Additionally, under our current policies, each time an employee or regular volunteer has a change in location of service, the employee or regular volunteer is required to be fingerprinted again. In addition, a B-4 Form must be completed, sent to the Chancery, and the registry checks noted in B-4 Policy and the B-6 Policy must be completed before an employee begins working with children. DECREE ON CHILD PROTECTION ORIENTATION SESSIONS WEBSITE SCHEDULE Employees, volunteers, coaches and others who are required to attend an orientation session on the Decree on Child Protection find it most helpful to open the Archdiocesan website to search for parishes where the sessions are being offered. Please ask facilitators to notify the Chancery with dates and times so that they might be posted on the website by contacting Fr. Joe Binzer at [email protected]. Thank you. CLERGY ALERTS Fr. Clerkson Vincent Kaimoi, a priest of the Diocese of Nakuru in Kenya who is currently living in Dayton, Ohio, has had his faculties revoked by Archbishop Pilarczyk. Fr. Kaimoi is currently under suspension from his Diocese because he is illegally absent. Fr. Kaimoi is not permitted to practice ministry as a priest anywhere in the Archdiocese of Cincinnati. This includes, but is not limited to, weddings, funerals, weekday Masses, weekend Masses, baptisms and the sacrament of reconciliation outside of true danger of death situations. If you have any questions, please contact Fr. Joe Binzer, at 513.263.6601. Thank you. We have been advised by the Office of the Secretary of the USCCB that Fr. George Agbley, a priest of the Diocese of Jasikan, Ghana, is no longer a priest in good standing and may have used forged documents to obtain a U.S. visa. There is reason to believe that he is still in the United States. Those needing further information should contact Bishop Gabriel Mante of the Diocese of Jasikan at [email protected]. The Diocese of Green Bay has advised the Office of the Secretary of the USCCB of its concerns relating to a Mr. Jeremy Bryja, who claims to be a member of a religious institute called “The Brother Servants of the Sacred Heart.” No such religious institute exists. In the past, Mr. Bryja has been known to present himself as a teacher, wearing religious garb, at Catholic schools. There may be reason to suspect he is doing the same once again. If further information is needed, please contact Msgr. John Doerfler, Vicar General and Chancellor of the Diocese of Green Bay at 920.272.8180. MASS STIPENDS - SOME PRACTICAL DIRECTION The following observations are not intended to be a full explanation or commentary on the Church’s teaching and law in regard to Mass stipends, but rather intended to provide some practical direction about the matter. Any questions that you may have can be addressed to Fr. Joe Binzer, Chancellor.

1. The custom of making an offering for the celebration of a Mass is a long-standing one in the Church and is sanctioned by Church law. It is not permitted,

therefore, for a parish priest to decide that no Mass stipends will ever be accepted in the parish for which he is responsible.

2. The intentions of the donor must always be respected. Thus, if a priest accepts one or more stipends with the understanding that the Masses will be offered in the parish church, the priest is not free to send them elsewhere without the consent of the donor.

3. Separate Masses are to be offered for each stipend that is given for a single Mass. It is not permitted to group separate stipends together and offer a single Mass for many intentions.

4. It is permissible for the faithful to contribute to collective Mass intentions (e.g. "Purgatorian Masses") provided it is clear to them that their individual offerings will be used in this way. However, the place and time of the offering of these Masses must be made public and they are not to be offered more than twice a week in any given church.

5. No priest or parish may retain more Mass stipends than can be satisfied within one year. Surplus stipends are to be sent to the Chancery or the Mission Office for distribution to other priests in the Archdiocese or in the missions.

6. While a priest may offer more than one stipend Mass on a given day, the second stipend (bination stipend) is to be sent to the Chancery with the notation that the obligation has already been fulfilled. These funds are dispersed to Mount St. Mary’s Seminary and to general Archdiocesan operations.

7. The Priest Personnel policies of the Archdiocese provide that priests may waive stipends owed them personally in favor of a specified regular monthly payment. However, the policies and Code of Canon Law, (canons 276.2.2 and 904) also call for regular, even daily celebration of the Eucharist by priests.

