Coordination with all departments of NHFDC for achievement of MOU targets and periodic monitoring. 8. Custodian-in-charge of personnel files & ACRs of group ‘A’ & ‘B’ officers. 9. Duties and Responsibilities of Executives and staff

In supersession of all previous orders regarding duties and responsibilities of the officers of NHFDC, following will be the duties and responsibilities of executives and staff in the company with immediate effect:- Name/Designation Duties and Responsibilities 1. Shri A.K. Dey DGM 1. Function as Head of Office (HOO) and Coordinate the

functional activities of finance & accounts, personnel & administration, company affairs, systems etc.

2. Management and supervision of all functions of Project department.

3. Liaisoning & interaction with Government. 4. Coordinating the preparation of management reply &

response to Parliament question, VVIPs, VIPs references etc.

5. Evaluation of all corporate policies and rules prepared by concerned departments before submission to CMD for approval.

6. General supervision of office administration. 7. Coordination with all departments of NHFDC for

achievement of MOU targets and periodic monitoring. 8. Custodian-in-charge of personnel files & ACRs of group ‘A’

& ‘B’ officers. 9. In-charge of Public Grievances under centralized Public

Grievances & Monitoring system. 10. Chief Vigilance Officer (CVO) of NHFDC.

2. Shri G.S.Panwar Manager (Finance) 1. Supervision of functions of finance & accounts department. 2. Drawing and disbursing officer of NHFDC.

3. Supervision of loan accounting system, timely issue of demand notices for repayment (SCAs, NGOs & others) reconciliation of balances and follow up action to achieve repayment target of MOU.

4. All matters relating to statutory audit and inspection/audit by C&AG.

5. Matters relating to Income Tax Exemptions & Returns. 6. Preparation of annual budget and Annual Action Plan,

Annual trial balance, Annual accounts, performance budgeting.

follow up action. 8. Supervision of implementation of Rajbhasha Policy. 9. MOU target related to finance & accounts department.

3. Shri Anil Kumar Manager (P&A) 1. Supervision of all functions of P&A department i.e. Office administration, establishment & personnel matters.

2. Purchase, procurement of office items. 3. Supervision of maintenance & security of office premises

and office assets. 4. Recruitment, appointment, promotion and training of

personnel. 5. Formulation and review of personnel & welfare policies. 6. Public Relations, Advertisement and Media. 7. Planning, organizing/arranging, workshops/ trade fairs,

exhibitions, seminars etc. 8. Printing, publication & distribution of NHFDC publicity

material. 9. Printing and publishing of Newsletter. 10. Supervision of implementation of Scholarship Scheme for

persons with disabilities. 11. Liason officer in the matter of reservation of SCs, STs,

OBCs and Persons with Disabilities. 12. MOU targets related to functional responsibility.

4. Shri R.K. Mishra Company Secretary 1. Company Affairs, Company law, Board meeting, Annual General Meeting, periodical statutory returns and annual report.

2. Examination of loan agreements, court cases and legal documents as referred for opinion.

3. Follow up of execution of General Loan Agreement and Block Government Guarantee issues with the new/existing SCAs and new collaborative arrangements for implementation of schemes of NHFDC.

4. Maintenance of BGG & GLA status for MIS & reports. 5. Coordination of internal audit activity and follow up action. 6. Evaluation/impact studies of NHFDC Schemes, follow up

action and inspection of beneficiaries. 7. Management representative for implementation of Quality

Management System, ISO certification & procedures. 8. Drafting of MOU document, review/appraisal and liaison

with DPE. 9. MOU targets related to functional responsibility. 10. Public Information Officer for Right to Information Act,

2005.

5. Dr. Vineet Rana Deputy Manager (Project) 1. Scrutiny and appraisal of project proposals received from

SCAs and processing and submission for sanction / release of fund etc.

2. Correspondence and follow up action with SCAs on pending issues and utilization of fund.

3. Organize and arrange the Project Screening Committee meeting for the proposals to be sanctioned by NHFDC.

4. MIS reports of Sanction, Disbursement, Utilization of fund as and when required for the Management / Ministry.

5. Implementation of EDP scheme and training programmes for skill development of beneficiaries.

6. MOU targets related to functional responsibility. 7. Supervision of implementation of Scheme for Rehabilitation

of Manual Scavengers assigned to NHFDC. 8. Subjects not mentioned elsewhere.

