1947, the airport was turned over to the County and has sincebeen used as a Public General Aviation Airport. Present and Future obligations include:

Provide a safe, well-maintained facility to serve the current and future business andgeneral aviation needs of Okeechobee County and State of Florida.

Promote aeronautical and industrial business that will enhance the local economy.

Renovate, upgrade and improve the Airport’s infrastructure and equipment.

Assure that the Airport is in full compliance with applicable Federal AviationAdministration (FAA) and Florida Department of Transportation - Aviation (FDOT)regulations, Grant Assurances, and Florida Statutes.

Expand the availability of private and county owned hangars and buildings.

Airport & Industrial Park Facilities & EquipmentAIRPORT - Two Active Runways (RW)RW 5-23 - Primary runway – 5,000 ft. – Equipped with LightingRW 14-32 - Crosswind runway – 4,000 ft. – Visual runway onlyTERMINAL BUILDING - 4500 Square foot building that houses the Fixed Base Operator (FBO), Airport Personnel Offices, Public Restrooms and Restaurant.COUNTY OWNED HANGARS - 10 T-Hangars / 6 Box Hangars BUSINESS / PRIVATE OWNED HANGARSCurrently seven (7) hangars - Land Leases with Okeechobee County.FUEL FARM - 12,000 gallon Jet A tank, 12,000 gallon AvGas tank and 3,000 gallon truck to refuel jet aircraft that cannot get to the Fuel Farm location. Stone) & 2570 NW 16TH Blvd. (F/K/A Wooley’s Sheds) These buildings are currently being evaluated and renovated for lease or sale options.BUSINESSESCurrently nine (9) active businesses - Land Leases with Okeechobee County.

Revenue Generation and Importance of Grant FundingRevenues are received from:

T & Box Hangars Airport & Industrial Park Land Leases Fuel Flowage Fee County Owned Ind. Park Building Transportation Trust Fund - BOCC

Capital Project Funding from FAA & FDOT Grant Funding from the FAA and FDOT-Aviation have been and are instrumental toassist in the cost of construction projects. Funding is available and the AirportManager works with the Airport Consultant to develop annual and five yearprojection of project needs.

General funding participation is listed below. Funding obligations are determined by theparticipation of the Department or Special Grants Available.(i.e. Stimulus programs, security, economic development projects)

FAA – 90% (Previously 95%)FDOT: Provides up to one-half of local share when federal funding is available.

(Example: FAA provides 90%, FDOT 5%, County 5%)When no federal funding is available, FDOT provides up to 80% of project.

(Examples: FDOT: 80%, County 20%) *Due to area of economic critical concern 100% fundedEXAMPLES OF FUNDED PROJECTS IN THE PAST SEVEN YEARS

*Taxiway A & C Rehabilitation – 2 Million – 100% funded (90% FAA – 10% FDOT)*Taxiway A West Extension Design – $95,000 - 100% FDOT funded

*Airfield Cleaning and Stripping – $65,000 - 100% FDOT funded*Security Upgrade - $180,000 – 100% FDOT funded 5

Fiscal Year 15/16 Accomplishments Staff - Hired, Trained and Supervised TDC Coordinator

Leases – Prepared and processed all renewal leases. Developed and received BOCC approval of New Hangar, Short Term and Tenant Incentive Policy.

Developed Inter-Department Airport Task Management Document to keepCounty Administrator advised of projects and Accounts Payable Actual Reportfor department expenditures.

Security System Upgrade – Worked with CIP and Consultant Engineer for completion of the Airport Gate and Camera System. Processed all reimbursement documents to FDOT for 100% reimbursement of the$180,000 project.

Tenant Security System Policy – Developed application for Tenant Access Badgesystem per FAA and FDOT safety requirements. Prepared badges andinformed tenants of access procedures.

Terminal Building – Continued renovation of building to include: Parking Lot stripping, contracted cleaning service, Roof cleaning, Landscaping upgrade,Building Painting, Signage and work with CIP for window upgrade and addition to Terminal Building for Restaurant expansion.

Fiscal Year 15/16 Accomplishments (continued) Economic Impact Study – Worked with County Administrator and AVCON –

Airport Consultant and Okeechobee Legislative Lobbyist to complete anOkeechobee County Economic Impact Study documenting the adverse effects ofthe Airport Wetlands issues to present to the Florida Legislative Delegation.

Airport Master Plan and Wetlands Mitigation – Worked with County Administrator,County Staff, AVCON, FAA, FDOT and SFWMD for development andimplementation of the current Plan to redevelop the ALP (Airport Layout Plan) inorder to address issues and get Airport back in the FAA and FDOT funding cycle for improvements to the Airport. Continued work with County Administrator, staffand consultants to purchase land to mitigate wetlands off Airport property.

Marketing, Promotions and Networking – Worked with TDC Coordinator todevelop web-site and domains for TDC, Airport and other departments. Attendedand hosted quarterly Regional Airport Meetings. Completed Airport LeadershipProgram sponsored by FDOT-Aviation. Served on FDOT Airport SustainabilityCommittee. Attended NBAA (National Business Aviation Assc.) and FAC (FloridaAirports Council) Annual Conference, Okeechobee EDC Monthly meetings andwill attend the Treasure Coast Economic Development Summit in October.

Fiscal Year 16/17 Goals Terminal Building – Continued renovation of building to include: Landscaping

upgrade, Signage and work with CIP for window upgrade and addition toTerminal Building for Restaurant expansion.

Capital Improvement Projects – Finalize and complete plan for the 2455 NW16TH Blvd. (Adv. Stone) & 2570 NW 16TH Blvd. (Wooley’s Sheds) buildings. Completion of the Terminal Building windows and Restaurant expansion.