8. Pastors of parishes (and diocesan bishops) are required to offer Mass for their people on Sundays and other specified feast days. If a priest is pastor of more than one parish, one Mass per Sunday or feast day satisfies this obligation. However, on these days, the pastor may not receive a stipend for another Mass. If stipend Masses are scheduled, the stipend is to be sent to the Chancery in accord with number 6 above.

9. The Mass offering for all Masses in the Archdiocese of Cincinnati is $5.00. No more than that may be requested for a Mass offering, though more may be accepted if it is freely offered. Less may be accepted and no reasonable request for Masses shall be refused.

10. These items are matters of justice and are therefore to be interpreted strictly. Any abuses or mismanagement of the Mass stipends require restitution.

11. Since the Code of Canon Law (canon 958.2) calls for the bishop to inspect the Mass stipend books of his parishes, the Mass stipend books should be presented for his inspection with the sacramental records when the Archbishop or his representative comes for Confirmation, parish visits, etc.

TRIBUNAL OFFICE WE MISS YOU In September, Archbishop Schnurr and Sister Victoria Vondenberger from the Tribunal Office will speak during four evening meetings for those separated from the Church over marriage-related issues. Please see the flyer included with this Clergy Bulletin to be duplicated and distributed to parishioners. If possible, please print the flyer on bright yellow paper. After brief presentations, those attending will be divided into small groups to meet with a priest or procurator/advocate for responses to their individual questions. If you are able to attend one of the evening meetings please call Sister Victoria at the tribunal or email her at [email protected] so you will be included among the experts who will be available for small groups. This is a joint effort planned by many offices of the Archdiocese as you will see on the flyer. It is hoped that a chance to meet the new Archbishop will draw people to come for more information about marriage cases they or someone close to them may need to present. Please do all you can to encourage people to take advantage of this opportunity. VOCATION OFFICE ADDITIONAL COLLEGE SEMINARY PROGRAM AVAILABLE Beginning with the 2009-2010 academic year, college seminarians will attend either the Pontifical College Josephinum or Bishop Simon Bruté College Seminary in Indianapolis. Bishop Bruté was added this year because it offers a different type of experience compared to the Josephinum to help us attract a wider variety of candidate at the college level. Instead of being self-contained as the Josephinum (all the classes and programs are solely within a seminary environment), Bishop Bruté is part of a larger campus experience at Marian College in Indianapolis. While Marian College is sponsored by the Oldenburg Franciscans, the direct supervision and formation at Bishop Bruté is conducted by the Archdiocese of Indianapolis. Kyle Schnippel in the Vocation Office. “CALL OF THE KING” CONFERENCE The next “Call of the King” Conference will be held on Sunday, September 27, 2009 at Our Lady of the Holy Spirit Center in Norwood, and on Sunday, October 11, 2009, at Holy Angels Parish in Sidney. Featuring a keynote address by Archbishop Dennis Schnurr, this is a wonderful opportunity for parishioners in the Archdiocese of Cincinnati to show support and prayer for their priests during this Year for Priests. The Conference runs from 7:00 - 8:30 p.m., with an optional hour of Adoration beginning at 6:00 p.m. Please invite the Vocation Committee from your parish to attend.