6. Shri Arun Kumar 1. Implementation of Rajbhasha policy and all related work. Assistant Manager 2. Maintenance of library, purchase & procurement of books, (Official Language) maintenance of computerized record of library books.

3. Assistant PIO under RTI Act and shall submit files through PIO.

7. Shri S. Baburajan 1. Processing of various claims & bills of expenditure and Asst. Manager (Finance) files in this regard are to be submitted directly to competent authority. 2. Preparation of monthly salary & statutory returns, TDS, PF & IT returns. 3. Maintenace of MIS & other financial data & preparation of management reports.

4. To assist Manager (Finance) in all matter related to functioning of finance and accounts division.

8. Shri R.P. Dubey 1. Establishment & personnel matters. Assistant Manager 2. Purchase and procurement. (Personnel) 3. Training of personnel of NHFDC.

4. Recruitment, promotion & appointment of personnel. 5. Arrangements of Board meetings, AGM, PSC meeting etc. 6. Annual Maintenance Contracts for upkeep of all office

Equipments and office building. 7. Scholarship scheme for people with disabilities under

supervision of Manager (P & A). 8. Assisting Manager (P &A).

9. Shri Rakesh Agarwal 1. Scrutiny and appraisal of project proposals received from Assistant Manager SCA’s. (Projects) 2. Correspondence with general public and replies on the schemes and facilities of NHFDC.

3. Assist Deputy Manager (Projects) in all project funding related functions.

functions. 11. Shri Manoj Kumar Sahoo Assistant Manager 1. System Administration, Purchase & procurement of (System & Projects) computer & accessories, AMC, repair, maintenance of

computers and peripherals. Custodian of computers accessories & documents.

2. Supervision of data entry & management of project database.

3. Supervision of implementation of computerized loan accounting system and implementation of networking with SCAs through IT.

4. Maintenance & updating website of NHFDC. 5. Scrutiny of project proposals received from NGOs

processing sanction and release of fund 6. Follow up action with NGOs for utilization certificate,

credential and utilization verifications. 7. Preparation of presentation on NHFDC for various meetings

etc. 8. MOU targets related to functional responsibility. 9. Will work under the supervision of Dy. Manager (Projects.)

12.Shri H. Venugopal Rao 1. To provide all secretarial assistance to the CMD including Secretary to CMD dictation, typing and drafting letters of routine nature and PR 2. Efficiently maintain all records, correspondence of the CMD office including tour records and checking of e-mails. 3. Arranging/preparing papers for meetings and tours of CMD. 4. Arrangement & liaison for the meeting with MDs of SCAs, State Government officials, travel arrangements of CMD. 5. All other duties as assigned from time to time by Competenet Authority.

13. Shri B. M. Tiwari 1. Care taker of office building & equipments and office Sr. Office Assistant maintenance.

2. Custodian of assets and maintaining records thereof. 3. Public Relations, advertisement and media management. 4. All administrative and logistics arrangement for

promotional and awareness activities, exhibitions, workshops, seminars etc.

5. Processing of bills of telephones/mobiles/ LTC/ SCA’s advertisements/hiring of vehicles/ Advertisements/Security hiring, reimbursement of expenditure to staff relating to medical/conveyance etc.

6. Assisting in day to day work of Manager (P &A). 14. Shri R.K. Upadhyay 1. Maintenance of books of accounts including general ledger. Senior Accountant 2. To function as cashier and handling petty cash.

3. Preparation monthly salary & statutory returns. 4. Will submit files to Manager (Finance) and assist in all

other work as assigned to him by Manager (Finance).

5. Maintenance of Loan Ledger, Issue of demand notices to SCAs/NGOs. 6. Reconciliation of bank statement and balances with SCAs and NGOs.���

7. Maintain fixed assets register 8. Will submit files to Manager (Finance) and assist in all other work as

assigned to him by Manager (Finance).��

9. All other duties as assigned from time to time by Competenet Authority.�

15. Shri Pramod Kumar Will assist Assistant Manager (S&P) in maintenance of Asssistant Progammer database and website of NHFDC, procurement of computer

systems and peripherals and maintenance of systems.

