RECRUITMENT OF CANDIDATES FOR THE POST OF TRANSLATORS

Online applications in the prescribed format are invited from applicants

who are qualified as on the last date fixed for submission of applications for

recruitment to 10 Posts of Translators on the establishment of the

High Court of Karnataka, Bengaluru, through online link on

http://karnatakajudiciary.kar.nic.in/recruitment.asp

1. Method of Recruitment: Selection of candidates will be made in accordance

with the High Court of Karnataka Service (Conditions of Service and

Recruitment) Rules, 1973, (IV Amendment) Rules, 2017.

2. Method of Recruitment Process: 1 Translators Eligibility for Appointment:-

Appointment shall be by direct recruitment after calling for applications from candidates who have passed Master Degree in English at least in second class with Kannada as one of the languages in Bachelor degree. The candidates must have passed in such Bachelor Degree (with kannada as one of the languages) at least in second class. Note: Degree/Master Degree must have been obtained through regular course and not through correspondence course.

(a) Written Test:- The Candidates whose applications are in order shall be called for written test.

(b) Viva-voce:- Out of the candidates who are successful in the written test, such candidates in the ratio of 1:10 in the order of merit in each category shall be called for viva-voce.

3. Scale of Pay: Rs.21600 – 600 – 24600- 700 – 28800 – 800 – 33600 – 900 – 39000 – 1050 – 40050.

4. Probation: The candidate if appointed shall be initially on probation for a period of two years or for extended period if necessary.

5. Age limit: (1) As on the last date of submission of application, the age limit is, minimum of 18 years for all categories and the maximum age limit is as under:-

(a) 40 years in the case of a person belonging to Scheduled Caste or Scheduled Tribe or Category-I of other Backward Classes.

(b) 38 years in the case of a person belonging to Category II-A or II-B or III-A or III–B of other Backward Classes; and

(c) 35 years for others.

(2) As per Rule 6 of the Karnataka Civil Services (General Recruitment) Rules, 1977, the maximum age limit for appointment as mentioned in the said rules will be enhanced to the extent mentioned in the following cases:-

i. In case of candidate who is working or holding a post under the Government or a local authority or a Corporation established by a State Act or Central Act or established by the Government under a State Act or Central Act and owned or controlled by the Government by the number of years during which he/she is or was holding such post or ten years whichever is less;

ii. In case of candidate who is an ex-serviceman - by three years plus the number of years of service rendered by him in the Armed Forces of the Union;

iii. In case of a candidate who is physically handicapped - by ten years;

iv. In the case of a candidate who is widow - by ten years;

(3) The minimum and maximum age limit will be as on the last Date fixed for applying online i.e, 15.11.2017.

PAPER-II (3 Hours)

Test of Knowledge of Translation

Unit-I: Knowledge of legal language. 1. Knowledge of words, phrases, sentences and clauses of Kannada and

English languages used in the Constitution of India and in some important Acts and Rules.

Unit-II: Knowledge regarding translation of administrative matters of the Karnataka Government.

1. Knowledge regarding translation of matters pertaining to the proceedings of the Karnataka Legislature.

2. Knowledge regarding translation of matters pertaining to various

departments of the Karnataka Government.

UNIT-III: Knowledge regarding translation of Judicial Matters of High Court and Subordinate Courts of Karnataka.

1. Knowledge regarding translation of matters pertaining to the proceedings of High-Court and Subordinate courts of Karnataka.

2. Knowledge regarding translation of Judgments, Awards, Depositions, issues, charges and other orders of courts.

8. Method of Application and fee: The method of Application shall be through

online on the website http://karnatakajudicary.kar.nic.in/recruitment.asp to

be applied as per the instructions made available in the Annexure on the

website. Applications sent by any other mode other than online will not be

considered.

(a) Candidates belonging to GM, II-A, II-B, III-A and III-B or other

Backward Classes, shall remit an amount of Rs.500/-(Rupees Five Hundred Only). But, in the case of candidate belonging to SC/ST/Category-I and Physically Handicapped, the fee payable shall be Rs.250/- (Rupees Two Hundred and fifty only).

(i) Online Payment: On submission of online application, the candidates shall make the online payment of application fee by SBI online payment gateway mentioned in the online application.

(ii) Challan Form: On submission of online application,

the candidates shall download the challan through the SBI online payment gateway link mentioned in the online application in PDF format and shall remit the prescribed fee in any branch of SBI. (System need to support PDF reader-like Adobe, Acrobat)

(b) Fee once paid shall not be refunded under any circumstances.

9. Last date for submission of application:-

(i) To register / submit online application: 15.11.2017 (11:59 P.M.)

(ii) For payment of fee through Online/Challan :19.11.2017

10. Candidates Claiming Reservations:

(a) Under SC/ ST, Category – I / II A / II B / III A / III B shall possess the certificate in the form as prescribed by the Government of Karnataka and issued by the competent Authority.

(b) Claiming reservation under Rural /Physically Handicapped / Ex-Servicemen / Widow candidates shall posses the Certificates issued by Competent Authorities.

(c) Candidates claiming reservation under Local Cadre shall possess the relevant certificate issued by the Competent Authority on or before the last date of applying online as prescribed under the Karnataka Public Employment (Reservation in appointment for Hyderabad-Karnataka Region) (Issue of Eligibility Certificates) Rules, 2013.