ANDREW DINNERS Following the success of our initial Andrew Dinner this past spring in Sidney, we have scheduled four additional Andrew Dinners throughout the Archdiocese this fall: October 14: Holy Redeemer Parish in New Bremen October 21: St. Anthony Parish in Dayton October 28: Our Lady of Lourdes Parish in Westwood (Cincinnati) November 11: St. Andrew Parish in Milford Named after St. Andrew who brought his brother Simon Peter to meet Our Lord, these dinners provide priests the opportunity to bring sons of their parish to a casual dinner to meet Archbishop Schnurr, a few of our seminarians, and hear a short program on the life of the priest. The support of priests is critical in inviting young men, high school juniors and up, to these dinners! Please start considering whom you might invite from your parish. CAST YOUR NETS Our next “Cast Your Nets” is scheduled for October 25, 2009, at St. Luke Parish in Beavercreek. We have adapted the schedule to help distinguish the celebration of the Eucharist during the event from the more jovial and fun aspects of the evening. Archbishop Schnurr is the presider and homilist for the Mass and Dan DeMatte of Columbus is the keynote speaker. The evening begins at 5:30 p.m. and concludes by 9:00 p.m. Priests from the Dayton area are invited to help with confessions throughout the evening, as able. Registrations will be online through the Office of Youth and Young Adult Ministry webpage and parishes are encouraged to register through their youth minister.

