The Next Phase: ALIVE with TVET 2

ALIVE with ALIVE 2 is a continuation of Phase One but with one additional key element i.e. the provision for focused training intervention. ALIVE: with TVET: Joining Hands for Muslim Filipinos ALIVE with TVET 2 is a joint

project between the Department of Education (DEPED) and the Technical Education and Skills Development Authority (TESDA). ALIVE means Arabic Language and Islamic Values Education while TVET stands for Technical Vocational Education and Training . The objective of TVET with ALIVE is to shepherd Filipino Muslim OSYs living in urban areas towards socially and economically productive activities.

The Project provides the target clients with a month-long training on Arabic language and Islamic values education. Only graduates of the ALIVE Course are eligible to undergo skills training programs to enhance their employability.

The Project aims to train a total of 25,000 Muslim youths all over the country and not just in Mindanao.

The ALIVE Course and Skills Training

The ALIVE Course is a competency–based training that re-orients the Filipino Muslim youth, particularly those who have not attended Madrasah school, to the basic teachings of Islam. It also introduces them to basic Arabic language so that they are able to read some original texts from the Qu’ran. After the course, the trainees undergo institutional competency assessment patterned after national assessment implemented by TESDA. Only TESDA-accredited Asatidz (Muslim teachers) are allowed to conduct the training on ALIVE Course. Graduates of the ALIVE Course proceed to TVET or skills training programs to acquire skills that would enable them to get employed either as wage earners or as self-employed individuals. Graduates of skills training undergo the national competency assessment and certification of TESDA and those who pass are given certificates of competencies or National Certificates Level II (NCII).

What we have done: Alive with TVET Phase One

The First Jobs Fair For Muslims In September 2008, the FIRST ever Jobs Fair for Muslims, attended by President Gloria Macapagal-Arroyo was held on September 3, 2008 at the Philippine Trade and Training Center (PTTC), Roxas Boulevard. More than 30 recruitment agencies for local and overseas employment were on hand to match the job seekers with existing job requirements in the market.

During the Jobs Fair, seven automotive graduates were hired for employment as Tire Changers in Mecca, KSA while five graduates of call centers training were hired by a local company. Other applicants who were immediately hired for overseas employment included welders and caregivers.

Phase One of Project ALIVE with TVET was undertaken from December 2007 to December 2008. It began with the development of the ALIVE curriculum, including learning materials and assessment tools.

Rather than put up new schools of Madrasah, the Project brought ALIVE courses to the communities with Muslim youths. TVET with ALIVE Phase 1 trained a total of 1,000 Muslim youth from Quezon City, Manila, Parañaque, Taguig , Pasay, Makati, Angeles City and Dasmariñas, Cavite.

To facilitate the delivery of the ALIVE course, TESDA trained and certified a total of 26 Asatidz or Muslim Teachers, handpicked by DEPED. These Asatidz underwent intensive training on competency-based training, Trainers’ Methodology, and Assessment Methodology. All Asatidz underwent assessment and are now certified at Trainers’ Qualification Level 1 (TQ1) and Assessors’ Qualification Level 1 (AQ1) Certificates.

For the skills training part, TESDA brought the Muslim youth to its various training centers and partner technical vocational institutions to ensure that the training that the youth receive are within the TESDA standards i.e. quality training. The Muslims graduated from various skills training in courses such as automotive servicing, call center agents, caregiver, cell phone repair technician, dressmaking, food and beverage services, PC operations, slaughtering, welding and other technical courses.
