Inviting Expression of Interest:
Under the scheme Shyama Prasad Mukherjee Rurban Mission, Government of Uttarakhand has
allocated a mandate to District Dehradun for Conducting “Self-Employment based Skill
Development Training under the component of Skill Development training linked to Economic
activities which is already approved in the DPR of Ranipokhari Rurban Cluster. List of villages
under the cluster can be seen at annexure – 1.
In order to promote and encourage the rural youth, scheme has opted provision of self-
employment in the cluster. Due to unprecedented circumstances we have seen global economic
slowdown, as a result huge number of people have lost their employment, shutdown the
enterprises etc and returned back to their native places.
Uttarakhand State has also seen a huge number of reverse migrations in recent months due to the
sector wise employment saturation and unavailability of new jobs. In this view it’s imperative to
explore the other options by which people can get the employment and ensure their social and
economics need for their sustainable livelihoods.
To strengthen and diversify the HHs of SHGs and SECC household’s member’s income through
skill development training program, department is doing various activities. Under Rurban
mission this is one of the core activities to reduce the poverty of the SHGs and SECC households
of the Dehradun, Doiwala Block Villages.
The Shyama Prasad Mukherjee Rurban Mission (SPMRuM) follows the vision of "Development
of a cluster of villages that preserve and nurture the essence of rural community life with focus
on equity and inclusiveness without compromising with the facilities perceived to be essentially
urban in nature, thus creating a cluster of "Rurban Villages". The larger outcomes envisaged
under this Mission are: i). Bridging the rural-urban divide-viz: economic, technological and those
related to facilities and services. ii.) Stimulating local economic development with emphasis on
reduction of poverty and unemployment in rural areas. iii.) Spreading development in the region.
iv.) Attracting investment in rural areas.
To undertake the training Program, The Chief Development office invites Expression of Interest
(EOI) for hiring an agency to facilitate “Skill Development” and Capacity Building” of the
potential Youth of these 11villages.

Scope of Works:
The agency will be required to perform the following activities during the project period:
1. Conducting comprehensive survey of the 11 Villages to ascertain the target group
aspirational sectors for training and self-employment.
2. Submission of detailed survey report to department to finalise the sector wise job-role for
self-employment training program.
3. Identification and tie-up with banks for financial inclusion in setting up their enterprises.
4. Providing training to the potential youth of those living in the cluster of 11 villages
considering maximum participation from 5220 households and 1218 SECC families of
Ranipokhari cluster.
5. The training centre should be setup diligently with proper infrastructure including all the
labs and classrooms, should be equipped and compliance with prescribed norms in
R-SETI NSQF aligned Job roles. The classroom size has to be 300 sft. Agency need to
ensure minimum batch size of 20 candidates. In case the organisation has its own
residential training premises set-up as per the Sector Skill Norms, the same may be
considered for Residential Training with Boarding & Lodging Facilities. The agency(s)
would also follow the norms/guidelines issued by MoFHW, GoI and State Govt to take
precautionary measures for COVID -19 in the training centre.
6. To provide the contemporary, advance training program and ensure the maximum
outcomes, Agency need to adhere the Common cost norms provisions.
7. To validate assess the quality of training program third party assessment and certification
of beneficiaries is a mandatory provision under this project. Agency should coordinate
with concerned sector skill or M.S.D.E recognised for conducting 3rd party assessment of
beneficiaries.

8. The scheme intends to settle Minimum 70% beneficiaries out of total trained candidates (
Out of 70% settlement, 70% can be taken into self-employment and 30 % can be in wage
employment)
9. Scheme promotes self-employment and intends to foster more number of small scale
entrepreneurs in the project area. Implementation agency to ensure the adequate field and
project exposures for beneficiaries related to Self-Employment during and post training
program.
10. To ensure end to end support (During and after the training Program) agency needs to
track the candidates for 8 months from the training completion date. Project funds would
be release on achievement of stipulated milestones of project.
11. Once the project is awarded to agency, agency should need to mandatorily on-board
following manpower. This manpower should only be engaged / responsible for awarded
project. Any infringement would lead to notice and termination of project.