DEPARTMENT OF FINANCIAL SERVICES FINANCE AND ACCOUNTING OFFICE FALL OPEN ENROLLMENT In September, Open Enrollment packets will be mailed to all eligible employees in the Archdiocese of Cincinnati. The time frame for employees to enroll in the Dental Care Plus Plan as well as in the new Flexible Spending Account (FSA) and Dependent Care pre-tax benefits is October 1 through October 23, 2009. Many pastors, principals, administrators and business managers, participated in the Webinars held earlier this summer. The next step in presenting these benefits will be seminars held at various locations throughout the Archdiocese during the month of August. These informational meetings will assist all administrators in understanding the inner workings of the Plan. Chard Snyder, the administrator for the program, and representatives from the Finance Office will be conducting these seminars. A complete list of the FSA Meeting Locations is enclosed with this mailing on a yellow insert. COBRA HEALTH CARE CONTINUATION The guidelines for health care and dental coverage for terminating employees as published in the Clergy Communications earlier this spring remain in effect. The Archdiocese of Cincinnati is subject to a portion of the recent Federal Stimulus Act for employees who have been involuntarily terminated. We are subject to the State of Ohio COBRA which includes a nine months Federal subsidy reimbursement and continuation of coverage for twelve months for those employees who make application. Materials explaining the ramifications of this legislation have been sent to all locations. Please call Barb Walsh in the Finance Office with questions or concerns about the application of this law to Archdiocesan locations. ARCHDIOCESE OF CINCINNATI WELLNESS PROGRAM UPDATE Over the last two months Kristen Barlag, our wellness coordinator from TriHealth Corporate Health, has been scheduling biometric screenings throughout the Archdiocese. These screenings will take place during the fall and winter timeframe. SELF INSURANCE ANNOUNCEMENT Gallagher Bassett Services, who handles the property and liability claims for the Archdiocese of Cincinnati, has announced a change in the personnel serving us. Effective July 1, 2009, the new Branch Manager is Paul Kenkel. Paul has been handling insurance claims in the Cincinnati area for twenty-five years. He has lived in the city most of his life and currently resides in Delhi Township with his wife, Mary. PASTORAL SERVICES PRIESTS’ PERSONNEL OFFICE THE UPPER ROOM CRISIS HOTLINE This crisis hotline has been established to support the work of Presbyteral Council leadership and to contribute to the spiritual, physical, emotional, and mental health of priests, deacons and religious brothers of the Catholic Church. The hotline has been in operation since January 2008. The goal of the hotline is to offer unique services that perhaps are not currently available to priests in their locale, diocese or province. The Upper Room offers skilled listening, para-professional counseling, information and referral, suicide prevention and crisis intervention. FAMILY LIFE OFFICE ATTENTION ALL PASTORS RESPECT LIFE PACKETS The Respect Life Packets from the USCCB will be mailed the first week of August, 2009. The theme this year is “EVERY CHILD BRINGS US GOD’S SMILE.” Each parish, parish coordinator, high school, hospital chaplain, and college campus ministry will receive a packet. 2010 PRE-CANA AND MARRIAGE PREPARATION Information to all Parishes regarding the 2010 Pre-Cana dates along with other marriage preparation information will be forthcoming. PRIESTLY FORMATION OFFICE MEDICARE BENEFITS FOR PRIESTS As US citizens near the age of 65, Medicare and other insurers begin to send information about the Social Security and Medicare programs to all eligible individuals. Even though a priest is actively working, he may apply for Medicare Part A at age 65. This is the “free” one which covers hospitals and will be considered secondary to the Anthem coverage. When a priest retires, the Finance Office will assist in the application for Medicare Part B. This is the physician component that along with Part A will become the primary coverage after retirement. Anthem will become secondary and the prescription drug coverage will remain the same. This transition to Medicare Part B takes three months to accomplish. When planning for retirement, please allow sufficient time for this change to take place. If you have any questions, please feel free to contact the Priestly Formation or Finance Offices. CONTINUING EDUCATION POLICY FOR PRIESTS Section V.H.4. of our current Personnel Policies for Priests provides that tuition for continuing education programs is to be paid for by the Priestly Formation Office. YEAR FOR PRIESTS Pope Benedict XVI has declared this year, which began June 19, to be the Year for Priests. The Secretariat of Clergy, Consecrated Life, and Vocations of the USCCB has posted a website, http://www.usccb.org/yearforpriests, to assist in our prayerful observation of the Year. There are many interesting and helpful links on the website. INTRODUCTION OF “GOOD LEADERS, GOOD SHEPHERDS” On Tuesday, September 1, Fr. Bill Dickinson of The Catholic Leadership Institute, will present the formation program entitled “Good Leaders, Good Shepherds” to priests of the Archdiocese, and invite them to register for the program. One introductory session will be held at two different locations: 1:00 p.m. in the basement of Trinity Center in Dayton and 3:30 p.m. in the Pavilion Building at St. John Parish, West Chester. JUNIOR CLERGY OVERNIGHT The ordination classes of 2006, 2007, 2008 and 2009 will meet at the seminary Monday and Tuesday, September 14 and 15. Also, they will meet at The Spiritual Center of Maria Stein on the afternoon of Wednesday, February 24 and the morning of Thursday, February 25, 2010. EUCHARIST AND ADORATION For priests who are interested in leading their parishes in Eucharistic Adoration, the Worship Office is offering a program. Please see the Worship Office section below. CELEBRATE WHAT’S RIGHT IN YOUR PARISH (Appreciative Inquiry and Effective Pastoral Planning) Rick Krivanka, Director of the Pastoral Planning Office for the Diocese of Cleveland, will lead this program on Friday, October 2, from 9:30 a.m. - 3:30 p.m. at the Bartlett Center of The Athenaeum of Ohio. THIRD EDITION OF THE ROMAN MISSAL The Priestly Formation Office is working with the Worship Office in planning the orientation for priests to the new English translation of the Roman Missal, so that priests may effectively lead the People of God in the transition to the use of the Missal. The first such opportunity for priests will be on April 15 and 16, 2010, in a workshop offered specifically for priests and diocesan staffs (of Cincinnati and some nearby dioceses). WORSHIP OFFICE THIRD EDITION OF THE ROMAN MISSAL A new English translation of the Roman Missal is being prepared for use in English speaking countries. Several sections of the translation have been approved by the USCCB and have been sent to the Holy See for recognitio. Rome has encouraged the USCCB to have its final votes on the text in November, 2009 so that recognitio of the entire text might be granted soon thereafter. It is the hope of the USCCB, our own archbishops, the Worship Office and other Archdiocesan offices that the reception of the Roman Missal will be an opportunity for liturgical formation. To that end, the Worship Office, in consultation and collaboration with other Archdiocesan offices, the Archdiocesan Worship Commission, and other parish ministers, is preparing materials and programs that not only will help with receiving the new translation, but continue to nurture and deepen our experience and understanding of the celebration of the Eucharist. Mark your calendars for a workshop on the Roman Missal being held on April 15 and 16, 2010 at Good Shepherd Parish. This workshop is being offered by the USCCB Committee on Divine Worship, the Federation of Diocesan Liturgical Commissions, and NOCERCC. This workshop is for priests and diocesan staffs and will include a broader audience than the Archdiocese of Cincinnati. Unfortunately, we will not be able to accommodate parish staff members at this particular workshop because of the broader audience in attendance. Attendance by our priests is strongly encouraged. Brochures will be mailed as soon as we receive them from the USCCB/FDLC/NOCERCC. While there may not be a pack, troop or crew chartered to your parish, it is may be that some of your adult parishioners are working with scouts on a Catholic Religious Emblem. Please note that each Counselor’s completed application requires your signature. The verification program will work to ensure that the individual has taken both the Archdiocesan and the Scouting Youth Protection Trainings; that the individual has been fingerprinted as required by the Archdiocese; and that you, as their Pastor, approve of them doing this work. LABOR DAY MASS “SACRED HOPE IN THE MIDST OF A CHALLENGING ECONOMY” Catholics throughout the Dayton area will gather to find “Sacred Hope in the Midst of a Challenging Economy” at a Labor Day Mass Monday, September 7, at 9:00 a.m. at Immaculate Conception Church, 2300 S. Smithville Road. Archbishop Daniel Pilarczyk will be joined by area priests. A number of parishes will forego a Labor Day Mass so that parishioners can attend the Mass at Immaculate Conception.

