FY2013 State Responsible Offender Demographic Profile
This report contains offender demographic information for the State Responsible (SR) Confined Offender and Community Corrections populations on June 30, 2013. Gender, race, age and education level are provided for both populations. In addition, information specific to the individual populations is provided. For example, the SR Confined population data also includes custody level, offense and length of stay information. The Community Corrections population also includes the type of supervision, the level of supervision and prior SR incarcerations.
To accommodate different user needs, information is provided on multiple levels. For each population, there is aggregate information summarizing demographic characteristics for the entire populations. In addition, information is provided at the region and facility or district level. For the Community Corrections population, Detention and Diversion Centers are presented along with the Probation and Parole Districts. Information is also provided by type of facility for the SR Confined population. To provide information supportive of the Virginia Department of Corrections’ Re-entry Initiative, demographic information is provided on populations flowing in and out of the SR Confined population. Summary demographic statistics for the FY2013 SR New Court Commitments and FY2013 SR Releases are included in this report.
The terms used in this report are:
• Community Corrections Population – Offenders convicted of one or more felonies that were sentenced to a term of supervision in the community and were being supervised on the date specified.
The information contained in this report was extracted from VirginiaCORIS and compiled by the Statistical Analysis and Forecast Unit. For additional information, please contact Dr. Tama Celi at [email protected] or 804-887-8248.
• State Responsible (SR) – The SR definition has changed over time and is dependent on several factors: date of offense, offense type (felony or misdemeanor), sentence length and how the sentence is expressed (in years, in months, in days or some combination of the three). Any offender who meets one of the SR criteria below is considered State Responsible.
• SR Confined Population – Offenders incarcerated in a VA DOC facility or local/regional jail on the date specified serving an SR term of incarceration; this figure excludes any Out-Of-State Contract offenders incarcerated in a VADOC facility.
• SR New Court Commitments – Offenders sentenced to an SR term of incarceration during the time frame specified.• SR Parole Violators – Parolees who had their parole revoked by the Virginia Parole Board during the time frame specified and had an SR term of incarceration imposed.
• SR Releases – Offenders released from an SR term of incarceration during the time frame specified
