The following C .4 information was obtained from aconfidential USFA informant who id a ian monarch-ist refugee well •known to Otto von

-On 25 . 0ctober1949 Informant received a letter from

Otto asking him to come to Paris to give his opinion onthe qctivities of certain Hungarian refugees living inAte French and up Zones of Austria ) who had expressedtheir dissatisfaction with the activities of the Hunger--ion Committee in New York. These individuals were attemp-ting to form a "Couhter n Committee under the leadershipof Otte.

Informant arrived in Paris on 5'November 1949. Hewent immediately to Otto 'a apartment on 16 Rue de l'alyeee.He was immediately taken to Otto ) who told him, that he hadreceived a visit from one Dr. Liklos La4AR ) living atSteyr, Land Upper Austria" who had proposed to Otto the-organization of a new Hungarian Committee under Otto 'aleadership and with the support of the French idnistryof Foreign Affairs. Also with LAZAR were General AndrasZAKO, living in INNSBRUCK ) former Captain Miklos NORPOMAY)and Count Joesef PALM.

Informan allegedly told Otto that ) since he (Otto)enjoys asylum in the United States ) and . since so much hasbeen done for Hungarians by the US Government ) it wouldneither be advisable nor fair to associate with people ofdubious background who in no way represent the best int-erests of the Hungarian emigres. Otto directed Informantto return to the US Zone of Austria' contact prominent Hun-aarian personalities like Istvan 31844KOVICS, and informthan that should anyone pretend to be acting on behalf of.Otto ) that person should be told that his claim was nottrue and that Otto would not lend his name to any new Hun-garian refugee organization.

Additional C-3 information was obtained from a Hungar-ian businessman who recently returned to Salzburg from anextended business trip in France, Switzerland and Germany.

This Informant states that between 4 and 12 November300 . a . group ofAxmaftem. refugees from the French andUS Zones of Austria went to Paris to confer with Otto vonHAB6BURG and with high-ranking persärialities of the FrenchLinistry of Foreign Affairs end the French Geural Staff.This group was headed by former Hungerien.General WU,wartime Hungarian Intelligence chief, 'tither members of

this group ;fere Captain LWAlos KORPONAY and Dr. MiklosLAZAR, formerly owner -of the Hungarian liberal newspaper

Reggel" (The Lorning),' a rather questionable publica-tion.. According to unconfirmed information, LAZAR madehis living by accepting bribes for not publishihg comp-romising articles. Purposes for ZAKO's-visit to Paris*ere as follows; •

- a. To convince liberal and conservative circles inParis that he and his followers do not:pursue an extremerightist policy. 440 attempted to prove this through thepresence of the'lib'erel LAME, allagedlY his political ad-.visor. LAW later'ststid to french officers-that he wasthe liaison man between the Americans and ZAED, that hehas contacts in high American military and intelligencecircles, and that the Americans favor ZAKO as the futureleader of a possible refugee army. .

b. To establish a closer contact with Otto and togain his support in a possible struggle against the Hun-garian Committee in New York.

c. To confer with the French General Staff concern-ing the use of YAM and his organization in the Trench In-telligence ServiCi. WO emphasized to the Wench thatHungary and FranceIlad never hal a war, since no officialdeclaration of war took place. ZAKO also reminded theFrench that with 64a help mani former Hungarian gendarcrarie officers'had'joined the french Foreign Logien, andrequested that these Hungarian officers be assigned tospecial units which, in the event of war, should be placedunder hia command. ZAEO allegedly obtained from the Frenchthe assurance that he would very soon receive the sum ofthree million francs, which is to be ueed in the expansionof French intelligence activities in Hungary and the restof Europe:

It is further rePorted that ZAK° and his friendscontacted Laos HAJIXJ743,4ETH, a former member of the Hung-arian parliament, who taa recently appointed by the Hungar-ian Committee in New York as their European representativein military matter°. ZAKO attempted to prove his good in-tentions to HAJDL-NE1.16TH, who was at first reluctant tolisten to him but later alleged1y changed his attitude:
