BACKGROUND Following the success of the two previous biennial Oil and Gas Law conferences
in 2015 and 2017 the St Augustine Faculty of Law is pleased to announce that the
3rd Biennial Oil and Gas Law Conference will be hosted at the Hilton Hotel and
Conference Centre Trinidad, from March 27th- 29th 2019. This year we are pleased to
collaborate with the Just Transition Initiative.
The theme for this year’s conference is ‘The Relevance of Renewable Energy in the
Caribbean’. Topics will include oil and gas law contract re-negotiation, taxation,
environmental justice and energy issues in transitioning to a greener economy.
Several major oil companies, Universities and the MEEI have collaborated with the
UWI to host this conference. Keynote speakers include Vonda Brunsting, Programme
Manager of The Just Transition Project at Harvard Kennedy School, Harvard University,
US; Professor Raphael Heffron, Centre for Energy, Petroleum, Mineral Law & Policy,
University of Dundee, UK and Visiting Professor at Oxford University; and Kevin
Ramnarine, Strategic Energy Adviser, Former Minister of Energy, Trinidad and Tobago.
This conference and workshop is extremely important to the Faculty and one that we
believe will have a regional appeal. It is also in line with the strategic plan and mission
of the UWI to advance education and create knowledge in order to support the
development of the Caribbean region and beyond.

In 2017, alongside several other scholars, we formed the Just Transition Initiative. The aim of this initiative was to create a space for interdisciplinary dialogue, collaboration and research output on the Just Transition to a Low-Carbon Economy. The reasoning behind this is the shared belief that whatever topic we focus on in
our research, we all have the same long-term goal of a low-carbon economy.
Our initiative involves already within the first few years, support from several universities and institutions across the world which includes: the Centre for Energy, Petroleum, Mineral Law and Policy (CEPMLP), University of Dundee (UK); University of Coventry (UK), University of Michigan (US); the University of Connecticut (US); Monash University (Australia); the Tilburg Institute for Law, Technology, and Society (TILT), Tilburg University (the Netherlands); University of West Indies (TT), Queen Mary University of London (UK); the University of St. Andrews (UK); the UK Energy Research Centre (UKERC) and the European Commission (via a Jean Monnet Professorship awarded to Professor Raphael Heffron). The inaugural event was held in Edinburgh in March 2018, and it is great to partner with an on-going event and
broaden the network here in Trinidad.
Overall the issue of a just transition to a low-carbon economy is receiving significant attention internationally. There have been two major developments over the past year and these will accelerate a research agenda across the world on the just transition. The first is that the UN have recently established a research group on the just transition, and this growing group will aid in communicating the message internationally. The second development is the recent inclusion of the ‘just transition’ in the text – communiqué- issued after the last G7 talks where these countries confirmed they would “ … ensure (ing) a just transition, including increasing efforts to mobilize climate finance from a wide variety of sources.” Both these developments follow the earlier mention of the ‘just transition’ in the Paris COP21 preamble. It is clear the just transition has reached international and national policy circles and this will only continue, and our Just Transition Initiative aims to be at the forefront of the
societal just transition shift to a low-carbon based economy.
