Halifax Market Overview

Halifax is the capital of Nova Scotia and the largest urban area in Atlantic Canada, having a population of approximately 430,000 people, accounting for nearly 45% of the province’s total population. On 1 April 1996 Halifax was amalgamated with neighbouring communities to form the Halifax Regional Municipality. Halifax Regional Municipality occupies a strategic and central location on the province’s east coast and is home to one of the world’s largest harbours.

Halifax is the principal port in the Maritimes, handling over 1,500 vessels per year. Halifax’s port infrastructure includes two large container terminals, which are currently being upgraded and expanded. Many containers unloaded at the port travel over the Canadian National Railway’s lines.

Halifax had its second straight year of strong population growth, growing by 1.6% from 424,950 to 431,701. This was greater than the national growth rate of 1.2% and third among our benchmark cities: Kitchener-Cambridge-Waterloo (KCW), St. John’s, Québec City, Regina, and Victoria.

HALIFAX’S LONG TERM VISION

The Halifax Economic Growth plan has set a long term vision to grow Halifax’s population to 550,000 and a gross domestic product (GDP) of $30 billion by 2031. In the nearer term, the forecast for 2021 includes a population of 455,000, a labour force of 271,000, and a GDP of $19.8 billion. • Halifax’s population climbed to 432,000 in 2017, growing by 1.6% compared to 2016. This rate of growth is higher then the national average of 1.2%.• Immigration was the key driver of this growth with Halifax welcoming over 4,500 international migrants. The past two years have been the best for immigration growth since amalgamation in 1996.• CBoC expects another strong year in 2018, projecting GDP growth of 1.9%, led by continued strength in manufacturing and construction, as well as steady growth in the service sector.

CANADA’S OCEAN CITY Halifax is home to Canada’s East Coast navy, world-class deep-water port, research facilities including the Bedford Institute of Oceanography, and the to be built Centre for Ocean Ventures and Entrepreneurship (COVE), a multitude of firms working in ocean technology, defence, seafood, ocean-based pharmaceuticals and nutraceuticals, advanced manufacturing, and transportation and logistics.

Halifax boasts six degree-granting institutions and has over 35,000 post-secondary students, including 6,000 international students. The universities and colleges support knowledge-based industries such as financial services, information and communications technology (ICT), life sciences, and ocean technology. STRONG GROWTHConstruction is the major driver of business investmentin Halifax. The construction sector saw a significantincrease in activity in 2017 compared to 2016 andperformed well above the 10-year average.Annual major project spending in the city, as measuredby the Atlantic Provinces Economic Council’s MajorProjects Inventory, was $1.9 billion in 2017 and isforecasted to remain the same in 2018. Among thesemajor projects are several residential and non-residentialconstruction developments. The teardown of the Cogswell Interchange will begin in 2019. This infrastructure project will include three kilometres of new bike lanes and paths for active transportation (walking, cycling, skateboarding, etc.), six acres of land for development, and four acres of parks and open spaces. This phase of the project will be complete by 2020. In2022, the complementary $650 million redevelopmentof Cogswell Street will begin, which will include thedevelopment of 2.5 million sq. ft. of mixed-use space andup to 2,000 rental and condominium units.

Work at Irving Shipbuilding remains Halifax’s largestmajor project. There are currently over 1,800 shipbuildersemployed. Steel cutting commenced for the third Arcticand Offshore Patrol Ship (AOPS), and the first AOPS isscheduled to be delivered to the Royal Canadian Navy this year. Irving Shipbuilding has committed to over $580 million in contracts in Nova Scotia as part of the National Shipbuilding Strategy. These contracts are estimated to support 9,500 full-time equivalent person-years of employment and generate $460 million in income and $340 million in consumer spending within the province.

Bedford / SackvilleThe Bedford/Sackville Industrial area had a positive quarter as overall vacancy decreased in conjunction with quality warehouse space being leased. Nevertheless, with sub-markets so small, a single transaction can create substantial changes in the vacancy rate. Thus, one must be cautioned as to not overlook the other statistics and focus solely on the vacancy.

Trends > The vacancy rate declined 110 basis points to 2.1% with a positive absorption of 5,941 square feet this quarter.

> Several smaller transactions caused leasing activity to remain steady in the Bedford industrial market.
