Sub: National Training Programme on DRR Strategies for Sustainable DevelopmentPlanning and Policy Instruments (for loint Secretary level Officers of CentralGovt./equivalent officers of State Govt., JOintly with DoPt, Govt of India) at NewDelhi.
National Institute of Disaster Management (NIDM), New Delhi has proposed toconduct a Special Training Programme for Joint Secretary level officers on the subject"Disaster Risk Reducation Strategies for Sustainable Development" to be held from 17-18February, 2016 at National Institute of Disaster Management (NIDM), New Delhi.
2. The programme objectives, course structure and design and other necessary detailsof the proposed training programme are stated in the enclosed brochure.
3. No course fee is payable. The officers deputed for the above programme will betreated as on duty and will be awarded a certificate on completion of the programme.
4. All Ministries/Departments are requested to circulate this Special TrainingProgramme among the Joint Secretary level officers under them. Context
Disasters (natural, anthropogenic, tecl'lncHogical or socia-civil) since long ~avebeen considered tragic interruptionsto the development process. When development plans arelaid and a disaster stri1les, development funds are divertedto meet emergency situations. Disaster losses Indude not onfy the shocking direct impactsthat ~ see in the news. s~ as the loss of life, housIng,and Infraslf\lcture, but also indirect impacts such as theforegone production of goods and services caused byinler~ptlons in utility services, transport, labor supp.ies,supplrefl;, or markets.
In recent yeafl;,.. the linkages between environment,disasters and dellelopment are beIng re-emphasized due totheir significance in public governance and sustainabifitymanagement. This evolution would seem inevitable whenone considers the disproportionately high costs thatdeveloping oountr1es pay for disasters. Recent mejor hydro-meteorological disasters 'ike leh floods, Ultarakhand flashflood 2013, Pune landSlIde 2014, and the implications mCyclones Ai.s. Lejfa. Phailin, call for greater understandingof these relationshIps. Behavioural, environmental and&ocio~conomi~ aspects .in earthquake safely mana~ementand disaster osk reductIon are now consid'ered entical topublic safety, besides fire risk reduction owing to recentloss incidences. Occurrences of urban flood have becomeannual feature. Climate Change is known to aggmvate suchtlazards and IlUlnerability of communities. Industrial-chemical and other tedlnological disasters "ike aviation.rail, etc.} and soci~illil risks including stampede. etc. addf?Omplexityto the risks, as is evident from recent mishapslike Jalpur fire, Vlshakhapatnam explOSion, Bhilai accidentGAIL pipeline explosIon, etc. '
Following UN-International Decade for Natural DisasterReduction (IDNDR 1991-99}, there has been a paradIgmshift in disaster management from 'response and reliefcentlic' to 'prevention-mitigation and preparedness centric'approach. With gl"O'lNingawareness Oil climate change andenllironmental implications, and emghasls on theunderlying factors of vulnerability, a 2" Paradigm ShIfttowards "integmted local planning and adaptation centric'approach has emerged globally. 1. Module II : Malnltreamlng DRR
Integrating issues of Climate-change, Urban risks,Industlial-chemical hazards, housing Hrety withholistic OM framework; approaches ofmainSfreaming DRR environmentlNRM.infraslructure I engineering, social/welfareprogrammes and corporate issues.
2. Module In: Too's, Strategies and Finance
Choice of Mitigation measure - CBA. role of EIA,SEA, Economics of Disasler Reduction, Damage &loss analysis - REIA of Disasters, Local planning-integrated/district plan nina, PPP - CSR and NGOs,community organization for DRR.

1. To sensitize on disaster risk in India and its implication onsustainable development, with analysis of past & recentmajor dl.sastefS.
2. To provide information on intemational and nationalguidelines - treaties. frameworks, etc. - latest updatesand interpretations for India.
3. To appraise on policies. planning - operalional approachesand tools for dIsaster risk reduction.
4. To acquaint wfth the new and emergIng issues like climatectlange adaptation, ecosystem approach, andmainstreaming into development planning.
5. To discuss on practical approaches of malnstreamingacross sectors at state/district, local and national levels.