(d) The candidates claiming benefits under Sl. No. 10 (a), (b) and (c) above shall possess the relevant certificates, issued by the Competent Authorities on or before the last date of applying on line.

(e) Candidates who are in service of Union of India / State Governments and their undertaking shall possess the “No Objection Certificate” issued by the concerned Authority and furnish at the time of verification of documents.

11. Candidates called for the document verification at the time of

Written Test/Viva-Voce shall furnish the necessary original documents

with regard to Educational Qualification (SSLC or equivalent examination

certificate to show the Date of Birth), Degree and Master Degree Marks

Cards and Convocation Certificates, Caste, reservations claimed with

regard to Rural / Physically Handicapped / Widow and reservation

claimed for “Local Cadre” for verification. On verification, if the

information so furnished by the applicant in the application is found

to be false, then their candidature is liable for rejection and also they

are liable for criminal prosecution for furnishing false information.

12. Candidates called for Written Tests/Viva-voce will have to appear for the

same at their own cost.

13. The recruitment to the post of Translators is made for posting either at

High Court of Karnataka Principal Bench at Bengaluru or Benches at

Dharwad and Kalaburagi.

14. If any applicant is found to attempt / obtain extraneous support by any

means for candidature from any officials or non-officials, he/she will not

be eligible for appointment.

General Instructions to the Applicant

1. Applicants shall read all the instructions carefully before submitting the applications, so as to avoid the mistakes.

2. Candidate must specifically indicate the Residual Parent Cadre/ Local

cadre of reservation in the column earmarked in the application under which candidate would like to be considered. Further candidate is not permitted to change the Residual Parent Cadre/ Local cadre claimed in the application. (Local Cadre means Reservation to the candidates belonging to Hyderabad Karnataka Region)

3. The applicants shall provide the Mobile number and valid E-mail Id

(Compulsory), for communication, at relevant columns while submitting online application. The authority is not responsible for non receipt of SMS or E-mail.

4. To avoid last minute rush, the applicants are advised to submit the

online applications well in advance. The website will accept the applications round the clock upto 15.11.2017 till 11.59 p.m.

5. The decision of the High Court of Karnataka will be final, as to the

eligibility for Written Test & Viva-voce or otherwise of an applicant. 6. Intimation will be sent to the eligible candidates through a SMS message

to Cell phone and also an email will be sent to Email-Id, if provided. The list of short listed applicants will also be notified on the High Court of Karnataka website: www.karnatakajudiciary.kar.nic.in/ recruitment.asp for downloading the “Call- Letter”. Applicant must bring his/her ‘Call-Letter‘, at the time of appearing for the Tests / Viva Voce.

7. The Applicants shall have to appear for the Written Test and Viva-Voce

if called for, at their own expenses at the place and time decided and notified by the High Court of Karnataka.

-2- 8. The Applicants shall produce the copy of “Call Letter” and “Identity

Proof” (Voter ID or Aadhaar Card or PAN Card or Driving License or Ration card or Passport in Original can be produced as a proof of identity) while appearing for the Written Test / Viva Voce for verification.

9. The applicants shall produce all the original testimonials with a set of

self attested photo copies i.e., Mark Cards of SSLC/X Std., Graduation, Post Graduation, Caste Certificates, Certificates for claiming any reservations, 2 Passport size photographs and also Three Character certificates (one from last studied education institution and two from the respectable persons) while appearing for the Written Test & Viva-voce for scrutiny.

10. On the basis of marks obtained in Written Test, candidates will be

short listed for Viva voce.

11. Mere success in the Written Test and/or Viva-voce shall not confer any right to appointment and no applicant shall be appointed to the post unless the High Court of Karnataka is satisfied, after such inquiries as may be considered necessary that the applicant is suitable in all respects for appointment to the post.

12. To avoid last minute rush, the applicants are advised to submit the

ONLINE applications well in advance. The website will accept the applications round the clock till 11:59 p.m. of 15.11.2017.

13. The applicant shall pay the appropriate Application Fee as mentioned in the notification, either by mode of online banking or through Online SBI Payment Portal download Challan form as notified by the High Court of Karnataka. The fee shall be remitted at any branch of the State Bank of India (SBI).

14. The Applicant shall scan his/her latest passport size photograph with

white back ground (having 5 cm of length X 3.6 cm of breadth with max. size 50kb) and signature on white paper in black ball point pen (having 2.5cm of length X 7.5 cm of breadth with max. size 25kb) in .jpg format and upload the same, while submitting the Online application.

15. The applicants shall not upload any other original or attested copies of

the documents/ certificates (except the above specified documents) at the stage of submitting the online application.

16. While applying online application for the post, the applicants shall ensure that he/she fulfils the eligibility and other norms as mentioned above and that all the particulars furnished by him/her are correct in all respects. In case it is detected at any stage of recruitment that a applicant does not fulfill the eligibility norms and/or that he/she has suppressed/twisted or truncated any material facts, his/her candidature will stand cancelled. If any of these shortcomings is detected even after appointment, his/her contract shall be liable to be terminated. Furnishing of wrong, incomplete or incorrect information would not only lead to disqualification but also liable for criminal prosecution.
