RETRENCHMENT AND PROMOTION.
The I'l tin nee Commltteo of thelloiif.0 should outline Its policy.
11 mil the general drift of legisla-
tive comment, the Bulletin chawsthe conclusion that the vote of Mon-
day In defeating the appropriationfor the Promotion Committee Infiilllllment of u plan of the llnaucicruof the Legislature to reduce tne ex- -

It to the public for discussionnnd thus gauge public opinion. Orthoy can have this schema undertheir hats and gradually develop itby springing siu.li unexpected eenn- -
ciinlcs ns the Piomotlon Committeetut, to seo how tho public takes It.
This paper believes In playing theopsn game In legislative matters.
If tho members of tho Legislaturecontemplate providing enough moneyfor tho Hoard of Health to relievetho community of the voluntary tou-nag- o

On general principles this paperbelieves In vigorous retrenchment In
nil Tenltorl.il departments whose
ivork Is duplicated or can be done by
the Counties. This means tlint we
iio not approve tho reduction In thosulnrlos of the public school teach-ers.
Hut before the people can net In-

eral policy of tlio Legislative leaden..We know what they nro driving at.To render intelligent asalstnnco, people niitBt have Borne knowledge ottho details of how they expect to gettlieie.
STRICT CONSTRUCTION 'AND THB
PLATFORM.
Senator Knlrchlld refused to signtho report of the Ways and MeansCommittee amending the law relntheto sureties In liquor cases because, according to his Idea, he Is pledgedagaliiBt nny change In the liquorlaw.
Hero we have an example of whuteven the temperance people will con-fcld- er
an extieme view, and theiron this proves with what In-
justice other members of the Legis-
lature nro being attacked In connec-
tion with other amendments thut willI'uttlier ported the picscnt liquorlaw.
Senator I'airchlld Is decidedly astrict constructionist, and rccog-- j
nlzed. '.'It 'another Republican doesnot happen to bo In the same class, that Is not good causo for puttinghim on the slate as an Imp ot thoDevil., When this bill for the amendmentof tho section of the liquor law re-

they tut: no more dishonest nnd nomorn dangerous to the community, noless loyal to tlio principles ot theirparty, than the strict construction-ists. That Is tho fact of the casedespite that nil our fcllow-cltlzen- s

We repent that the presentation oftile liquor problem In this l.eglslntuieha8 OUKi,t forward a condition thatimibt be dealt with practically, nndnot entirely on theory. The 11 it I --

laws fit the Tcnitnry and shouldtherefoio be entitled to a hearing intho courts of tho country when tin eatened with the lulu ot that businessby nn arbitrary liquor hoard exer-cising all the privileges of despotism.
Taking everything into consideration, the proposed amendments nowbefore the Legislature glvo promiseof making the picsent excellent lawfar better, and heading off n generallevlslnn and consequent upheavaltwo yenrs hence.
It wns hoped tlint he liquor ques-
tion would be entirely absent fromthe legislative list this year. Thiscannot he. Slnco this is so, wo believe It fortunate that the changescan be kept within such narrow UrnIts.
Tho sooner tho Ways and Meansliquor hill Is passed through the Sen-
