I hereby give My Sanction to the amend-
ments to a part of the Ordinance regarding the
Regulations governing the officialorganization of
the Ministry of Finance and cause the same to be
promulgated.

Article 1. A part of the Ordinance regarding the
Regulations governing the officialorganization
of the Minstry of Finance shall be amended
as follows:
In Article 9, Paragraph 1, regarding the
number of secretaries of the Ministry of
Finance, " 43 full-time " shall read " 44 full-
time "; "225 full-time " to " 232 full-time ";
and in the same Article, regarding the number
of technical officialsof the Ministry of Finance,
" 10 full-time" shall read " 13 full-time."
Article 2. A part of the Ordinance regarding the
appointment of the temporary personnel of
the Ministry of Finance shall be amended as
follows:
In Article 1, regarding the number of
secretaries in the Ministry of Finance, " 66
full-time" shall read "77 full-time"; "200
full-time" to "230 full-time"; and in the
same Article, regarding the number of tech-
nical officialsof the Ministry of Finance, " 6
full-time " shall be amended as " 7 full-time."
In Article 2, regarding the number of
secretaries in the Ministry of Finance, " 768
full-time " shall read " 792 full-time."
Supplementary Provision:
The presentOrdinance shallcome into force
as from the day ofitspromulgation.

We hereby enact the Regulations for the
Enforcement of the Ordinance Prohibiting Pos-
session of Firearms and Other Weapons as follows:
The Regulations for the Enforcement of
the Ordinance Prohibiting Possession
of Firearms and other Weapons
Article 1. The scope of firearms and other
weapons shall be determined in accordance
with Art. 1, Para. 2 of the Ordinance Pro-
hibiting Possession of Firearms and Other
Weapons (hereinafter called the Ordinance)
as follows:
1. The "firearms" are the powder-
charged firearms that have the function of
firing a bullet.
2. The explosives are the low and high
explosives, and priming materials manufac-
tured at the Army and Navy for the combat
purposes by order of the Army and Navy
authorities.
a. Low explosives are such as taijoyaku
(lamellar powder), chujoyaku (cordite), and
koyaku (propellant).
b. High explosives are such as Oshoku-
yaku (picric acid), chakatsuyaku (trinitro-
toluol), myoayaku (tetranitro-methylaniline)
heineiyaku (trinitro-phenethol), onayaku (mix-
ture of niclic acid and dinitro-naphthaler
angwayaku (mixture of ammonium nitrate
trimethylen trinitramine and nitro guanidine)
shotoyaku (mixture of ammonium nitrate anc
trinitrotoluol), shouyaku (trimethylen trinitra

mine), entoyaku (mixture of potassium chlo-
rate and dimitrotoluol),and otsuyaku (bursting
explosives),
c. Priming materials are such as rifle
cartridge, blank cartridge, cartridge, shell
containing low or high explosives,submarine
mine, military mine, detonator, shell fuse,
primer, tube, bomb, hand grenade, incendiary
bomb, signal bomb, smoke shell, and flare
bomb.
3. The '"swords" are such swords,
dirks or daggers with blades longer than .5sun,
or spears, or halberds.
Article 2. Any person who desiresto obtain the
permission -as specified in each number of
Para. 1, Article1 of the Ordinance must apply
to the Prefectural Governor of their dwelling
places on depicting the following items by
'letter:
1. The domicile, address, profession,
name (or the title,the address of the main
office,and the name and address of the repre-
sentative in case of a juridical person) and
the date of birth.
2. The grounds to retain such weapons.
3. The type and amount of the firearm
and other weapons.
Those who have come into possession of
firearmsand other weapons through inheritance
orlegacy must apply within ten days from the
time when they became aware of the fact,in
accordance with the preceeding paragraphs.
Article 3. In the uses where the Prefectural
Governor grants permission in accordance
with the application mentioned in the pre-
ceeding Article he must deliver a permit of
the forms as set forthin enclosures.
Article 4. In cases where any person who pos-
sesses the firearms and other weapons on
obtaining permission has fallenunder one of
the following items, he must give notice of
thisfact to the Prefectural Governor without
delay.
However, when he has removed his
residence to other prefecture,he must submit
reports to the Prefectural Governors both of
his old and new residences.
1. In case he has lost, or has been
deprived of, his firearms and other weapons,
or the location of the weapons has become
unknown.
2. In the case of having damaged or lost
the permit.
'3. In case the domicile, name or addres
has been altered.
Article5. Any person who keeps the firearms 01
obtaining permission must, if the grounds o
the permission have been extinguished, or hj
desires dispose of his weapons, apply tc
the Prefectural Governor to obtain an in-
struction.
Article 6. Any person who has discovered oi
picked up the firearms and other weapons
must submit an immediate report to the
nearest police station.
Article7. In case there existssuspicion as to the
possession of the firearms and other weapons
without obtaining permission the Prefectural
Governor may, at any time, make the officials
concerned -inspect or examine the places
1 where the keeping of the firearmsis suspected,
or articles,or an accountant-book.
Article 8. In cases where any person who pos-
sesses the firearms on obtaining permission
violatesthis Ordinance or these Regulations,
or the Prefectural Governor deems it neces-
sary from the standpoint of public peace, the
Governor may revoke the permission.
Article9. The PrefecturalGovernor can provide
the items necessary for the enforcement of
these Regulations.
Article 10. Any person who has violated the
provisions of Art. 2, para. 2, and Arts. 4 to 6
inclusive, or has refused the inspection or
examination as specified in Art. 7 shall be
liable to an imprisonment with or without
hard labour not exceeding three months or
to a penalty not exceeding a hundred yen,
or to detention or a fine.
Supplementary Provision:
The present Ordinance shallcome into force
as from the day of its promulgation.

Re Article22-4. Except in case of sellingto
the government in accordance with the provision
of Article 10-3 of the Enforcement Ordinance ol
the Food Control Law, no producer of white potato
shall sell white potato or processed commodity
thereofwhich he has produced to any other person
than the Government. Provided, however, this
does not apply to the case where the Minister of
Agriculture and Forestry designates or the case
where the producers get permission from the
prefecturalgovernor under special circumstances.
The following item shall be added to the end
of Article 23-6:
" The provisions of the preceding items shall
apply with necessary modification to white potato
and processed commodity thereof."
Supplementary Provision:
The present Regulation shall come into effect
as from the day of its promulgation.

Article1. Any person who owned or kept bullion
oflead,lead alloy(inclusiveof sheet,pipe and
bar of these metals),scrap of these!metals or
used one (inclusive of remelted or reclaimed
metal of the scrap or used one) on June 20 of
1946, must submit a report made in three
copies as per annexed form not later than
July 5 of 1946, to the Director of Regional
Bureau of Commerce and Industry in jurisdic-
tion of the localityof the materials concern-
ed; provided that quantity of the material
concerned owned or kept at each place of
location not more than 1 ton is excluded.
Article 2. Any person who fails to submit a
report or submits a falsereport in contradic-
tion of provisions of preceding Article shall
be liable to penal servitude or imprisonment
less than three years or a fine not exceeding
\5,000.00.
Any person who commits the offences as
provided for in the preceding Paragraph shall
be liable to both the penal servitude or im-

prisonment and the fine in consideration of
particular circumstances.
Article3. In case any representativeof a juridical
person, or any deputy or employee of, or any
other person working for,a juridicalperson or
an individual, commits the offencesin relation
to the business of the saidjuridicalperson or
individual, as mentioned in the preceding
Article,the fine as provided for in the said
Article shall be imposed upon the juridical
person or the individual concerned, in addi- j
tion to the offenders being liable to punish- j
ment as provided for. *