16. Ms. Kalpana Thapa 1. To provide all secretarial assistance to the CMD PA to CMD including dictation, typing and drafting letters of routine nature and PR 2. Efficiently maintain all records, correspondence of the CMD office including tour records and checking of e-mails.

3. Arranging/preparing papers for meetings and tours of CMD.

4. Arrangement & liaison for the meeting with MDs of SCAs, State Government officials, travel arrangements of CMD.

17. Shri Praveen Kumar 1. All type of secretarial assistance to the officer with whom

Personal Assistant he is attached. 2. Efficiently maintain all records and correspondence of the

officer. 3. Arrangement & liaison for the meeting/ travel/tour. 4. All work relating to taking dictations and typing.

5. Update & maintain database of mailing address & contacts. 18. Junior Assistants

Shri Gopal Singh 1. Computer operation/data entry. Shri Arvind Tabhane 2. Maintenance of files/records. Shri Kulvinder Malik 3. Backup of the data pertaining to their area of function. Ms. Sarita Singhal 4. Assist the officer attached in the discharge of his/her Shri Rohtas functional responsibility. Shri Nand Kishore 5. Update & maintain database of mailing address & contacts.

19. Ms Vandana 1. Maintain Cash book, Bank book on daily basis. Accounts Clerk 2. Voucher preparation/entry, Journal entry etc.

3. Cheque preparation & maintain cheque issue register. 4. Data entry & typing work of finance section. 5. Assist Assistant Manager (Finance) in all his work and

shall report to him. 20. Ms Chanchal Madan : Diary & Dispatch and reception. Despatch Clerk 21. Drivers : 1. Safe Driving, & care taking of office vehicles Mr. Raj Singh 2. Maitentaining of log books pertaining to fuel, maintenance/

Mr. Pitam Singh repair. 3. Upkeep of timely & periodic maintenance/repair, insurance of vehicles and renewal of Ministry Parking Passes.

22. Mr. Deepak Bandooni : Data Entry under supervision of Deputy Manager (Proj.)/ Data Entry Operator /Asst. Manager (Projects)

Peon-cum-Messengers Shri D.S.Rawat : To attend to the functional needs of the officers which Shri Abhay Narayan include movement of files, serving tea & water, distribute Shri Dharambir and post letters, general cleaning and up-keep of work Shri Darshan Singh place, etc. Shri Laxman Singh 24. Vigilance Cell : Shri Manoj Kumar Sahoo, Assistant Manager (S&P) and Ms. Sarita

Singhal, Junior Assistant will assist CVO of NHFDC in all vigilance matters. Assistant Manager (S&P) will put up files and report directly to CVO in vigilance related matters.

All works/tasks assigned to officers before issue of this order are to be completed by

the concerned officers before affecting the change of duties. 2. The files/subjects will be submitted to CMD directly or through DGM in order to

streamline administration and to decentralize by making the officers and staff more responsible and responsive to NHFDC mandate. All officers shall ensure that relevant rules and regulations furnished on file to enable quick decision-making and good governance. Also, the officers and staff will strive to make NHFDC a ‘Zero-Mistake and No-Delay office’.

3. The files and subjects related to project funding, parliament questions, VVIP/VIP

references, Personnel files of group ‘A’ regular employees, formulation of policy & rules of the corporation, agenda items and minutes of Board meeting and MOU targets/achievements only are to be submitted through DGM for the approval of CMD, NHFDC and all other files and subjects to be submitted directly to CMD, NHFDC for approval/orders.

4. Assistant Manager (OL) will submit files related to Rajbhasha to Manager (Finance). 5. Proposals for payment of bills to parties/agencies are to be routed through Finance

section for examination and opinion of finance for further submission to CMD/DGM for approval/orders.

Notwithstanding anything contained in this order, CMD, as competent authority, may assign any work to any officer or staff on need basis. Also, DGM may refer any correspondence or file to any officer or staff for further examination and submission to CMD. (M. Ravi Kanth) Chairman & Managing Director Copy to:
