NOTICE OF MOTION

On the Motion of Council that the following amendments be made to the Objects and Rules of the Association.1. Amend Rule IIa with effect from the first day of January 1992 by

(a) Re-numbering it Rule IIA

(b) Deleting the amount "$10.00" in Sub-Rule (1) and inserting in its stead the amount of "$20.00".(c) Deleting in Sub-Rule (2) the amounts of "$360.00", "$35.00" and "$30.00" and inserting in their stead the

amounts "$500.00", "$50.00" and "$45.00" respectively.

2. Delete Rule IIb but subject to the proviso that until the first day of January 1992 the provisions of the existing rule IIbSub-Rules (3), (4), (5), (8) and (9) shall continue to have effect and the provision of the new Rule IIB, Sub-Rules (1) (c) and(d) below shall not have effect until the first day of January 1992 and insert in its stead the following new rule.

(1) Subject to Sub-Rules (2) and (3) hereof :-(a) A Life Member upon payment of such amount as Council may from time to time determine shall be entitled to

receive one Gold Life Member's Badge. If he should elect not to pay such amount he shall receive each year amembership badge in lieu of the Gold Life Member's Badge. He shall receive annually one Member's GuestBadge.

(b) A Member who has paid all subscriptions and other moneys due to the Association from him shall receive annuallya Member's Badge and one Member's Guest Badge.

(c) Upon payment of the sum of $25.00 a Memlier shall be entitled to receive in any one year one additional Member'sGuest Badge.

(d) A person under the age of 18 years may on payment of the sum of $20.00 purchase a Junior Ticket.(e) A Life Member's Gold Badge or a Member's Badge is personal to the Member to whom it is issued and the Member

shall not permit any other person to use it for any purpose whatsoever.(f) A Member may permit any person to use a Member's Guest Badge issued to him provided that not more than one

person may use the same badge on any one day.

(g) Junior Tickets are personal to the person in whose name they are issued and such a ticket shall not betransferable.

(h) A person whom a Member has duly permitted to use a Member's Guest Badge shall be entitled to free admission tothe Association's Grounds and Grandstands during shows or exhibitions held by the Association.

(i) A person to whom a Junior Ticket has been issued shall be entitled to free admission to the Association's Groundsand Grandstands during shows and exhibitions held by the Association and to such reduced entry fees at showsor exhibitions conducted by the Association as Council may from time to time determine.

(j) Any person who at anytime has a badge or ticket issued under the authority of this Rule in his possession upon theAssociation's Grounds shall upon request produce it to any Member of the Council or any officer of the Associationexpressly or impliedly authorised by the Council so to request it.

(k) If any person shall attempt to use a badge or ticket issued under the authority of this rule for any purpose whichconstitutes a breach of these Rules that badge or ticket shall be forfeited to the Association and the Memberconcerned shall cease to be a Member of the Association unless he established to the satisfaction of Council thatsuch badge or ticket was used or was attempted to be used without his knowledge and consent.

(2) The Director, Assistant Director or any officer or employee of the Association authorised or directed by either of them so todo may require any person seeking admission to the grounds of the Association under the authority of this rule to provideevidence of identity, place of residence and age and to furnish his signature on any form used by the Association for thatpurpose. Any person refusing to comply with any such requirement may be refused entry to the grounds and any badgeor ticket held, produced or purchased by him may be retained by the Director, Assistant Director or such officer oremployee.

(3) The provisions of this rule shall not entitle any person who has been forbidden by or under the authority of Council to enterupon the grounds of the Association or any part thereof to enter or remain on the grounds or that part contrary to suchprohibition whether or not such person has paid money to the Association to obtain any badge, ticket or otherauthority to enter.

ANNUAL REPORT OF THE COUNCIL

FOR THE YEAR ENDED 31ST DECEMBER, 1990

TO THE MEMBERS OF THE ROYAL NATIONAL AGRICULTURAL AND INDUSTRIAL ASSOCIATION OF QUEENSLAND.

Ladies and Gentlemen,

It is with pleasure that I present to you on behalf of the Council, the Annuual Report and Financial Accounts for the year ended 31stDecember, 1990.

This has been a very successful year for the Royal National Association. The attendance of 874,920 was the second highest on record, and thequality of the Show, one of the best. I would like to thank our members for their continued support of our Show which undoubtedly must be recognisedas one of the best in Australia and certainly a fine example of what Queenslanders can do and produce.

We are still concerned about our shortage of stalls for various animals and can assure our exhibitors that we are doing all in our power to rectifythis. We have been fortunate in purchasing three large roof structures from the Expo Fun Park and these should be in place on the site that is the PrimeBeef Cattle Yards in time for our 1991 Show and should considerably help the Horse and Beef Cattle Sections.

