On the occasion of the approaching ten years’ anniversary,
2011 IESD Board Meeting has been successfully held in
Beijing on Nov.16th. Prof. WANG Guangtao, Chairman
of Environment and Resource Protection Committee of
NPCC and Chairman of IESD Board, Prof. WAN Gang,
Minister of Ministry of Science and Technology of China
(MoST), Mr. Achim Steiner, Under-Secretary-General
of United Nations and Executive Director of UNEP, Mr.
ZHENG Guoguang, Administrator of China Meteorological
Administration (CMA), Prof. XU Jianmin, China's National
Satellite Meteorological Center, Dr. Young-Woo Park,
Regional Director and
Representative for Asia
and the Pacific of UNEP,
Prof. PEI Gang, President

At the meeting, the IESD
2011 Annual Report and

approved. Besides, the
Cooperation Agreement
b e t w e e n M o S T a n d
UNEP, CMA and Tongji
University, UNEP and
Tongji were signed during
the meeting.

The Sino-European Academic Symposium
on Climate Change and Energy Efficiency &
Awarding Ceremony of First "Klaus Töpfer
Environment Innovation Competition”
Chongqing University, Dong Hua University, Liaoning
University, Lanzhou Jiaotong University and Shan Dong
University received the first "Klaus Töpfer Environment
Innovation Award". The new Klaus Töpfer Environment
Innovation Award underlines once more our conviction that
environment protection
and the struggle against
climate change can only
be achieved by our joint
effort. This competition
will be annually held in
IESD.
T h i s s y m p o s i u m a n d
competition provided an
open platform for young
generations to brainstorm
o n e n v i r o n m e n t a n d
sustainable development. The experts expressed their
hopes for the innovation progress in China and Europe and
underlined the important role of the young researchers.
On Nov.14, 2011,the Sino-European Academic
Symposium on Climate Change and Energy
Efficiency in China, co-organized by IESD and
German Consulate General in Shanghai, was
held successfully held in Tongji
University . At the symposium,

National Development and Research
C o m m i t t e e ( N D R C ) d i s c u s s e d
with German and French experts.
The French expert Prof. Laurence
Tubiana, Director of the Institute
for Sustainable Development and
International Relations (IDDRI)
in Paris and German Expert Dr. Felix Matthes,
Research coordinator for Energy and Climate
Policy, Öko-Institut in Berlin participated in the
symposium. Experts from the Tongji University
include Prof. Zhu Dajian, Fellow Professor of
IESD, Prof. Zhang Xu, Director of Heating, Air
Conditioning and Gas Institute Sowie delivered
keynote speeches. Prof. LI Fengting, Vice Dean of
IESD chaired the symposium.
Meanwhile, the Awarding Ceremony of First "Klaus
Töpfer Environment Innovation Competition”,

General in Shanghai, was also launched in the
symposium. It was sponsored by Hainan Yijing
Environment Protection Co., Ltd. Postgraduate
and bachelor students of Tongji University,

On Nov.24th, the MOU on Eco-Chongming Island Construction and Development was signed between the
United Nations Environment Programme (UNEP) and the Science and Technology Commission of Shanghai
Municipality (STCSM). Mr. SHEN Xiaoming, Vice Mayor of Shanghai Municipality attended the signing ceremony
and delivered his welcome address. Ms. Tomoko Nishimoto, Director of Division of Regional Cooperation of UNEP
and Mr. LU Xiaochun, Deputy Director of STCSM signed the MOU on behalf of each side. Mr. WANG Zhijia,
Special Coordinator of UNEP, Mr. David Osborn, Coordinator for Ecosystem Management Programme of UNEP,
Mr. ZHANG Shigang, Director of UNEP China Office, Prof. LI Fengting, Vice Dean of UNEP-Tongji Institute
of Environment for Sustainable Development (IESD) and representatives from STCSM, Chongming County
Government, Chongming Science and Technology Promotion Center attended the ceremony.

Agreement on Eco-Chongming Island
Construction and Development was
signed between the United Nations
Environment Programme (UNEP) and
Tongji University. Prof. WU Jiang, Vice

attended the signing ceremony.
Under the framework of this Cooperative
Agreement, UNEP and Tongji University
have agreed to reinforce collaboration to
promote the ecological and sustainable
development of eco-Chongming Island
through the platform of IESD.
Under the framework of this Memorandum, UNEP and STCSM have agreed to facilitate collaboration between the Parties
to promote the medium and long-term construction and development of eco-Chongming island through the platform
of IESD. Both parties will jointly establish an international expert committee to provide consultancy for the policy and
technical issues encountered during the development of eco- Chongming island, and make it a demonstration base for
other similar regions. In addition, UNEP and STCSM have agreed to jointly organize an international forum on eco-

communication on the eco-Chongming Island development and promote its ecological and sustainable development.
UNEP has a 15-year’s close cooperation with Shanghai Municipal Government. In 2007, Mr. Achim Steiner, Executive
Director of UNEP, was appointed as consultant of Shanghai Government and provided strategic guidance for the
host of Shanghai World Expo and for the development of Eco-
Chongming. In 2010, both parties co-hosted the 2nd Chongming
Eco-island Forum in UN Pavilion of Shanghai Expo. As one of the
significant outcomes, the Environmental Assessment Report on
Expo has been published during the World Expo. On the meetings
between Mr. Achim Steiner and Mr. HAN Zheng, Mayor of
Shanghai and Mr. SHEN Xiaoming, Vice Mayor of Shanghai, they
reached consensus to promote Eco-Chongming development and
build it to be a benchmark for the low-carbon development.