“For a while now our nation has been faced with a troubling economy and in Dayton we will be facing new challenges in the years ahead,” said Fr. Dave Brinkmoeller, who is the dean of the 32 parishes in the Dayton deanery. “This Mass will enable the people of the Dayton Deanery to gather together to pray about the challenges of living in our difficult economy. It may include the concerns of job seekers and those who have had significant reduction in income, as well as their families. It will celebrate the solidarity of a church whose people are committed to be together in such challenging times. It will also celebrate the great social teachings of the Church, including the dignity of work and the importance of the common good.”

The liturgy will include special blessings for those in need of work and their families, employers and policy makers, and the support community. Fr. Active promotion of the 2009 CMA concluded June 30, 2009. We will continue to receive gifts and pledge payments through December 31, 2009. As of July 29 we had 32,523 donors out of the 168,095 households on our mailing list. That is a 19.4% participation rate and the average gift pledged was $104.32. We achieved 85% of our $4 million goal, receiving pledges of $3,392,754.18. Thus far, we have collected 89% of those pledges. Pastors, parish staff, and volunteers whom pastors designate to promote the Appeal should all attend one of the workshops. Stay tuned for times and locations. PARISH STEWARDSHIP: SAVE THE DATES! We will have our first ever Archdiocesan STEWARDSHIP SUMMIT on June 23-25, 2010 at the University of Dayton! The Wednesday afternoon through Friday morning Summit will provide all parish leaders (priests, catechists, business managers, pastoral council and finance committee members) practical “best practices” for living our baptismal call for discipleship. The Summit will include workshops and discussions with nationally recognized speakers who have years of practical expertise in guiding our understanding of how to live, foster and grow stewardship as a way of life in our families, parishes and ministries. Fees will be kept to an absolute minimum to allow maximum parish participation, so mark your calendars today to attend! More exciting details to come!

ALUMNI COMMITTEE SEEKS PARISH AMBASSADORS The Special Projects Committee of the Athenaeum Alumni Executive Committee is expanding the existing parish liaison program to take on additional responsibilities aimed at increasing awareness of the Athenaeum and its mission in individual parishes. “The goal is to have one person in every parish (of the Archdiocese) to be a contact person and to receive information from the Athenaeum on a regular basis and, on occasion, send information back to the Athenaeum,” said Gerald Miller, special projects committee chairman. REPORTING FINANCIAL MISCONDUCT - In a spirit of good stewardship, the Archdiocese of Cincinnati has instituted a financial misconduct hotline to allow employees, volunteers, vendors and other interested parties to report what they believe to be financial misconduct at any level – parish, deanery or archdiocese. As an additional safeguard, the hotline is administered by an independent third-party company, EthicsPoint.