This year the Animal Nursery was relocated to a new building in the Industrial Area which provided-a- larger area for exhibits and also greaterpublic comfort. As a consequence of this change, we were able to relocate both the Deer and Expo Pig displays which resulted in some easing of theaccommodation situation within the Stud Beef Cattle Section. The housing of the Dairy Goats in a suitable area is still causing concern and we areendeavouring to find a satisfactory solution to this problem.

I would like to place on record our appreciation to the State Government of Queensland for the subsidy which is provided on Capital Workswhich is so vital to the Association's efforts in providing a high standard of buildings and facilities for the public.

His Excellency the Governor-General of Australia, The Honourable Bill Hayden AC, performed the Official Opening of the 1990 Show. TheGuard of Honour and the Band were provided by courtesy of the First Military District. To add to the splendour of the occasion, Their Excellenciesarrived at the Official Opening in a horse drawn landau escorted by a mounted escort provided by the Queensland Mounted Police.

In 1990, the Producer of the Year Award featured the Wool Industry. The Dairy Herd Improvement Competition was also held as well as a newcompetition for Fish Management Groups which was made possible by the sponsorship of the National Australia Bank. Field days were held andprovided an important way of passing on to others the benefits of practical achievements of past competition winners.

We express our appreciation to the State Department of Primary Industries fortheir assistance in the provision of judges, to the National AustraliaBank for their sponsorship of the new Fish Management Group Competition and the Commonwealth Development Bank of Australia for theirassistance in the holding of field days.

FINANCIAL STATEMENT

The Association has been able to maintain a sound financial position despite the difficult economic conditions which currently prevail in thecommunity. Undoubtedly, the fact that the Association has been able to rent out many of its buildings and facilities throughout the year has greatlycontributed to this situation.

The attached Financial Accounts show that revenue for the year was $8,040,813 while expenditure (including transfers to provisions and reserves), and items other than those of a capital nature was $6,978,443 with a resultant net surplus of $1,062,370.

This will enable the Association to proceed with work to improve facilities for the benefit of both members of the public and also exhibitors. Aconsiderable amount of maintenance will also be undertaken over the next twelve months, necessary as a result of the nature of a number of oldbuildings on the grounds.

PERSONNEL OF COUNCIL

At the first Council Meeting following the Annual General Meeting, Mr T.G. Matthews, OBE was re-appointed as Honorary Treasurer and amember of the Finance and Management Committee, Messrs W.K. Bryce, BEM, A.G.F. Warby and E.G. Wilson were also appointed to membership ofthe Finance and Management Committee. The President and Vice-Presidents are ex-officio members of this Committee.

In accordance with the Objects and Rules, the following members of Council have retired and as no other nominations have been received, thesegentlemen will be declared re-elected at the Annual General Meeting.

APPRECIATION

The success achieved by the show in 1990 only occurred as the result of the involvement of very many people and organisations. I would like to

record my Council's appreciation of the efforts of the Exhibitors, Judges, Honorary Council Stewards, Honorary Stewards and personnel from the

Queensland Fire Services, Queensland Police, State Government and Brisbane City Council departments, all of whom provided so much for theoverall success of the Show.

May I place on record my Council's appreciation of the Director, Assistant Director and staff of the Association for their loyal and willing servicethroughout the year in the implementation of the Council's policy.

Finally may I express to my fellow Councillors my sincere appreciation of their loyal support and great dedicated tireless work during this mostchallenging, but satisfying year.

NOTE 1 THE ASSOCIATION

The Royal National Agricultural and Industrial Association of Queensland is a body corporate, incorporated under the"Royal National Agricultural and Industrial Association of Queensland Act 1971"

NOTE 2 STATEMENT OF ACCOUNTING POLICIES

The significant Accounting Policies adopted in the preparation of the Accounts are summarisedas folows:-

(i) These Accounts have been prepared in accordance with Conventional Historical Cost Principles and do notpurport to disclose the current value of the Association's Assets.

(ii) Depreciation has been provided on all Fixed Assets excluding freehold land, at a rate which reflects theexpected economic life of the Asset.

(iii) Income Tax - The nature of the Association's activities do not render it liable for Income Tax and it is anexempt body under Section 23(h) (of the Income Tax Act).

(iv) Income and Expenditure have been brought to account on an accruals basis.(v) Subsidies receivable in respect of works programme are credited to the cost of that particular job and in the

case of Capital Works the net cost only is capitalised.(vi) The Association, in order to provide a reserve against losses of gate takings due to inclement weather in a

particular year appropriates certain surpluses to the Rain Protection Reserve.