Project Duration:
The period of contract will be 1 year (last batch training of sanctioned target should be
completed within the time span of and in last 5 months placement and self-employment
activities would be performed). Agency needs to submit a detailed plan for achievement of
month wise training targets and placement of beneficiaries.
Selected agency needs to submit a monthly progress report to Chief development Office on
monthly basis. Chief Development Officer / Project Director and competent authority will do
fortnightly project review and Conduct time to time inspection of training centre.

Payment Norms:
All the payment would be calculated as per the prevailing Common Cost Norm provisions.
Payment Release Milestones:
1st Installment: 25% (Total Project Cost) would be released on: Signing of MoU.
2nd Instalment: 25% (Total Project Cost) would be released on:
Spending 60% of First Instalment funds
Achieving 20% of the training target completion and assessment and with 7% verified
placement.
Submitting audited expenditure statement like P&L statement, Balance Sheet, etc. with
respect of previous year for cases after 30th September.
3rd Instalment: 25% (Total Project Cost) would be release on:
Spending 90% of the funds disbursed as First and Second Installments
Achieving 60% of the training target completion and assessment and with 25% verified
placement.
Submitting audited expenditure statement like P&L statement, Balance Sheet, etc. with
respect of previous year for cases after 30th September.
4th Instalment: 25% (Total Project Cost) would be release on:
On achieving all targets, Placement of beneficiaries. Submission of the project closure
documents etc.
Note: Before releasing the installment department will conduct the desk and physical verification
of placement reported by agency. Department may utilize services of external experts to verify
the reported placement and self-employment. Financial verification would also be done in order
to ascertain and assess the fund utilization and avoid any misappropriation of funds and
fraudulent activities.

Adherence of Common Cost Norms:
Duration of training courses:
i. In case of skilling for fresh entrants, all courses shall for a minimum duration
of 200 hours.
ii. In case re-skilling of candidates, course duration shall be a minimum 80
hours.
Skill Development courses: Domain skill development courses require alignment
with National Skill Qualification Framework (NSQF). In case of courses for
Entrepreneurship Development Program, only such courses which are notified by the
Ministry of Rural Development may be undertaken by selected agency.
Soft skills/ IT labs/ Basic English: Every training course should mandatorily
provide for soft skilling including workplace and inter-personal skills relevant for the
sector/trade, IT labs and Basic English skills.
Training equipment & aids: All training courses shall be required to provide for
Industry benchmarked training aids and equipments as prescribed in the relevant
NSQFcourse.
Certified Trainers: All courses under project shall be conducted by trainers certified
under the:
i. Trainers Training Programs (TTPs) at NAR; or
ii. Training of Trainers (ToT) certification courses by Sector Skills Council in
India.
Aadhaar based Biometric attendance: During training, all candidates
undertaking training under the project and all trainers must recorded through AEBAS.
Settlement of trained candidates:
Out of the total candidates trained in Project:
i. At least 70% of the candidates shall be certified;
ii. At least 70% of the candidates shall be given settlement, of which minimum 70%
shall be in self-employment, and remaining may be in wage employment in jobs (with
minimum wages).
Explanation:
i. Settlement, for the purpose of project, means either placement of a trained
candidate in a wage employment or establishment of a business enterprise by a
trained candidate as self-employment.
ii. In case of wage employment, a placement shall qualify as placement only after

three continuous months in one or more job(s) with minimum wages prescribed.
iii. All placements shall have to commence within 3 months period from date of
completion of training.
iv. Settlement in self-employment ventures of candidates shall require to be
supported with Bank Statements on accrual of income, photographs of
business enterprise set up by the trainee, copy of document showing
registration of the business enterprise, credit linkage with Banks and/or any
other credible evidences, etc.
v. In case of re-skilling or skill up-gradation of persons already engaged in an
occupation, at least 70% of such persons shall have an increase of at least 3% in
remuneration within 14 months of completion of the skill development training.
Post training incremental income to be evidenced through credible evidences like
Bank Statement, Increase in turn over, etc.

Note: To qualify in phase -1 of EOI evaluation criteria agency (s) must have to secure a
minimum of 80 marks. In case of less than 80 Marks, EOI stands disqualified/cancelled.
Once the department would be finalized, the agency (s) would undergo for detailed
presentation before Project approval committee constituted under the chairpersonship of
CDO, Dehradun, Decision of Project Approval Committee would be stand final for
selection of agency and awarding the project with targets.
